THE UKRAINIAN GREEK-ORTHODOX CHURCH OF CANADA (1918-1939): PROBLEMS OF BUILDING

In the article it is done historiographical and sources study analysis of the material concerning to the activity of the Ukrainian Greek Orthodox Church of Canada (hereinafter referred to as UGOCC). The reasons influenced on its creation are shown. The main of them was the desire of the public activists to give possibility to the immigrants to attend their native church with Ukrainian divine service, deprived the influence of Rome and Moscow. The conditions in which Ukrainians consolidated on the basis of Orthodox religion were analyzed. Orthodox were mainly those who moved from Bukovina and Galicians, that past from Greek Catholic faith to Orthodox. The history of origin and further activity of UGOCC in the interwar period, according to valid norms of the Canadian legislation, is described in the research. The most important problems of the building of UGOCC, such as the lack of priests, searching for a bishop by Ukrainian origin, and the struggle for the recognition of the canonization by the Constantinople Patriarchate are defined. Specific peculiarities of functioning the UGOC on Canadian territory, its ties with the same church in Ukraine are characterized. So, UGOC of Canada gave great significance to the spiritual union with the Ukrainian Autocephalous Orthodox Church (hereinafter referred to as UAOC), on it repeatedly stressed in its councils. UGOCC recognized itself as a part of the UAOC, headed by the Metropolitan Vasyl Lypkivsky. Particular attention is paid to internal conflicts in the interior of the Orthodox church. During the interwar period the discussion question of the canonicity of UGOC of Canada is remained, which Ivan Teodorovych and most of the members of the church`s council aspired to, but a part of the public activists led by V. Svystun was against the connection with the Constantinople Patriarchate and resanctifying the Archbishop, because it would mean «treason» of UAOC in Ukraine and the Kyivan canons of 1921.
Therefore, the article analyzes the main problems of the building of the Ukrainian Orthodox church in Canada in the interwar period as well as the ways to solve them.
CULTURAL AND EDUCATIONAL MISSION OF MYKHAYLO VERBYTSKY IN THE CONTEXT OF NATION-BUILDING

The creative activity of Mykhailo Mykhailovych Verbytsky, as one of the brightest representatives of the national elite of the period of the Ukrainian cultural revival of the XIX century, was traced. The importance of the social-cultural mission of the artist, a priest of the Greek Catholic Church, a public figure, the founder of professional music in Galicia and the founder of the national school of composition in Ukraine was emphasized. A representative of the artistic elite, the famous composer M. Verbytsky was a model of professionalism in music and, very importantly, a bearer of national and cultural ideas.
The article raises the question of the significance of the creation of the anthem song "Ukraine is not dead yet": the words of P. Chubynsky, the music of M. Verbytsky. The famous musicial composition, the words and melody of which united more than one generation, united Ukrainians around the world, influenced the formation of identity and awakened national consciousness. Working on the creation of a majestic song, the authors realized that the songs-hymns encode political levers, which reveal the potential for democratic development of the nation and the consolidation of citizens.
After Ukraine gained independence, the text of the anthem was approved, with simultaneous editing, and in March 2003, the Verkhovna Rada of Ukraine adopted the Law "On the National Anthem of Ukraine" to the music of V. Verbytsky, P. Chubynsky's words "Ukraine is not dead yet, and Glory, and Will "– is one of the most important state symbols.
Emphasis is placed on the fact that M. Verbytsky is the author of music for the National Anthem of Ukraine and his life choice, active social activity and creative work carried out a social-cultural mission. The talented composer, spiritual mentor, patriot M. Verbytsky realized the value of what he was doing, worked selflessly and sacrificially, promoting the position of self-affirmation of Ukrainians as free and self-sufficient people.
The Role of Cossack Colonel Illya Lyzohub (1720-1781) in State-Building Processes in Ukraine

