El presente documento representa un esfuerzo por encontrar alternativas para mejorar la gestión de la diversidad biológica del Perú desde de una perspectiva global, procurando integrar conservación y desarrollo, bajo el enfoque del desarrollo sostenible. El trabajo consta de cuatro partes que se desarrollan en 14 capítulos. La Primera parte aborda aspectos relativos a los objetivos, la metodología de investigación y el marco teórico que sirven de base para la comprensión de la gestión de la biodiversidad y para el desarrollo de propuestas. Conocimientos básicos sobre la diversidad biológica Tomando en consideración que en el país el tema de diversidad biológica todavía es muy poco conocido, esta segunda parte tiene como propósito sintetizar los conocimientos básicos sobre la biodiversidad del Perú. Se abordan aspectos relevantes de los componentes básicos: diversidad de especies, diversidad de ecosistemas, diversidad genética, diversidad cultural, agrodiversidad y Áreas Naturales Protegidas. Destaca la condición privilegiada del país de ocupar el 4° lugar entre los 12 países de mayor megadiversidad en el mundo, que le confieren especial posición geopolítica internacional. Otro aspecto que se aborda es sobre la importancia de la biodiversidad del Perú en los aspectos económico, social y ambiental, destaca su importancia en la seguridad alimentaría y el gran peso en la economía del país, que representa más del 50% del PBI. Sin embargo, a pesar de su importancia la biodiversidad viene destruyéndose y deteriorando en forma acelerada, en el capítulo 6 se identifican los principales factores directos e indirectos que amenazan la conservación de la biodiversidad peruana, entre ellos: La contaminación, sobre extracción de recursos, pérdida de habitat, celeridad del cambio climático, la pobreza, fallas de mercado, falta de conciencia ambiental y la deficiente gestión pública; siendo esta última el tema central del presente trabajo, por ser uno de los factores de mayor influencia. Situación general de la gestión En esta tercera parte se busca responder a la pregunta ¿Cómo se está gestionado la biodiversidad del Perú?. Al respecto a fin de tener una visión general de la situación de la gestión, se realizó el análisis seleccionando los siguientes factores operacionales de gestión: Marco legal, planeación, organización, tecnología, infraestructura, cultura y relación con el ambiente externo. Entre los hallazgos más relevantes destacan: el grave atraso tecnológico, escasa comprensión de la importancia de la biodiversidad en el desarrollo del país, falta de un órgano directriz de la gestión integral de la biodiversidad actualmente sectorizada, falta de una visión sistémica del proceso administrativo y planes de largo plazo, dificultad en la formulación e implementación de planes estratégicos, entre otros. El Convenio sobre Diversidad Biológica (CDB) suscrito por Perú el año 1992 en la reunión de Rió de Janeiro, conjuntamente con 156 naciones, constituye el principal instrumento jurídico para la conservación y uso sostenible de la biodiversidad; desde su puesta en vigor a fines de 1993, Perú ha desarrollado importantes esfuerzos para su implementación, sin embargo el avance todavía es lento, y está más focalizado en la conservación de la biodiversidad. La Comisión Nacional de Diversidad Biológica (CONADIB) es el órgano de coordinación intersectorial, pero su accionar sólo se limita al cumplimiento del CDB. Propuestas para una mejor Gestión de la Diversidad Biológica Sobre la base de los resultados obtenidos en los capítulos anteriores, en esta cuarta parte se presentan las propuestas para una mejor gestión de la biodiversidad, en dos categorías: a) Propuestas generales por factores operacionales, en concordancia con la estructura del análisis de la gestión y b) Propuestas específicas, que desarrolla algunos aspectos prioritarios de las propuestas generales, tales como: Necesidad de un enfoque global y sistémico del proceso administrativo de la biodiversidad, en el que se toma como base el Enfoque Operacional, la planeación estratégica como parte del sistema, integración entre conservación y desarrollo, necesidad de órgano que asuma la dirección integral de la biodiversidad del país, y otros. Frente a la dificultad en la formulación de los planes estratégicos para la gestión de la biodiversidad, en el capítulo 11 se hacen propuestas sobre los aspectos más críticos de la planeación estratégica: integración al proceso administrativo total, atención a las premisas de planeación, análisis FODA, y la identificación de frentes estratégicos básicos para la conservación y aprovechamiento sostenible de la biodiversidad: 1) Conservación, 2) Uso sostenible, 3) Aprovecha-miento sostenible y competitivo, 4) Posicionamiento cultural, 5) Desarrollo Humano, y 6) Excelencia administrativa. Considerando la prioridad del país de encontrar alternativas para el desarrollo económico y la lucha contra pobreza, se desarrolla con especial prioridad el frente estratégico: "Aprovechamiento sostenible y competitivo". A fin contribuir en la implementación de planes estratégicos, en el capitulo 12 se formulan algunas propuestas al respecto: criterios básicos para