Civic education as humanitarian technology, its conceptual bases is investigated in the article. It is determined the real working models and philosophical substantiation of civic education under the conditions of risk, reanimationand frustration of the democratic development of society. Analyzing such «necessary utopias» of civic education as «civil society» and «open society», whichsupport the paradigm of human rights and modern mission of the state in asocial order, it is determined the real models of civic education used in theUkrainian education: etatistic, national-patriotic and democratic. It is shownthe peculiarities of implementation of civic education in the Higher EducationSchool. It is conducted the explication of Philosophy of civic education as aparadigm of multidimensional civicism under the conditions of educationalglobalization and establishment of the «university-enterprise», and also as asolution to the problem of personal authenticity based on cognitive nature ofpower. It is proved that determination of the civic education development iscaused by the public ideals and orientations of civil society to keep its «democratic health». Pierre Bourdieu's meta-methodology for modeling of the noncartesian pedagogy of civic education, which determines the actual directions ofeducational policy and recomprehension of the role of educational actors, isused in the final part of the article. ; У статті досліджується громадянська освіта якгуманітарна технологія, з'ясовуються її концептуальні засади, реально діючі моделі та можливі їїфілософські обґрунтування за умов ризику, реанімаціїі фрустрації демократії. Детермінація розвиткугромадянської освіти обумовлюється суспільнимиідеалами і установками громадянського суспільствана зцілення «демократичного здоров'я» суспільства.Аналізуючи «необхідні утопії» громадянськоїосвіти — «громадянське суспільство» і «відкритесуспільство», які підтримують парадигму правлюдини і зміну уявлень про сучасне призначення держави, автор встановлюєреальні моделі громадянської освіти, які практикуються в українській освіті —етатистську, національно-патріотичну і демократичну. На цих засадахрозглядаються особливості впровадження громадянської освіти у вищій школі іздійснюється експлікація філософії громадянської освіти в умовах глобалізаціїосвіти як «університету-підприємства». Автор доводить, що за цих умовгромадянська освіта повинна здійснюватися в парадигмі багатовимірноїгромадянськості, а її філософія постає як вирішення проблеми автентичностілюдини і врахування когнітивної природи влади. У заключній частині статтіавтор на засадах метаметодології П. Бурд'є моделює некартезіанськупедагогіку громадянської освіти, що визначає актуальні напрями освітньоїполітики на основі переусвідомлення основних меж і ролей «акторів» освіти.

A terminology lineation of process of introduction of social technologies is the issue of the day of newest scientific and philosophical diskurs. Modern informative revolution assists distribution of technological approach in the different spheres of public life - economic, political, educational, management and others like that. Social technologies are the system of procedures, methods, receptions of adjusting of social processes and phenomens. But instead of concept of social technology terms "social engineering" and "social constructing" are often enough used. However a concept "social engineering" recreates the concrete aspects of organization of engineering activity. A term "social constructing" is used mainly in modern sociology of knowledge, which does not deal with the direct constructing of reality.In modern scientific and philosophical diskurs terms "social technology", "social engineering" and "social constructing" there are occupied the special place. In accordance with inherent to her rich in content features social technology is the integral system of procedures, methods, receptions of adjusting of social processes and phenomens on the whole. And here the social engineering is mainly interpreted as an aggregate of approaches of the applied social sciences, or applied sociology, oriented to the purposeful change of organizational structures which determine a human conduct and provide control after her. In relation to the social constructing, then by means of this concept one of varieties of engineering activity, which directly belongs to the social management, is done distinctly.Thus, in modern scientific and philosophical diskurs terms "social technology", "social engineering" and "social constructing" are occupied the special place. The features of Ukrainian social politics are considered based on research of the existing in foreign and home science going near understanding of social politics. The study examined the impact of market reforms on the development of the state social policy in Ukraine. The specific of social politics is exposed. The contradiction in the acceptance of political decisions in this sphere is certain. The general trends in the transformation of social policy, reflecting the specific functioning of the welfare state under conditions of market transformations are educed. The basic lacks of realization of social politics in Ukraine are certain. It is proved that the existing system of social protection requires significant improvement, because a significant portion of the population lives below the poverty line, has a low level of well-being. It was revealed that the social policy of Ukraine has a number of drawbacks, namely: non-transparent legislative framework, the presence of a large number of inefficient social benefits, imperfect system of financing and bureaucracy in the bodies of social protection and the like. It is proved that the improvement of the social security system should be based on improving the organizational, legal, financial measures provided by relevant government programs that need to be focused on economic development and improving living standards.

