A régiók nem csak a közelmúltban jelentek meg az európai politika színpadán, mint önálló szereplők, tevékenységüket már évtizedek óta jegyzik. Ennek középpontjában mindenekelőtt a régiók határokon átnyúló együttműködése áll, ezt egészítették ki a régiók transznacionális megállapodásaival, amelyek arra szolgáltak, hogy a nemzetállamok kormányaival valamint a nemzetközi szervezetekkel, különösképpen az Európa Tanáccsal és az Európai Közösséggel szemben érdekképviseletüket gyakorolják. Az utóbbi időben a régiók egyre energikusabban és követelőbben hívták fel magukra a figyelmet. Tevékenységük súlypontja jelenleg nyilvánvalóan az EU és az integrációs folyamatokon belül helyezkedik el. A régiók mint az EU-kontextus politikai tényezői igen sokrétű tevékenységet mutatnak fel, amelyek az "Európa régiói" megjelölésben foglalhatók össze. Az elnevezésből, mint sokszor használatos szlogenből azonban hiányzik egy egyértelmű és ugyanakkor közös megegyezéssel alapuló, elfogadott tartalom. Regions appeared as autonomous entities on the European political stage not only in recent years. The activity of regions has been recorded for decades. It focuses above all on the cross-border cooperation of regions, and was supplemented by the trans-national agreements of regions, which served to practice their representation against the governments of nation states as well as international organisations, in particular, the European Council and the European Community. Most recently, regions have drawn attention to their presence more and more and when doing so have found increasing attention. Their centre of activity is now obviously located within the EU and the integration processes. Regions as the political factors of the EU context show a wide range of activities that can be summarized under the label of 'the regions of Europe'. The name, as a frequently used slogan, is lacking a clear and at the same time jointly agreed, accepted content. Regions and regionalism are rather flourishing in Europe. But what do regionalism and the expression Europe of regions exactly mean? There are many approaches to the question, the concept of cross-border interregionality between the Member States of the European Union, or the effort to make regions the basic building blocks of European integration instead of states, and the objective to introduce a three-tier structure to the European Union which would extend the already existing tiers of the European Union and the Member States with a third one, the territorial units within nation states. The first approach has long been adopted, the second approach is rather utopian. The third one is subject to fierce debates: a three-tier European Union with European, nation state and regional levels.
Brazil grew 2.4 percent per year on average in the last 25 years-somewhat less than Latin America, a good deal less than the world, far less than the emerging countries of Asia in the same period, and indeed far less than Brazil itself in previous decades. If anything stands out favorably in recent Brazilian experience, it is not growth but stabilization and the successful opening of the economy. The purpose of this paper is more modest. It is limited to setting out the authors' particular view of recent efforts to consolidate democracy in Brazil while controlling inflation and resuming economic growth. At the same time the paper presents, as objectively as possible, some thoughts on the limits but also the relevance of action by political leaders to set a course and circumvent obstacles to that process. Here and there, the paper refers to the experiences of other Latin American countries, especially Argentina, Chile, and Mexico, not to offer a full fledged comparative analysis but merely to note contrasts and similarities that may shed light on the peculiarities of the Brazilian case and suggest themes for a more wide-ranging exchange of views.
Context: With the growing denunciations of violence and injustices in the social relationship, inside and outside schools, education based on human rights is insurgent in the current system of teaching and learning. Using the concept of school as a process of scientific, social and political construction, we planned the teaching and learning process of chemical interactions using the art of graffiti as a playful activity. Objectives: Reflection on chemistry teaching beyond the concepts of natural sciences, but also towards social issues to promote an education that transfigures the traditional model established by the hegemonic power during Brazilian history. Design: We use an ethnographic case study as a method. Scenario and Participants: In this way, we chose to bring graffiti art to chemistry workshops, since the paints are fixed on urban walls through chemical interactions between substances, building images and/or protest phrases that make us rethink the injustices and inequalities existing in Brazilian society and to dialogue the emergence of this art in the black movement with the political aspects of Human Rights. Thirteen students enrolled in a state basic education high school in the city of Goiânia-GO, Brazil, joined the workshops on Human Rights, Graffiti and Chemistry. Eight graffiti artists also participated in the workshop for free. Data collection and analysis: We used transcripts of semi-structured interviews and video-recorded workshops to categorise the data, analysing them with the Descending Hierarchical Classification technique and the use of dendrograms performed by the Iramuteq Software. Results: We obtained categories that evidence the chemical understanding of the content of chemical interactions and the socio-political understanding of human rights, and seven drawings on graffiti murals that show this correlation. Conclusions: The transgression of morals and the empowerment of the subordinate promote playfulness in the individual or collective social visibility of individuals, enabling better assimilation of scientific and social content.
