Ageing of the Population – A Social Policy Challenge ; Starenje stanovništva – izazov socijalne politike
In the first part of the paper the author makes observations about the demographic processes and ageing of the population. In the second part some basic data about ageing that determines prolongation of life cycle are presented on one hand, and the decreased rates of demographic reproduction on the other. The second part of the paper outlines the projections about the ageing of the population in Croatia and Europe in the following decades. In the third part of the paper public policies focused on overcoming and mitigating consequences of the population ageing are discussed. These include the concept of active ageing, reforms in pension and health systems and the system of the care for the elderly. Finally, the author reflects on some aspects of the future intergenerational contract that should be based on the paradigm adjusted with the changes of circumstances in which people live nowadays. ; U prvom dijelu rada autor iznosi zapažanja o demografskim procesima i starenju stanovništva. U drugom dijelu prezentirani su osnovni podaci o starenju koje determinira produljenje ljudskog vijeka, s jedne, te smanjene stope demografske reprodukcije, s druge strane. U nastavku se iznose projekcije o starenju stanovništva u Hrvatskoj i Europi u narednim desetljećima. U trećem dijelu raspravlja se o javnim politikama usmjerenim na prevladavanje i ublažavanje posljedica starenja stanovništva. Riječ je o konceptu aktivnog starenja, reformama u mirovinskom i zdravstvenom sustavu te sustavu skrbi o starima. Na kraju, autor se osvrće na neke aspekte budućeg međugeneracijskog sporazuma koji se treba temeljiti na paradigmi usklađenoj s promjenama okolnosti u kojima ljudi danas žive.

The perceptions of science by the Croatian public & the political elite are a combination of scientific-technological optimism, the exemption of science from social responsibility, the skepticism regarding the speed of changes that science brings into people's lives, & a mixture of cognitive realism & optimism, & the reservations towards the cognitive possibilities of science. Also, the perceptions of science by the public & by the elite differ significantly. The public perceptions link modernism & traditionalism, confidence & a lack of it in the socially responsible role of science (& technology). Politicians nurture three different views of science. The first view implies both the beneficial & the neutral social role of science. The second view implies the reservations of the elite regarding the humanistic social role of science & its cognitive power, while the third way links the cognitive limitations of science & the skepticism regarding the way in which it changes the traditional way of life. The perception of science by the public depends on the social composition, while the politicians' views are significantly influenced by their political worldview & orientations & party allegiance. Praktična nastava u edukaciji za socijalni rad u BiH - obilježja, razvoj i izazovi ; Field Education in Schools for Social Work in B&H- Features, Development and Chalenges
Osnovni cilj ovoga rada jeste utvrditi elemente savremenog pristupa organizaciji i sprovođenju praktične nastave u edukaciji za socijalni rad, te ih identifikovati u praktičnoj nastavi socijalnog rada u BiH. Rad se sastoji iz dva dijela. U uvodnom dijelu analizirana su određenja i obilježja praktične nastave u edukaciji za socijalni rad, te sa njima srodni koncepti iskustvenog učenja i refleksije. U drugom dijelu, analizirana su obilježja praktične nastave u edukaciji za socijalni rad u BiH, na tri različite škole: Odsjek za socijalni rad Fakuleteta političkih nauka Univerziteta u Sarajevu, Odsjek za socijalni rad Filozofskog fakulteta Univerziteta u Tuzli i Studijski program socijalnog rada, sa Fakulteta političkih nauka Univerziteta u Banjoj Luci. Analiza je izvršena na dva načina. Prvi je kroz identifikovanje osnovnih obilježja modela praktične nastave na sva tri fakulteta, a u odnosu na osnovne elemente koji su utvrđeni prethodnom teorijskom analizom. Potrebni podaci su dobijeni primjenom metode intervjua sa predstavnicima osoblja fakulteta, koji su odgovorni za praktičnu nastavu studenata. Da bi se utvrdio pravac i kvalitet razvoja modela praktične nastave na ovim fakultetima, analizarana su njihova obilježja u odnosu na školsku 2011/12 godinu sa jedne, i osam godina kasnije - školsku 2019/20 godinu, sa druge strane. Drugi pristup se zasniva na komparativnoj analizi silabusa predmeta praktične nastave, u odnosu na dva obilježja: 1) ciljevi i definisani ishodi; i 2) metode nastavnog procesa. Rezultati ukazuju na razvojni pomak, u smislu povećanja broja sati i predmeta u kojima se organizuje praktična nastava, kontiuiranu pripremu studenata prije terenske prakse, te organizovanje prvih edukacija za mentore. Priručnik za praktičnu nastavu i veća podrška i usmjerenje mentorskog angažmana sa jedne, te metode kojima se razvijaju kritičko mišljenje, naučni stav i otvorenost za nove perspektive, sa druge strane, ostaju poseban