The critical state of society can be measured by a system of interrelated indicators - economic, technologi­cal, political, cultural, ethnic and demographic. However, it is no exaggeration to state that they originally focused on the social aspects of life people lead to an integrated life crisis at a time of social transformations. There is no universal model of social dialogue; it is a means of improving productivity and competitiveness. Social dialogue - not only a form of crisis management, sometimes governments are turning to social part­ners only in case of economic crisis, seeking their support in taking unpopular measures. This approach is fundamentally wrong, because the dialogue is based on mutual trust and confidence, cooperation achieved over the years. That social dialogue should be used not only in adverse but also in favorable socio-economic circumstances. Opposition, competition, conflict, alternative, dissent is not only inevitable characteristics of a complex human world, but necessary factors that discourage stagnation, stagnation of society, the condi­tions of its constant renewal and development. Clarification of the nature and essence of social conflict as a specific manifestation of the contradictions of social relations requires consideration of a number of interre­© І.З. Social process includes ways of interaction between state and society, institutions and groups, political system and social environment, government and citizens. Social dialogue is one way of interaction between state and society; its interests are represented, including trade unions and organizations. Under the social dialogue process should be under­stood that includes all types of negotiation, consultation and exchange of information aimed at the successful solution of social and economic policy. The whole history of the formation of social, political, ethical thought is an attempt to find optimal development of society, get rid of unpleasant disorders that often the danger to life and well-being, deviations from accepted values and standards. All social human history represents a continuous process of self-education and self-organization of the individual and society, the development and changes of various types and forms of regulation relationships, their ordering, discipline and regulation. Society through social factors governing rules create institutions of social control over the behavior of people in order to guarantee public order and tranquility; They include a huge number of methods and means of in­fluence, habits, moral principles, traditions, customs, common rules, regulations, standards and enforcement points. Synthesis same concept is the social norm, as an important means of targeting individual or social group in a rather complex personal, group, social ties and relations in the period of social transformation. ; Кризовий стан суспільства можна виміряти цілою системою взаємозв'язаних показників - економічних, технологічних, політичних, культурологічних, національно-етнічних, демографічних та ін. Однак не буде перебільшенням стверджувати, що всі вони своєрідно фокусуються у соціальні сфери життя людей, зумовлюють інтегральну кризу життя людини у час суспільних трансформацій. Не існує універсаль­ної моделі соціального діалогу, він є засобом підвищення продуктивності праці та конкурентоздатності. Соціальний діалог - не лише форма управління кризою, іноді уряди звертаються до соціальних партне­рів лише у випадку економічної кризи, шукаючи їх підтримки у вжитті непопулярних заходів. Такий підхід докорінно помилковий, оскільки діалог повинен ґрунтуватися на взаємній довірі та впевненості, що досягаються роками співробітництва. Тобто соціальний діалог повинен використовуватися не лише за несприятливих, але й за сприятливих соціально-економічних обставин. Протистояння, опозиція, конкуренція, конфлікт, альтернативність, інакомислення є не тільки не­минучими характеристиками складного світу життя людей, а й необхідними факторами, що відвертають застій, стагнацію суспільства, умови