O objetivo desse artigo é descrever e analisar um tipo de discurso relativamente jovem: o discurso científico-político-empresarial, assim como mostrar exemplos dele em dois países, Brasil e Rússia. O artigo aborda o fenômeno do diálogo do discurso científico, na sociedade contemporânea, com outras esferas da atividade humana – a da política e a dos negócios, analisando assuntos pautados em dois fóruns de desenvolvimento econômico (em São Paulo e São Petersburgo). A pesquisa apoia-se nas ideias bakhtinianas sobre o diálogo e na análise discursiva e comparativa realizada pelo grupo CLESTHIA axe sens et discours da Université Sorbonne Nouvelle, em Paris. Um dos conceitos desenvolvidos por este grupo é o tertium comparationis (ou elemento de comparação), que é usado na análise deste trabalho. Os resultados apontam para a apropriação, por parte do discurso dos negócios, da autoridade conferida à ciência para validar práticas empresariais e, também, para a semelhança ideológica, fruto das relações produtivas globalizadas, que se estabeleceram nos dois países. ; The purpose of this article is to describe and analyze a relatively young type of discourse: scientific-political-business discourse and show examples of it in two countries, Brazil and Russia. The article discusses the phenomenon of the dialogue of scientific discourse in contemporary society with other spheres of human activity - those of politics and business - analyzing issues discussed in two forums of economic development (in São Paulo and St. Petersburg). The research is based on Bakhtinian ideas about dialogue and the discursive and comparative analysis carried out by CEDISCOR, the research group which is based in the University of Sorbonne Nouvelle in Paris. One of the concepts developed by this group is the tertium comparationis (or element of comparison), which is used in this analysis. The results point to the appropriation, by business discourse, of the authority given to science, which validates business practices and to the ideological similarity, fruit of the globalized productive relations, settled in both countries.
According to the Theory of Economic Regulation, corporate lobbying is a productive investment for firms looking to influence legislation and public policy. Corporate political activity can generate benefits for the organization; however, in the presence of agency conflicts the advantage is often offset by agency costs borne by the shareholders. Sometimes excess remuneration is offered by the principal in exchange for the agent's commitment to shareholder wealth creation. In this study we evaluated the association between corporate lobbying, chief executive officer remuneration and corporate performance in238 firms traded on the New York Stock Exchange, covering the period 2014-2017. Our regression analyses reveal that corporate lobbying is positively associated with chief executive officer remuneration and negatively associated with corporate performance, suggesting the existence of agency costs resulting from corporate lobbying. In such scenarios, based on our sample, corporate lobbying does not improve performance or generate benefits for shareholders, but serves as a personal and political tool for executive self-promotion. ; Consoante preconiza a Teoria da Regulação Econômica, o lobbying corporativo é considerado um investimento produtivo para as empresas que procuram influenciar a legislação e as políticas públicas. Este artigo procura refletir sobre a construção de um Mercado Único Digital e sobre as iniciativas que visam aumentar a conectividade dos cidadãos europeus. A generalização do acesso à Internet apresenta evidentes vantagens e benefícios para cidadãos e empresas, mas também desafia a sociedade. Duas questões principais são problematizadas: a literacia digital e o poder dos atores na rede. Em primeiro lugar, os benefícios da disponibilização de uma determinada tecnologia não resultam apenas da generalização do seu acesso. Resultam, sim, e em grande parte, da capacidade dos indivíduos para tirar partido dessa utilização e do uso que é promovido. Deste modo, as políticas de promoção de tecnologias não podem estar dissociadas de políticas de promoção de literacia mediática e digital. Em segundo lugar, generalizar o acesso à Internet pode potenciar ainda mais o poder dos atores que, neste momento, concentram já grande parte da atividade dos internautas. Esta problemática diz respeito a questões de concorrência económica, mas também de poder social para fornecer quadros simbólicos de leitura do mundo. ; This article seeks to reflect on the construction of a Digital Single Market (DSM) and on initiatives aimed at increasing the connectivity of European citizens. The widespread access to internet has obvious advantages for citizens and businesses, but it also gives rise to challenges for society. There are two principal issues. Firstly, digital literacy and the power of the players. First, the benefits of the availability of a particular technology do not just result from widespread access. They result, to a large extent, from the capacity of people to take advantage of the use and from the practices that are promoted. Thus, policies to promote technology cannot be dissociated from policies to promote media and digital literacy. Secondly, generalizing access to the Internet can further enhance the power of the players who, at this moment, already concentrate a large part of Internet users' activity. This issue concerns matters of economic competition, but also of social power to provide symbolic frameworks to read the world.
