Explores the complex relationship between linguistic diversity & intercultural communication, competition, & cooperation in Guatemala where 21 Mayan languages, Nahua, & an Afro-Caribbean language are spoken in addition to the official Spanish. The importance of ethnic diversity & multilingualism in Guatemalan history is discussed, along with the emphasis on "interculturalism" in the 1996 peace accords. Language shifts that have occurred over the last 25 years in Mayan regions are examined, noting the widespread trend toward bilingualism in the Mayan & Spanish languages in the highland regions, & in Spanish & another language (mostly English) in urban areas. A state sponsored bilingual education program in Mayan languages & Spanish was instituted in 1980. Steps outlined in the peace accords for achieving an authentic bilingual intercultural education are described, along with the meaning of "intercultural;" the implications of putting interculturalism into practice; & recommendations of the Special Parity Commission on Indigenous Language Officialization. The end-of-the-century social-political experience is characterized by crisis in the model of the modern state and in democracy as a political regime. The possibility of a democratic reconstruction of political systems requires a deconstructive effort as to the basic concepts on which democratic discourse is based. Representations such as citizen, consensus, sovereignty, legitimacy, social unity, and common interest are of unreliable significance due to social-political operability. An invitation to rethink these fundamental concepts of modern democratic theory is made in a effort to comprehend the complex practice and dynamic of fragmentation, and the pluricultural characteristics of secular fracturing. ; La experiencia socio-política de fin de siglo se caracteriza por la crisis del modelo de Estado moderno y de la Democracia como régimen político. La posibilidad de una reconstrucción democrática de los sistemas políticos exige una labor deconstructiva de los conceptos básicos sobre los cuales se ha fundado el discurso democrático. Representaciones tales como ciudadano, consenso, soberanía, legitimidad, unidad social, interés general, son significaciones desmentidas por la facticidad socio-política. Se presenta una invitación a repensar los conceptos fundantes de la teoría democrática moderna en un esfuerzo por aprehender las complejas dinámicas y prácticas de fragmentación y pluriculturalidad características de la fractura finisecular.
La democracia como sistema político enfrenta múltiples desafíos en tiempos de globalización. A partir de su reinvención en la modernidad, la democracia liberal-representativa se ha visto desbordada por múltiples variables, como las desigualdades inherentes al capitalismo y el surgimiento de múltiples culturas, que demandan la canalización institucional de sus demandas. En ese sentido, esta monografía pretende estudiar la democracia como concepto teórico a partir de tres modelos -liberal, deliberativo y agonístico- partiendo de la hipótesis según la cual los últimos dos modelos surgen como estrategias para profundizar la ciudadanía y sus múltiples demandas. Así mismo, se estudia a la luz del análisis del discurso hecho público en entrevistas, si tres de los últimos candidatos presidenciales en Colombia -Juan Manuel Santos, Antanas Mockus y Gustavo Petro-, pertenecen, respectivamente, a la democracia liberal, deliberativa y agonística, con el fin de determinar si dichos actores políticos responden a las necesidades y dinámicas pluriculturales actuales. ; Democracy, as a political system, faces many challenges in globalized times. Since its re-invention from modernity, liberal-representative democracy has been overwhelmed by many variables, such as inequities inherent to capitalism, and the appearance of multiple cultures, which demand the institutional channeling of their demands. In that sense, this research monograph pretends to study democracy as a theoretical concept from three models –liberal, deliberative and agonistic- since the hypothesis that deliberative and agonistic models are strategies to deepen citizenship and its multiple demands. Likewise, from a speech critique made published in interviews, is studied if three of the last presidential candidates in Colombia –Juan Manuel Santos, Antanas Mockus and Gustavo Petro-, belongs, respectively, to liberal democracy, deliberative democracy and agonistic democracy, with the purpose of determine if these political actors meet pluricultural requirements and dynamics in the current context.
Society against a two-party system ? General Bakangida's presidency is orienting Nigeria towards fundomental political and economic transformations. At the political level, a federal bipartisan system mobilised by an organisation created to produce a new political culture is proposed. For the economy, an IMF type structural Adjustment Programme is being implemented. How would Nigeria's pluricultural society react to the exigencies of this guided democracy and economic hardship ?
