Corruption is a complex social, political and economic phenomenon, affecting the society on the whole. It undermines democratic institutions, decelerates the economic development, and contributes to the destabilization of the society. All spheres of the society may be affected by corruption, and numerous studies have showed that the defense and security sector is among the sectors which are the most susceptible to corruption. Fight against corruption is a true necessity of any democratic society and it is, at the same time, a prerequisite of reform changes, and building of transparent and accountable institutions. That is why the fight against corruption and the integrity building in the defense sector have found their place within NATO and partner countries. For these reasons, NATO partnership program has been developed, aiming to find optimal models of building the integrity and defense institutions, with reducing the corruption to minimum, and of maintaining or increasing the efficiency and the effectiveness of collective security.
Projects on the establishment of world peace in the late Middle Ages were initially marked by religious views on the world. Christian church was the subject of war and peace and it did not make differences among peoples. It had universal aspirations. This dogmatic comprehension will be abandoned by the appearance of national states where the state becomes subject of war and peace. A division among nations appears and the possibility of their mutual recognition. In that way relations among states are being regulated from the point of view of international relations. His basic principle becomes the one of sovereign equality, this could happen after the termination of religious wars which got its peak by Westphalia peace. Starting from Dubois, Podjebrady, Penn, Duke of Silly, via Hobbes, Grotius end Puffendorf, it will be possible to determine how changes in society political systems and way of production influenced the developments of ideas on perpetual peace. The achievements of these thinkers were revolutionary and were still valid. It is worth mentioning the principles of sovereign equality of states, the presence of realism in international relations and the existence of judicial institutions such as the International Court of Justice.
Although it had had some drawbacks, Dayton's Peace Accord was to be a successful one due to the following reasons: Firstly, USA finally realised they had been the crucial factor of war ending in Bosnia and Herzegovina, otherwise their credibility as the great power would be put into question. Secondly, Croatian military operation called 'Oluja' ('Storm') and ruthless bombing of Serbian targets in Bosnia and Herzegovina changed balance of power and created factual fundament for negotiation on territorial division by drawing of future maps on the field. Thirdly, Milošević finally realised Serbs from Bosnia were a primary obstacle toward the lifting of international sanctions and set free isolation. Fourthly, American administration gave a full freedom to the main negotiator Holbrooke to lead the negotiations. Finally, Dayton's Peace Accord managed to ensure the cease of fire, which was the greatest achievement of it. On the other hand, it could not give the answer to the question of the future of Bosnia and Herzegovina either it is in integration or separation. The basic problem which is going to appear during its implementation will include nation building process on the ruins of the war. This is because the above mentioned process is influenced by domestic political forces, considerations and dilemmas besides strong international civic and military presence. In this point coercive diplomacy has proven to be unsuccessful. It might be rung off.
Serbia's Law on Planning and Building has imposed the topics of energy efficiency in building sector, requiring adequate policy making and providing a starting point for improvement of the current situation in this field. Considering the fact that there are more than 3.200.000 housing units without any statistical classification a need arose for establishing a national building typology as a starting point for further decision making and appropriate activities definition regarding the existing housing stock.After joining EU TABULA (Typology Approach for Building Stock Energy Assessment) project, methodologies and approaches of the European countries have been analysed providing a common experience, at the same illustrating a need for identification and classification of local characteristics. In order to obtain adequate data a comprehensive survey has been conducted, providing a starting point for creation of typology. The National Typology has identified typical "model" buildings and defined the levels of improvement ranging from standard (according to the current law) to the low-energy level. In this paper the author points out to the importance of main organizations for establishing of international peace and security. They are the following: League of Nations, United Nations, Organizations of European Security and Co-operation, Conference of European Security and Co-operation, European Council, West European Union and NATO. Until the end of the Cold war, the universal organizations have played primordial role, but after the mentioned period the regional ones took the lead. The reason lies in the shift in balance of power - from bipolar to unipolar. The League of Nations and CESC can be observed from the historic perspective. NATO and UN played a crucial role during the internationalization of Kosovo issue and the act of intervention itself. NATO demonstrated its power and proved in the absence of real balance of power, la force l'emporte sur le droit. On the other hand, UN had passed several resolutions that condemned violence in Kosovo and Metohia (1160, 1199 and 1203 - all passed in 1998). During 1999 Security Council had passed a famous Resolution 1244, by which it was decided a civic and military mission should be established in Kosovo and Metohia - UNMIK and KFOR KFOR dealt with security issues in order to ensure the respect of it to all nationalities in Kosovo and Metohia. UNMIK set a very ambitious task lying ahead trying to establish standards before the future status. Realizing that it would be impossible to reach the standards, UNMIK started with the policy of status determination without standards establishing. The outcome of such policy is Ahtissari's Plan for supervised Independence of Kosovo, and finally the Declaration of Self-proclaimed Independence of Kosovo. We are also witnessing the transfer of horizontal and vertical effective state authorizations to the mentioned international organizations, bearing in mind problems it encounters. NATO deals with security issues, but European Union being unable to deal with such tasks (ESDP policy is to be as attempt), is more concentrated on economic issues.