Este presente artigo objetiva analisar a concepção de justiça nos termos do liberalismo igualitário concebido pelo filósofo inglês John Rawls (1921-2002) com a cidadania brasileira, identificando nesta uma estrutura procedimental não regular, que não obedece a ordem lexical de conquistas de direitos universais inspirados nos ideais liberais, principalmente por se tratar de um país que muito tardiamente abriu mão de uma economia escravocrata. Partindo deste fato, apresentamos duas situações de atuação política que atribuímos como parte do contexto dos problemas sociais no país e o exercício da cidadania: destacamos o movimento LGBT, uma população que demanda por reconhecimento e direitos sociais. Em seguida, chamamos a atenção para a tendência da renovação política, a partir da formação das organizações suprapartidárias nos últimos anos, com a intenção de oxigenar a atividade política, em um momento político no qual as instituições públicas perdem progressivamente a credibilidade e a confiança da população. ; Este artículo tiene como objetivo analizar la concepción de la justicia en términos de liberalismo igualitario concebido por el filósofo inglés John Rawls (1921-2002) con la ciudadanía brasileña, identificando en esto una estructura procesal no regular que no obedece el orden léxico de los logros de los derechos universales inspirado en los ideales liberales, principalmente porque es un país que muy tarde consoló una economía esclava. A continuación, llamamos la atención sobre la tendencia de la renovación política, desde la formación de organizaciones suprapartidistas en los últimos años, con la intención de oxigenar la actividad política, en un momento político en el que las instituciones públicas pierden credibilidad y confianza de la población. ; This article aims to analyze the concept of justice in terms of egalitarian liberalism conceived by the english philosopher John Rawls (1921-2002) with brazilian citizenship, identifying in it a non-regular procedural structure that does not obey the lexical order of conquests of universal rights inspired by liberal ideals, mainly because it is a country that very late gave up a slave-like economy. Based on this fact, we present two situations of political action that we attribute as part of the context of social problems in the country and the exercise of citizenship: we highlight the LGBT movement, a population that demands recognition and social rights. Next, we call attention to the trend of political renewal, based on the formation of supra-partisan organizations in recent years, with the intention of oxygenating political activity in a political moment in which public institutions progressively lose credibility and trust of the population.