The Lyzohubs were Cossack chiefmen and at the same time a noble family, whose representatives have played a prominent and sometimes paramount role at different stages of state formation during the XVII-XX centuries within the territories that are now part of the modern Ukrainian state. Illya Lyzohub's personality (about 1720–1781), despite his high social status, has not been the subject of research by the academic community of historians. Indirectly, his biography was covered by genealogists G. A. Miloradovich, V. L. Modzalevskyi and V. V. Kryvosheya. O. M. Lazarevskyi, who studied the Lyzohubs family in general, managed to bring most of the facts about his life path into the scientific circulation. However, there were no more attempts made to summarize the data concerning Illya Lyzohub's life and activities in the national historiography. Therefore, the purpose of this study is to attempt to fill in the above mentioned lacuna, based on a wide range of written sources. Thus, on the basis of the methods of the so-called "new family history", socio-cultural transmissions and Illya Lyzohub's social ambitions as a representative of a chief Cossack family have been analysed. In the course of the study, interpersonal interactions between I. Lyzohub and Hetman K. G. Razumovsky, as well as Major General I. I. Golovin, have been studied. The latter are extremely important in the view of the analyzed genealogical relationship between Lyzohub and Golovin. Therefore, there is a reasonable opportunity to claim that Lizohubs are relatives of such writers with a worldwide name as A. S. Pushkin and L. M. Tolstoy. On the basis of memoirs and archival sources, it was possible to find information about most of Illya Lyzohub's places of residence, thus extending the geography of the study beyond the Hetmanate. Thus, the proposed article is, in its essence, the first biographical research of the life and activities of Illya Lyzohub.

Management environment system is a comprehensive and coordinated component in the provision of economic functionality of a machine-building enterprise, which predetermines the need to examine it. A difference in the level of innovativeness of innovation-oriented enterprises in machine engineering that operate within the framework of technological stages IV and V requires a substantiation of recommended values of indicators of the dynamics of executing economic functions by management environment system for each group separately. The goal of present work is to substantiate the recommended values of indicators of the dynamics of executing economic functions by management environment system as a result of comparing machine building enterprises at technological stages IV and V in terms of its component environments and phases of innovation-oriented development within an organization. We compared a range of recommended (indicative) values of indicators of the dynamics by the relevant indicators of effectiveness of executing economic functions by the component environments of management environment system at the machine building enterprises of technological stages IV and V in terms of performing dynamic economic functions: enhancing capability in comprehensive staff retention, increasing financial motivation and safety for employees, growth in profitability by increasing the potential of employees' experience, development of innovative potential by developing the intellectual one; increasing the provision with reliable partners, increasing savings on costs, increasing the economic substantiation of interaction in ecosystem, development of consumer interest towards innovation; increasing the supply of active main assets for core activity, renewal of technical and technological states, actively increasing the share of intellectual property in assets, increasing active innovation. The novelty of present research is in the identification of differences in the range of values for indicators of the dynamics by economic indicators of effectiveness in the functioning of management environment system for the enterprises that operate within the framework of technological stages IV and V, and the substantiation of their drivers. A practical result of the study is a deepened analysis of economic indicators of effectiveness in the execution of economic functions by management environment system with the substantiation of their comparison by the machine building enterprises that operate within the framework of technological stages IV and V. A direction for further research is the substantiation of achieving indicators of the dynamics of execution of economic functions for financial-investment environment system at a machine building enterprise.
DIALECTIC OF PEOPLE'S, LEGAL AND MILITARY-POLITICAL ASPECTS OF THE PROBLEM OF DONBAS DE-OCCUPATION

The article provides reflexive analysis of the key factors of the cessation of armed conflict in the East of Ukraine and the return of the temporarily occupied regions of Donetsk to Lugansk oblasts under the authority and jurisdiction of our sovereign state.
As the oldest works on war and peace (Sun Tzu) are known, the longer the armed struggle is, the more difficult it ends with a just world, therefore, a wide range of approaches are usually proposed for resolving the armed conflict in the Donbass: from a compromise with the aggressor to victorious plans and strategies for a military solution to the liberation of captured territories. In the pre-election period, Ukrainian political parties, without theoretical justification, propose such populist approaches to solving difficult military-political problems. Our approach is based on the identification of the causes and consequences of the occupation of the Autonomous Republic of Crimea and the ORD and LO, the importance of adhering to the principles of international law, humanism and progress in the conduct of state policy, recognition of the factors of the key - activity factor of the peacemaking of multinational forces whose phenomenon is not explicated, theoretically unclear as to the peculiarities of the socio-political and humanitarian situation in the Donbass. Peacekeeping as a relatively new international legal and humanitarian phenomenon is attributed to the peaceful measures of the world community, which, according to the UN Charter, is taking "other measures" for the restoration of peace and the prevention of humanitarian catastrophes. His controversial nature follows from the fact that, on the one hand, the United Nations does not interpret its Statute, as "the right to intervene in cases that are essentially within the competence of any state, and on the other hand, it must take all measures for the establishment and preservation of peace.
He peculiarity of the use of multinational peacekeeping forces in the East of Ukraine is its work on the basis of the UN Charter, the synthesis of humanitarian, political, social missions, military and civilian control over the humanitarian situation, which could lead to disaster.
25 YEARS OF THE CONSTITUTION OF UKRAINE: RESULTS AND FURTHER PROSPECTS

