The development potential of the pulp and paper industries sector of the Association of Southeast Asian Nations (ASEAN) was analysed by the Pulp and Paper Industries Development Programme of FA0 in two stages: an indicative investigation in 1977 and a more intensive analysis in 1978-79. The 1978-79 analysis resulted in a decision by the econonmic ministers of ASEAN to implement the next investigative phase: that of feasibility studies. The approach to the analysis and subsequent strategy development was technical/political. This required that political aspirations and priorities by ASEAN member countries and the Association as a whole were considered in the selection of scenarios to be considered for evaluation and that the final choice of strategy was politically based. The analysis was made with the help of a linear/integer programming model designed to derive optimal allocation of paper manufacturing activities, geographically as well as over time. This allocation involved resource utilization, industry location, industry type and size, choice among optional manufacturing processes and product qualities, trade with non-ASEAN countries and intra-ASEAN product distribution. The results of the analysis indicate that ASEAN has a cost competitive advantage which allows the Association to manufacture and supply up to 90 percent of the projected internal requirement of the major grades of industrial and cultural papers in competition with the world market, without fiscal protection of the industry. All member countries of the Association, except Singapore, who has limited raw material resources, have a role to play in this intra-ASEAN supply of paper. An attempt to critically evaluate the approach and assess the implementability of the development strategy was made.
Environmental conflicts of interest are important to account for when environmental policies are designed. This paper explores the quantitative connection between urban waste water treatment, coastal eutrophication, and fish biomass in the mesotrophic Gulf of Riga (northern Europe). The probable effect on the water quality from one clearly defined abatement measure, improved urban sewage treatment has been studied. Furthermore, the implementation cost and the likely effect on total fish biomass have also been assessed. Computer simulations using the previously published model CoastMab suggested that good water quality according to the EU Marine Strategy Framework Directive could be achieved if urban sewage treatment would be upgraded to Nordic and German standards, and not only around the Gulf of Riga but in the whole Baltic Sea drainage basin. The Secchi depth would double according to these simulations while total phosphorus and summer chlorophyll concentrations would decrease by 54% and 53%, respectively. The total fish biomass should be expected to decrease by about 42% if "good" water quality (as defined in European Union directives) should be achieved. However, changes in total fish biomass could also be offset by changes in other important determinants such as climate related variables or fishing pressure. The study estimated that it could take about 20-40 years after abatement action for the trophic state in the Gulf to stabilise again. Upgrading urban sewage treatment to this extent would cost 468-1,118 million euros per year. Treatment could have substantial positive effects on the water quality of the Gulf but could also have adverse side effects on the total fish biomass.
Raising environmental awareness among farmers is the key to successfully reaching environmental goals. The present study assessed the knowledge development process and the raising of environmental awareness among 30 farmers from Poland exposed to four approaches aimed to reduce phosphorus (P) and nitrogen (N) losses to water. The farmers were interviewed with open-ended questions on-farm both before and after the project intervention. As hoped, the farmers attempted to adjust their farm practices to the European Union regulations, which are in some cases supported by subsidies. As a complement, the project offered tools for system-thinking based on farm data and support from agricultural advisors: a) a survey of plant-available P, potassium (K), magnesium (Mg), and soil pH, resulting in soil maps; b) assessment of nitrogen leaching risks from individual fields; c) compilation of a farm-gate balance. Farmers were positive to soil surveys and maps, but had limited understanding of the nutrient balance concept and calculations. They generally relied on their own experiences regarding fertilization rather than on calculated farm nutrient balances and leaching risks. Farmers' understanding and willingness to adopt new approaches to improve nutrient efficiency and reduce negative environmental impacts are discussed.