una administración de excelencia, instrumentos de gestión, prioridades de investigación, capacidades humanas requeridas, y alternativas para el financiamiento de la gestión. Otro aspecto que se aborda en este capítulo, es la propuesta de criterios y lineamientos de políticas para la conservación y aprovechamiento sostenible de la biodiversidad. En la certeza de que la conservación y aprovechamiento sostenible de la biodiversidad no solo compete a unas cuantas instituciones públicas, sino que es una tarea que atañe a todos los peruanos, en él capitulo 13 se hace una propuesta de roles para los principales actores sociales tanto del sector público y privado. Finalmente en el capítulo 14 se formulan las respectivas conclusiones y recomendaciones, entre los aspectos más relevantes se tiene: la prioridad de integrar conservación y desarrollo, reconocer el aprovechamiento sostenible de la biodiversidad como uno de los principales motores para el desarrollo del país, impulsar la educación, investigación y tecnología, priorizando la biotecnología, mayor participación del Estado en el desarrollo de factores clave para la competitividad de las empresas, fortalecer CONADIB como órgano directriz de la gestión integral de la biodiversidad nacional, trascendiendo la sola implementación del CDB. ; This document intends to represent an effort in order to find some alternativas for the improvement of the biologic diversity management in Perú according to a global point of view, but also with a sustamable development approach that looks for the integration of the conservaron and the development itself. This paper has 4 parts and 14 chapters. The first part is about topics related to the objectives, methodology and scientific framework, necessary for the understanding and comprehension of the biodiversity management and development of proposals. Basic knowledge for the biologic diversity Considering that the biologic diversity is a not very well known theme in our country, the second part summarizes the basic knowledge about the biodiversity in Perú. Pertinent aspects about the basic components: species diversity, ecosistems diversity, genetic diversity, cultural diversity, agrodiversity, and protected natural áreas. This part also highlights the features of Perú as the 4* country with the greatest megadiversity in the world, which gives us a very interesting geopolítica! situation in the world. Other aspects about this are related to the importance of the biodiveristy in Perú in terms of economic, social and environmental issues, highlighting the importance on food safety and the relationship with the economy of the country (more than 50% of the GDP). However, despite its great importance biodiversity is being destroyed and deteriorated progressively. In chapter 6, the main factors that threat the conservation of the Peruvian biodiversity, direct or indirect, are presented: pollution, resources overexploitation, loss of habitáis, weather changes, poomess, market failures, lack of environmental conscrousness, and deficient public administration. The last one is the central topic of the paper since it is the factor with the biggest influence. General situation of the management In the third part we intend to answer the question, How is the biodiversity being managed in Perú? In order to have a general overview, an analysis was made by selecting some operational factors: legal framework, planning, organization, technology, infrastructure, culture and relations with the extemal environment. The most important findings were: technological backwardness, poor comprehension of the biodiversity in the development of the country, lack of an institution in charge of the integral management of the biodiversity which at the time is dispersed in sectors, lack of a systemic visión of the administrative processes and long-term plans, difficulty on formulation and implementation of strategic plans, among others. The Biological Diversity Agreement (BDA), signed by Perú in 1992 in Rio de Janeiro along with other 156 nations, is the main legal instrument for the conservation and permanent use of the biodiversity. Since it was set into effect in 1993, Perú has developed important efforts for its implementation, however the results are scarce and the process especially focuses only on the conservation of biodiversity. The National Comité for Biologic Diversity (CONABID) is the coordinating institution but its actions are defined only by the BDA. Proposals for the best management of the Biologic Diversity According to the outcomes presented in the previous chapters, the fourth part presents the proposals in order to improve the management of the biodiversity into two categoríes: a) General proposals for operational factors (analysis of the management); and b) Specific proposals, which develop the most important ítems of the general proposals, such as: need of a global and systemic approach of the administrative process of biodiversity (operational approach), strategic planning as part of the system, conservation and development integration, need of a coordinating institution for the biodiversity in the country, etc. Because of the difficulty on the formulation