Implementation of Government Performance Accountability System (SAKIP) in Indonesian Local Government (Case of Regional Development Planning Board of Sukabumi Regency)
The use of performance measurement system in the public sector (PMS) has become a panacea in addressing an inefficient bureaucracy that fails to meet the citizen satisfaction by its lethargic service delivery. It has introduced a way for public managers to better generate outcome policy into a concrete-measurable actions. While many countries already demonstrates the benefit of using the system, Indonesia remain struggle in implementing the ideal of performance management particularly in the context of local government that usually lacking of adequate capacity and sources. Despite the continuous support by central government, the diverse of socio-environmental context hinder local government to fully implements of SAKIP. This paper sought to portray the implementation and challenges that is faced by one local government agencies in Sukabumi, West Java Indonesia in implementing Indonesian public performance management system (SAKIP). This paper is using qualitative approach by conducting structured interview to key informants. The results showed that organizational variables have been able to accommodate the implementation of SAKIP policy through units formed specifically in organizational structure and governance regulations, organizational interpretation variables are still necessary to improve the dissemination of policy information to all levels of employees, application variables where the implementation of policies are still experiencing constraints, especially in planning and evaluation, as well as a lack of specific strategies in improving organizational performance. This paper reinforces the results of previous studies related with performance management system in Indonesian local government that its implementation has not been yet showing their best result.

The consistency between planning and budgeting is important because it is a marker for local governments in assessing the performance of all government programs and activities, whether they are running well and according to the goals set. The difference in consistency in the Pangkalpinang City Government occurs from year to year. Still, there is a commitment from the Regional Head to build consistency between planning and budgeting to realize community welfare. This research has a purpose: to find out and analyze how the consistency between planning and budgeting in the 2018 to 2020 fiscal year is through an analysis of the planning process and the budgeting process to see what factors support this consistency. The research method used uses a qualitative approach and analysis through the Interactive Model of Miles and Huberman. The results obtained from the research are planning and budgeting process in the Pangkalpinang City Government is still not consistent. The research locus is at the Regional Development Planning and Research Agency of the Pangkalpinang City, Regional Finance Agency of Pangkalpinang City, and Regional House of Representatives Budget Agency of Pangkalpinang City. Each year, the consistency that occurs is different in the Regional Government Work Plan (Rencana Kerja Pemerintah Daerah or RKPD). The highest consistency is found at the end of the Regional Medium-Term Development Plan (Rencana Pembangunan Jangka Menengah Daerah or RPJMD), which in this research falls on the 2018 Regional Government Work Plan (RKPD). ; Konsistensi yang terjadi antara perencanaan dan penganggaran menjadi hal yang penting untuk diperhatikan karena menjadi penanda bagi pemerintah daerah dalam menilai kinerja seluruh program dan kegiatan pemerintah, apakah berjalan dengan baik dan sesuai dengan tujuan yang telah ditetapkan. Perbedaan konsistensi di Pemerintah Kota Pangkalpinang terjadi dari tahun ke tahun. Namun tetap ada komitmen dari Kepala Daerah untuk membangun konsistensi antara perencanaan dan penganggaran untuk mewujudkan kesejahteraan masyarakat. Penelitian ini memiliki tujuan: untuk mengetahui dan menganalisis bagaimana konsistensi antara perencanaan dan penganggaran pada tahun anggaran 2018 hingga 2020 melalui analisis proses perencanaan dan proses penganggaran untuk melihat faktor-faktor apa saja yang mendukung konsistensi tersebut. Metode penelitian yang digunakan menggunakan pendekatan kualitatif dan analisis melalui Model Interaktif Miles dan Huberman. Hasil yang diperoleh dari penelitian adalah proses dan penganggaran di Pemerintah Kota Pangkalpinang masih belum konsisten. Lokus penelitian berada di Badan Perencanaan Pembangunan dan Penelitian Pengembangan Daerah Kota Pangkalpinang, Badan Keuangan Daerah Kota Pangkalpinang dan Badan Anggaran DPRD Kota Pangkalpinang. Konsistensi yang terjadi berbeda pada setiap tahun Rencana Kerja Pemerintah Daerah (RKPD). Konsistensi tertinggi terdapat pada bagian akhir Rencana Pembangunan Jangka Menengah Daerah (RPJMD) yang dalam penelitian ini jatuh pada Rencana Kerja Pemerintah Daerah (RKPD) tahun 2018.