This thesis explores perceptions and preferences on regional action in EU-related frameworks among regional actors in Western Sweden. Building upon the literature on Europeanisation and the Fusion approach, three dimensions of Europeanisation are clarified and explored– download, upload and crossload – and together with a set of five variables that constitute the Micro Fusion Framework; a comprehensive analytical tool is developed. The thesis analyses the intense debate among the members of West Sweden that took place from 2011 to 2013 that focused on how to functionally organise the regional office in Brussels in order to meet future challenges. Surprisingly, the members eventually decided to terminate their cooperation and close the jointly owned office in Brussels in spite of the fact that it has been widely regarded as successful and effective. Diverging perceptions and preferences is understood in terms of three positions on regional action; a download-, upload- and a coherent oriented position. Finally, the thesis presents the empirical findings and discusses in relation to three fusion scenarios, infusion, defusion and clustered fusion. In terms of Micro Fusion Framework, the dynamics shaping why West Sweden was finally regarded as a dysfunctional arena for regional action are explained by a shift of attention and action among regional actors in Western Sweden that led to pressure for further institutional adaptation in order to meet the demand of how 'to get the best out of the EU'. Further, this redefinition of how to handle EU-affairs within the upload-oriented position was accompanied by positive attitudes towards the potential to bypass the state and thereby pursue regional priorities directly in Brussels given the compound nature of the EU. In contrast, those regional actors that are found to be more download-oriented often question the benefits of uploading activities in practice and advocate close relations to the state. A coherent oriented position recognises the importance of activities related to both of the vertical dimensions of Europeanisation. ; I avhandlingen studeras regionala aktörers uppfattningar och attityder till regionalt handlande i EU-relaterade frågor. Ett av de största och framgångsrikaste regionala kontoren i Bryssel var West Sweden som representerade västsvenska kommuner och regioners intressen i EU. År 2011 inleds en intern diskussion bland dess medlemmar om hur kontoret bör utvecklas för att möta nya utmaningar i en föränderlig omvärld. Diskussionerna är intensiva, och något överraskande beslutar dess medlemmar att lägga ned verksamheten ett par år senare. I avhandlingen analyseras diskussionen utifrån ett europeiseringsperspektiv. Med hjälp av en analysram som definierar tre dimensioner av europeiseringsprocesser identifieras tre olika positioner i diskussionen; en download-, upload- respektive sammanhållen position. Det kan vara frestande att förstå West Swedens nedläggning som ett uttryck för att subnationella aktörer "drar sig tillbaka" och föredrar aktiviteter inom nationalstatens domäner. Avhandlingen argumenterar för att så är inte fallet. Nedläggningen av West Sweden förstås som en konsekvens av ökade spänningar mellan regionala aktörer som anammar ett download- respektive upload-orienterat förhållningssätt.
The policy term green infrastructure highlights the need to maintain functional ecosystems as a foundation for sustainable societies. Because forests are the main natural ecosystems in Europe, it is crucial to understand the extent to which forest landscape management delivers functional green infrastructures. We used the steep west-east gradient in forest landscape history, land ownership, and political culture within northern Europe's Baltic Sea Region to assess regional profiles of benefits delivered by forest landscapes. The aim was to support policy-makers and planners with evidence-based knowledge about the current conditions for effective wood production and biodiversity conservation. We developed and modeled four regional-level indicators for sustained yield wood production and four for biodiversity conservation using public spatial data. The western case study regions in Sweden and Latvia had high forest management intensity with balanced forest losses and gains which was spatially correlated, thus indicating an even stand age class distribution at the local scale and therefore long-term sustained yields. In contrast, the eastern case study regions in Belarus and Russia showed spatial segregation of areas with forest losses and gains. Regarding biodiversity conservation indicators, the west-east gradient was reversed. In the Russian, Belarusian, and Latvian case study regions, tree species composition was more natural than in Sweden, and the size of contiguous areas without forest loss was larger. In all four case study regions, 54-85% of the total land base consisted of forest cover, which is above critical fragmentation thresholds for forest landscape fragmentation. The results show that green infrastructures for wood production and biodiversity conservation are inversely related among the four case study regions, and thus rival. While restoration for biodiversity conservation is needed in the west, intensified use of wood and biomass is possible in the east. However, a cautious approach should be applied because intensification of wood production threatens biodiversity. We discuss the barriers and bridges for spatial planning in countries with different types of land ownership and political cultures and stress the need for a landscape approach based on evidence-based collaborative learning processes that include both different academic disciplines and stakeholders that represent different sectors and levels of governance.
