Since one of the most effective ways of strengthening the implementation the green infrastructure principle is through spatial planning, the paper aims at presenting the overview of the contemporary policies in the domain of environment and planning. After a brief overview of European and regional (i.e. Western Balkan) documents in the field, the central part of the paper elucidates the extent to which the concept of green infrastructure is elaborated in Serbian legislative framework.
This doctoral dissertation confirmes possibilities of application of mathematical methods in the contemporary approach of decision making in development projects of cluster organizations in Serbia, as well as introduction of software application "MS Project" which ensure more effective and more efficient project management of cluster organization development, assessment of all project resources engaged and optimal forecast on the completion of the project implementation. Regarding the fact that this issue has not been sufficiently elaborated in Serbia, the main goal of the research was to clarify the role and significance of the mathematical methods, as well as to elaborate the theoretical models of multi-criteria analysis that can be successfully implemented in practice with the aim of identifying and solving problems in the development of cluster organizations in Serbia. The mode and level of topic elaboration is in compliance with the goal of theoretical and hypothetical research framework. Beside theoretical aspect the doctoral dissertation presents the application of the following methods of multi-criteria decision making: "ELECTRE" and "AHP", as well as the software application "MS Project" on data of cluster organization "Cluster House" in Nis.
Just in the immediate neighborhood of European Union (EU), Western Balkan (WB) countries are lagging behind in the energy transition regardless technological advances and policy instruments available. EU recently created a momentum for the energy transition acceleration with the European Green Deal, which is forwarded to the WB through the Energy Community secretariat and in general, the response in the form of National Energy and Climate Plans (NECPs) is expected in the short to midterm. Recently presented the new Republic of Serbia's Low Carbon Development Strategy with Action plan (LCDSA) will be analyzed, commented and improvements suggested for the acceleration of the energy transition, based on the newest findings from the simulation-based optimization techniques using the sectors coupling approach. Furthermore, integrated assessment modeling techniques (IAM), exploring the climate and energy cross impacts with the more details will be included. The purpose of the research is to provide the decision makers in the WB with the best available insights regarding sustainable energy systems, and citizens of the WB with to benefit from adoption of these strategies.
The paper offers a critical analysis of the strategic framework for long-term economic development of Serbia, of the role of strategic development in the success of the transition process, and the consequences of the lack of a development strategy. The strategy of long-term economic development of Serbia, as a programe intended to designate the economic and development policy of the state, is analysed with the aim of finding an acceptable formulation of development strategy. The authors consider various approaches and propose a strategy for Serbia in the period of transition towards market economy. They also point out that, in the period of transition from a government-planned towards a market economy, strategy should be given greater importance in period that do not represent turning points, because of the greater possibility of incorrect policy making, potential conflicts of interest groups, reaching sustainable development, and maximizing prosperity. The authors take into account the advantages and disadvantages of the radical and of the gradualist approach to transition and propose formulating a development strategy that would contain combined elements of plan and market mechanism. They believe that the process of transition lacks a clear development strategy, and that the quality of the existing development strategy of Serbia until 2010 is such it cannot be understood as a serious approach to the transition issue. By modernizing society, corruption is becoming the global problem and is considered to be the main cause of state dysfunction. Widespread in a large number of countries, embracing political and social life, corruption has become the everyday life of citizens convinced that without corruption there was no proper functioning of the society. Countries in transition, with an unstable political system, are the fundament for the development of corruption. The fight against corruption is long lasting and painful issue with an unknown outcome. The enjoyment of media attention, the commitment of the European Union and the United Nations, the establishment of anti-corruption organizations and agencies within states are mechanisms to combat this global problem. Anticorruption culture as a preventive mechanism prevents the existing and emergence of new forms of corruption. Effective preventive action requires careful and long-term planning to result in a better quality of life in the future.