In this paper, the author analyzes the key stages in the development of the Republic of Srpska, since its formation in 9 January 1992. In this context, it elaborates the process of genesis of the Republic of Srpska, its international verification by the Dayton Peace Agreement, post-conflict consolidation as a process of trial of the constitutional reform in Bosnia and Herzegovina that would redistribute responsibilities between the entity and state authorities. However, the paper points out that the Republic of Serbian unquestionable categories and that the current attempt by the U.S. and the EU for the amendment of the Constitution of Bosnia and Herzegovina did not imply denial of two-entity structure of the state. In the future, how would you rate the author will attempt leading actors in world politics to redesign the institutional framework at the level of Bosnia and Herzegovina, as well as to strengthening its negotiating capacity to assume the obligations related to membership of the European Union and the North Atlantic Treaty Organization.
Европска унија представља по много чему специфичну међународну организацију. Њено основно и препознатљиво обележје је наднационалност у креирању и спровођењу јавних политика. Настала удруживањем ресурса угља и челика брзо је прерасла у зону слободне трговине и сарадњу држава чланица у питањима као што је атомска енергије. Европска интеграција од свог почетка до данас зна искључиво за проширење чланства и повећање броја области сарадње на добровољној основи. Да ли ће међународне околности у којима се ЕУ налази данас и односи са другим међународним организацијама одбрамбеног карактера допринети већој интеграцији држава чланица ЕУ у домену одбране основна је тема овог рада. Трагање за различитим сценаријима развоја заједничке безбедносне политике ЕУ зависи пре свега од међународне институционалне и безбедносне архитектуре у Европи и свету, историјско политичких трендова у развоју европске интеграције, правног оквира ЕУ и међународног стратегијског окружења. Савремене међународне организације, посебно оне са преовлађујућим обележјима наднационалности (у конкретном случају ЕУ) имају тенденцију да у области одбране и безбедности комбинују наднационална обележја са међувладиним у покушају да што ефективније искористе структуру организације за остваривање њених циљева и интереса, али без већег преноса надлежности са држава чланица на саму организацију. ; The European Union represents in many ways a specific international organization. Its basic and recognizable feature is that of supranational policy and decision making. It was created by pooling the resources of coal and steel which had quickly developed into a free trade zone and ever closer Union in many policy areas. European integration from its inception to the present days was all about expanding membership and increasing the number of areas of cooperation. Namely widening and deepening of the EU was on the agenda. Will the current international circumstances and relations with other international defense organizations contribute to deepening integration in the field of defense is to be researched in this work. Search for different scenarios in the development of EU Common Security and Defense policy depends primarily on the international institutional and security architecture in Europe and the world, the historical political trends in the development of European integration, the EU legal framework and international strategic environment. Contemporary international organizations, especially those with the prevailing supranational characteristics (in this case the EU) tend to combine intergovernmental and supranational approach in the area of defense and security in an effort to more effectively utilize the structure of the organization for the realization of its goals and interests, but without significant transfer of powers from Member States on the organization itself. The main goals and interests of the EU integration in the field of defense and security are to (1) ensure durable and everlasting peace among member states, (2) to address common security challenges, risks and threats autonomously or in cooperation with other States and/or international organizations, (3) pool and share resources leading to more effective achievement of military economic interests, mainly through the development and transfer of military technology and equipment. In addition to the mentioned goals and interests, (4) particular interests of the Member States would be to improve their own political, economic and military performance. EU Integration in the field of defense, may rest in the future on (1) the current state of integration (status quo), (2) progress in areas that are not conflicting with the individual interests of key actors in the European arena (3) the deepening of integration leading to progressive framing of common defense policy with an ultimate goal to establish common defense. (4) The fourth model is possible and has been seen in the other EU policy areas.