This study starts out with the hypothesis that the integration process in Europe is connected to cross-border régionalisation, a process which supports the institutionalization of subnational cross-border cooperation - region-building. Cross-border régionalisation is characterized by the decentralisation of vertical links and enhanced opportunities for horizontal links across state borders. In addition, political integration is expected to have some impact on the cross-border institutional forms that emerge at the subnational level. Three different approaches are utilized in order to establish the empirical connection between political integration and region-building. These are: an analysis of the factors which determine the general pattern of cross-border cooperation in Europe, an analysis of the policy network related to the regional and structural policies of the European Union (EU), and case studies of cooperation in the heartland of Europe, the Regio Basiliensis along the external border of the EU, and the EUREGIO along one of the internal borders. Two institutional factors are found to have a significant impact on the number of subnational cross-border cooperations, EU-membership and centrality. Federal constitution was shown not to be significant. It is suggested that the interaction between actors at different politico- administrative levels creates network relations, which typically bring both private and public actors together. More precisely, region-building is described as the outcome of the interaction which takes place between actors. A closer examination of the emerging policy network shows that community initiatives, the Interreg-programme in particular, improve the prospects for multilevel interaction. The EU plays a crucial role in providing the incentives for cooperation by increasing resource dependency and by establishing direct ties between the European Commission and a large number of subnational actors through partnerships. It appears as if the Commission wishes to demonstrate its capacity to deal with problems relevant to individual citizens. By, in part, bypassing central governments, it seems to increase its own importance vis- à-vis member states. The modus vivendi of cross-border region-building and régionalisation is the degree to which institutional actors at different levels share the same objectives. As shown by the case studies, there is a common interest in cross-border cooperation up to the point were public statues are introduced. Interests seem to coincide as long as the structures and contents of cross-border cooperation do not ultimately challenge the authority of state institutions. Therefore, it is not surprising that it seems impossible to give cross-border regions any rights under international law. Functional cooperation, rather than regionalist manifestations of cultural or political unity across borders, constitutes the backbone of region-building. Activities transcending borders are less controversial than those that may contribute to the establishment of new borders. It is concluded that region-building is a process which is embedded in the institutionalization of a multi-level interaction pattern. More favourable multilevel relations have been achieved through the transfer of some authority to the supranational level. This is the main reason why traditional integration theory fails to explain why there is a connection between political integration and cross-border cooperation. ; digitalisering@umu
We calculate values of forest carbon sequestration and nutrient recycling applying the replacement cost method. The value is then determined as the savings in costs by the replacement of more expensive abatement measures with these ecosystem services in cost-effective climate and nutrient programs. To this end, a dynamic optimization model is constructed, which accounts for uncertainty in sequestration. It is applied to the Stockholm-Malar region in southeast Sweden where the EU 2050 climate policy for carbon emissions and the Baltic Sea action plan for nutrient discharges are applied. The results show that the value of carbon and nutrient sequestration can correspond to approximately 0.5% of the region's gross domestic product, or 40% of the value of productive forest. The largest part of this value is attributed to carbon sequestration because of the relative stringency in targets and expensive alternative abatement measures. However, sequestration is uncertain because of stochastic weather conditions, and when society has a large risk aversion for not attaining climate and nutrient targets, the values of the forest carbon and nutrient sequestration can approach zero.
Public libraries are one of several institutions that uphold Swedish democracy. The representative liberal democratic model, expressed in the Library Act, is increasingly being questioned and challenged. Political actors, mainly from the radical right, advocate ademocracy focused on the will of the people at the expense of the rights of individuals. With the notion of plural agonistics, public libraries can be seen as important arenas for debates and meetings between people, offering ways to handle conflicts within democratic institutions. Methodologically, this study employs the perspective of institutional ethnography, and the aim of this paper is to develop knowledge about public libraries' experiences of political pressure and how this is enacted in a time of political turbulence. This paper reports findings from the first stage of a survey study directed at public library managers in 77 municipalities from the six southernmost regions of Sweden. Based on replies in these surveys, interviews were conducted withseven of the participating library managers. Findings show that the interplay between libraries and the local political level, and between national and local political levels, generally functions without notable opposition. Illegitimate political pressureis uncommon, but when it occurs, it is primarily triggered by issues connected to cultural diversity. Results further indicate that local public libraries tend to respond to illegitimate political pressure by development and use of professional policy documents, but also, in some cases, by avoiding certain activities.
