'Die USA stellen einen exemplarischen Fall für exponentiell steigende Wahlkampfausgaben, fragwürdige Finanzierungspraktiken und ein de facto kollabiertes Regelungssystem dar. Anhand der aktuellen Diskussion um die Wahlkampffinanzierung werden drei Problemperspektiven angesprochen: Erstens geht es um die Erforschung der Ursachen des steigenden Kapitalbedarfs kompetitiver Wahlkämpfe in den USA als Musterbeispiel einer Teledemokratie. Aus demokratietheoretischer Sicht zu diskutieren sind zweitens die aus finanziellen Wettbewerbsnachteilen resultierenden Konsequenzen eines verzerrten demokratischen Wettbewerbs. Finanz- und kapitalstarke Wettbewerber werden begünstigt, Personen und Gruppen, die über keine hinreichende Unterstützung finanzstarker Interessenlagen verfügen, werden zu chancenlosen Außenseitern gemacht. Die fortschreitende Verflechtung politischer und wirtschaftlicher Interessen führt zu Abhängigkeiten gewählter Amtsträger und erhöhter Korruptionsanfälligkeit. Drittens erfolgt eine kritische Auseinandersetzung mit der geltenden Regelungslage, um die Transparenz und Chancengleichheit des demokratischen Wettbewerbs sicherzustellen. Reformen zur Beseitigung bestehender Defizite des aktuellen Rechts werden abschließend dargestellt.' (Autorenreferat)

A review essay on books by (1) Marco Althaus (Eds), Kampagne! Neue Strategien fur Wahlkampf, PR und Lobbying ([Campaign! New Strategies for Election Campaigns, PR and Lobbying] Munster: Lit Verlag, 2001); & (2) Volker Hetterich Von Adenauer zu Schroder -- Der Kampf um Stimmen. Eine Langsschnittanalyse der Wahlkampagnen von CDU und SPD bei den Bundestagswahlen 1949 bis 1998 ([From Adenauer to Schroder -- The Fight for Votes. A Profile Analysis of the Election Campaigns by the CDU and SPD during the Parliamentary Elections from 1949 to 1998] Opladen: Leske & Budrich, 2000. Marco Althaus's compendium is less of a "rigorous-scientific" inventory regarding election campaign management but is more of an introduction into campaign thinking. Althaus warns that his book is not for sensitive readers as it deals with the winning of an election, defeat of an opponent, & maneuvers & tricks to procure advantages by hitting the opposing party hard. It offers a good overview of language, content, & methods of strategy resources of the modern American election campaign. Volker Hetterich presents, with his historically based inventory about the election campaigns by the CSU & SPD between 1949 & 1998, an important contribution to the duration & change of parliamentary election campaigns. Due to the growing complexity of the information & media landscape, voters find it increasingly difficult to make sense of political messages & programs. Here, drawing on the point of view of marketing professionals, a stronger connection between messages & the staging of the personalities who should transport them is urged. Presents criteria for a 'good election campaign.' Crucial are a central theme & the integrity of the leading personnel & therefore of the party altogether. An obvious change of central themes would damage the party's integrity. However, a campaign also has to be flexible. Roth questions the value of surveys during electoral campaigns. He refuses the argument of accidental voting decisions. Voting is the result of a complex decision process, oriented basically on three criteria: own fundamental interests, evaluation of the parties' performance, & expectations of future political action & sudden influences. In the 1990s, the Austrian Freedom Party (FPO) continuously managed to increase its share in votes in national parliamentary elections. The party's success was often attributed to the charismatic appeal of the new chairman Jorg Haider. Furthermore, the voters' disappointment with the Austrian party system (Konkordanz), the growing protest potential among the population, as well as the increasing voter volatility are regarded as factors determining the rapid boost of the party. A development that has been neglected as an explanatory factor for the success of the FPO so far is the party's adoption of the strategy of "Osterreich-Patriotismus" (Austrian patriotism). Its former German nationalism became part of the FPO's subculture, a shift that made the party eligible for a broader public. At the same time, the conservative Austrian People's Party (OVP) & the Austrian Social Democratic Party (SPO) emphasized the poorly developed awareness of a unified Europe in connection with Austria's anticipated membership in the European Union & focused on new areas in their identity policies. Thus, the OVP & SPO left two traditional areas of public discourse, national consciousness, & national pride, to the FPO, which has, ever since, claimed the role of the only true patriotic party. This article outlines the historical context & particularities of the Austrian identity after introducing the theoretical debate on idiosyncrasy & success factors of right-wing populist parties. Subsequently, the FPO's identity policy from 1956 onwards is discussed, & it is examined whether & to what extent the changing national identity policies of SPO, OVP & FPO may have contributed to the latter party's success. A final summary will try to explain the FPO's devastating losses in the 2002 elections by the findings of the prior analysis. 58 References. Adapted from the source document.