of strategic plans for the management of the biodiversity, chapter 11 presents proposals about the most crítica! aspects on strategic planning: integration to the general administrative process, planning features, FODA analysis, identification of the strategic sides for the conservation and use of the biodiversity: 1) Conservation; 2) Sustainable use; 3) Competitive and sustainable exploitation; 4) Cultural positioning; 5) Human development; and 6) Excellence in management. According to the necessity of the country on finding altematives for the economic development and the fight against the poorness, the item 3 is developed in a detailed way. In order to make some contribution for the implementation of the strategic plans, chapter 12 presents some proposals: basic entena for a better management, management instruments, research príoríties, required human skills. and altematives for the management financing. Another aspect that is presented in this chapter is the proposal of entena and political guidelines for the conservation and permanent use of the biodiversity. Understanding that this idea is not only a task for some public institutions but for al) the Peruvian people, chapter 13 presents many proposals for the activities that should be made for the public and prívate sector. Finally, Chapter 14 presents the conclusions and recommendations: The importance of the integration of conservation and development, recognition of the sustainable use of biodiversity as one of the main engines for the development of the country, promoting the education, investigation and technology being biotechnology priorized, more participation of the government in the development of key factors for the competitiveness of enterprises, strenghtening of the CONABID as the ruling institution for the integral management of national biodiversity. ; Tesis
La actividad turística representa para Costa Rica una fuente importante de divisas y de empleos directos e indirectos. El crecimiento exponencial que ha tenido esta actividad en los últimos treinta años en Costa Rica ha traído consigo impactos positivos y negativos. El Turismo Rural Comunitario (TRC) se presenta como un modelo de turismo apropiado para el desarrollo sostenible de los espacios rurales costarricenses, estando, además, en sintonía con el modelo de turismo "vivencial y de experiencia" por el que se apuesta en este país. El TRC se caracteriza por integrar las riquezas naturales y la vida cotidiana de la comunidad rural, además de promover dentro de la misma oferta turística prácticas productivas sostenibles. De este modo, las experiencias de TRC se integran en la vida de la comunidad local y se convierten en una actividad complementaria a las actividades tradicionales agrarias. El valor de tales experiencias de TRC radica, por tanto, en su capacidad para adaptarse a los ritmos cotidianos de la vida rural y para preservar las dinámicas socio-territoriales de las comunidades. Un elemento importante a resaltar del TRC es su capacidad para promover la participación de la comunidad rural, aprovechando y fortaleciendo las estructuras organizativas y las redes sociales ya existentes a nivel local. Desde el punto de vista económico, al integrar la población local en diferentes encadenamientos productivos, el TRC permite que se dé una distribución más equitativa de los beneficios generados por la actividad turística, siendo así una importante fuente complementaria de los ingresos familiares. Esta tesis doctoral está estructurada en cuatro partes diferentes, agrupadas en doce capítulos, cada uno de ellos con un apartado de conclusiones parciales para facilitar su lectura, además de un capítulo de conclusiones generales. Hemos querido centrar nuestra investigación, a partir de elementos cuantitativos (encuesta) y cualitativos (entrevistas, mapeos de actores), en el análisis en los actores endógenos y sus relaciones con la actividad turística, lo que ha permitido generar un acercamiento a las realidades existentes mitigando posibles impactos de índole social y cultural en las comunidades rurales. Para ello, hemos propuesto la investigación empírica a partir de tres enfoques (capital social, acción colectiva y gobernanza), y que debidamente articulados, nos han permitido analizar las distintas experiencias de TRC en las zonas seleccionadas, mostrando sus rasgos característicos (tanto al nivel del discurso ideológico, como de las estrategias y modelos organizativos), los elementos que las componen, y su contribución al desarrollo y gobernanza de los territorios donde se ubican. La confianza, las normas de reciprocidad y los flujos de información, que son elementos fundamentales del enfoque de capital social, son precisamente los factores que inciden en la formación y sostenibilidad de las experiencias de TRC, ya que contribuyen a facilitar la cooperación y la acción colectiva a nivel local. Asimismo, las interacciones entre, de un lado, los actores que forman parte de la comunidad local, y de otro, el entorno exterior, formado por instituciones públicas y privadas revestidas de poder y situadas en posiciones de superior orden jerárquico, son el resultado de la combinación de las lógicas