In May 1856 the EFS (the Swedish Evangelical Mission Society), influenced by the new evangelism-movement, was established as an "internal mission" within the Church of Sweden. During the same period the "new evangelism" revival movement established regional organizations in order to coordinate the movement in different parts of the country. These regional organizations consisted of the movement's local mission societies in a province or part of a province of Sweden. This study will focus on democracy and theological identity in the EFS through an analysis of how the regional organizations acted, what role they played, how the EFS was influenced by them and how the EFS decided to establish its own regional organization. One result of the earlier tensions between the regional mission organizations and the EFS was the establishment of the independent organizations Mission Covenant Church of Sweden (Svenska Missionsförbundet) (1878-) and Mission Society of Bible faithful Friends (Missionssällskapet Bibeltrogna Vänner) (1911-). This investigation looks into 17 of 36 regional mission organizations that existed. The time frame of the investigation is from the establishment of the EFS in 1856 to the establishment of the regional structure of the EFS in 1922. The EFS changed over time. The change of society and wishes from the movement's local mission societies and regional mission organizations were agents in this transformation. An important result of this research is that this transformation of the EFS proceeded at a slow pace and with the preservation of the EFS's theological identity.
This chapter provides an overview of the status and trends in biodiversity and ecosystem function through assessment of key species and habitats, and summarizes the ecological status of selected Nordic regions. Important habitats across the Nordic coastal region include sea grass beds, kelp forests, blue mussel beds and soft sediments. Declines in sea grass have occurred since the 1970's, most likely due to eutrophication and overfishing. Norwegian kelp forests are recovering following severe losses in the 1960–1970's, most likely due to increased water temperature and changes in grazing pressure. Seabird populations have declined significantly during the last decades, reaching historical lows. Knowledge gaps are identified and a common biodiversity indicator system across the Nordic region is suggested. An indigenous local knowledge perspective is also presented.
The current share of sub-Saharan Africa in global carbon dioxide emissions is negligible compared to major contributors like Asia, Americas, and Europe. This trend is, however, likely to change given that both economic growth and rate of urbanization in the region are projected to be robust in the future. The current study contributes to the literature by examining both the direct and the indirect impacts of quality of institution on the environment. Specifically, we investigate whether the institutional setting in the region provides some sort of a complementary role in the environment-FEG relationships. We use the panel two-step system generalized method of moments (GMM) technique to deal with the simultaneity problem. Data consists of 43 sub-Saharan African countries. The result shows that energy inefficiency compromises environmental standards. However, the quality of the institutional setting helps moderate this negative consequences; countries with good institutions show greater prospects than countries with poor institutions. On the other hand, globalization of the region and increased forest size generate positive environmental outcomes in the region. Their impacts are, however, independent of the quality of institution. Afforestation programs, promotion of other clean energy types, and investment in energy efficiency, basic city infrastructure, and regulatory and institutional structures, are desirable policies to pursue to safeguard the environment.
This volume describes the "Swedish part" (WP4) of the EU project COMPLEX, which has been dealing with pathways to a low carbon society with the Stockholm-Mälar region in focus. COMPLEX started on 1 October 2012 and ended after four years, on 30 September 2016. The central theme of the WP4 research has been to use the Stockholm-Mälar region as a sort of a "laboratory" for modelling and stakeholder interactions, but also for providing backgrounds, perspectives, tools and suggested policy outlines.
