This paper seeks to synthesize some of the main conclusions a of those who have thought about or studied the uses and limitations of social science research for public policy. The paper is designed to provide some background for a discussion of social science and public policy by government officials, social scientists, and others who are interested in policy research. We deal with the following factors which appear to have influenced the utilization of social science research results: (1) the validity of the scientific approach to social questions, (2) the individual researcher and policy maker and their attitudes toward each other, (3) the communication between researcher and policy maker, (4) the type of research conducted, (5) the type of research organizations involved, (6) the motivation for the research effort, and (7) the nature of the topic being studied. ; Ray Marshall Center for the Study of Human Resources
The use of social science knowledge in the policy of administrative reforms results in a remarkably reflexive connection between science and practice. In the case of the Federal Republic of Germany, too, which is being dealt with here, the state administrations have become significant promoters of the policy of science. Within the scope of social sciences not only the administrative science, but also diciplines such as the political science increasingly serve as an advisory science for public agencies. In this way part of the problems of science and practice is reflected in the use of social science knowledge in the policy fo administrative reforms.

Vorgelegt wird ein Bericht über ein laufendes Forschungsprojekt zur Wissenschaftspolitik in Deutschland, vor allem in Preußen, in den Jahren 1870 bis 1914. In diesem Zeitraum wurden Kooperationsmuster zwischen Regierung, scientific community und privaten Unternehmern entwickelt, die die Bedeutung der Privatwirtschaft für die Wissenschaftspolitik erheblich stärkten und das bis dahin bestehende Staatsmonopol auf diesem Gebiet beendeten. Der Verfasser skizziert die für die nächste Forschungsphase geplanten quantitativen Untersuchungen. ; The report presents the results of an on-going project on science policy in Germany, particularly in Prussia during 1870 and 1914. During these decades patterns of cooperation between government, the scientific community, and private entrepreneurs were developed which tremendously increased the importance of private industry in matters of science policy and put an end to the monopoly which so far the state had enjoyed in this field. The plans for using quantitative methods in the forthcoming research are outlined.