ascendentes (bottom-up) y de las lógicas descendentes (top-down). Para conocer mejor esa combinación, el enfoque del capital social proporciona herramientas útiles, como es la tipología bonding, bridging y linking, así como permite ordenar las dinámicas del desarrollo en distintas dimensiones, facilitando así su medición. Entre las principales conclusiones están las siguientes: 1. Esta tesis doctoral ha tenido la virtud de articular una propuesta teórica como lo es el estudio del capital social, la acción colectiva y la gobernanza de los espacios rurales a un fenómeno social tan relevante como lo es el turismo en Costa Rica. Esta tesis fue un estudio exploratorio centrado en cuatro casos de estudio, en el que se utilizó instrumentos cualitativos y cuantitativos que lograron ofrecer información directa y valiosa sobre la realidad de los territorios rurales a partir de una combinación de enfoques teóricos. Además, la investigación se centró en poblaciones indígenas y campesinas que han abierto sus familias y comunidades a la atención de visitantes. Logramos aproximarnos a su capacidad de relacionarse en contextos intracomunitarios y extracomunitarios, y más aún, a su capacidad para relacionarse con actores que tienen cierto poder político y económico. 2. La metodología propuesta en esta tesis doctoral es apropiada para utilizarla en los análisis de los territorios rurales y en la definición de estrategias de intervención para el desarrollo rural. Es una manera de conocer las dinámicas territoriales, los niveles de confianza que se dan en las comunidades, las relaciones que se tienen entre comunidades, y las capacidades existentes en el intercambio con organismos políticos y económicos. Al capital social se le asocia ese efecto multiplicador de la productividad, al reducir los costes de relacionarse con el resto de los individuos, donde se combinan e intercambian los factores que cada uno posee. 3. Las normas que comparten las organizaciones de TRC se consolidan con el tiempo, y, al igual que los valores, se transforman en escenarios o espacios más complejos. La presencia de capital social tipo bonding desempeñó un papel clave, contribuyendo a construir un nuevo sujeto colectivo en la comunidad local. En una siguiente etapa, una vez constituidas las organizaciones de TRC, la presencia de capital social tipo bridging se convierte en un elemento fundamental al posibilitar el desarrollo de relaciones de confianza con personas ajenas a la propia comunidad. El paso de un tipo de capital social a otro no es un cambio brusco, sino gradual y no excluyente, puesto que tanto el tipo bonding, como el bridging, se complementan para hacer que las experiencias asociativas sean sostenibles y perduren a lo largo de tiempo. 4. La clave el éxito de las experiencias de TRC es una buena combinación entre los tres tipos de capital social (bonding, bridging y linking), cuya importancia varía a lo largo de las distintas fases de evolución de dichas experiencias. 5. El TRC está revalorizando los territorios rurales a partir de elementos que tienen que ver con el medio ambiente, la cultura y las actividades tradicionales, tales como la ganadería y la agricultura, ésta última importante para la soberanía alimentaria de las comunidades locales. Asimismo, permite la puesta en valor de los atributos o valores presentes en las comunidades rurales a partir de los procesos de acción colectiva emprendidos por sus habitantes. 6. La investigación revela que con el paso de los años, las organizaciones que operan iniciativas de TRC van generando alianzas con diversos actores a nivel intracomunitario y extracomunitario. La creación o pertenencia a nuevas y diferentes redes responde a las necesidades de las organizaciones, ya sea para el fortalecimiento del turismo en las comunidades, la implementación de ideas innovadoras que sirvan como alternativas productivas, o el contacto con grupo que buscan la preservación de bienes comunes en las comunidades, como es el caso de la conservación del medio ambiente y el rescate de la cultura local. Los casos analizados nos permiten comprobar que las organizaciones logran entrelazar sus actividades, de tal forma que van formando organizaciones integrales que velan y trabajan en diferentes ámbitos comunitarios. El modelo de TRC debe formar parte de una política pública de desarrollo rural en Costa Rica. Integrar el TRC como un modelo de desarrollo rural implica mayor investigación, mayor apoyo económico y técnico, mayor capacitación y mayor visibilidad de los diferentes actores que hacen parte de la red TRC. Para incorporar elementos de capital social en las políticas públicas de desarrollo rural, hay que dirigir esfuerzos que apoyen la formación de sus tres tipos (bonding, bridging y linking), lo que implica que se definan herramientas para que las personas se empoderen, así como se fomenten vínculos efectivos entre los funcionarios públicos y las comunidades rurales. Si se logra fortalecer el capital social rural, estaremos frente a comunidades con mayor resiliencia y con mayor capacidad para emprender proyectos colectivos. ; Tourism activity represents an important source of foreign currency and direct and indirect