Serbia's Law on Planning and Building has imposed the topics of energy efficiency in building sector, requiring adequate policy making and providing a starting point for improvement of the current situation in this field. Considering the fact that there are more than 3.200.000 housing units without any statistical classification a need arose for establishing a national building typology as a starting point for further decision making and appropriate activities definition regarding the existing housing stock.After joining EU TABULA (Typology Approach for Building Stock Energy Assessment) project, methodologies and approaches of the European countries have been analysed providing a common experience, at the same illustrating a need for identification and classification of local characteristics. In order to obtain adequate data a comprehensive survey has been conducted, providing a starting point for creation of typology. The National Typology has identified typical "model" buildings and defined the levels of improvement ranging from standard (according to the current law) to the low-energy level. The financial sector is characterised by numerous changes that affect the changes in the institutional structure of functioning of the financial system, as well as the choice of funding of business entities. This has resulted in the fact that in contemporary business conditions, financing of economic development become a complex area of research. Local development planning on the basis of public revenues is a weak base for the rapid development of local governments. Therefore, it is necessary to supplement the budget financing by attracting private capital for the construction of public goods and improving the quality of public services. In this regard, the objective of this paper is to point to alternative ways of borrowing, both from domestic and international sources of funding, as well as to the possibilities for their use by the local governments. Bearing in mind the defined objective, the paper discusses the possible external sources of funding of local governments, such as loans from commercial banks and other financial institutions, and municipal bonds. In order to evaluate the possibilities for successful development of local governments, the paper points to the possible solutions to financing projects of public importance in the practice of Serbia.
Standardi kompetencija direktora ustanova obrazovanja i vaspitanja u Srbiji (2013), kao i zakonska regulativa koja se odnosi na direktore, propisuju kompleksne i raznovrsne uloge i zadatke. Novija istraživanja u oblasti obrazovnog liderstva pokazuju da su direktori veoma opterećeni, zbog čega im je posebno teško da uspostave ravnotežu između dve najvažnije uloge: pedagoškog lidera i menadžera škole. Cilj ovog rada je da utvrdimo da li je pomenuti problem, na koji direktori ukazuju, nov ili je postojao i u prošlosti. S tim u vezi, analizirale smo radove o direktorima škola koji su objavljeni u časopisu Nastava i vaspitanje u periodu od početka izlaženja časopisa (1951. godine) do osamdesetih godina 20. veka. U tekstovima smo tragale za opisima uloga direktora, za sadržajem zadataka putem kojih se ove uloge ostvaruju, kao i za iskazima autora koji potencijalno ukazuju na problem balansa između dve najvažnije uloge. Na osnovu analize sadržaja 14 tekstova utvrdile smo da su autori značajno više pažnje posvetili razmatranju pedagoško-instruktivne uloge direktora, nego razmatranju uloge direktora kao menadžera škole. Pedagoško-instruktivnu ulogu opisuju kroz sledeće zadatke: planiranje i programiranje nastavnog procesa, posete časovima, praćenje rada nastavnika i pružanje neophodne pomoći posebno mlađim nastavnicima, praćenje učeničkog znanja i napredovanja, planiranje i organizacija individualnog i kolektivnog stručnog usavršavanja nastavnika, stvaranje uslova za efikasnu saradnju sa školskim pedagogom i tako dalje. Na osnovu istraživanja i iskustava iz školske prakse autori su ukazivali na to da je pedagoška uloga direktora zapostavljena, zbog njihove opterećenosti poslovima koji pripadaju menadžerskoj ulozi. Pored toga, ukazivali su i na nedostatak istraživanja u oblasti pedagoškog liderstva, kao i na potrebu za organizovanjem seminara koji bi se programski zasnivali na stvarnim interesovanjima i potrebama direktora škola. Dakle, rezultati naše analize upućuju na relativno dug vremenski period postojanja sličnih problema u oblasti obrazovnog liderstva u Srbiji, što bi trebalo da predstavlja dodatni podsticaj za istraživače i kreatore obrazovnih politika u pronalaženju adekvatnih strategija podrške direktorima škola u balansiranju ključnih uloga. U radu se diskutuje o rešenjima – kao što su distributivno liderstvo, mentorstvo i facilitacija prilikom uvođenja novih direktora u posao – koja su se u drugim obrazovnim sistemima pokazala kao efektivna za unapređivanje kvaliteta rada škole. ; Standards of competencies for principals of educational institutions in Serbia (2013), as well as the legislation related to principals, stipulate complex and diverse roles and tasks. Recent research in the field of educational leadership shows that principals are overburdened, and therefore have difficulties in balancing out the two most important roles: of educational leader and school manager. The objective of this paper is to determine whether this problem, signalled by the principals, is new or has existed in the past as well. In this regard, we analysed the articles on principals published in the journal Teaching and education from the beginning of its publication (1951) till 1980s. In the articles, we searched for descriptions of the principals' roles, the content of their professional tasks, as well as for authors' statements that potentially point to the problem of balancing