Студија обухвата припремну фазу научно истраживачког пројекта: Енергетска ефикасност зграда- оцена енергетских карактеристика грађевинског фонда Србије. У оквиру фазе А урађене су следеће активности: извршена је анализа постојећих прописа о термичкој заштити у Србији, извршена је анализа искустава европских земаља у овој области, дефинисана је прелиминарна методологија за стварање националног каталога зграда и типологије зграда, извршена је прелиминарна анализа типова градње и примењених конструктивних система, уграђених елемената и материјала, извршено је прелиминарно формирање типологије зграда, на основу законске регулативе Републике Србије. ; The study includes the preparatory phase of the scientific research project: Energy efficiency of buildings - assessment of energy performances of the Serbian building stock. Within phase A, the following activities were performed: analysis of current regulations regarding thermal protection in Serbia, analysis of experiences of European countries in this area, preliminary methodology for creating a national catalog of buildings and typology of buildings, preliminary analysis of construction types and applied structural systems, built-in elements and materials, the preliminary creation of the typology of buildings was performed, based on the legislation of the Republic of Serbia.
Yugoslav programme made Serbia eliminate the idea of Great Serbia. By the combination of subsequent events, Russia's withdrawal from the war, and political decisions, Versailles peace conference, such idea would be hardly achieved. Regarding Yugoslav programme 'The allies were not delighted too much about the perspective which would be borne by this plan achievement. They had not even been delighted by the idea of Habsburgs Monarchy overthrow so that they did not approve it until the middle of 1918'. Nevertheless, it may be concluded that the basis of the idea of Great Serbia in the warrior period 1914-1918 makes the 'Annexation of all those areas which were Serbian from ethnical point of view. Parts of Austria-Hungary (Bosnia and Herzegovina, part of southern Adriatic coast, part of Banat, Srem, Bačka, and Slavonia) were primarily in question; later on it is diminished only to Bosnia and Herzegovina and part of the coast, but it is enlarged by annexation of Montenegro'. By combination of historical events, and influence of public and secret centres of world power it was not realized; the creation called The Kingdom of Serbs Croats and Slovenians, that is The Kingdom of Yugoslavia later on was created, where disintegrative factors overcame integrative ones, and the idea of Great Serbia remained any further actual with some political forces inside Serbian people as the unification of all ethnical Serbian areas within Yugoslavia.
Монографија "Зграде школских и предшколских установа – методолошки оквир формирања типологије и побољшања енергетске ефикасности" представља теоретску подлогу рада и основне принципе истраживања којим су посебно обухваћени: историјски преглед развоја зграда школских и предшколских установа, развој регулативе ове области, методологија вршења пописа и формирања типологије зграда, принципи унапређења и прорачун потенцијалне уштеде енергије као и смањења емисије угљен-диоксида кроз процесе енергетске обнове зграда на нивоу Републике Србије. ; Monograph "School and Kindergarten Buildings- a methodological framework for the formation of typology and the improvement of energy efficiency" represents a theoretical basis of our work and basic research principles, especially covering the following: historical overview of the school and kindergarten buildings development, development of legislation in this area, methodology for taking inventory and forming the typology of buildings, improvement principles and calculation of potential energy savings and CO2 emission reduction via the processes of energy rehabilitation of buildings in the Republic of Serbia.
Примена обновљивих извора енергије на зградама школа, фискултурних сала и предшколских установа представља студију у којој су дефинисани могући модалитети и домети примене различитих расположивих видова обновљивих извора енергије у Србији, уз ограничења која намећу бројни затечени услови, пре свега локације. У уводном делу описан је значај примене обновљивих извора у глобалним и локалним тенденцијама одрживог развоја, као и главни међународни и домаћи легислативни акти. Потом је дефинисана методологија прорачуна потребних капацитета и енергетских добитака за сваку од анализираних технологија примене обновљивих извора енергије. Анализирани су системи топлотних пумпи, могућност примене енергије биомасе, као и могућност примене соларне енергије путем термалних соларних колектора и фотонапонских система. Могућност примене дефинисане методологије у теоретском делу илустрована је кроз конкретне случајеве школских и предшколских зграда, као и зграда школских фискултурних сала, у складу са претходно дефинисаним типологијама и условима конкретних локација. ; Application of renewable energy sources in school, gym and kindergarten buildings is a study where a multidisciplinary team of experts defined possible modalities and scopes of application of different available types of renewable energy sources in Serbia, taking into account the limitations imposed by the numerous conditions, primarily locations. The introductory part describes the importance of renewable sources implementation in global and local sustainable development tendencies, same as the applicable international and domestic legislation. This is followed by the defined calculation methodology of required capacities and energy gains for each of the analysed technologies underlying the application of renewable energy sources. The analysis encompassed heat pump systems, possibility of biomass energy implementation, and the possibility for solar energy implementation via thermal solar collectors and photovoltaic systems. The possibility for implementation of the defined methodology in theoretical part is illustrated by specific cases of school and kindergarten buildings, but also school gym buildings, in line with the previously defined typologies and conditions in specific locations.
