Resumen En este artículo se presenta el resultado de la segunda fase del proyecto de investigación que tiene como objetivo detectar patrones delictivos con técnicas de minería de datos en el Observatorio del Delito del municipio de Pasto (Colombia). En esta fase se construyó un mercado de datos que almacenará los datos históricos, limpios y transformados sobre las lesiones de causa externa fatal y no fatales registradas en este Observatorio en un periodo de 10 años. Este mercado permitirá realizar análisis multidimensional y soportar la detección de patrones delictivos que facilite a los organismos gubernamentales y de seguridad tomar decisiones eficaces en lo relacionado a la implementación de planes de prevención de delitos y seguridad ciudadana. Palabras Clave: Mercado de Datos, Patrones Delictivos, Análisis Multidimensional, Minería de Datos Abstract This paper presents the results of the second phase of the research project that aims to detect crime patterns with data mining techniques in the Crime Observatory of the municipality of Pasto (Colombia). At this stage, it has been built a data mart that will store historical, clear and processed data about injuries from fatal and non-fatal external causes recorded at the Observatory over a period of 10 years. This data mart will support multidimensional analysis in order to detect crime patterns which aim to facilitate the effective decision making in relation to the implementation of crime prevention plans and public safety by the government and security agencies. The revolutionary process initiated in 1810 was accompanied by political propaganda aiming at generating adherence and politically indoctrinate the River Plate population, which was mainly based on an anti-Spanish speech with the aim of defining the political enemy of the revolution: the Spaniards. This paper examines how Spaniards were represented in "patriotic" theater plays and poems written by revolutionary writers in the 1810's and how the anti-Spaniard movement developed in these works was understood and incorporated into the anti-Spanish imaginarium present in the River Plate society since colonial times. ; El proceso revolucionario inaugurado en 1810 fue acompañado de una propaganda política tendiente a suscitar la adhesión y a adoctrinar políticamente a la población porteña, la que tuvo como componente central un discurso antiespañolista con el objetivo de definir al enemigo político de la revolución: los españoles. En este trabajo se examina cómo fueron representados los españoles en las obras teatrales y poesías "patrióticas" escritas por los letrados revolucionarios durante la década de 1810 y de qué forma el antiespañolismo desarrollado en estas obras fue entendido e incorporado al imaginario antiespañol presente en la sociedad porteña desde tiempos coloniales.

In the post—cold war period, civil wars are increasingly likely to end with peace settlements brokered by international actors who press for early elections. However, elections held soon after wars end, when political institutions remain weak, are associated with an increased likelihood of a return to violence. International actors have a double-edged influence over election timing and the risk of war, often promoting precarious military stalemates and early elections but sometimes also working to prevent a return to war through peacekeeping, institution building, and powersharing. In this article, we develop and test quantitatively a model of the causes of early elections as a building block in evaluating the larger effect of election timing on the return to war.

Since 1945, a total of nine persons & organizations have been awarded the Nobel Peace Prize partly or wholly in recognition of their work against nuclear weapons. This article explains how these awards came about. The Norwegian Nobel Committee's view on nuclear weapons evolved from a state of indifference -- if not outright approval -- in the first decade after WWII, through a period of growing concerns in the 1950s, 1960s, & 1970s, to an increasingly clear stand in favor of nuclear disarmament in the 1980s & 1990s, a process, it is argued, that was driven by both domestic political factors & international developments. Abstract. Reliable information on building stock and its vulnerability is important for understanding societal exposure to floods. Unfortunately, developing countries have less access to and availability of this information. Therefore, calculations for flood damage assessments have to use the scarce information available, often aggregated on a national or district level. This study aims to improve current assessments of flood damage by extracting individual building characteristics and estimate damage based on the buildings' vulnerability. We carry out an object-based image analysis (OBIA) of high-resolution (11 cm ground sample distance) unmanned aerial vehicle (UAV) imagery to outline building footprints. We then use a support vector machine learning algorithm to classify the delineated buildings. We combine this information with local depth–damage curves to estimate the economic damage for three villages affected by the 2019 January river floods in the southern Shire Basin in Malawi and compare this to a conventional, pixel-based approach using aggregated land use to denote exposure. The flood extent is obtained from satellite imagery (Sentinel-1) and corresponding water depths determined by combining this with elevation data. The results show that OBIA results in building footprints much closer to OpenStreetMap data, in which the pixel-based approach tends to overestimate. Correspondingly, the estimated total damage from the OBIA is lower (EUR 10 140) compared to the pixel-based approach (EUR 15 782). A sensitivity analysis illustrates that uncertainty in the derived damage curves is larger than in the hazard or exposure data. This research highlights the potential for detailed and local damage assessments using UAV imagery to determine exposure and vulnerability in flood damage and risk assessments in data-poor regions.

THIS ARTICLE CRIIQUES RECENT RESEARCH ON THE FOREIGN POLICIES ON LATE 20TH-CENTURY REVOLUTIONARY MOVEMENTS, AND ATTEMPTS TO IDENTIFY SOME BASIC ELEMENTS IN THE IDEOLOGY AND ORGANIZATION OF THESE POLICIES. THE AUTHOR FINDS THE SEARCH FOR FOREIGN GREAT POWER ALLIES TO BE A VITAL ELEMENT IN THE FOREIGN POLICY PRACTICE OF REVOLUTIONARIES, AND SEEKS TO ANALYZE HOW GREAT POWER INTERESTS AND LOCAL REVOLUTIONAY ASPIRATIONS INTERPLAYED IN DIFFERENT CASES. IN CONCLUSION, THE AUTHOR LOOKS AT HOW THE COLD WAR INTERNATIONAL SYSTEM INFLUENCED THE CHANCES FOR REVOLUTIONARY SUCCESS, AND FINDS THAT THE CHARACTER OF THE SOVIET-AMERICAN CONFLICT IN MANY COUNTRIES ENHANCED THE POTENTIAL FOR REVOLUTION BY MAKING IT IMPOSSIBLE FOR ESTABLISHED REGIMES TO MONOPOLIZE FOREIGN SUPPORT.