employment for Costa Rica. The exponential growth that this activity has had in the last thirty years in Costa Rica has brought positive and negative impacts. The Rural Community Tourism (TRC) is presented as an appropriate model of tourism for the sustainable development of rural Costa Rican spaces, being, in addition, in tune with the model of "experiential and experiential" tourism that is bet in this country. The TRC is characterized by integrating the natural riches and the daily life of the rural community, as well as promoting sustainable productive practices within the same tourism offer. In this way, the experiences of TRC are integrated into the life of the local community and become a complementary activity to traditional agrarian activities. The value of such experiences of TRC lies, therefore, in their ability to adapt to the daily rhythms of rural life and to preserve the socio-territorial dynamics of the communities. An important element to highlight of the TRC is its capacity to promote the participation of the rural community, taking advantage of and strengthening the existing organizational structures and social networks at the local level. From the economic point of view, by integrating the local population into different productive chains, the TRC allows a more equitable distribution of the benefits generated by the tourist activity, thus being an important complementary source of family income. This doctoral thesis is structured in four different parts, grouped into twelve chapters, each one with a section of partial conclusions to facilitate its reading, as well as a chapter of general conclusions. We wanted to focus our research, from quantitative (survey) and qualitative elements (interviews, stakeholder mapping), in the analysis of endogenous actors and their relations with tourism activity, which has allowed us to generate an approach to the existing realities mitigating possible social and cultural impacts on rural communities. For this, we have proposed empirical research based on three approaches (social capital, collective action and governance), and that, duly articulated, have allowed us to analyze the different TRC experiences in the selected areas, showing their characteristic features (both at the of the ideological discourse, as of the strategies and organizational models), the elements that compose them, and their contribution to the development and governance of the territories where they are located. Trust, rules of reciprocity and information flows, which are fundamental elements of the social capital approach, are precisely the factors that influence the formation and sustainability of TRC experiences, since they contribute to facilitate cooperation and action collective at the local level. Likewise, the interactions between, on the one hand, the actors that are part of the local community, and on the other, the external environment, formed by public and private institutions with power and located in positions of superior hierarchical order, are the result of the combination of ascending (bottom-up) and top-down logic. To better understand this combination, the social capital approach provides useful tools, such as the bonding, bridging and linking typology, as well as ordering the dynamics of development in different dimensions, thus facilitating their measurement. Among the main conclusions are the following: 1. This doctoral thesis has had the virtue of articulating a theoretical proposal such as the study of social capital, collective action and governance of rural spaces to a social phenomenon as relevant as tourism in Costa Rica. This thesis was an exploratory study focused on four case studies, in which qualitative and quantitative instruments were used that managed to offer direct and valuable information on the reality of rural territories from a combination of theoretical approaches. In addition, the research focused on indigenous and peasant populations that have opened their families and communities to the attention of visitors. We are able to approach their ability to relate in intracommunity and non-community contexts, and even more, their ability to relate to actors that have a certain political and economic power. 2. The methodology proposed in this doctoral thesis is appropriate to be used in the analysis of rural territories and in the definition of intervention strategies for rural development. It is a way of knowing the territorial dynamics, the levels of trust that exists in the communities, the relationships that exist between communities, and the existing capacities in the exchange with political and economic organisms. Social capital is associated with the multiplier effect of productivity, by reducing the costs of relating to the rest of individuals, where the factors each one possesses are combined and exchanged. 