the two most important roles. Based on the content analysis of 14 articles, we found that the authors paid much more attention to educational and instructive role of the principal than to the principal's role of a school manager. They describe the educational and instructive role through the following tasks: planning and programming of the teaching process, visits to classes, monitoring the work of teachers and providing necessary assistance particularly to younger teachers, monitoring of students' knowledge and progress, planning and organization of individual and collective in-service teacher trainings, creating conditions for efficient cooperation with a school counsellor and so on. Based on the research and experience from the school practice, the authors indicated that the educational role of principals was neglected due to burden of tasks belonging to managerial role. In addition, they pointed to the lack of research in the field of educational leadership, as well as to the need for organizing seminars which would be topically based on real interests and needs of principals. Therefore, the results of our analysis point to a relatively long period of similar problems in the field of educational leadership in Serbia, which is supposed to provide additional motivation to researchers and educational policy makers for finding adequate strategies for supporting the principals in balancing their key roles. The paper discusses solutions - such as distributed leadership, mentoring, and facilitation in introducing new principals into job - that have proven effective in other education systems in improving quality of school's operation. ; Zbornik rezimea / 24. Inter-municipal cooperation (IMC), as a form of decentralized implementation of public services and as a part of the local government system, is seen as a means to ensure balanced regional development, better quality of public services, as well as a way to adjust the needs of government organization to the needs of a society, with respect to its structural characteristics and needs. In this paper, the basic forms of inter-municipal cooperation, subjects of cooperation, ways in which the cooperation operates, areas in which the cooperation is achieved, nature of the jurisdiction, financing and management methods, affecting factors, and the specific advantages and disadvantages of this form of decentralized implementation of public services are specified, through the analysis of relevant international documents from this field, experiences and practices from different European countries, as well as normative frameworks and practices of inter-municipal cooperation in Serbia. Bearing in mind that the practice of inter-municipal cooperation has not sufficiently come to life in Serbia, and that there is a number of questions related to it and to the other aspects of decentralization, this research is intended to boost the intensive progress of inter-municipal cooperation in Serbia, as a means to improve the decentralization of public services, and also to overcome the problems local governments are facing. The author finds that, unlike alternative solutions, inter-municipal cooperation preserves local autonomy, strengthening the capacity at the local level and ensuring the implementation of territorial reforms that are conducted "from below", according to the needs of the citizens. Inter-municipal cooperation, regardless of its form, is a type of decentralized implementation of public services. Although it is suspected that the certain form of concentration is achieved through integrated forms of cooperation, these tasks are still performed within a level that is not central; the state does not take any additional role, which would reduce the degree of independence of the entities that are not central, i.e. reduce the decentralized character of these services, or which would strengthen the centralizing tendencies of the state or strengthen state control. In Europe, you can see many examples of very effective cooperation, which has proved to be a solution not just for many structural problems of local government, but also for the vertical government organization in general. IMC provided the solutions that alternatively required radical changes in the territorial organization. Also, IMC proved to be a mechanism that provided regional policy, development goals, public-private partnerships and territorial harmonization. The existing legislative framework of inter-municipal cooperation in Serbia mainly emphasizes voluntary cooperation of individual local governments, without a hint of a widespread or better controlled integration. Apart from the fact that the obligatory cooperation is only an exception, even some of the fundamental questions of its establishment and implementation are not regulated. The need for cooperation consists mainly in providing the regional services and equitable development, in overcoming the limitations, as well as in the more adequate use of local capacities. However, the regulatory framework does not provide a reliable basis for the establishment of high quality, durable and effective partnerships. Given the existence of asymmetric decentralization, one-level local governments, uneven capacities, as well as the development of decentralized units in Serbia, some of the solutions of inter-municipal cooperation can be considered a means of ensuring regional requirements in countries that are characterized by similar solutions, i.e. problems, without any change in the constitutional concept of decentralization. The main areas where the promotion of decentralized systems can be established are regional and spatial development planning, public utility services, tourism, civil and environment protection services, local governments and so on.
