(En) ; Secondary forests developing on agricultural land after it is abandoned, or as the fallow period in systems of subsistence agriculture, are an increasingly important component of the forest resources of the tropics. They fix and store carbon and may contribute to the alleviation of global warming, they are refuges for biodiversity in agricultural landscapes, and they are low-cost sources of a tremendous variety of forest products. The final years of the 20th century represent an opportune time to bring together researchers concerned with biological, ecological, social/organizational, financial/economic and political aspects of secondary forests and their management, to share their experiences and opinions concerning secondary tropical forests and to contribute to the development of a forward-looking, cross-disciplinary research agenda. The conference had the following objectives: 1) to summarize the state of knowledge of tropical secondary forests from the standpoint of the ecological, social and political sciences. 2) to report the most recent results of research on secondary forests from all relevant disciplines.

Save British Science Society (SBS). (1998). Políticas para el próximo gobierno en el área de ciencia y tecnología : Memorándum de Save British Science Society ( SBS ), marzo de 1996. Redes, 5(12), 77-110. ; Save British Science ( SBS ) es un grupo de acción en favor de la ciencia, entendida en su más amplio sentido, incorporando la ingeniería, la medicina y la tecnología, y con raíces en el ámbito académico. Desde su fundación –en 1986– SBS ha procurado interpretar el lugar que ocupa la ciencia en un contexto más amplio, que va desde los establecimientos de enseñanza hasta el uso de la ciencia que hace la industria para crear riqueza, y el logro de una mejor calidad de vida. SBS ha establecido buenos contactos tanto con la industria como con el sector financiero: industriales de primera línea forman parte del Consejo Consultivo de SBS y otros han participado en simposios organizados por la entidad. ; The Science and Engineering Research Base, the quality of the scientists and engineers working in the UK science and engineering research base is outstanding, and a national asset, but their potential is not being realised. Given adequate Government funding there is a unique opportunity for Britain to become The Laboratory of Europe, continuing our great tradition for discovery and forming a basis on which to build, and attract, high-tech, high value-added industries. As a nation Britain has been an under-achived. We must raise our horizons, become more professional at all levels. The re are only two options for Britain: become smarter or poorer.

Redes, 4(10), 95-115. ; El conocimiento científico ocupa un lugar preponderante en las sociedades contemporáneas, y adquiere por ello un carácter político de primera magnitud. Pero, se da la paradoja de que las políticas públicas en la materia tienden a instalarse en el plano, presuntamente Incuestionable, de medidas ajustadas a la racionalidad técnica que excluye las políticas más elementales. Entonces, la política científica y tecnológica es definida como el despliegue de capacidades de innovación de la sociedad mediante la vinculación entre diversos actores (fundamentalmente el gobierno, los individuos e instituciones científicas o académicas y las empresas). Desde América Latina, esto puede significar dos cuestiones básicas: una, vinculada con el problema del desarrollo. Otra, un sesgo particular que asocia las orientaciones que debe adoptar la política científica y tecnológica con una cierta concepción de la economía y la sociedad, que aparece como un nuevo "pensamiento único" al que sólo cabe adaptarse. ; Scientific knowledge plays, as it is well known, a crucial role in contemporary societies, and therefore it has a growing public and politic significance. Paradoxically, however, public S&T policies tend to justify themselves by the fact that they are displayed exclusively according a technical rationale that excludes any political issue. Science and technology policies are defined, then, as the development of social innovation capabilities, through links established among social actors (specially government, citizens and scientific institutions and the firms). When observed from Latin America, this could result in two basic implication: the first one is linked to development process; the second one is a particular bias associating the orientations that science and technology policy must adopt, to a particular idea about economy and society which appears as a new "unique thought", where no alternative is possible, except to adapt ourselves to it.

Redes, 6(13), 13-48. ; El trabajo se inicia con un análisis de los antecedentes de las transformaciones que actualmente afronta la Política Científica y Tecnológica ( PCT ) latinoamericana. Mediante un paralelo con la PCT de países desarrollados, se intenta explicitar algunos aspectos del desarrollo local y analizar la particular forma en que procesos de policy making fueron protagonizados por la comunidad de investigación latinoamericana. A continuación, a través de un abordaje prospectivo, se analizan los principales asuntos de la agenda del decision-making de la C y T latinoamericana en relación con un escenario de democratización económica y de satisfacción de las necesidades sociales. De este análisis devienen implicaciones que afectan la viabilidad de dos estrategias opuestas de desarrollo de C y T . Finalmente se enfatiza la importancia de un primer paso viable y unilateral –la resignificación de la comunidad de investigación– como factor necesario para un cambio de orientación de la PCT acorde al escenario de democratización. ; The paper begins by analyzing the antecedents of the transformations now being faced by the Latin American Science and Technology Policy ( STP ). A parallel with the advanced countries STP is drawn in order to make explicit some aspects that have barely reached the notice of the Latin American research community. Based on a forecasting approach which implies introducing in the S & T decision-making agenda issues related to a scenario of economic democratization and the satisfaction of social demands, the paper suggests some of the implications of this scenario. Besides many other requisites –now hardly feasible– for the reorientation of STP , the paper emphasizes the importance of a viable and unilateral first step: the resignification of the research community-of the research community. From this analysis implications emerge which affect the feasibility of two opposed strategies for the development of S & T . Finally, the article underlines the importance of a viable, unilateral first step as a necessary factor in reorientating STP along the lines of the democratization scenario.

Bell, M. (1995) Enfoques sobre política de ciencia y tecnología en los años noventa : viejos modelos y nuevas experiencias . Redes, 2(5), 7-34. ; Gran parte del marco intelectual y de la estructura institucional para la política científica y tecnológica que emplean los países en vías de industrialización se gestó en los años sesenta y setenta. Más allá de la diversidad de procedimientos y prácticas en política científica y tecnológica que hoy presentan es posible reconocer, para los países referidos, tres rasgos que indican un mismo modelo inspirador. En primer lugar, la adopción de políticas en ciencia y tecnología que han tenido como núcleo la l+D. En segundo lugar, los agentes cuyas actividades debía regir la política fueron en su mayoría organismos públicos de l+D; y en tercer lugar, se consideró a la política en ciencia y tecnología como responsable de una institución gubernamental especializada, encargada de la unificación y centralización de dicha política. En este artículo se sostiene la necesidad de revisar las características señaladas, así como otras no menos importantes, del modelo inspirador de políticas de ciencia y tecnología. Y esto sobre la base de dos razones: por un lado, la necesidad de nuevos enfoques exigidos por las propias experiencias producidas en los países mencionados; y por otro lado, la experiencia observable externa a la región parece indicar que el legado institucional e intelectual de los años sesenta y setenta ya no es adecuado para la década del noventa. ; Most of the intellectual framework and the institutional structure for scientific and technological policies used by industrializing countries was developed in the 1960's and 1970's. Beyond the current diversity of procedures and practices concerning scientific and technological policy it is possible to recognize three features which point towards the same inspirational model. First of all, the embracing of policies in science and technology which have had as their core R+D. Secondly, the operating agents whose activities were to be influenced by policy have usually been specialized S and T institutions. Thirdly, S and T policy has come to be seen primarily as the responsibility of a specialized government institution, in charge of the unity and centralization of such policy. This article suggests that it is time to question these and other key features of the S and T policy model, based on two reasons: first, experiences inside the region seem to suggest the need for new approaches; second, experience drawn primarily from outside the region suggests that the institutional and intellectual legacy of the 1960s and 1970s may no longer be appropriate for the 1990s.