PERENCANAAN PEMBANGUNAN KEHUTANAN DAERAH DALAM PERSPEKTIF GOOD GOVERNANCE
Sustainable use of forest resources is needed to establish a forestry management plan. Forest management plans exist at the provincial level according to the conditions and problems. Forestry planning at Provincial level depicts current forest conditions, institutional conditions, the contribution of economy, social and ecology associated with the provincial level strategic issues. This paper tries to elaborate the local development planning of forestry from good governance perspective, and role of stakeholders of local development forest planning. The research was based on qualitative descriptive approach to the study site in the province of Yogyakarta and West Papua. The result shows that forest planning in the region is top-down with respect to existing regional characteristics. To realize the principles of good governance, a gap for each stakeholder role in the arrangement, implementation, monitoring and evaluation to reporting should be made. The role of government in the area of forestry development planning in terms of good governance, the rule of law for the regulation in the forestry sector has been completed. Partnership is the key word synergy in the implementation of good governance in forestry development in the area will attention to the aspects of partnership and equity between all stakeholders in the arrangement, implementation, monitoring and evaluation and reporting of forest development.Keyword: Planning, Forestry, Good Governance, patnership

Analisis Undang-Undang Nomor 26 Tahun 2007 Tentang Penataan Ruang Untuk Mengatasi Permasalahan Penataan Ruang Bagi Pemerintahan Daerah Di Indonesia
At present, the issue of environmental and spatial use only concerns the upper class without paying attention to AMDAL, the Regional Government as the holder of responsibility in the respective provinces and districts / cities must uphold the 1945 Constitution Article 33 paragraph (3) as a reference for the creation utilization and good spatial planning. Regional apparatuses are accountable to the Regional Head in the framework of administering governance in the regions. Regional government institutions have an important position in the Indonesian state government system. Therefore, it is necessary to know how the structure and function of these regional government institutions because as citizens we have an obligation to participate in overseeing the running of government, especially our own regional government. Moreover, at this time the regions already have autonomy so that regional government institutions have a really important position in the implementation of regional government activities. The conclusion of this article is that it is hoped that the analysis of Law Number 26 of 2007 concerning Spatial Planning can be a factor in the application of the concept of good spatial planning in every regional government in Indonesia.

Title research is "Plenning Relationships By Head to the effectiveness of AchievementTargets Land and Building Tax in the District Brass Brass District".The problem that the author found is the effectiveness of the achievement of the land andbuilding tax in the district brass brass district allegedly not been achieved due to non optimalplanning. The research question the authors ask is there a relationship between planning and theeffectiveness of the UN tax target target in sub District Brass Brass.The hypothesis that the author propose is "There is significant relationship betweenplanning and effectiveness in the achievement of the UN Sub District Brass Brass. Methods usedby the writer is a survey method with the quantitative analysis techniques, the study analyzes thevariables supported by the data using statistical formulas. The research proves that the Head ofplanning variables in achieving the UN target of optimal yet reached the stage where enoegh newsuccess with a total score of 859 or 59.7%. In quality it is visible from less optimalimplementation planning steps. Do government policies drive economic growth convergence? Evidence from East Java, Indonesia
While Indonesia has been experiencing relatively considerable and stable economic growth in the last decades, the country is prone to income disparity across regions due to uneven distribution of population, natural resources and the persistent impacts of centralized development imposed by the New Order regime. This study examines the economic growth convergence in East Java, Indonesia, from 2010 to 2019 and explores the influence of government expenditure on education, health, and capital sector on the economic growth convergence. By considering spatial dependence across regions, the result shows no strong evidence of regional income convergence in East Java. Also, this research claims the presence of spillover effect of government expenditure on education and capital sector on regional income growth. Notably, higher government expenditure of the education sector in one region could stimulate higher economic growth of its neighboring regions. Conversely, higher government expenditure on the capital sector in one region may lower the economic growth of its surrounding regions.

The increase in funds received by each village all devices of the village should be ready and able to manage those funds with transparent and accountable in order to avoid legal issues. Therefore, it is very important the presumably conducted research on the risk management of the financial management of the village. As for the goal of the research is to identify, measure and strategy of financial management of the village. This research is a case study in the village Bay and the village of Sekura Swell Sub Sacred Bay with respondents Councilor. Data required primary data is sourced from an interview through the questionnaire and FGD and secondary data obtained from the study of librarianship. The analysis of the data used is with the SWOT and QSPM. Data processing is carried out with the help of Microsoft Excel. Internal identification results are: 1)the already high level of education; 2)Regulation of the 56th Government village is getting better; 3)coordination with subordinate and BPD is already good; 4 the performance of the device has not been fullest village; 5)device capabilities are categorized as low; f) knowledge of the Administration is still low; 6)still focuses on infrastructure development; 7)haven't been able to capitalize on SDA; 8)internal control systems are still weak. While the Eksternalnya factors are: 1)the magnitude of the ADD-ON brings; 2)progress of information technology; 3)oversight by BPD is getting better; 4)Regulation of financial governance of the village is already good; 5)lack of transparency; 6)the uncertain political conditions; 7)less supervision of society; 8)there are still proposals are a desire, not a necessity; 9)understanding of the public about the legislation in force; 10)quality development results are not yet in compliance with the planning. The average level of risk: risk of planning (with a value of 4.4); the risk of implementation (4.8); the risk of administering, reporting, and accountability (4.2); and risk oversight (4.3). PERAN PENGAWASAN INTERNAL DALAM MEWUJUDKAN PEMERINTAH DAERAH YANG BAIK
Implementation of local government as regulated by Law Number 23 Year 2014 contains three functions. The first function is the planning of activities of local government tasks that are acceded by the Regional Development Planning Agency (Bappeda), the second function is the implementation of the tasks of local government that are represented and implemented by the Regional Device Organization (OPD) in the local government, and the third function is supervision the implementation or implementation of local government implemented by the Regional Inspectorate as the supervisor of the local government. Internal supervision (Inspectorate) is formed in order for the implementation of loca government tasks that are run by all existing regional devices can run well, effective, efficient and effective on target according to predetermined plans. herefore, the Inspectorate's role in overseeing the tasks of all the Regional ApparatusOrganizations in the local government is very important. In order to obtain an effective supervision, it is necessary to meet two principles of supervision, namely first, is the existence of a specific plan and the giving of instructions; second, giving clear authority to subordinates. The first basic principle is a must, because the plan is a standard, a measure of the work performed by subordinates. If this principle is well executed, then the implementation of good local government will be achieved well too.