Istraživanje je podstaknuto učestalom pojavomdemotivisanosti za učenje kod gimnazijskih maturanata,koja je primetna u proteklim godinama. Cilj istraživanja je da se rasvetle upravo ovi činioci demotivisanosti. U okviru kulturno-psihološkog i sociološko teorijskog okvira ovog istraživanja motivacija se opisuje kao proces u kom se susreću karakteristike konteksta i karakteristike osobe. Кao važni činioci motivacije za učenje prepoznaju se percepcija instrumentalnosti i upotrebne vrednosti učenja i znanja i perspektiva budućnosti. Poseban značaj imaju karakteristike konteksta u kom se uči, tj. način na koji su učenici podstaknuti da veruju da je ponašanje u sadašnjosti (učenje i postignuće) svrsishodno za postizanje budućih ciljeva. U ovom kvalitativnom istraživanju postavljena su sledeća istraživačka pitanja: 1) Na koje načine učenici vide upotrebnu vrednost učenja i postignuća za budućnost? 2) Šta učenike navodi na određene perspektive budućnosti? Sprovedene su dve fokus grupe sa 20 maturanata dve beogradske gimnazije. Odabrani su učenici kod kojih je primećen pad i u motivaciji za učenje i u postignuću, u prvom polugodištu četvrtog razreda. Analiza sadržaja odgovora ukazuje na sledeće:1) učenici ne prepoznaju znanja i postignuća kao instrumente društvene promocije, jer kako navode, ima drugih načina koji su lakši i brži; 2) mogućnost da se uslov za upis na fakultet obezbedi posredstvom prijemnog ispita, kao i izvesnost upisa na privatne fakultete i pre završene školske godine, školsko postignuće spušta na listi prioriteta; 3) statusna hijerarhija nije hijerarhija znanja i veština. Na najvišim položajima nisu ljudi koji najviše znaju ili umeju. Može se zaključiti da se sa društvenim promenama menja i perspektiva budućnosti učenika što negativno utiče na motivisanost za učenje.Stoga je pri planiranju obrazovnih politika važno da budu prepoznati kontekstualni činioci motivacije za učenje, ali je neophodno i da svi učesnici budu angažovani u kreiranju nove obrazovne stvarnosti. ; The research was stimulated by the frequent occurrence of demotivation for learning among high school graduates, which has been noticeable in recent years. The aim of the research is to clarify these particular factors for demotivation. Within the cultural-psychological and sociological theoretical framework of this research, motivation is described as a process in which characteristics of a context and characteristics of personality meet. Perception of instrumentality and use value of learning and knowledge, as well as perspectives in future, are recognized as important factors of motivation for learning. Characteristics of the context in which learning is conducted, ways by which students are encouraged to believe that their behaviour in the present (learning and achievement) is meaningful for achieving future goals, are in focus. In this qualitative research, the following research questions were asked: 1) do the students see the use value of learning and achievement for the future? 2) What leads students towards certain perspectives of the future? Two focus groups were conducted with 20 high school graduates from two Belgrade high schools. The students who demonstrated a decline both in motivation for learning and achievement in the first semester of the 4th grade, were selected. Analysis of the content of the answers provides the following insights: 1) the students do not recognize knowledge and achievements as instruments of social promotion, because, as they say, there are other ways that are easier and faster; 2) with the possibility for enrolment through the entrance exam and enrolment to private faculties even before the end of the school year, the school achievement loses priority; 3) the status hierarchy is not a hierarchy of knowledge and skills. People with great knowledge and skills are not in the highest positions in society. It can be concluded that with the social changes, the students' perspective of the future also changes, which negatively affects the motivation to learn. Therefore, when planning educational policies, it is important to recognize the contextual factors of motivation for learning, as well as the engagement of all participants in creating a new educational reality. ; Knjiga rezimea, 25. Each day we make decisions, draw conclusions or resolve problems. The environment in which we make decisions is complex and dynamic and yet it influences the whole process as much as one's knowledge, experience, etc. In these situations, the decision making analysis stands out which provides a logic base for defining possible alternatives and the choice of an optimal option from the possible solutions. The decision making analysis helps the decision maker to choose the optimal option in