Parties are not unitary actors, and legislators within the same party may have divergent interests, which complicates the understanding of parties' motivations and behaviour. This article argues that holding a ministerial portfolio confers an electoral advantage, and so, in contrast to their co-partisans, politicians who are ministers simultaneously maximize policy, office and votes. New data on Irish elections over a thirty-year period show that ministers are insulated from the electoral cost of governing compared with their co-partisans. Differentiating between ministers and their co-partisans helps to resolve the puzzle of political parties' choosing to enter government despite the evident electoral costs they will encounter. Moreover, previously overlooked electoral benefits of ministerial office help explain their desirability, and thus their ability to incentivize legislative behaviour in parliamentary regimes.

Leaders of political parties often have to choose between conflicting objectives, such as influence on policy, control of the government, and support among the voters. This book examines the behaviour of political parties in situations where they experience conflict between two or more important objectives. The volume contains a theoretical introduction and case studies of party leaders in Germany, Italy, France and Spain as well as six smaller European democracies. Each case focuses on the behaviour of one of several parties in situations of goal conflict, such as the 'historic compromise' in Italy, the 1982 Wende in West Germany, the making of the new Swedish constitution in the 1970s, and the termination of the Austrian 'black-red' grand coalition. In their conclusions, the editors discuss how such leadership decisions can be understood and examine the causes of different choices among party leaders

Portfolio allocation is the keystone of coalition government analysis. It constitutes the fundamental payoff in coalition formation, providing access to government decision-making. However, are all portfolios the same or have the same weight in government decision-making? This research note presents a measure of portfolio differences based on three dimensions: policy, office, and budget. Factor analysis is used to generate a composite indicator of portfolio importance in Brazil from 1999 to 2014. Results show that portfolios vary significantly in importance in each of the three dimensions, meaning that a ministry of little importance in one dimension can be very important in another. With policy, office, and budget combined, the most important ministry is the Ministry of Finance and the least important is the Ministry of Fishery. This indicator is the first step to summarize the differences between ministries that can be used to inform empirical analysis about coalition formation and governance in Brazil.

AbstractPolitical parties face hard choices when balancing desires to influence public policy, to gain executive office and to win votes. The existing literature examining such party preferences has traditionally focused on rather static aspects of the parties, such as size, policy positions and the level of intraparty democracy. This article argues that party actors' sophisticated estimations of whether to enter into coalition can be affected by fluctuating public opinion, thereby having a more dynamic aspect. Drawing on a survey experiment on youth politicians in Norway, we test how perceived standing in the polls affects how politicians weigh up policy versus office and votes versus office. The experimental effect of perceived standings was investigated in addition to the respondents' positions within the party, as well as their parties' former governing history, political orientation and size. Results show that, in the presence of the treatment condition (party is perceived to do well in the polls), the preference for policy over office is lessened. We find no experimental effect for vote versus office. These results advance our understanding of the dynamic aspects of party goals and coalition formation.