This article discusses the preponderance of the idea and of the exercise of popular sovereignty in XXI century's Peruvian politics. The immediate context is marked by the crisis of representative democracy inaugurated in 1980 and reinstituted –in neoliberal fashion– in 2000. The main argument is that a wide array of expressions of popular sovereignty emerges to express, from the public and informal space of the street, an accumulation of social demands neglected by the State and inadequately channeled by the system of political representation. The plurality of politicized social subjects, whose diversity expresses the pluricultural and unequal character of the national society, reveals the breadth of the politicization of society but also its challenges and limits for the articulation of larger political projects. ; Este artículo discute la preponderancia que han alcanzado la idea y el ejercicio de la soberanía popular en la política peruana del siglo XXI, en un contexto marcado por la crisis de la democracia representativa inaugurada en 1980 y reinstituida –en clave neoliberal– en el año 2000. El argumento central es que un conjunto de expresiones de soberanía popular emerge para expresar, desde el espacio público e informal de la calle, un cúmulo de demandas sociales desatendidas por el Estado e inadecuadamente canalizadas por el sistema de representación política. Se revela la existencia de una pluralidad de sujetos sociales politizados, cuya diversidad expresa el carácter pluricultural y desigual de la sociedad nacional, pero constituye también un límite importante para la articulación de proyectos políticos de mayor envergadura.
Le riforme costituzionali latinoamericane in tema di riconoscimento dei diritti dei popoli indigeni promuovono una lettura pluriculturale dello Stato ed una concezione partecipativa della democrazia, che rendono storicamente datati gli stilemi costituzionali di matrice europea. Dall'analisi delle riforme stesse emerge la necessità di passare dal piano dei 'riconoscimenti' a quello delle 'garanzie': il Defensor del pueblo, quale figura di consolidata tradizione giuridica latinoamericana, risplende di luce nuova per il rispetto dei diritti dei popoli indigeni. ; The Latin-American constitutional reforms, concerning the recognition of indigenous people's rights, promote a multicultural state and a participatory concept of democracy, it makes the European constitutional law hallmarks historically dated. By analyzing those reforms, the need to move from the 'acknowledgment' level to the 'guarantee' one has been recognized: the Defensor del pueblo, being a strong figure of Latin-American legal tradition, shines out new light in terms of the indigenous peoples rights respect.
En torno al Plan de Educación Plurilingüe en la Facultad de Ciencias de la Educación de la Universidad de Huelva y con el apoyo del programa de análisis cualitativo Atlas.ti, se busca conocer las concepciones de ciudadanía más significativas en un caso de experiencia formal; atendiendo, en paralelo, a algunos elementos destacados de la competencia plurilingüe y de la competencia pluricultural. Así pues, en relación con la problemática, nos centramos en los resultados sobre "¿Cuáles son las concepciones de ciudadanía más significativas en contextos de educación formal plurilingüe?", un sub-problema de especial relevancia en el área de la didáctica de las ciencias sociales. Desde ese planteamiento, a raíz de las respuestas de los responsables del plan y de su interacción con el investigador, se proponen algunas modificaciones en uno de los instrumentos para la recogida de la información. Finalmente, teniendo en cuenta que nos encontramos en una fase inicial del estudio, se observa que el actor social plurilingüe responde a perfiles concretos de ciudadanía que lo sitúan entre el cosmopolitismo cívico y la democracia radical. ; Throughout the Plurilingual Education Plan in the Faculty of Sciences of Education at the University of Huelva and with the support of the qualitative analysis program Atlas.ti, it seeks to know the most significant conceptions of citizenship in a case of formal experience; paying attention, in parallel, to some highlights of plurilingual competence and pluricultural competence. From this approach, as a result of the responses of the responsible for the plan and the interaction with the researcher, some changes are proposed in one of the tools for information collection. Finally, considering that we are in an initial phase of the study, it is observed that plurilingual social actor responds to specific profiles of citizenship located between civic cosmopolitanism and radical democracy.
The values conveyed by plurilingual, intercultural and inclusive education include "social cohesion and solidarity, participatory democracy, mutual understanding, respect and appreciation of linguistic and cultural diversity" (Beacco et al., 2009: 7). However, didactic interventions, carried out with young children, do not always take into account the elements that are essential to ensure the emancipation of each individual, the construction of one's own identity and the understanding of the identity of the other. In this perspective, language learning is an effective motor for access to the culture of the other and therefore for the acceptance and mutual respect of languages and cultures within Europe, leading to the foundation of a convivial society.The aim of our paper is to present some of the results of the research we are currently conducting on the impact of language and cultural awareness activities on a young audience of learners, with the aim of proposing ways to promote the development of their plurilingual and intercultural competence in today's European space.In our paper we will present didactic interventions, carried out in nursery and elementary schools in Thessaloniki, based on plural approaches as defined by FREPA, whose aim is to bring out, activate and raise awareness of the learners' representations of the languages and cultures with which they are in contact, to stimulate their reflexivity and to develop their plurilingual and intercultural competence.Based on the observations made during the didactic interventions and the analysis of visual and sound recordings of the sessions, findings are made regarding the impact of language awareness on the plurilingual competence of the learners as well as the influence it has on the development of their intercultural competence. We envisage that the results of the research will contribute to the promotion of plurilingual and pluricultural education in Greece, which can be integrated into curricula and accompany learners throughout their school life, ...