line with his knowledge, reasoning, beliefs and preferences. When there are several criteria the decision making is ambiguous and one needs to find the optimal or the most efficient solution. The multi-criteria decision making can be multi-purposeful. In case the alternatives are explicitly defined and quantified we are dealing with the multi-attribute decision making. The criteria values for the analyzed alternatives can be qualitative and quantitative; therefore, the qualitative ones have to be quantified. Deciding on the location is one of the key elements of logistics and of the importance of the decision making process used by the companies in order to determine where to locate the facility is a decision of crucial importance to all logistic elements and the entire business development of the company. Further on, the contemporary economic, competitive and technological conditions and the business environment comprise a dynamic category, so the currently optimal location may not be optimal in the future. Companies use qualitative and quantitative criteria while deciding on the location of the factory. When deciding on the location of the factory one conducts a detailed analysis due to the dynamic business environment. Constant changes in the environment influence business adjustments. On the contrary, the logistic facilities and their locations are static and are not subject to alteration in a short period of time and in such a way respond to the business environment changes. While making such a decision one needs to use new methodologies and contemporary tools as a decision making support in order to adequately respond to the business environment changes and secure the high quality decision making by taking into account quantitative and qualitative criteria which are important for making a decision on a choice of a location. From the very beginning, local self-governments, worldwide as well as in Serbia, had different roles in the economic development. Local self-governments usually dealt with administrative procedures with no active part in the economic development. By establishing legal grounds local self-governments started improving the business environment and providing support to the business community, but also actively attracting foreign direct investments which have proven to be the key activity of the local economic development. Identification and understanding of the industrial location decision making process within the companies has been identified as a crutial activity which the local self-governments can use in improving the business environment and recruitment of direct investments. On the basis on the prioritization of the quantitative and qualitative decision making criteria in the process of selection a location, local self-governments can improve their business environment if resources are being used optimally and in such a way they support the local economic development by assisting the business community and attracting direct investments. In this paper we established a model which, using the method for decision making in the case of optimization of the industrial location decision making, enables efficient use of the resources of local economic development. The model will enable the identification of criteria / determinant of locations that should be invested in order to promote local economic development, on the basis of a comparison of local governments and types of potential investors. Use of standard methods of multiattribute analysis gives the possibility of a subjective approach to the researcher who must determine in advance the criteria weights, while the application of the model presented in this paper avoids the subjectivity and objectifies the process of preference, a combination of criteria DEA (Data Envelopment Analysis,) and multiattribute analysis methods (AHP, ELECTRE, PROMETHEE, TOPSIS). Within the dissertation, survey conducted, analysed local governments (alternatives) in terms of fulfilling the criteria (location determinants), within which each local government alone determines the criteria weight based on survey of types of potential investors. A comparative analysis of the results of these studies, where other various methods for decision making can be also used, identified the best method, among selected that are the best known and most used, and the result of the dissertation will determine the importance of the location determinants, which will enable to policymakers in field of local economic development, investment promotion and improving business environment at all levels, through the use of the proposed model of efficient planning, the opportunity to efficiently and cost-effectively use the resources at their disposal.