The purpose of the article is to analyse the role of the Constitution of Ukraine in the state-building and law-making processes and to study the problem of necessity and directions of its improvement. The methodological basis of the work is a set of general and special scientific methods. It is based on the philosophical method of dialectics. Methods of recognition such as logic-semantic, system-structural, formal-legal, comparative-legal and other methods of recognition of processes and phenomena are used for the purpose of work. The article emphasizes that the adoption of the Constitution of Ukraine in 1996 marked an important stage of the national state building, which legally defined the transformational transition of Ukraine from totalitarianism to democracy. It is noted that the Constitution of Ukraine, as a legal act of supreme legal force, has been the legal basis for the formation of Ukraine as a democratic, legal and social state and has become a political and legal document of a programme character, which directed Ukrainian society and public authorities to appropriate democratic reforms in the field of the state-building and law-making processes. It is noted that a number of political, social, economic and legal factors put on the agenda the issue of constitutional reform in our country, which should aim at achieving the European level of socio-economic development, modernization of the existing governance system, improvement of public authority and the legal status of citizens.

Now the image of Ukraine and its regions in the world is formed sporadically and chaotically. As a result, the attractiveness of individual cities and regions of Ukraine for tourists is very low. Increase in the level of global competition of regions and individual cities created the need for a positive image of a city on the tourist market. Promotion of local unique differences of such cities by building up a brand based on them is the most efficient tool to enhance tourism appeal of the region. Since building up brands for various objects and purposes has its specificity, with the growing importance of tourism for the regions of Ukraine we have to expand, explore the features of creation of a brand for individual cities to increase the attractiveness of the area for tourism. The goal of writing this article is to define the role of branding for tourist industry, to identify problems in this activity, to characterize the stages in a strategic approach to branding the cities to enhance their attractiveness for tourists. The study was performed by using the methods of scientific knowledge: analysis and synthesis, grouping, systematization, generalization. In the paper, a brand of a city is considered as a set of fixed values that reflect unique original consumer characteristics of this city and community, which are widely known, have gained public recognition and enjoy stable demand from consumers. The role of branding is highlighted in increasing the attractiveness of a city for tourism and it was established that branding is the most important factor of competitive advantage and the source of revenue to the city. It helps to the positioning of the region, to increase its competitiveness in different activities. Building up a brand of the territory is one of the ways to create the image and increase the level of awareness by the target groups, including tourists. In a certain context branding performs "educational" function. It will tell about unique city places and eventually form investment and tourist appeal. We analyzed branding activities in some cities. The main problems were detected in the activity at developing and promotion of brands to attract tourists. The stages of a strategic approach to building up efficient city brand were characterized: diagnosis of the situation and development of the objectives of branding; formulation of the essence of the brand; strategic plan of branding; implementation of the strategic plan, evaluation of the effectiveness of the created brand. The scientific novelty of this work consists in the development of the sequence of the phases of building up and implementation of the branding strategy of a city, which unlike other approaches to strategic branding takes into account the specifics of forming a city brand to enhance its attractiveness to tourists. The practical value of the work lies in the possibility of applying the proposed sequence of stages of development and implementation of the branding strategy by separate cities, territories in forming their own branding strategy, creation and promotion of the brand to attract tourists to the region. Further research might be conducted in the direction of the search for other ways of territorial development of the city, which will help attract tourists to the region.
Удосконалення керування інноваційним потенціалом у сфері житлово-комунального господарства в умовах децентралізації регіонів

The aim of the research is to improve the management of innovative potential in the field of Housing and Communal Services (HCS) under conditions of establishment of decentralization of the regions and the formation of measures to provide reforms in this area. Theoretical and methodological basis of the research is the scientific papers and designs of local and foreign authors; the State program of reforming HCS. To achieve the set purpose, we applied general scientific, as well as comparative and analytical methods. The need to manage the innovative potential under conditions of growing competition among national manufacturers in their pursuit of integration into the world economic space was researched. The performed analysis found technical–technological and financial state of HCS in the regions unsatisfactory. Formation of measures to implement the State program of reforming and development of HCS was substantiated. It was demonstrated that the way to engage foreign investments stumbled into certain obstacles, related to the excessive centralization of financial resources and their insufficiency for economic freedom of the regions. Special attention is paid to the fact that innovation activity in Ukraine has low level of development that can be explained by insufficiency of financing of scientific activities (applied research, designs), as well as the lack of incentives for its implementation. Unfavorable macroeconomic situation and the activities of the government bodies to withdraw working capital, increasing taxation burden lead to decrease in innovation activity of enterprises. It was demonstrated that the priority fields of the economy of the state, which need stimulation of investment and innovation, also include HCS, which remains one of the most technically backward industries of the national economy. It was proven that the current state of technological infrastructure did not meet the requirements of a market-driven economy. The qualitative analysis of technological backwardness of HCS in Ukraine by the leading foreign specialists was cited, in particular by the Friedrich Ebert Foundation. The scientific novelty of the research lies in the need to improve the management of innovative potential and to develop proposals of consistent reforms in the area of HCS. Practical significance of the work is to provide recommendations to the urban residents regarding the implementation of the advantages of setting up ACMAB. The prospect of further research is the analysis of existing ACMAB in the regions and preparation of proposals for elimination of the shortcomings in their activity.
ART AS A TOOL OF PROPAGANDA AND COUNTER-PROPAGANDA UNDER RUSSIAN AGGRESSION