While authoritarian presidents prevail under heavily president-oriented constitutions throughout the post-Soviet region, democracy along parliamentary lines triumphs in Central Europe. This article discusses the constitutional pattern among the post-communist countries on the basis of two general questions: First, how can we explain why strong presidential constitutions dominate throughout the post-Soviet region whereas constrained presidencies and governments anchored in parliament have become the prevailing option in Central Europe? Second, and interlinked with the first question, why have so many post-communist countries (in the post-Soviet region as well as in Central Europe) chosen neither parliamentarism nor presidentialism, but instead semi-presidential arrangements whereby a directly elected president is provided with considerable powers and coexists with a prime minister? The analysis indicates that both historical-institutional and actor-oriented factors are relevant here. Key factors have been regime transition, pre-communist era constitutions and leaders, as well as short-term economic and political considerations. With differing strengths and in partly different ways, these factors seem to have affected the actors' preferences and final constitutional compromises.
Knowledge and valuation of ecosystem services are important components for reaching the governmental goals for improving the natural environments. Recreational fishing has more than one million practitioners nationwide.Knowledge about the fishers and their catches increases the ability to assess whether the ecosystem services are retained. In addition, it gives means for evaluating the actions for the conservation, restoration and sustainable use of oceans, lakes and rivers. Knowledge of recreational fishing is also needed in order to follow up the details in its environmental objectives relating to outdoor recreation, tourism industry and the governmental goals in the open-air policy. The EU's common fisheries policy, the Swedish environmental policy and Swedish fisheries policy all emphasize that ecosystem-based management should be implemented. Thus, there are needs for knowledge of the ecosystems which are exploited by humans. Fish populations are important components of aquatic ecosystems, and are affected by the surrounding environment, while they themselves affect the structures of the aquatic food-webs. Fishes often have regulatory functions in the ecosystems, and thereby contribute to valuable ecosystem services in addition to the more obvious services as providing food and recreation for humans. Mostly issues regarding the impacts of fishing-related activities on fish populations have been focused on commercial fishing. A widespread and intensive commercial fishing may lead to the depletion of stocks or, at worst, a collapse of the fish populations; the fish population reaching such low levels that recovery may be difficult. In recent years the knowledge of the impact of recreational fishing on aquatic systems has increased, but still the effects of recreational fishing on ecosystem are relatively poorly studied, compared to commercial fisheries. For many, it may be difficult to accept that recreational fishing may affect fish populations; each fisher/angler favour just their own fisheries without bearing in mind that although the small influence from each individual fisherman may be small, it will be significant when many fishermen harvest from the same stock. Recreational fishing and its effects on the aquatic ecosystems are often neglected in fisheries science, mainly due to the lack of data to estimate recreational fishing harvest with a sufficient resolution to calculate the effort and landings of recreational fisheries. In this report, we try to give an overall picture of the fish species needing increased knowledge in order to get an estimate of harvest in recreational fisheries and thereby the effect on fish populations. Furthermore, we also try to give a picture of international studies and finally to give examples of methods concerning how and to what extent one may conduct studies in Sweden. Our proposal is largely based on combining different surveys in specific areas that we believe can be used to scale-up the results. We suggest data collation of recreational fishing is concentrated to areas with public waters, because in other water bodies the land owner has sovereignty under the law. The focus areas we point out are those already having some data collection, both in terms of recreational fishing and environmental monitoring / stock assessment and where there are non-fishing protective areas nearby. Collection of data should not be made in all areas at every year; three areas are suggested to become intensive areas (data collection every year) and the remaining areas data collection will take place every three years - on a rolling schedule. The sampling methods we recommend are national survey (i.e. mail and telephone surveys), recording of catches in fishing tourism, voluntary catch registration of individual anglers, collection of data from fishing competitions, on-site inventory of fishing effort (e.g. count fetter and trailers), inventory of catch per effort (e.g. by creel-surveys) and fish tagging studies. For the west coast we propose one focus area, Älgöfjorden. At the coasts of Bohuslän County and the northern part of Halland County the fishing pressure is high