Od 1990. godine, čitav region Istočne i Jugoistočne Evrope počeo je sa transformacijom svojih ekonomija iz centralno planskog sistema u tržišni, što se označava pojmom tranzicija. Postavka istraživačke studije je sagledavanje stanja sektora poljoprivrede Republike Srbije i Bosne i Hercegovine, koji su prošli kroz proces ekonomske tranzicije. Ideja tranzicije privrede, odnosno poljoprivrede je rast proizvodnje i BDP, povećanje efikasnosti i ostvarivanje boljih proizvodno-ekonomskih performansi. Cilj istraživanja je utvrditi da li je i u kojoj meri tranzicija poljoprivrede dovela do njenog razvoja, koji su propusti napravljeni i kakve mere agrarne politike kreirati u funkciji daljeg razvoja poljoprivrede i ruralnih područja. U izvođenju vrednosnih sudova i kritičkih zapažanja celokupnog procesa tranzicije agrosektora korišćene su određene naučne metode poput naučnog studiranja, indikatori, grafički metod, statistički metod, deskriptivna analiza i sinteza, komparatvini metod i drugi naučni metodi. Strategija poljoprivredne tranzicije u bivšim socijalističkim zemljama imala je za cilj poboljšanje efikasnosti i produktivnosti poljoprivrede zamenom institucionalnih i organizacionih karakteristika komandne ekonomije sa atributima pozajmljenim iz prakse tržišne ekonomije. Transformacija od kolektivne do efikasnije individualizovane poljoprivrede (privatizacija), koja će ostvarivati veći nivo prihoda je krajnji cilj. Tranziciju poljoprivrede prati nepovoljna vlasnička struktura i niska produktivnost, neefikasnost agrarne politike, spor razvoj institucija podrške, neadekvatan zakonodavni okvir i neuspešna privatizacija. Proces privatizacije obeležen je sa mnogo kontroverzi i zloupotreba, pa je i to imalo negativan odraz na ukupne efekte. Pored nabrojanog, efekti tranzicije poljoprivrede se ogledaju i u smanjenom obimu investicija, padu stočarske proizvodnje, spoljnotrgovinska razmena uglavnom sirovina i proizvoda niskog stepena finalizacije, depopulaciji sela, nepovoljnoj agrarnoj strukturi, malim pomacima na planu podiznja konkurentnosti i produktivnosti i nekonzistentnoj agrarnoj politici. Ni poljoprivredno zadrugarstvo nije revitalizovano, a kamoli ostvarilo neki značajan uspeh, tim pre, jer nije vraćeno poljuljano poverenje u zadružni oblik organizovanja, niti su zadružni principi usvojeni. Prelazak na tržišnu ekonomiju ostavio je Srbiju i Bosnu i Hercegovinu daleko iza najuspešnijih zemalja Centralne i Istočne Evrope. BiH zaostaje po mnogim pitanjima vezanim za strukturne reforme, koje su pratile ekonomsku tranziciju zemalja u regionu. U Republici Srbiji je stanje nešto bolje, ali svakako ispod očekivanja i s velikim kašnjenjima, pa su samim tim pozitivni efekti značajno slabiji. Stanje u BiH u posttranzicionom periodu je takvo da nedostaje institucionalna podrška i podsticajne mere agrarne politike na svim nivoima, počev od države preko kantona i opština, a tržišne reforme poljoprivrednog sektora nailaze na probleme i zastoje. Tranzicija poljoprivrede u BiH nije donela očekivane efekte, s obzirom da nije modernizovana, niti je zasnovana na efikasnosti, konkurentnosti, intenzivnosti i tržišnosti. Nešto bolja situacija je u Republici Srbiji, ali svakako nije razvijen sektor poljoprivrede, niti su u potpunosti ostvareni zacrtani ciljevi tranzicije. ; Since 1990, the entire region of Eastern and Southeastern Europe has begun to transform its economies from the central planning system to the marketplace, which is referred to as the concept of transition. The research study setting is to look at the state of the agriculture sector of the Republic of Serbia and Bosnia and Herzegovina, which went through the process of economic transition. The idea of a transition of the economy, that is agriculture, is the growth of production and GDP, increasing efficiency and achieving better productioneconomic performance. The aim of the research is to determine whether and to what extent the transition of agriculture has led to its development, what omissions have been made and what measures of agrarian policy are to be created in the function of further development of agriculture and rural areas. Certain scientific methods such as scientific study, indicators, graphic method, statistical method, descriptive analysis and synthesis, comparative methods and other scientific methods have been used in performing value judgments and critical observations of the whole process of transition of agrosectors. The agricultural transition strategy in the former socialist countries aimed to improve the efficiency and productivity of agriculture by replacing the institutional and organizational characteristics of the command economy with attributes borrowed from the practice of a market economy. Transformation from collective to more efficient individualized agriculture (privatization), which will achieve higher level of income is the ultimate goal. The transition to agriculture is accompanied by an unfavorable ownership structure and low productivity, inefficiency of agrarian policy, slow development of support institutions, inadequate legislative framework and unsuccessful privatization. The privatization process was marked with a lot of