його постійного оновлення і розвитку. З'ясування природи і суті соціального конфлікту, як специфічного прояву суперечності суспільних відносин вимагає врахування цілої низки взаємопов'язаних факторів. Насамперед слід взяти до уваги ту обставину, що сучасне сус­пільство самим ходом змін, що відбуваються у науковому мисленні, соціальній структурі суспільства, втягується в якісно новий стан, адаптація до якого супроводжується суспільними трансформаціями. От чому названа проблема вимагає аналізу умов її появи, розробки методів і засобів попередження і прогно­зування відхилень від соціальних норм. Соціальний процес включає способи взаємодії держави і суспільства, інститутів і груп, політичної системи і соціального середовища, уряду і громадянина. Соціальний діалог є одним із способів взаємо­дії держави і суспільства, його інтереси представляють, у тому числі, професійні спілки та організації. Під соціальним діалогом слід розуміти процес, що включає всі типи переговорів, консультацій та обміну інформацією, спрямований на успішне вирішення питань соціально-економічної політики. Вся історія становлення суспільно-політичної, етичної думки є спробою знайти оптимальні шляхи розвитку сус­пільства, тобто звільнитися від неприємних порушень, які нерідко є небезпекою для життя і благополуч­чя людей, відхиленнями від загальноприйнятих цінностей і стандартів. Вся соціальна історія людства уособлює безупинний процес самовиховання і самоорганізації індивіда і суспільства, розвитку і зміни різних типів і форм регулювання взаємин, їх упорядкування, дисциплінованості та нормування. Сус­пільство за допомогою соціальних чинників регулює норми, створює інститути соціального контролю за поводженням людей з метою гарантування суспільного порядку і спокою; вони включають величезну кількість методів і засобів впливу: звички, моральні принципи, традиції, звичаї, загальноприйняті пра­вила, розпорядження, норми та моменти примусу. Узагальнюючим же поняттям є соціальна норма, як один з важливих засобів орієнтації індивіда чи соціальної групи в досить складних особистісних, групових, соціальних зв'язках і відносинах у період суспільних трансформацій. ; Кризовий стан суспільства можна виміряти цілою системою взаємозв'язаних показників - економічних, технологічних, політичних, культурологічних, національно-етнічних, демографічних та ін. От чому названа проблема вимагає аналізу умов її появи, розробки методів і засобів попередження і прогно­зування відхилень від соціальних норм. Соціальний процес включає способи взаємодії держави і суспільства, інститутів і груп, політичної системи і соціального середовища, уряду і громадянина. Соціальний діалог є одним із способів взаємо­дії держави і суспільства, його інтереси представляють, у тому числі, професійні спілки та організації. Під соціальним діалогом слід розуміти процес, що включає всі типи переговорів, консультацій та обміну інформацією, спрямований на успішне вирішення питань соціально-економічної політики. Вся історія становлення суспільно-політичної, етичної думки є спробою знайти оптимальні шляхи розвитку сус­пільства, тобто звільнитися від неприємних порушень, які нерідко є небезпекою для життя і благополуч­чя людей, відхиленнями від загальноприйнятих цінностей і стандартів. Вся соціальна історія людства уособлює безупинний процес самовиховання і самоорганізації індивіда і суспільства, розвитку і зміни різних типів і форм регулювання взаємин, їх упорядкування, дисциплінованості та нормування. Сус­пільство за допомогою соціальних чинників регулює норми, створює інститути соціального контролю за поводженням людей з метою гарантування суспільного порядку і спокою; вони включають величезну кількість методів і засобів впливу: звички, моральні принципи, традиції, звичаї, загальноприйняті пра­вила, розпорядження, норми та моменти примусу. Узагальнюючим же поняттям є соціальна норма, як один з важливих засобів орієнтації індивіда чи соціальної групи в досить складних особистісних, групових, соціальних зв'язках і відносинах у період суспільних трансформацій.