for lobster and crab and therefore a focus area should be established in this area. We suggest that data are collected by on-site visits for inventorying fishing effort (counting numbers of pots / buoys / fishing people), combined with catch registration can return an estimates on catch per effort, and this can then be applied to a larger area. Another potential focus area is the area around Torhamn (Blekinge) which, for example, is popular area recreational fishing for pike. Torhamn is one of three national reference areas for coastal fish monitoring on the East Coast and has been monitored since 2002. It is also desirable to study aspects of fishing mortality in recreational fisheries. To our knowledge, there are no national studies that have explored the effects of catch-and-release in natural environments over long periods of time. The Bråviken Bay is a relatively limited and well-defined area having considered high recreational fishing pressure, but large time series from fish monitoring programmes are lacking. This site will give good opportunities for studying pike, pikeperch and to some extent also sea trout, data collection is suggested to take place every third year. An adjacent area is Kvädöfjärden having fish monitoring time series from 1989. Closely situated to Kvädöfjärden is Licknevarpefjärden where fishing has been prohibited since 1970. Additional areas that are of interest to follow up with some regularity are Asköfjärden, Gålö and / or Lagnö in the Stockholm archipelago. In the future it might be fruitful to shift data collection intensity between Torhamn in Blekinge and an area in Stockholm archipelago. Such decision should be based on factors like where the most practical solutions / contact network can be found. In the Gulf of Bothnia angling with nets, traps and similar gears are relatively widespread. We suggest that Långvind Bay in Gävleborg County, is an area for the study of recreational fishing in a relatively sparsely populated county and is most likely typical for large parts of the Gulf of Bothnia. Data collection is suggested to take place every year. As for the Gulf of Bothnia the recreational fishery in the Bothnian Bay are mainly targeting the whitefish, sea trout and, to some extent also perch. By monitoring the recreational fisheries in Kinnbäcksfjärden near Piteå, we hope to be able to describe the local recreational fishing patterns and then apply these values for catch per effort for most of the coastal strip of the Bothnian Bays. Recreational fishing is widespread in all of the five largest lakes in Sweden, and there is a need for data collection in all five. In Lake Vänern, Lake Vättern and Lake Mälaren there are fish monitoring data of good quality and regularity. However, in the two smallest lakes, Lake Hjälmaren and Lake Storsjön in Jämtland County, few test fishing areas and few studies regarding recreational fishing have been made. For Lake Vättern we suggest that data collection is done every year; especially the archipelago in the northern part of the lake will be an excellent area for the study of recreational fishing for pike. In the other four lakes we propose that data collection is made every third year. By studying recreational fishing - its practitioners, scope, gear-use, and harvest, it will be possible to achieve a more detailed view of how recreational fishing is done and how it varies along the Swedish coast and in the five largest lakes. Such knowledge is important for the managers of common fisheries resources and the monitoring of environmental status and evaluating the recreational goals established by the Swedish governments.
In this dissertation the construction of two coastal railways, the East Coast Line and the Bothnia Line, in the Norrland region of northern Sweden is used as a case study of how regionally based interest groups are formed, and how they gain access to decision-making processes on a national level. In periods when a number of preconditions were in place, a window of opportunity opened for the coastal railway that the regional elites could exploit. Among these was the ability to form a coherent regional interest group, through institutions that created platforms and power-bases that enable regional elites to co-operate and act on regional and national levels.The existence of an institutional framework that was adapitve towards regional railway promotion was also important. The study shows that the coastal railway had a very flexible role on the agenda, as it provided a fixed solution against which actors could pin a multitude of different problems. An important factor for explaining the development of the coastal railway question in Norrland was the ideological notion of the region itself. Being a vast, resource-rich and sparsely populated region, Norrland had almost always received special consideration in both public opinion and national policy making. It also created a remarkable stubbornness among the regional actors in working for the coastal railway. Regional interest groups had also learnt that linking their claims to Norrland's peripheral position had high legitimacy on the national arena, by claiming the need for regional fairness and/or the national importance of the regional export-intensive industries. This was instrumental in justifying the repeated exemptions from the national railway policy regimes that ultimately were decissive in making the regional elites successful.
