De secretaris-generaal: politisering of verambtelijking? Een empirisch onderzoek naar sociale en politieke kenmerken van secretarissen-generaal 1945-1979

Analyzed are social & political characteristics of Permanent Secretaries in the Netherlands during the period 1945-1979 (total N = 60). Results are interpreted in the context of some developments that have taken place at the highest levels in Dutch ministries: an increase in the number of political appointees & elected officials, the growing number of permanent undersecretaries, the growth of the major policy-making agencies within the ministries, & the increasing importance of the central staff agencies. The model Permanent Secretary is appointed between the ages of 44 & 48. He has studied law at Leiden U, & has been recruited from within the ministry. He is a Protestant, & a member of the Christian Democratic Party or, in the past, of one of the Christian parties; in party membership he is similar to the recruiting minister. No distinct trends are identified over the period considered. The Permanent Secretary & his staff adapt themselves to processes of politicization; however, this adaptation is slow & susceptible to certain kinds of backlash. 9 Tables. Modified HA.

An investigation of the relations between sociol & pol'al sci (politology), based upon an examination of the existing literature. Pol'al sci remains an ill-defined area of the soc sci's. H. Heller is quoted to the effect that it lacks a clearly defined set of problems or a definitely prescribed methodology. Another difficulty is furnished by the lack of a definite boundary line between 'pol'al sci' & 'pol'al sociol.' The latter may be defined as the sociol of pol'al phenomena. Its concept has been defined in several ways, eg, as the empirical branch of the philosophy of the state (G. Salomon-Delatour); as a synonym of pol'al sci (M. Duverger); as the study of the power of the state (M. G. Lange); as the study of pol'al instit's (S. M. Lipset, R. Bendix). But pol'al phenomena, which pol'al sociol studies, cannot be confined to the state. This is demonstrated by an agreement reached in the early 1960's by the Belgian electricity companies, labor unions & consumers' org's which settled a pol'al matter & by-passed the state. In addition to purely pol'al aspects, pol'al sociol also studies certain psychol'al aspects of behavior which affect pol. It is concluded that pol'al sociol contributes to pol'al sci certain 'pieces of the mosaic of knowledge'; these pieces will be all the more valuable because they come from an area in which intuition has played so far a more important part than rational study. An attempt to give a classification of internal violence, occurring in 40 developing countries, in order to provide a 'structure of violence' for each country in the period 1950-67, & to r this structure to the changes in the real per capita income of these countries. For the collection of the various items of internal violence, Keesings Historical Archives (Dutch version) was used. They were classified as follows: (1) Diffuse SP unrest (strikes, demonstrations, riots, etc, in which people were wounded, killed &/or property was destroyed). (2) Coup d'etat-like activities. (3) Small guerrillas in the countryside & clusters of (anticolonial) violent actions in the towns. (4) Limited civil or anti-colonial war. (5) 'Endemic' guerrillas. (6) Situation of serious anarchy. (7) .1Pol'al' pogroms of total civil or anticolonial war. A 'profile of violence' for each country was constructed. In the Latin Amer couutries coup d'etat activities prevailed; in several African countries these activities became numerous some yrs after independence was obtained; in the Middle Eastern countries all types of violence occurred; & in the ethnically complicated Asian countries, small & endemic guerrillas frequently arose. A relation between types & extent of internal violence, & level of nat'l income & its yr'ly per capita growth could not be proved. The material suggests that nat'l income & changes therein as such, may not be very interesting variables. Distribution of income & changes therein might be more relevant. The difficulty, however, is to obtain reliable data on these variables. A number of suggestions are made. Modified IPSA.

'Polarization' has become a catchword in Dutch politics, denoting the emphasis on conflicting rather than mutual interests. It is assumed that the efforts made to 'polarize' the voter population are aimed at reducing the large reservoir of middle-of-the-roaders. In its weekly opinion survey, the Netherlands Institute of Public Opinion (NIPO) consistently finds about 30% of the Rs choosing the center of a left/right semantic differential scale with almost an equal number of Rs going to right & left positions. The almost Gaussian overall distribution is shown to be highly correlated with party choice & voting behavior. The frequency distributions along the left/right Osgood scale are highly skewed inside each separate political preference group. The results of a new additional question are reported. The question reads: "If you were not allowed or could not choose this position would you then go for the one adjoining to the right or to the left?" A very large proportion of Rs move over to the left or right even beyond the extremes of the seven-point scale, effectively extending it to a nine-point scale. The popular center position is then reduced to about 12%. Even more interesting are larger variations over time that are shown for an interesting period extending from late Sept to the end of Nov 1977, during which efforts to form a new socialist-dominated government failed. The extended scale is shown to be a more sensitive instrument than the seven-point semantic differential alone. 6 Tables. Modified HA.

The Opening Address at the Sch of War, Brussels, for the Academic yr 1968-69. The role of a military academy is discussed. Then major contemporary theories on war & pol are examined. Special attention is given to the problem of military responsibility, psychol'al warfare, & the influence of PO on military strategy. It is noted that military & pol'al sci has become a sci of 'crisis manag.' Reference is made to the recent military conflicts in Korea, the Middle East, & Vietnam. Crisis management in modern days has become a power play among the big countries. The military strategy of the communist world is reviewed on the basis of the principles laid down by K. Marx & F. Engels. L. Trotsky's theories on war & poi are compared with the Marxist-Leninist pol'al & strategic doctrine. Brief mention is made of the military writings of Mao Tse Tung & their influence on Che Guevara &others. The development of pol'al sci in the US is traced. Instruction at such Sch's as the Nat'l War Coll & the Industr Coll of the Armed Forces is compared with the teaching of pol'al & military sci at US U's. It is noted that pol'al & military sci has come to recognize the internat'l aspects of its problems. Belgium, by its geographical situation, is tied to the changes going on in the European continent. Military sci in Belgium therefore orients itself towards that of other European countries, eg, as taught at the U's of Aberdeen, London, Oxford, the Centre d'Etudes de Politique Etrangere (Center for the Study of Foreign Policy), Paris, etc. The Netherlands has the 'Defensie Studiecentrum' (Center for Defense Studies), in which students are instructed in the pol'al, psychol'al, econ, & military aspects of defense. It is concluded that military sci has come of age & fulfills an important role in training the responsible pol'al leaders needed in the modern world. M. Maxfield.