The social functions of social audit are identified theoretically using the analysis of the practice of social audit and comparing it with similar concepts (the diagnostics, monitoring and expertise). The principles of conduct of social audit expanded and detailed. Observance of the principles has effect on the efficiency of social functions. It is concluded that the range of functions of social audit in connection with the processes of distribution of social responsibility of business, government and civil society is expanding. ; На основі аналізу практики застосування соціального аудиту та зіставлення його зі спорідненими поняттями (діагностикою, моніторингом та експертизою) теоретично визначені суспільні функції соціального аудиту. Розширені та конкретизовані принципи його проведення, дотримання яких впливає на ефективність суспільних функцій. Зроблено висновок про розширення спектру функцій соціального аудиту у зв'язку з процесами поширення соціальної відповідальності бізнесу, влади, громадянського суспільства.

The question addressed by this article is whether it is possible to state that European adherence to legal certainty and American legal uncertainty make up the characteristics of the two distinct legal systems (common law and civil law). There is an inevitable certainty and uncertainty both in common law and civil law states. The law is based on the language which leads us to the "internal uncertainty of the language itself." This applies to the court practice, statutory law; nevertheless, the worldwide tendency regarding the usage of the plain language can be observed. It is also worth to support the idea that the law resembles a number of "legal formants". This means that legal analysis should take into account the legislation, court practice and legal academic works regardless of whether the legal system considers the latter as sources of law. Further research should focus on how these formants compete and interact with each other. Therefore, legal systems very rarely have only one correct key answer to a certain problem.Thus, legal reforms that nowadays appear to be fairly frequent and lead to system changes in the legal regulation, reveal the legal system instability. In addition, both the change of judicial practice and the dynamic approach (method) of legal interpretation are the display of legal uncertainty. But those are quite usual practices. In fact, the law is a phenomenon that depends on changes of public life. At the same time, legal certainty is an element of the rule of law without which, according to Professor Ronald Dworkin, a well-known American philosopher of law, it is impossible to understand the phenomenon of law as such. Therefore, legal certainty is also inherent to the law itself. It is realized in requirements to written legal texts (clarity, exactness, and availability of acts of legislation, court decisions, acts of subjects of imperious plenary powers) and in an attempt to provide the unity of judicial practice. As a result, the regarded elements of legal certainty and uncertainty are at the same degree specific both for common and civil law.Sometimes certain legal uncertainty is acceptable and even desirable. The ongoing institutional changes indicate of the growing role of the social economy in the structure of the market economy of European countries. The article analyzes the challenges for the development of the social economy at the present stage, which arise both in the EU countries and in Ukraine. The author summarizes the trends of the social economy development at the present stage and substantiates the priorities for the development of the social economy in Ukraine. Author justifies algorithm of the implementation of the development of the social economy priorities. The directions of stimulating the development of the social economy in Ukraine are highlighted based on the generalization of the practice and experience of the European Union on institutional support for the development of the social economy.

Introduction. With the development of socio-economic relations, there is a need to rethink the essence of social incentives in terms of creating conditions for an adequate standard of living, since the impact of social security on the behaviour and activities of people is multifaceted and complex. Social security belongs to the socio-economic sphere of life.Purpose is to identify areas for mobilizing social incentives for effective economic development.Methods. Methods used in the article: theoretical analysis and synthesis of the material.Results. The prospects of mobilizing the main money in a market economy are studied, and the main solvent demand is the money of the population. The author proves that if we want to develop dynamically, then we first need to accelerate the effective demand of the population, and for this, the entire economy of the country should turn to face the person.Originality. It is proposed to create conditions for the citizens of Ukraine to earn more, namely: through the promotion of social policy, whose task is to always push the size of minimum wages and minimum pensions, all the time enriching the subsistence minimum, on which the size of the minimum wage and the minimum pension is oriented . It is proved that such a way of mobilizing incentives for development is particularly relevant, since we simply lack a conscious policy of raising the minimum wage.Conclusion. If we follow today's trends of state regulation of the socio-economic life of society, then the government's increasing role in regulating the social sphere is clearly visible. The state at the expense of the budget provides assistance to the disadvantaged - the disabled, the unemployed, the elderly - mainly on a targeted basis.