controversy and abuse, which also had a negative impact on the overall effects. In addition to the above, the effects of agriculture transition are reflected in the reduced volume of investments, the decline in livestock production, the foreign trade of mostly raw materials and products of low level of finalization, depopulation of the village, unfavorable agrarian structure, small shifts in raising competitiveness and productivity and inconsistent agricultural policy. Even agricultural cooperatives were not revitalized, let alone achieved some significant success, the sooner because no shattered confidence in the cooperative form of organization was returned, nor cooperative principles were adopted. The transition to the market economy left Serbia and Bosnia and Herzegovina far behind the most successful countries in Central and Eastern Europe. Bosnia and Herzegovina lags behind many issues related to structural reforms, which have followed the economic transition of countries in the region. In the Republic of Serbia, the situation is somewhat better, but certainly below expectations and with big delays, so the positive effects are significantly weaker. The situation in Bosnia and Herzegovina in the post-transition period is such that institutional support and incentive measures of agrarian policy at all levels, starting from the state through cantons and municipalities, are lacking, and market reforms of the agricultural sector are facing problems and delays. The transit of agriculture in Bosnia and Herzegovina did not produce the expected effects, as it was not modernized nor based on efficiency, competitiveness, intensity and marketability. There is a somewhat better situation in the Republic of Serbia, but the agriculture sector is certainly not developed, and the goals of transition have not been fully met.
The subject of this dissertation relates to the study of psychosocial characteristics of military servicemen. The military profession implies significant social and personal responsibilities, requires discipline and unconditional compliance with the hierarchy of the military organization, willingness to be transferred if required, possible separation from the family, changing work environment and difficult working conditions, sometimes hazardous to health and life, and often quoted is also a limited freedom to express personal opinions and to participate in trade unions and politics. The military profession has undergone numerous transformations in the contemporary environment. Family tradition, which contributes to the development of the personality profile that predisposes a person to successful military service, has also undergone significant changes. The question is what represents the capacity of the individual to adapt to the military profession in the modern military organization, and what factors contribute to a successful military career. The success rate assessment is important for gaining insight into the proper balance of actual skills, knowledge and behavior patterns of officers possessing the desired standards in the defense system, set by the government and various requirements of international integration processes. Apart from rewarding the work, an adequate success rate assessment is important for personnel development planning, conception and evaluation of educational programs, HR policies, and is particularly important as a validation of selection procedures and in terms of enhancing complexity of the selection criteria for admission to the military (Pajević, 2006). In the military practice thus far, the officers' success has been perceived through the officer's rank, level of education / training, awards, duties that the officer has performed or is currently performing. Family environment, financial solvency and resolved housing issues have been used as the data complementing the picture of the officer, without a deeper analysis of the connection of these factors with motivation and success in the military profession. The PhD dissertation Family Context, Authoritarianism and Success Rate in the Military Profession deals with the success rate of the military profession performance from the perspective of the family and its role in the professional selection, advancement and success. The family context is considered to be both the family of origin and the current officer's family, more precisely, the emotional quality of partner relations. The family of origin is considered through the perceived parental upbringing practices towards children (acceptance and rejection). The current officer's family is considered as a modern institution that meets numerous psychological needs, such as affiliation, loyalty, protection, union, support and intimacy. The quality of emotional relations in partnerships is assessed on the basis of subjective evaluation of mutual respect, communication, understanding, acceptance and agreement in daily emotional partner relations (current families of officers). The main objective of the research is to determine the parameters associated with success in the military profession. In the core of the research is the family, i.e. the perceived parental upbringing