La política, como actividad eminentemente humana, está sujeta a una gran variedad de interpretaciones, entre fa s que sobresalen dos, relacionadas, a su vez, con la comprensión del pa pel asignado al proceso político: la liberal y la republicana. Dicho proceso puede ser concebido como la formación de la voluntad política de los ciu dadanos para ad ministrar al Estado en bien de la sociedad, o como factor constitutivo del proceso de socialización en su conjunto. Del mismo modo, la democracia puede ser comprendida como un régi men político o como una forma de cultura ligada a un modo de vida. En ambos casos, fa política descansa en un entramado ético, está vinculada a la existencia de lo públíco y requíere la presencia de ciud adanos. Esta circunstancia es particularmente importante en sociedades pluriculturales, en las que la conciencia nacional se mue ve de modo peculiar entre la inclusión amplíada y la renovada exclusión. ; The politics, as exclusive / y human activíty, depends on a wide vari ety of interpretations, the two most important are related to role assigned to the política! process: The liberal and the Repub/ican. This prácess can be conceived as the formatíon of the política/ wilf of the citizens to adminístrate the State on beha!f the ínterest of the socíet y or as a constítuent factor of the process of socíalisation. In the same way democracy can be under stood as a politíca f regime or a type of culture linked to a way of life. In both cases, politics rests in an ethical lattice, it is linked to the existence of the public thing and it requires the pre se nce of citizens. This circu m stance is particular/ y important in so cieties pluricu ftura fs )n which national conscience moves in a peculiar way, between the enfarged inc/usion and the renovated exclusion.
From an intercultural perspective, this study focuses on analyzing the inclusion carried out by the Inga indigenous community located in Colón, Putumayo; to 2 mestizos by using a qualitative methodological approach, with ethnographic design, the voices of the community are rescued to identify trends in terms of the dimension of cultural inclusion, which is what has been cultivated among people, which is cognitively shared and translated into uses and customs, languages, beliefs, and lifestyles; Social inclusion points at the reduction of inequalities between people, economic inclusion as a concept of solidarity in opposition to capitalism, and, political inclusion, as a form of participation that aims at strengthening their organizations and playing a more active role in the construction of democracy and multi-ethnic, pluricultural and multilingual states. Vivimos en espacios multiculturales. Pero la sociedad no solo es como es sino que se orienta hacia donde quiere ser. Desde una concepción democrática basada en los valores de la ciudadanía, el reto social operativo es avanzar desde ese vivir hacia el convivir en espacios que realmente sean interculturales. La base de esa convivencia es el conocimiento —y el reconocimiento— compartido y reconstruido en común. Objetivo difícil y complejo, también en nuestro país, aun después de década y media de permanente contacto ciudadano con grupos de personas ya asentadas procedentes de diferentes países y culturas. Un contacto pluricultural que se suma al sedimento originario interno, que es también heterogéneo y diverso. Convivir en la diversidad es compartir los aportes de los diferentes grupos y su patrimonio inmaterial. Un concepto este, validado por la unesco, que ofrece un prolífico marco de posibilidades de reflexión y acción, pero que todavía está ausente en los planes de estudio y en las acciones de política intercultural, locales y globales. En este artículo reflexionamos sobre la necesidad de incorporar decididamente concepto y contenido en las acciones educativas, ciudadanas y sociales para construir escenarios de convivencia a partir de los cuales forjar un legado patrimonial futuro, realmente intercultural. ; We live in multicultural societies. But the society is not only as it is but it is oriented where it wants to be. Social challenge is to move to live in intercultural spaces, in the framework of democracy based on the values of citizenship. The basis of this coexistence is knowledge —and recognition— shared and rebuilt in common. This is a difficult and complex objective; also in our country, even after a decade and a half in permanent contact among citizen groups from different countries and cultures. Living together in diversity is to share the contributions of different groups and their intangible heritage. This concept is validated by unesco, which offers prolific possibilities of reflection and action framework, but is still absent in the curricula and in intercultural policy actions (local and global). In this article we reflect on the necessity of incorporating concept and content in social and educational actions in order to build places of coexistence and to forge an intercultural heritage legacy.