3. The norms shared by TRC organizations are consolidated over time, and, like values, are transformed into more complex scenarios or spaces. The presence of bonding social capital played a key role, contributing to build a new collective subject in the local community. In a next stage, once the TRC organizations are constituted, the presence of bridging social capital becomes a fundamental element in enabling the development of trusting relationships with people outside the community itself. The transition from one type of social capital to another is not a sudden change, but gradual and not exclusive, since both the bonding type and the bridging complement each other to make the associative experiences sustainable and endure over time. 4. The key to successful TRC experiences is a good combination of the three types of social capital (bonding, bridging and linking), whose importance varies throughout the different phases of evolution of these experiences. 5. The TRC is revaluing rural territories based on elements that have to do with the environment, culture and traditional activities, such as livestock and agriculture, the latter important for the food sovereignty of local communities. It also allows the valorization of the attributes or values present in rural communities from the collective action processes undertaken by their inhabitants. 6. The research reveals that over the years, organizations that operate TRC initiatives are generating alliances with various actors at the intra-community and extra-community levels. The creation or belonging to new and different networks responds to the needs of organizations, whether for the strengthening of tourism in communities, the implementation of innovative ideas that serve as productive alternatives, or contact with groups that seek the preservation of goods common in the communities, as is the case of the conservation of the environment and the rescue of the local culture. The analyzed cases allow us to verify that the organizations manage to intertwine their activities, in such a way that they are forming integral organizations that watch and work in different community environments. This model must be part of a public policy of rural development in Costa Rica. Integrating the TRC as a rural development model implies more research, greater economic and technical support, greater training and greater visibility of the different actors that are part of the TRC network. In order to incorporate elements of social capital into public rural development policies, efforts must be directed to support the formation of its three types (bonding, bridging and linking), which means that tools are defined so that people can become empowered, as well as effective links between public officials and rural communities are encouraged. If it is possible to strengthen rural social capital, we will be facing communities with greater resilience and greater capacity to undertake collective projects.
De forma general, la medición de productos, investigadores o grupos es un proceso que puede generar tensiones, más aún si se tiene en cuenta que estas mediciones tienen implicaciones económicas e institucionales. El proceso de medición en el caso de la producción académica pasa en primer lugar por enlistar el tipo de productos que pueden dar cuenta de la actividad académica y que pueden ser objeto de indicadores de medición. Así se encuentran dentro de estos productos libros, capítulos en libro, artículos científicos, artículos de divulgación, materiales de intervención psicosocial, patentes, modelos, normas, software, artefactos de intervención social, acciones de apropiación social del conocimiento, participación en escenarios académicos y sociales de los productos de investigación, las acciones de transformación de política pública, como otros productos de innovación social y los procesos de formación asociados a la producción de investigación. Luego, en este proceso de medición es necesario evaluar los productos y esto presenta un alto nivel de complejidad. Por ejemplo, en el caso de los artículos publicados en revistas tienen una evaluación más clara por cuanto los mismos deben pasar por procesos de valoración de pares y además, las revistas visibilizan la calidad mediante el reconocimiento que los investigadores dan a su trabajo expresado en los usos de estos contenidos. En este sentido, una revista con una alta citación de sus contenidos puede generar un indicador de la calidad de los artículos de la misma y los sistemas de información de citación o de descargas pueden darnos indicadores de esta dinámica de evaluación de la calidad de estos productos. Pero esta información no solo es utilizada para valorar los productos sino que además hay estudios que muestran el uso, validez de técnicas, tráfico de videos o impacto de ciertos contenidos sobre una comunidad (Haran & Poliakoff, 2011; Sugimoto et al., 2013; Thelwall, Haustein, Larivière, & Sugimoto, 2013). Por otro lado y con un grado de complejidad mayor, la evaluación de los libros y capítulos en libro no pasan por los mismos sistemas de valoración y edición previa, lo que añade una distancia en términos de calidad percibida. Sin embargo, las editoriales se han dado cuenta hoy por hoy de la necesidad de contar con procesos transparentes y exigentes) de valoración por pares de los contenidos. Es por esta razón que en gran parte de los sistemas de valoración de productos que los artículos y los libros no tienen la misma asignación de valor. La valoración de otras formas de