The territorial integrity of Ukraine and peace on its lands, preservation of state sovereignty are the main tasks of the Ukrainian government, society, and all Ukrainians. As for as today the real threats from the Russian Federation remain, the Kremlin's aggressive policy in the hybrid war against our state is aimed at returning Ukraine to the sphere of Russia's influence. For doing this the Russian Federation is using methods that destabilize the internal situation in Ukraine, first of all, it depletes the Ukrainian economy, uses a powerful propaganda arsenal to distort Ukrainian national values and national culture, and misleads the allies of the Ukrainian state. A large-scale propaganda campaign against our country in certain areas of the Ukrainian state made it possible to perceive events in Ukraine through the prism of the views of politicians, scientists and artists of the Russian Federation. In such a situation, it is possible to confront Russian aggression only by using a complex of military, political, economic, informational and socio-humanitarian actions. In these conditions, culture and art are becoming an important means of solving complex social conflicts. Modern technological development has created a wide field for cultural and artistic influences, which has the opportunity to play a stabilizing role in the state. The through the influence on social consciousness can achieve important results in creating of certain ideas, values, spiritual needs as well as stereotypes and patriotic ideals. Such special way of influence on social conscious is art. The art represents significant and value dimension of the national being of the Ukrainians, gives a vision of historical being of the Ukrainian national, reflects spiritual links between a personality and the national, spiritual unity and succession of generation; both imaginative-symbolic and significant attributes of the national values and ideals are characteristic of it. Therefore, the question of restoration of peace, consolidation of Ukrainians, de-occupation of Ukrainian territories is considered in the context of conducting various cultural state measures, in particular artistic ones. That is why such purposeful usage of art in modern conditions the can be a powerful factor of consolidation of Ukrainians.
THE ROLE OF UKRAINIAN ORTHODOX CHURCH OF THE KYIV PATRIARCHATE IN CONSOLIDATION OF UKRAINE

The article analyzes the important role of the Ukrainian Orthodox Church of the Kyiv Patriarchate (hereinafter referred to as the UOC-KP) in consolidating Ukrainian society. The Christian religion, filled with Ukrainian content and spirit, is an important part of the Ukrainian ethno-cultural space. For many centuries Ukrainian Orthodoxy has actively promoted Ukrainian ethnic, state-building, nation-building and ethnocultural processes and consolidated Ukrainians. However, since the resubordination of the Kyiv Metropolitanate in 1686 to the Moscow Patriarchate, it has become an instrument of assimilation of Ukrainianity and the destruction of Ukrainian identity. For three centuries these destructive and assimilation processes concerning Ukrainian Orthodoxy continued. Since the beginning of the disintegration of the USSR, Ukrainians began a long struggle for the elimination of totalitarian-imperial and spiritualcolonial fetters. The process of restoration of the UOC was headed by Metropolitan Filaret (Denisenko). With the active assistance of Metropolitan Filaret, on June 25, 1992, the UOC-KP was created, and on October 22, 1995, he was elected its primate. At the turn of the millennium, the UOC-KP became one of the catalysts of the consolidation processes in post-colonial Ukraine. The UOC-KP systematically and purposefully implemented the Ukrainian language, the state outlook, the national-patriotic education among the clergy and its congregation, thereby bringing together Ukrainians and forming from the post-Soviet population conscious citizens of the Ukrainian state. The UOC-KP consistently consolidated Ukrainian society, united Ukrainian politicians with a state vision and, eventually, achieved its first victory. On October 11, 2018, the Holy Synod of the Ecumenical Patriarchate adopted a fateful decision to grant Ukrainian Orthodoxy the autocephaly.
From Decentralized Finance to Decentralized Politics: How Decentralized Autonomous Organizations are Transforming Social Institutions

