'Die USA stellen einen exemplarischen Fall für exponentiell steigende Wahlkampfausgaben, fragwürdige Finanzierungspraktiken und ein de facto kollabiertes Regelungssystem dar. Anhand der aktuellen Diskussion um die Wahlkampffinanzierung werden drei Problemperspektiven angesprochen: Erstens geht es um die Erforschung der Ursachen des steigenden Kapitalbedarfs kompetitiver Wahlkämpfe in den USA als Musterbeispiel einer Teledemokratie. Aus demokratietheoretischer Sicht zu diskutieren sind zweitens die aus finanziellen Wettbewerbsnachteilen resultierenden Konsequenzen eines verzerrten demokratischen Wettbewerbs. Finanz- und kapitalstarke Wettbewerber werden begünstigt, Personen und Gruppen, die über keine hinreichende Unterstützung finanzstarker Interessenlagen verfügen, werden zu chancenlosen Außenseitern gemacht. Die fortschreitende Verflechtung politischer und wirtschaftlicher Interessen führt zu Abhängigkeiten gewählter Amtsträger und erhöhter Korruptionsanfälligkeit. Drittens erfolgt eine kritische Auseinandersetzung mit der geltenden Regelungslage, um die Transparenz und Chancengleichheit des demokratischen Wettbewerbs sicherzustellen. Reformen zur Beseitigung bestehender Defizite des aktuellen Rechts werden abschließend dargestellt.' (Autorenreferat)

The issue of financing political campaigns has been a topic of discussion for a while, especially against the background of the ongoing deliberations within the EU surrounding the adoption of the draft Political Advertisement Act (PAA). The recently concluded Polish parliamentary campaign and the assistance offered by State Owned Companies, along with the weak level of oversight on these actions, have highlighted certain shortcomings in the proposed framework that remain unaddressed in the current EU draft legislation. In particular, I argue that the PAA does not adequately regulate the methods and extent of financing for political campaigns such as microtargeting and mistakenly assumes the independence of regulatory bodies tasked with enforcing its requirements. An independent institutional system warranted by the European Commission to enforce the proposed rules is pivotal for PAA to achieve its goals.

David Christoph Lerch entwickelt ein theoretisches Modell zur Analyse von Wahlkampfen und eine Typologie der funf gangigen Kommunikationstypen im Wahlkampf. Dieses Modell ? im Spannungsfeld zwischen den SpitzenkandidatInnen und ihrer Partei ? uberpruft er empirisch auf der Ebene der Bundeslander (in acht aktuellen Landtagswahlkampfen) und legt dabei dar, wie die allgemeinen Gesetzmaßigkeiten des Wahlkampfs vom personlichen Stil der Kandidatin oder des Kandidaten sowie von der regionalen politischen Kultur beeinflusst werden. Der Autor rundet die Untersuchung mit acht konkreten Handlungsempfehlungen un -erklarungen fur alle Akteure ab, die sich direkt oder indirekt, prospektiv oder retrospektiv mit Wahlkampfen befassen.

A review essay on books by (1) Marco Althaus (Eds), Kampagne! Neue Strategien fur Wahlkampf, PR und Lobbying ([Campaign! New Strategies for Election Campaigns, PR and Lobbying] Munster: Lit Verlag, 2001); & (2) Volker Hetterich Von Adenauer zu Schroder -- Der Kampf um Stimmen. Eine Langsschnittanalyse der Wahlkampagnen von CDU und SPD bei den Bundestagswahlen 1949 bis 1998 ([From Adenauer to Schroder -- The Fight for Votes. A Profile Analysis of the Election Campaigns by the CDU and SPD during the Parliamentary Elections from 1949 to 1998] Opladen: Leske & Budrich, 2000. Marco Althaus's compendium is less of a "rigorous-scientific" inventory regarding election campaign management but is more of an introduction into campaign thinking. Althaus warns that his book is not for sensitive readers as it deals with the winning of an election, defeat of an opponent, & maneuvers & tricks to procure advantages by hitting the opposing party hard. It offers a good overview of language, content, & methods of strategy resources of the modern American election campaign. Volker Hetterich presents, with his historically based inventory about the election campaigns by the CSU & SPD between 1949 & 1998, an important contribution to the duration & change of parliamentary election campaigns. The Bundestag election campaign in 2005 brought about an innovation: the strategy of demonstrated honesty, pursued by the CDU/CSU. After a short review of the CDU/CSU's other campaign strategies, the difficulty of honesty in politics is discussed and requirements are delineated that a successful honesty campaign has to meet. The CDU/CSU had ostensibly taken upon themselves the burden of a campaign poor in promises and rich in social cuts. While the party's plan to hide vague and dishonest aspects of its program behind blunt social cuts could have worked for the most part, the CDU/CSU ultimately failed to reap the benefits of refraining from making large campaign promises through much more manifest dishonesties in the running of the campaign. Surely, the failure of the CDU/CSU in 2005 does not indicate that abstaining from offering unrealistic promises must necessarily backfire, but it should serve parties as a warning against proclaiming honesty as their main campaign theme.
