Expansion of the policy science movement is indicated by the proliferation of policy science centers, the existence of a specialized journal, & the large number of programmatic books being published. The significance of this expansion is assessed from the viewpoint of an applied sociologist. The central issue for this assessment is the role assigned to policy scientists by themselves, ie, their strategy, in the decision-making process. Important features of this image include reassessment of goals, occupation of a new type of professional role, freedom from responsibility to contribute to the growth of knowledge in specific academic disciplines, & need to make recommendations acceptable to the sponsor of policy research. Within the style thus evolved, which steers a middle ground between accepting goals exactly as given & replacing them with entirely new goals, four research tendencies are notable: (1) bypassing microsociological data, (2) futurism, (3) orientation toward systems analysis, & (4) self-identification as interdisciplinary in approach. Establishment of policy sci's as a new supradiscipline involves a sci'fic revolution, requiring fargoing innovations in basic paradigms. Particularly essential are: (1) integration between various disciplines, esp of soc sci's with analytical decision approaches; (2) bridging of the "pure" vs "applied" dichotomy; (3) acceptance of tacit knowledge as a sci'fic resource; (4) changes in interface between sci & values; (5) broad time perspectives; (6) focus on metapolicies; (7) commitment to policymaking improvement; & (8) concern with extrarational & irrational processes, such as creativity. Unique subjects of policy sci's, opened up by these paradigms, include, among others: (a) policy analysis, which involves critical changes in systems analysis so as to permit application to complex policy issues; (b) policy strategies, involving determination of incrementalism vs innovation & on att's to risks; & (c) policymaking system, eg, through changes in one-person centered high-level decisionmaking, development of politicians, & instit'ization of soc exp'tion. Development of policy sci's requires many innovations in res, teaching & professional activities. It constitutes a main effort to reconstruct the role of intellectualism & rationality in human affairs, &, therefore, justifies intense efforts. Modified HA.