Au Brésil, il y a une croissance remarquable de la «théorie de l'activité», dont la fondamentation est associée en particulier au chercheur russe A. N. Leontiev (1903-1979). Cela a été fait en liaison directe avec l'idée que Vigotski-Luria-Leontiev étaient le trio responsable pour le développement de la théorie historique-culturelle et de la théorie de l'activité. Cet article se propose à remettre en question la vérité même de ce récit - restreint à le champ de l'histoire des idées - à partir d'une analyse du contexte dans lequel a surgi la critique stalinienne à Vigotski entre 1931-1937, la construction du système de production scientifique du régime soviétique et les contrastes politiques et culturelles entre les années 1920 et 1930 - en particulier l'établissement du marxisme-léninisme et du pragmetisme comme marques du stalinisme. Le texte contribue à l'analyse des idées et des fronts de travail vigotskiennes condamnés par les critiques staliniennes et leur impact potentiel dans la psychologie soviétique développée dans les années 1930. ; In Brazil, there has been remarkable growth of the "activity theory", whose foundation is associated especially to the Russian researcher Leontiev (1903-1979). This has been done in direct connection with the notion that Vigotski, Luria and Leontiev composed a troika, responsible for Cultural-Historical Theory as well as Activity Theory. The purpose of this article is to start a discussion on the truthfulness of this narrative from an analysis of the context in which it is arranged: (1) the content of the Stalinist criticism of Vigotski 1931-7, (2) the construction of the Stalinist Science by the Soviet regime, (3) the political and cultural contrasts between the 1920s and 1930s - especially regarding the establishment of Marxism-Leninism and pragmatism as main features of Stalinist regime. The text is intended to highlight the vigotskian ideas and lines of work condemned by the Stalinists critics and their potential impact in Soviet psychology developed in the 1930s. ; En Brasil, se produce un notable crecimiento de la "teoría de la actividad", cuya fundación se asocia sobre todo al ruso A. N Leontiev (1903-1979). Esto se lleva a cabo por la relación directa con la idea de que Vigotski, Luria y Leontiev compusieron una troika, responsable del desarrollo de la teoría histórico-cultural y de la actividad. This paper aims to empirically verify to what extent the controversies on lobbying regulation are manifested by the opinions of political actors directly involved in the activities of the National Congress, which are interest groups' representatives and legislative advisors of governmental agencies. To this end, we present results of original survey and in-depth interviews. The results point to convergence on the need to regulate lobbying activity and about the positive effects expected to come with regulation. We also find convergence with most regulatory initiatives presented in the Congress. However, differences appear when the most controversial themes are addressed, especially those on accountability and declaration of interest on the part of pressure groups. It thus concludes that the political opinion amongst actors engaged in the representation of interests within the Congress is supportive of the regulations, but some points should be taken to further debate. It is recommended that this debate must not ignore that lobbying is an important mechanism of political participation and that it depends, largely, on the access of different social groups to the constituted power and its representatives.
Transparency is universally regarded as an element of good governance. The new form of activity of local governments, including the accountability of these voters/taxpayers, medium, control bodies and other interested parties to monitor the activities of governments emphasize the attention given to transparency and its determinants. The economic, social and financial context that local governments are subject requires them to be as transparent as possible in order to create greater involvement of citizens in the affairs of political and simultaneously promote greater accountability of the local voters to those same citizens. However, transparency levels are often below the standards required for public or government agencies. Particularly, at the local level, the transparency practices may vary substantially from one local government to another. Despite recent efforts, the current empirical research does not provide definitive answers yet about the reasons for the fluctuations in the levels of transparency. The main objective of this study was to identify the determinants of transparency in Portuguese municipalities. Using the Municipal Transparency Index of years 2013 and 2014 we tried to study the socio-demographic variables, political and economic-financial to the universe of 308 Portuguese municipalities, through the test the research hypotheses previously formulated in the light of agency theory. Statistical results indicate that the size, individuals with age between 15 and 74 years old use the internet, education level, aging index, unemployment rate, financial autonomy and net debt are determinants of transparency in Portuguese municipalities. There was no empirical evidence for the political variables, e.g., form of government, political ideology and political/electoral participation.