izazov za dalji razvoj praktične nastave. ; The main objective of this paper is to identify the elements of the contemporary approach to field education in the education of social work and to identify them in the field education of social work education programmes in BiH. The paper is divided into two parts. In the introductory part we have analyzed different definitions and general characteristics of field education in social work education, and with that related concepts of experiential learning and reflection. In the second part, we analyzed the elements of field education in education for social work in B&H at the three different schools: the Department of Social Work of the Faculty of Political Science- University of Sarajevo; Department of Social Work, Faculty of Philosophy- University of Tuzla; and the Social Work Study Program, Faculty of Political Science- University of Banja Luka. The analysis was conducted from two perspectives. The first one is through the identification of the basic features of the field education model in all three faculties, and in relation to the general elements of field education previously identified through the theoretical analysis. The required data were obtained by applying the interview method with representatives of the faculty staff who are responsible for the field education programs. In order to determine the direction and quality of development of the model of field education programs, they were analyzed according to these characteristics in relation to the school year 2011/12 on one side, and the eight years later - the school year 2019/20, on the other side. The second approach is based on a comparative analysis of the curriculum of the field subjects, in relation to the following elements: 1) goals and defined outcomes; and 2) educational process methods. The results indicate developmental step forward, in terms of increasing the number of hours and courses in which field education is organized, the continuous preparation of students before the field practice, and the organization of initial trainings for mentors. A handbook for field education and greater support and guidance for mentoring engagement, organising the educational methods for develop critical thinking with students, their scientific attitude and openness to new perspectives, remain as the biggest challenges for the further development of field education in school for social work in B&H.

Pristup Europskog suda pravde prema zahtjevima EU migranata za socijalnim naknadama: procesna analiza sudskog utjecaja na socijalnu politiku Njemačke ; ECJ's Approach to EU Migrants' Social Benefit Claims: Tracing Judicial Influence on German Social Policy
Cilj ovog rada je istražiti u kojoj mjeri Europski sud pravde (ESP) odluke o prethodnim pitanjima u području socijalnih naknada za ekonomski neaktivne migrante, državljane Europske unije (EU), donosi strateški, a u kojoj se mjeri nacionalni sudovi u tim područjima pokoravaju odlukama ESP-a. Rad pri tome nastoji doprinijeti boljem razumijevanju utjecaja sudstva na javne politike putem procedure prethodnih pitanja EU-a. Kako je područje socijalne politike izrazito konfliktno, ovaj rad pretpostavlja da će aktivnosti ESP-a u tome području u najvećoj mjeri odražavati strateško balansiranje između dublje EU integracije putem sudskih praksi i poštivanja nacionalnih (fiskalnih) interesa i nadležnosti. Autor poseže za interguvernmentalnom teorijskom perspektivom racionalnog izbora i primjenjuje ju na primjeru Njemačke gdje su tri nedavna slučaja pristupa socijalnim naknadama (tj. posebnim nekontributivnim davanjima) upućena ESP-u na odlučivanje o prethodnim pitanjima (Dano C-333/13, Alimanović C-67/15 i García-Nieto C-299/14). Zaključci se temelje na rekonstrukciji političkih okolnosti, prethodne sudske prakse ESP-a, priloženih obrazloženja u slučajevima te konačne presude nacionalnih sudova. ; The purpose of this paper is to investigate to what extent the European Court of Justice (ECJ) decides strategically on preliminary references in matters of access to social benefits by economically inactive EU migrants, and to what extent national courts decide to comply with ECJ preliminary rulings in these issues. In doing so, this paper attempted to contribute to a better understanding of judiciaries' impact on public policy through the EU preliminary reference procedures. Knowing that the field of social policy is highly conflict-laden, this paper assumes that the ECJ activity in this area will largely reflect a strategic balancing between deeper EU integration through case law and respect for national (fiscal) interests and competences. The paper draws on an intergovernmental, rational-choice theoretical perspective and applies it in a case study on Germany, where three cases (Dano C-333/13, Alimanovic C-67/15 and García-Nieto C-299/14) regarding the access to social benefits (i.e. special non-contributory benefits) have recently been referred to the ECJ. To draw conclusions, the author traces political circumstances, previous ECJ case law, ECJ reasoning in the case studies and final verdicts by national courts.

