Assessment of the Development Level of the Moral Competences of Police Decision-Makers from the Perspective of the Assumptions of Police Partnership in the Sphere of Human Security

The study considers the assumptions for the cultural transformation of the Polish Police for the benefit of further socialization of its activities. The point of reference in this study was the assumptions of a partnership police culture preferred in Western culture and based mainly on moral rules. The description of the police partnership culture was also made in relation to the classic police culture. On the basis of the presented empirical research, the gap in moral competences of the assessed decision-makers was described in a variant version, which occurs between the identified level of development of moral competences and the one postulated by the assumptions of the police partnership culture, in the structure of the entire research sample and taking into account its division into decision-makers from local and higher-level units command. The results of the research showed, socially unacceptable in the sphere of human safety, discrepancies between the identified and postulated state in the context of the requirements of a police partnership culture, as well as a higher level of development of moral competences of decision-makers from local Police units in relation to decision-makers from provincial Police headquarters and the Police Headquarters.
Polish-German relations in the border regions on the example of Police Poviat in Poland ; Kształtowanie relacji polsko-niemieckich na pograniczu na przykładzie powiatu polickiego
Polish-German mutual relations after 1990 underwent permanent changes. Gradually, good neighborly relations were started to be built across borders. The aim of the article is to present the activity of institutions from the area of the Police poviat in shaping good relations with the neighboring border areas on the German side. The relations mainly took on a cultural, tourist and educational dimension, they also concerned the combination of road infrastructure and joint activities for local safety and ecology. We can assume that such cooperation contributes to a better mutual understanding and development of joint projects and determination of possible mutual expectations. The Polish-German borderland in this area is also characterized by an increase in Polish settlement in the German borderland communes, which is accompanied by the participation of Poles living in Germany in local self-government elections. Important elements favoring the activation of activities on the border are, among others EU assistance programs, e.g. INTERREG III (2000-2006), INTERREG IV (2007-2013), INTERREG V (2014-2020) covered by the concept of European Territorial Cooperation (European Regional Development Fund). Joint programs and projects created are conducive to cross-border integration and rapprochement of societies, as well as changing mutual assessments and breaking stereotypes. ; Wzajemne relacje polsko-niemieckie po 1990 r. ulegały trwałym przemianom. Stopniowo przystąpiono do budowania dobrosąsiedzkich stosunków w wymiarze transgranicznym. Celem prezentowanego artykułu jest przedstawienie aktywności instytucji z obszaru powiatu polickiego w kształtowaniu dobrych stosunków z sąsiednimi obszarami pogranicza po stronie niemieckiej. Relacje przybierały głównie wymiar kulturalny, turystyczny, oświatowy, dotyczyły także łączenia infrastruktury drogowej i wspólnych działań na rzecz bezpieczeństwa lokalnego i ekologii. Możemy przyjąć, że taka współpraca przyczynia się do lepszego wzajemnego zrozumienia oraz wypracowania wspólnych projektów i określenia możliwych wzajemnych oczekiwań. Pogranicze polsko-niemieckie na tym obszarze charakteryzuje także wzrost osadnictwa polskiego w niemieckich gminach pogranicznych, czemu towarzyszy udział Polaków zamieszkujących na obszarze Niemiec w lokalnych wyborach samorządowych. Ważnymi elementami sprzyjającymi aktywizacji działań na pograniczu są m.in. programy pomocowe UE, np. INTERREG III (2000-2006), INTERREG IV (2007-2013), INTERREG V (2014-2020) objęte koncepcją Europejskiej Współpracy Terytorialnej (Europejski Fundusz Rozwoju Regionalnego). Tworzone wspólne programy i przedsięwzięcia sprzyjają ponadgranicznej integracji i zbliżeniu społeczeństw, oraz zmianie wzajemnych ocen i przełamywaniu stereotypów.

Ewolucja stanowiska Polski wobec Wspólnej Polityki Bezpieczeństwa i Obrony Unii Europejskiej
Evolution of Polish position towards European Union Common Security and Defence Policy The objective of this article is to present the evolution of Polish government position towards CSDP. The author points out the main stages of the Polish government attitude towards CSDP that were shaped by the consecutive governments. The author indicates that since 1999, when the CSDP was created, the position of Polish government has been changing from a very reserved or critical one to an opened approval and major involvement in the CSDP development. In author's opinion, there are three stages in regard to Polish position towards CSDP and the European Security and Defence Identity (ESDI) that led to CSDP creation. First stage dates back to 1990s and is related to ESDI and the way the European Union countries tried to implement its objectives; second one takes place between 1999 and 2004, when the CSDP was created and when Poland was participating in adhesion talks; third one, between 2004 and 2014, is characterized by a growing Polish support for the CSDP and stronger engagement of consecutive governments in the development of this process. Nonetheless, it should be mentioned that the CSDP has never been a priority in the Polish security policy.

The subject of this study is to present the concept of a model solution for the public security system of monocentric and polycentric agglomeration. Taking into account the security conditions of a large urban agglomeration, one universal scheme of police organization has been adopted. Its func-tioning on the basis of specific forms and methods to some extent limits the autonomy of police chiefs in shaping safety in accordance with the specificity and internal social and organizational conditions of the agglomeration. Among the available research methods, the participatory observation method was used in particular. Nevertheless, the basic scientific method for obtaining empirical data was a diagnostic survey. Furthermore, the article presents the opinion of police officers on the transfer of solutions from the Warsaw agglomeration to other agglomerations in Poland. The author's conceptual proposal of a model solution for the public safety system of a large urban agglomeration was presented.

The terrorist attacks on 11 September 2001 by the terrorist organization Al-Qaeda on the World Trade Center and the Pentagon, initiated a series of changes in U.S. security policy. The amount of power the executive government, special services and police had was greatly extended in the name of the war on terror. A country that used to be characterized by openness, commitment to freedom and civil liberties, has become a country that spies on its own citizens. The aim of the article is to draw attention to the process of establishing modern police force authorities responsible for ensuring security and public order in the countries of Central Europe (Austria, Czechoslovakia, Germany, Poland, Romania, Hungary, Free City of Danzig) in the inter-war period. The course of modernizing the law enforcement authorities was analysed on the basis of archival sources and academic studies on the history of police force and gendarmerie in the above-mentioned countries. The collected material made it possible to learn about the mechanisms which had led to the establishment of effective forces responsible for ensuring homeland security after the Great War ended.