Os lobistas são agentes políticos de grande importância, já que operam com o objetivo de influenciar a tomada de decisão de diferentes instituições. Visando melhorar o conhecimento sobre estes grupos de pressão, a presente investigação analisa a composição e o funcionamento dos 745 lóbis espanhóis que se encontram, até à data do estudo, inscritos no Registo de Transparência da União Europeia. Através de uma análise de conteúdo, procurou-se mostrar a relevância e a influência que estes grupos detêm sobre os decisores políticos do Parlamento Europeu. Os resultados mostraram que a categoria formada pelos grupos de pressão das empresas das associações comerciais, empresariais ou profissionais é a mais numerosa, assumindo 50,6% da amostra estudada. Em relação aos indivíduos que dirigem estes grupos, notou-se que são maioritariamente homens, numa proporção que corresponde ao dobro do número de mulheres que desempenham esta função. Por outro lado, observa-se que apenas 8,18% dos lóbis espanhóis dispõem de sede na Bélgica, em comparação com 91,81% que não estão domiciliados no lugar onde se encontra a principal sede administrativa da União Europeia. Tal indica que a atividade de lobbying dos grupos espanhóis ainda é reduzida. ; Lobbyists are political agents of great importance, since they operate with the objective of influencing the decision making of different institutions. In order to improve knowledge about these pressure groups, the present research analyses the composition and functioning of the 745 Spanish lobbies that are, until the date of the study, registered in the Transparency Register of the European Union. Through a content analysis, we tried to show the relevance and influence that these groups have on the European Parliament's political decision-makers. The results showed that the category formed by the pressure groups of the companies of the commercial, business or professional associations is the most numerous, assuming 50,6% of the studied sample. Regarding the individuals who run these groups, it was noted that they are mostly men, in a proportion that corresponds to twice the number of women who perform this function. On the other hand, it is observed that only 8,18% of Spanish lobbies have their headquarters in Belgium, compared to 91,81% who are not domiciled in the place where the main administrative headquarters of the European Union is located. This indicates that the lobbying activity of Spanish groups is still low.
O ponto de partida deste estudo reside na constatação de que o declínio da mobilização partidária e socialização política é de grande importância para entender melhor a democracia e como ela pode sobreviver. A nível nacional, a atividade dos membros dos partidos tem características significativas, que estão profundamente assentes na cultura política do país. A nível individual, o ativismo partidário é uma missão específica para cada pessoa. A filiação partidária não é apenas parte de sua história de vida única, mas também serve como um elo de ligação na cadeia de sustentabilidade do partido. O estudo da mobilização partidária e a socialização política carecem de maior desenvolvimento no contexto português, particularmente o estudo da escolha da atividade dos membros do partido. O principal objetivo deste artigo é o de identificar, numa perspetiva comparada, os traços sociodemográficos básicos assim como um conjunto de atitudes político-ideológicas essenciais distintivos de membros partidários de três partidos Portugueses principais com assento parlamentar (Partido Socialista – PS, Partido Social Democrata Militantes; partidos; filiados partidários; democracia; socialização PSD e Centro Democrático e Social/Partido Popular – CDS/PP). A metodologia deste estudo baseia-se na técnica da sondagem, validada na pesquisa do projeto MAPP (Working group on Members and Activists of Political Parties). Este é um objeto escassamente analisado em Portugal (Stock et al. 1985; Lisi & Espírito Santo, 2017), sendo que os resultados esperados serão os de contribuir para identificar causalidades no que se refere à diminuição e à falta de interesse pela participação partidária, mas também política em geral, por um lado. Por outro, pretende-se contribuir para conhecer melhor, por dentro dos partidos, quem são os filiados partidários e como poderão distinguir-se dos militantes. ; Our starting point is that the decline of party mobilisation and political socialisation is of great importance to better understand both how democracy works and how it may survive. At national level, party member activity has significant features that are deeply seated in the nation's political culture. At an individual level, party activism is a mission particular to each person. It is not only part of his or her unique life story but serves also as a link in the chain of party sustainability. Party mobilisation and political socialisation warrant further development in the Portuguese context, particularly the study of the choice of party members' activity upstream. The main objective of this article is to identify, in a comparative perspective, sociodemographic basic traits, and a set of essential political and ideological attitudes of party members of three main Portuguese parties with parliamentary representation (Socialist Party – PS, Social Democratic Party – PSD, and Centro Democrático Social / Partido Popular – CDS/PP). The methodology of this study is based on the survey technique validated in the MAPP project (Working group on Members and Activists of Political Parties). This is an object scarcely analyzed in Portugal (Stock et al., 1985; Lisi & Espírito Santo, 2017), and its expected results will be those of contributing to identify causalities regarding the decrease and lack of interest for parties' activities in politics in general, on the one hand. On the other hand, it is intended to contribute to getting to know better, in an inside party perspective, who are the party affiliates and how they can distinguish themselves from the activists.

