Photo identification (ID) laws are often passed on the premise that they will prevent voter fraud and/or reduce perceptions of electoral fraud. The impact of ID laws on perceptions of electoral fraud remains unsettled and is complicated by widespread confusion about current voting requirements. AbstractAn increasing number of states have adopted laws that require voters to show photo identification to vote. We show that the differential effect of the laws on turnout among those who lack ID persists even after the laws are repealed. We leverage administrative data from North Carolina and a photo ID law in effect for a primary, but not the subsequent general, election. Using exact matching and a difference-in-differences design, we show that for the 3 percent of voters who lack ID in North Carolina, the ID law caused a 0.7 percentage point turnout decrease in the 2016 primary election relative to those with ID. After the law was suspended, this effect persisted: those without ID were 2.6 percentage points less likely to turnout in the 2016 general election and 1.7 percentage points less likely to turnout in the 2018 general.

Mesophotic coral reef ecosystems (MCEs) are light-dependent benthic communities that occur deeper than shallow reefs and typically range from depths of 30 m to the bottom of the photic zone, which may extend to >150 m in some regions. MCEs represent in part an extension of shallow-water coral reef ecosystems and support a diverse assemblages of habitat-building taxa, including corals, sponges and algae, and associated fish (Reed et al., 2018). Many MCEs worldwide appear to be thriving compared to shallow reefs. The deep reef refugia hypothesis suggests that MCEs may be less impacted from natural and anthropogenic impacts than shallow coral reefs, and may be more stable and resilient than shallow reefs. MCEs may also act as refugia for shallow reef species through the export of fish and coral larvae. However, it is now apparent that MCEs are also vulnerable to disturbances from all facets of perturbations including climate change, bottom trawling, invasive species, and pollution. Whereas considerable data have been reported regarding the distribution, ecology, and health of Cuba's shallow reefs, relatively little is known about the distribution, community structure and health of Cuba's deep mesophotic reefs. Cuba's strong marine policies and legislation has already resulted in 105 MPAs, covering nearly 25% of its insular shelf, yet overfishing, poaching, pollution and global warming are threats to these vulnerable ecosystems, as reefs worldwide are threatened. ; Harbor Branch Oceanographic Institute Contribution number 2256

In his first inaugural address, President Franklin Roosevelt assured the American people that "the only thing we have to fear is fear itself." President Roosevelt's famous statement begs the question, however, of why we should fear fear itself. What, or whom, does fear harm? When faced with the presence of fear, society must consider what steps it is willing to take and what it is willing to give up in order to address that fear. These considerations become particularly acute when the government uses the existence of fear as a rationale for legislation. The propriety of fear-based lawmaking is questionable, since fear is often unreasonable, malleable, and vague. This debate has recently arisen in the context of state laws that require individuals to present photo identification in order to vote. While proponents generally say that identification requirements are necessary to prevent in-person voter fraud, they have also argued that such laws are necessary to address voter fear. Without photo identification laws, proponents contend, voters will fear that fraud is occurring at the polls. Indeed, states have made this argument even in the absence of any evidence of actual in-person voter fraud. In Crawford v. Marion County Election Board, the Supreme Court accepted the State of Indiana's argument that addressing fear of fraud is a state interest with "independent significance" apart from the interest in halting actual fraud. In dicta in Purcell v. Gonzalez, the Court likewise expressed approval of laws designed to calm "[v]oters who fear their legitimate votes will be outweighed by fraudulent ones."

1. Pilot whales Globicephala spp. are known to display a hierarchical social pattern, but longitudinal data to infer population structure of short-finned pilot whales Globicephala macrorhynchus are rare. 2. Using data collected between 2003-2011 in the oceanic archipelago of Madeira, the grouping structure of short-finned pilot whales was studied using photo-identification methods and mtDNA sequences and microsatellite markers to test the hypotheses that (1) there is at least one pelagic and one or more island-associated communities, and (2) groups are made of related individuals, with a matrilineal social structure. 3. Pilot whales demonstrated a large degree of variability in site fidelity, including residents (up to 14-year interval), regular visitors and transients. The social and temporal analyses revealed a well-differentiated society with long-lasting relationships (of years). The genetic analyses suggested that individuals of the three residency patterns may not be genetically isolated, and that small groups are made up of related individuals, suggesting some degree of social philopatry, while large groups are probably temporary associations of smaller groups. 4. It is proposed that the pilot whales encountered in Madeira belong to a single population encompassing several clans, possibly three clans of island-associated whales and others of transients, each containing two to three matrilineal pods, each with a mean of 15 individuals (SD=9, range: 4-29). We suggest that the clans interact for mating purposes when they meet. 5. For management decisions, it is considered that the island-associated whales should not be regarded as demographically independent populations, but instead as stable social entities to be included in governmental management plans and requiring periodic evaluation of their status. The relationship between beaked whales and certain anthropogenic sounds remains poorly understood and of great interest. Although Cuvier's beaked whales (Ziphius cavirostris) are widely distributed, little is known of their behavior and population structure throughout much of their range. We conducted a series of five combined visual-acoustic marine mammal surveys from 2006 to 2008 in the southern San Nicolas Basin, a site of frequent naval activity off the southern California coast, west of San Clemente Island. The study area was defined by a 1,800 km2 array of 88 bottom-mounted hydrophones at depths up to 1,850 m. The array was used to vector visual observers toward vocalizing marine mammal species. Thirty-seven groups of Cuvier's beaked whales were encountered during the study period. The overall encounter rate was one group for every 21.0 h of survey effort, and was as high as one group per 10.2 h of effort during the October 2007 survey. Whales were encountered in the deepest portion of the study area, at a mean bottom depth of 1,580 m (SD 138). The average group size was 3.8 individuals (SD 2.4), which was higher than has been reported from other studies of this species. Twenty-four groups were observed over multiple surfacings (median = 4 surfacings, range 2–15). The mean encounter duration of extended sightings was 104 min (SD 98, range 12–466 min) and the mean distance moved over the course of sightings was 1.66 km (SD 1.56, range 0.08–6.65 km). Temporal surfacing patterns during extended encounters were similar to dive behavior described from Cuvier's beaked whales carrying time-depth recording tags. Seventy-eight photographic identifications were made of 58 unique individuals, for an overall resighting rate of 0.26. Whales were sighted on up to 4 days, with duration from first to last sighting spanning 2–79 days. Approximately one-third of groups contained more than one adult male, and many of the repeated associations involved adult males. These observations suggest the basin west of San Clemente Island may be an important region for Cuvier's beaked whales, and also one which affords an unusual opportunity to collect detailed data on this species. Given its status as an active military range, it can also provide the ability to monitor the behavior of individuals in the presence of naval sonar, a critical step in the management of this and other beaked whale populations worldwide.