The article is devoted to the issue of studying the possibility of developing political decentralized networks based on or following the example of decentralized autonomous organizations (DAO), which are becoming increasingly common in the digital space. Their potential impact on the social institutions of society, including the system of state power, is analyzed. The article traces how the technological embodiment of antimonopoly and anti-state ideologies that have been actively developed in cyberspace can lead to a change in the very foundations of social institutions due to the absence of the need for a "third party" to guarantee the implementation of contracts and building responsible social relations.
The development of cyberspace is viewed through the prism of clashes of state interests seeking to establish control over the system of digital interactions, and multiple interest groups developing technological capabilities for autonomizing action by building protection based on cryptography. If not loosening, then breaking holes in the financial systems of states is an indicator of the success of decentralized finance projects, which means it stimulates the further development of DAOs and their possible transformation into decentralized political networks. The article also analyses the components of the new discipline Cryptonomics or Cryptoeconomics, showing serious scientific and methodological foundations for the development of DAO, which indicates in favor of the possibility of considering them as experimental platforms for the development of more global projects.
The article considers the special nature of the management of decentralized autonomous organizations based on financial incentives. A forecast is made regarding the next stage of confrontation between state structures and decentralized platforms. Conclusions are also drawn about the importance of the DAO for the development of the information society and the role of the intellectual elite in this confrontation.

The Republic of Moldova is an important trade and economic partner of Ukraine. Shared border, closeness of foreign policy positions and interaction in the international arena, the commonality of history, culture, historically close cooperation in the economic and trade spheres, in dealing with contemporary challenges and threats, etc., necessitate a closer study of this country. This article is intended to highlight and analyze the main historical, geographical, socio-economic and cultural features of the development of Moldova. A thorough study of the processes in the modern Moldovan society, the nature of their emergence, etc. will allow different interested structures of Ukraine, including state authorities, to make more effective use of the opportunities of the two countries to build up mutually beneficial cooperation, both within the framework of multilateral and international platforms. This may contribute to solving similar problems facing the Ukrainians in building a completely new legal community in our country, a society based on recognized European and Euro-Atlantic values. The article is based on available scientific research, including copyrights on the Republic of Moldova, which in general provides an objective and useful cross-section of the basic features of this country. The article highlights the major historical milestones of state-building in Moldova, from ancient times to the present, formation of its basic public institutions, informs about the activities of state leadership and public figures, the state and administrative-territorial structure of the modern Republic of Moldova. The work shows the current political, socio-economic and humanitarian situation, in particular in the fields of culture, education and religion, level of relations of this country with Ukraine, place and role of the Ukrainian community both on the Right Bank and on the Left Bank (Transnistria) in the life of Moldova, etc. Prominent place in the article is devoted to the coverage of the basic parameters of the physical and geographical location of the Republic of Moldova, which determines its natural features, economic development, the structure of the national economy, tourist attractiveness and more.
UKRAINIAN YOUTH AND CIVIL SOCIETY UNDER CONDITIONS OF MODERN CHALLENGES

The article is devoted to the outline and research of several topical critical questions related to the study of the role of the Ukrainian youth in the development of civil society in terms of the undeclared Russian-Ukrainian war and global crisis caused by the Covid-19 pandemic, as well as the influence of the civilization borderland factor on the mentality and behavior of borderland residents. The article focuses on the fact that the concurrently multidirectional influences, such as geopolitical, cultural, religious and others, make the borderland a zone of attraction and rejection, as well as the space for large-scale manipulations. The formation of civil society in the borderland area has its own specifics, yet scantily explored in the academic research. Special attention is paid to the increase of the civil society's significance in various spheres from the promotion of reforms at the state level to the voluntary assistance provided to the Armed Forces of Ukraine during the "Joint Forces Operation", internally displaced persons, and other segments of the population. To successfully solve the problem of building the Ukrainian civil society, it is necessary to fundamentally comprehend the youth's participation in the solution of various problems of modern Ukraine. Thus, it is important that young citizens be ready for active cooperation with the state and public organizations. The research emphasizes one of the popular ways to transform young people into active citizens of Ukraine, which consists in their encouragement to participate in the process of building civil society at all levels of the educational process in the educational establishments of our state, Ukrainian weekend schools abroad; involvement in the work of the Young Scholars' Council and various public organizations. This all caused the need to search for fundamentally new approaches to preparing youth for an active life in the Ukrainian society. The author of the article has elucidated the work experience of the scholars of the Research Institute of Ukrainian Studies regarding the effective forms and methods of increasing young people's activity through the prism of academic, cultural, and educational work.