The State of Social Entrepreneurship in Selected European Union Countries ; Društveno poduzetništvo u odabranim zemljama Europske unije
Social entrepreneurs create value. Global problems such as poverty have been heightened by the economic crisis lately and continue to affect the lives of many people all over the world and bring a great deal of interest to the social economy. Social entrepreneurship is an important determinant of the social economy and describes a set of exceptional behaviors. This paper analyzes the notion, perception, and degree of social-economic development with an emphasis on social entrepreneurship in the selected countries of the European Union and Croatia. The analysis encompasses the concept and development of selected older members of the European Union and relies on post-socialist countries at the same time as the newest members of the European Union. By analyzing the facts it is trying to prove that the social economy and social entrepreneurship are more developed and more fragmented in the older and more developed countries of the European Union. Further evidence of this fact is the level of employment in the social economy in the European Union, where the post-socialist countries lag behind the more developed countries of the European Union. ; Društveni poduzetnici stvaraju vrijednost. Globalni problemi poput siromaštva u posljednje su vrijeme intenzivirani uslijed gospodarske krize te i dalje imaju velik utjecaj na život mnogih ljudi diljem svijeta i predstavljaju velik interes društvenoj ekonomiji. Društveno poduzetništvo je važna odrednica društvene ekonomije i opisuje skup iznimnih ponašanja. Ovaj rad analizira pojam, percepciju i stupanj društveno-gospodarskog razvoja s naglaskom na društveno poduzetništvo u odabranim zemljama Europske unije i u Hrvatskoj. Analiza obuhvaća koncept i razvoj odabranih starijih članica Europske unije i oslanja se na postsocijalističke zemlje, kao najmlađe članice Europske unije. Geografija i geografi na visokoškolskim ustanovama u Hrvatskoj izvan Prirodoslovno-matematičkog fakulteta u Zagrebu ; Geography and geographers at higher-education institutions in Croatia, excluding the Faculty of Science in Zagreb
Tradicije razvoja suvremene geografske misli i znanosti u Hrvatskoj osim za središnji Odsjek za geografijui Zavode na PMF-u u Zagrebu, vezane su posebno i za visokoškolske ustanove i druge ustanove u Zagrebu i drugim gradovima zemlje. Razmjerno značajan broj hrvatskih geografa djelovao je u novije vrijeme i stalno je aktivan na geografskim i drugim katedrama u Zagrebu i u drugim dijelovima zemlje. U radu se posebna pažnja posvećuje razvoju geografskog studija u Zadru, te oblicima studiranja na bivšim pedagoškim akademijama, višim i visokim pedagoškim školama, kao i na pedagoškim, pomorskim, ekonomskim, turističkim i hotelijerskim, političkim, agronomskim, vojnim, kartografskim i drugim visokim učilištima. ; Besides the central Department of Geography and the Institutes of the University of Zagreb's Faculty of Science, the tradition of development of modern geographic thought and science in Croatia is also associated with other higher-education institutions in the country. A significant number of Croatian geographers have been affiliated with science departments (geographic or other)in Zagreb, as well as in the rest of Croatia. This paper is particularly focused on the development of the study of geography in Zadar, as well as the other geography studies at former academies of pedagogy, pedagogical colleges and schools for teacher training, economic, tourist, political, agronomical, military, cartographic and other higher-education institutions.
