The perception of foreigners and jews in Germany: a structural analysis of a large opinion survey

The ultimate aim of opinion surveys is the provision of information on the distribution of preferences and perceptions at the individual level. Yet, eliciting this information from the data is typically difficult. This paper uses a structural model to explain the answers on a set of questions regarding the perception of foreigners and Jews by native Germans. In this model it is assumed that in addition to observable individual characteristics there exists an underlying unobserved attitude towards minorities which drives the distribution of answers by native respondents. This latent variable in turn is assumed to be influenced by a set of observable socio-economic characteristics of the individuals. In order to estimate this model it is necessary to impose strong identification restrictions. Estimation results show that education is the key correlate of the perception of foreigners and Jews in Germany.

Security perception of foreigners who travel in house trailers at Mazatlan Beaches (Sinaloa) ; Percepción de seguridad del turismo extranjero que arriba en casas rodantes a Playas de Mazatlán (Sinaloa)
This article describes the security perception of visitors traveling in rvs who stay in establishments known as trailer parks in the port of Mazatlan, main tourist destination of the state of Sinaloa (Mexico). In addition, sociodemographic and economic information of respondents is collected through a questionnaire as an instrument of data collection. The association between those who change their travel plans in response to the warnings given by the government of the country of origin, whether US and / or Canada was also studied. Among the results it is possible to identify stay and daily and monthly average spending also elements that influence their travel decisions. Finally, the role of security in places of tourist attraction in the destination, as well as transport services, beaches and impressions about that issue travel alerts us authorities and Canadian government is analyzed. ; El presente artículo recoge la percepción de seguridad que tienen los visitantes que viajan en casas rodantes y se hospedan en establecimientos conocidos como trailer parks en las playas del puerto de Mazatlán, principal destino turístico en el estado de Sinaloa (México). Además, se recopila información sociodemográfica y económica de los respondientes por medio de la aplicación de un cuestionario como instrumento de recolección de datos. Así mismo, se realizan correlaciones para demostrar la asociación entre quienes cambian sus planes de viajes en respuesta a las advertencias realizadas por el gobierno del país de origen, sean estos de EE. UU. y/o de Canadá. Entre los resultados es posible identificar la estadía y el gasto promedio diario y mensual, también elementos que inciden en su decisión de viaje. Finalmente, se analiza el papel que juega la seguridad en algunos sitios de atracción turística dentro del destino, así como en los servicios de transporte, sus playas e impresiones acerca de las alertas de viaje que emiten autoridades de Gobierno estadounidenses y canadienses.

Better Migrants, Worse Migrants: Young, Educated Poles Look at New Incomers to Poland
This article concerns select aspects of social perceptions and categorizations of foreigners settling in Poland. The core of this work is an analysis of a series of qualitative interviews conducted with young, educated residents of Warsaw. Herein the authors draw attention to a significant change in the consciousness of Polish society: a recognition of the permanent presence of migrants in Poland as well as discernment of the sociocultural problems associated with that presence. In the eyes of our interlocutors, the past two decades have been a time in which the attitude of Poles towards incoming aliens has shifted. Influencing opinions have been personal or familial experiences of emigration, particularly after the 2004 accession of Poland into the European Union. Also affecting attitudes have been an immigration wave from Ukraine as well as the tangible consequences of the 2015 migrant crisis. On the one hand, all these factors together have caused Poland to be seen today as not only an emigration, but also an immigration country. On the other hand, these have also provoked a conscious classification of various categories of migrants with regards to their geographic and cultural background along with the roles they might possibly fill in this country. ; This article was written under the auspices of the OPUS 12 research project, entitled "Polacy i inni" trzydzieści lat później ("Poles and others" thirty years on). Foreigners as a Bearer of Basic Rights. Ensuring of Foreigners' Rights
The article considers the basic set of rights owned by foreigners located in the territory of Ukraine. It also characterizes legal status of foreign citizens in the realm of their right to choose their place of residence and freedom of movement, the right to life and health care, the right to conclude and dissolve a marriage on the territory of Ukraine. It is noted that the right to choose a place of residence and freedom of movement, being an absolute right, can still be somewhat limited for both citizens of the respective state and foreigners. This is due in particular to the special regime of the border or occupied territory. It is determined that in Ukraine, in fact, there is no generally accepted principle of equality between residents patients and non-residents like in Europe. This is due to ambiguous rules regarding the payment of medical services. The article also describes the conditions for the conclusion and termination of marriage by foreigners on the territory of Ukraine. Particular attention is paid to the rights in which the Ukrainian legislator somewhat restricts foreign citizens, in particular, it concerns a group of political rights. In this aspect, it is emphasized the need to involve foreigners in matters of local importance, by means of a legally stipulated permit for their participation in local elections. As an example, there are a number of European countries, including Austria, Belgium, the UK, Greece, Denmark, Estonia, Spain, Cyprus, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Poland, Germany, Portugal, Slovakia, Slovenia, Hungary, Finland , France, Czech Republic, where the norm is fixed, with the possibility of foreigners to participate in (vote) in local elections, in case of confirmation of residence in the territory of the municipality within a certain period. The Central Register of Foreigners
The modern Swiss Confederation was founded in 1848. Since then, government and administration have been constantly reorganised. One important, but little noticed change occurred between the 1960s and 1980s: the automation and standardisation of information management. This was an important requirement for taking "binding decisions" (Niklas Luhmann) in times of rapidly growing quantities of information. The paper examines the steps toward automation in the Swiss federal administration using the example of the Zentrales Ausländerregister (Central Register of Foreigners; ZAR) of the Eidgenössische Fremdenpolizei (Swiss Police for Foreigners). Its focus is on the ZAR and data processing as a means of operationalising administrative workflows, showing that data processing developed incrementally on a path that finally led to the digitisation of increasingly large parts of the administration. A generalisation of this example yields a historical model of the early stages of digitisation of public administrations that would ultimately lead to various forms of e-government.