Der Beitrag berichtet von der letzten, 1943 einsetzenden Phase der 'Euthanasie' im Dritten Reich, der 'Aktion Brandt', bei der Tötungen von Menschen durchgeführt wurden, deren Lebensrecht zuvor noch nicht bestritten worden war. Zusätzlich sollte dadurch Ersatz für die im Luftkrieg zerstörten Krankenhauskapazitäten geschaffen werden. Der Beitrag untersucht die besondere Funktion der Krankenhaus-Sonderanlage Aktion Brandt im Taunus, um damit die lückenhaften Aussagen der bisherigen Geschichtsschreibung zur 'Aktion Brandt', die sich ausschließlich auf überregionale Quellen stützt, zu ergänzen. Mit Hilfe von Aktenbeständen des Frankfurter Stadtarchivs werden Aussagen zur Institution, zum ärztlichen Personal, zu den aufgenommenen Patienten und den 'Euthanasie'-Methoden rekonstruiert. Die Frankfurter Sonderanlage weicht im Rahmen der Aktion Brandt insofern vom gängigen Bild ab, als daß dort in Verbindung mit der Frankfurter Universitätsklinik unter der Vorgabe der medizinischen Wissenschaft und Forschung Internisten, Chirurgen, Röntgenologen und Gynäkologen, deren guter Ruf angeblich in aller Welt verbreitet war, Verbrechen begangen haben, indem durch sie vernichtetes 'unwertes' Leben zu wissenschaftlichen Experimenten herangezogen wurde. The former chief coordinator of "Kampa" analyzes the platform's work for the Social Democratic Party (SPD) during the 1998 federal election campaign. Taking the party's situation in 1996 as a point of departure, sketched are the different stages of the campaign that culminated in the SPD's clear-cut election victory of Sept 1998. As a start, it was necessary to reposition & readjust the party's programmatic profile. To this end, several thematic committees were established, campaigns targeting members & youth were launched, & a series of party conferences & conventions were held. Subsequently, the keywords "innovation" & "justice" were chosen to determine the party's course. Central determinants of success were transparent lines of communication & presentation, as well as the fixing of clearly circumscribed intermediary stages & aims. Thus, "Kampa" was able to function as an effective logistic & organizational framework for the campaign, which also integrated external institutions & public relations agencies. 2 Charts. In most analyses of party systems social factors are frequently seen as more important than institutional ones. Only the electoral system is taken into account more widely. The impacts of political finance regimes on party systems are mostly neglected. This is more noteworthy because time and again the hypothesis is repeated, that campaigns are becoming more professionalized and thus more expensive. This article focuses on the research question: how do political finance regimes influence the political opportunity structure? Such impacts may be caused by scandals, grassroots financing or direct public subsidies. The major result of this paper is, that political finance regimes are an important factor, to which scholars should pay more attention in the future. Adapted from the source document.

Die vierten ungarischen Parlamentswahlen nach dem Fall des Eisernen Vorhangs führten am 7. und 21. April 2002 zum dritten Mal in Folge zu einem Regierungswechsel. Hierzu trug der Wahlkampf wesentlich bei. Da in Ungarn insbesondere in Wirtschaft und Gesellschaft amerikanische beziehungsweise westeuropäische Einflüsse deutlich bemerkbar sind, ist anzunehmen, dass mit dem Wechsel von nicht- beziehungsweise semi-kompetitiven zu kompetitiven Wahlen, das heißt von einer oktroyierten Interessenhomogenität zu einer pluralistischen Interessenkonkurrenz, auch eine Übernahme westlicher Techniken des politischen Wettbewerbs einherging - dass folglich nicht nur die Strukturen, sondern auch die Funktionen des politischen Systems aus dem Westen "geliefert" wurden. Ein Vergleich des ungarischen Wahlkampfs 2002 mit "modernen" westlichen Wahlkämpfen hinsichtlich der Personalisierung, Nachfrageorientierung und Kommerzialisierung sowie im Blick auf die Rolle der Medien und die Angriffe auf den politischen Gegner widerlegt jedoch diese Annahme. Tatsächlich sind die ungarischen Wahlkampftechniken nur zum Teil und ansatzweise westlichen Standards angeglichen.