COLLABORATIVE GOVERNANCE (STUDI DESKRIPTIF PROSES PEMERINTAHAN KOLABORATIF DALAM PENGENDALIAN PENCEMARAN UDARA DI KOTA SURABAYA)
This study aims to describe the process of collaborative governance in maintance of air pollution in Surabaya City. The result shows that the collaborative governance has three stages, there are identifying obstacles and opportunities, debating strategies for influence, and planning collaborative actions that haven't been effective yet. That shows in the criteria of collaborative governance which hasn't been fulfilled yet especially in distributive accountability and access to resources criteria in the debating strategies for influence stage. Those criterias indicate the lack of involvement of other stakeholders in the collaboration forum and the insufficient financial resources.

Pengelolaan Sumber Daya Manusia di Rintisan Sekolah Menengah Atas Bertaraf Internasional Majlis Tafsir Al-Qur'an (R-SMA-BI MTA) Surakarta
This research examines the Human Resource Management in Senior High School of International Standard Majlis Tafsir Al-Qur'an Surakarta. This research is a qualitative-ethnographic research that produces descriptive data. This was done at R-SMABI MTA Surakarta, Central Java. This study is a qualitative study with ethnography focusing on culture, planning, placement and / or development and evaluation of Human Resources (HR). The goal is to explore the management and development model of human resources in R-SMA-BI MTA Surakarta. The findings of this study are: First, the culture is conducive. Second, HR planning that is tailored to the needs analysis with the important needs of a Muslim, and other supportive conditions. Third, some human resource placements do not meet academic qualifications and competencies. Meanwhile, the qualifications of human resources have not met the R-SMA-BI standards. For the health and welfare of human resources it has also been regulated. Third, the evaluation conducted by the government and schools using various models. ; Penelitian ini mengkaji tentang Manajemen Sumber Daya Manusia (MSDM) di Sekolah Menengah Atas Standar Internasional Majlis Tafsir Al-Qur'an Surakarta. Riset ini adalah riset kualitatif-etnografi yang menghasilkan data deskriptif. Ini dilakukan di R-SMABI MTA Surakarta Jawa Tengah. Studi ini merupakan penelitian kualitatif dengan etnografi ini berfokus pada budaya, perencanaan, penempatan dan atau pengembangan serta evaluasi Sumber Daya Manusia (SDM). Tujuannya, menggali model pengelolaan dan pengembangan SDM di R-SMA-BI MTA Surakarta. Temuan penelitian ini adalah: Pertama, budayanya sudah kondusif. Kedua, perencanaan SDM yang disesuaikan dengan analisis kebutuhan dengan kebutuhan penting seorang muslim, dan kondisi lain yang mendukung. Ketiga, beberapa penempatan sumber daya manusia tidak memenuhi kualifikasi akademik dan kompetensi. Sedangkan kualifikasi SDM belum memenuhi standar R-SMA-BI. Untuk kesehatan dan kesejahteraan SDM juga sudah diatur. Ketiga, evaluasi yang dilakukan pemerintah dan sekolah dengan berbagai model.

Ta alleviate poverty problem especially in urban areas should not be focused on physical infrastructure development alone. it should be considering the dimension of social development to make urban development to be more harmony. Poverty alleviation is almost considered as the ultimate goals of the city planning, and this problem caused by the process of urbanization.Contemporary social problems in urban areas such as financial assistant for the poor, adolescent problem, drug abuse, criminality, prosti tution, social dysfunction, social cinflict, etc. Efforts to prevent these problems are needed; and improvement the quality of life of migrant workers should be the priority for the government of the municipalities. The Problematic of Provincial Tax Collection a Local OWN-Source Revenue in Indonesia
Regional autonomy granted on local government to regulate and administer the governmental affairs in order to improve the efficiency and effectiveness of public services. To do so, the local government is authorized to collect taxes from its people. This research aimed to investigate the problematic of provincial tax collection in order to increase the own- source revenue of autonomous areas in Indonesia. The collection of local taxes is still not optimal. Thus, some necessary actions for betterment need to conduct, such as: a). Improving the human resources of tax authorities in terms of their capability in planning and monitoring the collection of taxes; b) Using technology of information to provide a fast and efficient services; and c) Enforcing the law to each of the taxpayers who violate the regulation of provincial taxes.