Party mobilisation and political socialisation warrant further development in the Portuguese context, particularly the study of the choice of party members' activity upstream. The main objective of this article is to identify, in a comparative perspective, sociodemographic basic traits, and a set of essential political and ideological attitudes of party members of three main Portuguese parties with parliamentary representation (Socialist Party – PS, Social Democratic Party – PSD, and Centro Democrático Social / Partido Popular – CDS/PP). The methodology of this study is based on the survey technique validated in the MAPP project (Working group on Members and Activists of Political Parties). This is an object scarcely analyzed in Portugal (Stock et al., 1985; Lisi & Espírito Santo, 2017), and its expected results will be those of contributing to identify causalities regarding the decrease and lack of interest for parties' activities in politics in general, on the one hand. On the other hand, it is intended to contribute to getting to know better, in an inside party perspective, who are the party affiliates and how they can distinguish themselves from the activists.
With increasing use of the Internet, different social and economic groups are appropriating its resources in various ways. As such, politicians have adopted this new media for varying reasons. From an ideological classification of political parties represented in Brazilian Congress, this paper evaluates whether it is a variable that can distinguish federal congressmen's adoption and use of Twitter. A total of 512 profiles of congressmen who use Twitter to post content and connect with citizens and colleagues from Congress were analysed in December 2013. Twitter's programming platform was used to collect data on the use of profiles and connections between them and with other social network profiles. This data was related to the ideological classification of different parties. The results show that it is possible to distinguish Twitter groups of different ideologies represented in Congress because they adopted its use at various times, have different levels of popularity, follow congressional colleagues with varying patterns of interest and have diverging activity indicators in the digital environment. ; Con el creciente uso de internet, las diferentes asignaciones se realizan por diferentes grupos sociales y económicos. Aún así, los políticos han adoptado estos nuevos medios por diferentes razones y en diferentes formas. El objetivo de este trabajo es, a partir de una clasificación ideológica de los partidos políticos representados en el Congreso de Brasil, evaluar si se trata de una variable que distingue a la adopción y el uso de Twitter por el Parlamento federal. 512 perfiles de los miembros del Congreso en diciembre de 2013 utilizaron Twitter para publicar contenido, y para conectar con los ciudadanos y se analizaron sus colegas del Congreso. Se utilizó la plataforma de programación de Twitter para la recogida de datos sobre el uso de perfiles y en las conexiones entre ellos y con otros perfiles de redes sociales. Estos datos fueron relacionados con la clasificación ideológica de los partidos parlamentarios. Los resultados demuestran que es posible distinguir grupos de Twitter de diferentes ideologías representadas en el Congreso, ya que aprobó su uso en diferentes momentos, tener diferentes cuotas de popularidad siguientes pares parlamentarios con diferentes patrones de interés y tienen diferentes indicadores de actividad en el entorno digital. ; Com o crescente uso da internet, diferentes apropriações estão sendo feitas por diferentes grupos sociais e econômicos. Assim, também políticos têm adotado essas novas mídias por diferentes motivações e em diversas formas. O objetivo deste trabalho é, a partir de uma classificação ideológica dos partidos políticos representados no Congresso brasileiro, avaliar se essa é uma variável que distingue a adoção e o uso do Twitter por parte dos parlamentares federais. Foram analisados os 512 perfis dos congressistas que em dezembro de 2013 utilizavam o Twitter para a postagem de conteúdo e para conexão com cidadãos e colegas de Congresso. Foi utilizada a plataforma de programação do Twitter para a coleta dos dados sobre o uso dos perfis e sobre as conexões entre eles e também com outros perfis da rede social. Esses dados foram relacionados com a classificação ideológica dos partidos dos parlamentares. Os resultados demonstram que é possível distinguir no Twitter os grupos das diferentes ideologias representadas no Congresso, porque adotaram seu uso em períodos distintos, têm diferentes taxas de popularidade, seguem colegas parlamentares com variados padrões de interesse e têm diferentes indicadores de atividade nesse meio digital.
