Questions concerning the philosophy of political education belong to the basic theoretical questions of didactics of politics. There are, however, still heated debates whether contemporary political education really includes such a philosophy. One focus of such controversies is the discussion about whether learning of democracy or rather learning of politics might stand for such a philosophy of political education. Although the idea of democracy as being a normative core aspect of didactics of politics is widely accepted, the paradigm "learning democracy" or citizenship education is often seen from a critical to rejective viewpoint. Citizenship education appears to be a difficult topic in political education. The paper is based on the hypothesis that citizenship education & learning politics should not be viewed as opposites, neither theoretically nor practically. Challenges as well as tasks of political education in today's society should be to present & convey (learning) democracy & (learning) politics, school culture & lessons, knowledge & experience as interdependent variables within the variety of theory & praxis. To sum up, the paradigm "learning democracy" means that political education in the form of citizenship education changes the core problem of politics into a basic question of politics-related learning: How can society & its people come to a democratic living together that is characterized by the establishment & realization of general commitment, & which political problems & conflicts have to be tackled & solved in this regard? "Citizenship education by means of political education can be seen as a condition as well as hermeneutics & criticism of democracy.". Adapted from the source document.