styles and practices in the family of origin and their contribution in shaping the personality of a person whose professional choice is the military vocation, performed with more or less success. In addition, the relations between these parameters and the quality and satisfaction with partnerships have been studied, as well as the ways those partnerships contribute to the satisfaction and success in the military profession. Specifically, we were interested whether the contribution of the current partnership to the satisfaction and success in the military profession is more significant than the contribution of the family of origin. A particularly important aim of the research was to study the contribution of upbringing styles and practices in the family of origin in shaping the authoritarian personality structure, as well as the connection between authoritarianism and the parameters of success in the military profession. The study used the Questionnaire on Success in the Military Profession (designed for research purposes), Parental Acceptance/Rejection Questionnaire - PARQ (Rohner, 1984), Revised F scale of authoritarianism (Rot and Havelka, 1973) and Dyadic Adjustment Scale - DAS (Spanier, 1976) to assess the emotional quality of partnerships. The reliability of the applied tools is high (Cronbach's alpha coefficients range from 0.744 to 0.893). The sample is purposive and composed of the Serbian Armed Forces officers (443 in total), divided into three subsamples (successful, average, and unsuccessful) in accordance with the criteria set by the Ministry of Defense and the Serbian Armed Forces. The correlation analysis results have shown a statistically significant positive correlation between the perception of the parental acceptance (mother, father), on the one hand, and educational and professional success, positive perception of the job and people, good cooperation and communication with both superiors and subordinates, on the other hand. Also, a statistically significant negative correlation between the authoritarian personality structure – authoritarianism, and the criteria of objective and subjective success was found. The respondents with higher levels of authoritarianism are more commonly found in the lower ranks and have lower performance grades, while the respondents with average (lower) levels of authoritarianism have higher ranks and higher performance grades. The respondents with higher levels of authoritarianism assessed the cooperation with the subordinates in helping to resolve personal problems with higher scores. In addition, it has been determined that there are complex relations between the conformity of intimate partners and success in performing their jobs. A statistically significant correlation between the conformity of the partners and the objective elements of success was determined. Officers with higher performance grades perceive a greater cohesion in partnerships, while the lower ranked officers of more satisfied with agreement in the partnership dyad and emotional expression. Also, there was a statistically significant correlation found between the conformity of intimate partners and the subjective success rates. The respondents with higher self-assessment of their professional performance, knowledge of the rules and regulations of the military service, good relations with the subordinates are more satisfied in the partnership dyad. A statistically significant correlation between the perceived parental acceptance / rejection and authoritarianism was determined. The respondents who perceive their parents as rejecting and hostile have a more pronounced authoritarian personality structure. Also, the respondents who assessed their parents as accepting have established a better conformity with their intimate partners in all aspects. The results of multiple regression analysis show that authoritarianism is a significant predictor of the objective success rate, while the emotional quality of partner relations is a significant predictor of the subjective success in the military profession. The obtained results conform with all of the hypotheses and previous research suggesting that the professional success depends on a proper balance between the family and professional roles. In addition, the results and conclusions can be further developed on the basis of research of other relevant factors of professional success, such as: psychological personality profile, system of values, social and emotional intelligence, communication skills. Also, the results enhance the knowledge about the factors of the general professional success, including the military profession (especially in terms of the development of authoritarian personality structure from the perspective of the parental acceptance / rejection theory, as well as the importance of the emotional quality of partner relations) in order to implement them in the military education curricula (primarily in the Military psychology subject) and training plans for the Ministry of Defense and the Serbian Armed Forces personnel, innovation in the selection processes and modification of the psychological selection criteria, and career management.