producción como la presentación en eventos académicos o la presentación en medios de difusión puede resultar un poco más difusa, pues no todos los eventos académicos hacen evaluación por pares y los medios de comunicación no necesariamente deciden sus contenidos en relación con la calidad de la investigación si no por las dinámicas mediáticas que se escapan de la dinámica de la valoración académica. No obstante, estas actividades podrían tener una valoración en relación con la difusión y las descargas en la red a este tipo de contenidos y en las citaciones que se hacen de ese contenido no solo en el ámbito académicos, si no social (Thelwall et al., 2013). Además, dado que ha sido un campo creciente, debido a la facilidad en el acceso a la información, se han creado páginas que intentan evaluar los contenidos generados por fuera de sistemas tradicionales de producción textos escritos, como por ejemplo los blogs (Zivkovic, 2011). Por otro lado, otros productos que pueden ser fácilmente valorables son las patentes; por cuanto pasan por procesos de evaluación y reconocimiento de pares. Por el contrario, es un poco más complejo valorar las intervenciones o las innovaciones sociales como las que se expresan en leyes o en documentos de política pública, ya que deberían tener un reconocimiento importante por el impacto que generan en la sociedad. No obstante, las dinámicas políticas no necesariamente toman en cuenta estos contenidos de incidencia social solo por la fuerza de los hallazgos académicos, sino por las consecuencias políticas o económicas de las mismas. En este sentido, informes de política pública o leyes que se logren con base en hallazgos de investigación deberían tener un peso significativo en la evaluación. Por otro lado están productos un poco más complejos de medir como los que están asociados a incorporar resultados de investigación a cambios en las dinámicas sociales en comunidades. Éstos son más difíciles de medir y valorar ya que no es posible dar cuenta de la calidad de los mismos y de sus impactos. Por lo anterior, es claro que estamos ante el reto de encontrar formas de medir su utilidad, impacto y calidad. Los procesos de formación pueden ser evaluados midiendo a los estudiantes en los proyectos y grupos de investigación y en el caso de procesos de formación en doctorado seguramente las tesis de maestría y doctorado pueden dar indicadores, tanto a corto como a largo plazo. Por ejemplo, algunos de estos tipos de productos terminan en libros y artículos en revistas generando más indicadores menos inmediatos. Pero, es necesario pensar el tema por cuanto la formación doctoral en contextos como el colombiano es incipiente y pueden existir centros de investigación que no están orientados a la formación y no podrían dar cuenta de su actividad en esta dimensión. También, es necesario tener en cuenta que estos sistemas de medida deben compararse contra las dinámicas propias de cada una de las áreas de conocimiento. En este sentido, no es lo mismo evaluar los impactos de la biomedicina, que de la astronomía o de las ciencias sociales que de las humanidades. En el caso colombiano la producción de artículos en ciencias sociales registrados en Scopus es grande y está en crecimiento con relación a otras áreas del conocimiento , por lo tanto, no puede compararse si no contra sí misma. Así, las herramientas de contabilizar y visualizar la producción (en este caso Scopus) permiten ver este crecimiento contrario a lo que algunos académicos sin evidencia pueden llegar a afirmar. La estrategia de Scopus de inclusión de revistas de América Latina en forma exponencial y en especial de abrirle la puerta a las revistas de ciencias sociales y humanidades permite dar cuenta de las dinámicas de citación de estos productos en forma cada vez más fiable. Por último y como una forma de recoger en muchos casos la discrepancia ante los sistemas de medición, es necesario que se evalúen los sistemas de ponderación de los productos y los pesos de los mismos. Al igual que las ventanas de evaluación temporal y de las limitaciones de los sistemas de registro, pues las fallas en estos sistemas de registro y ponderación pueden deslegitimar el sistema de valoración. En el caso colombiano, estas fallas, por lo general, han generado desconfianza y el sistema debería definir estrategias de ajuste y de mejoramiento en el proceso hasta que el mismo sea suficientemente robusto y confiable. Otro elemento adicional debería ser el comparar estos modelos de medición entre países (mediciones comparables a nivel internacional) para identificar las debilidades y las fortalezas como los impactos que ellos tienen sobre las dinámicas de producción académica. Con todo lo anterior, lo que sí parece evidente es que no podemos escapar de los procesos de evaluación y que debemos contribuir a mejorar los mismos a estudiar sus impactos y a asegurar la calidad de los mismos, justificando y valorando su uso al interior de la comunidad académica y social. The first step in the measurement process, in the case of scientific output, is to list the type of products that can account for academic activity and that may be subject to measurement indicators. These include books, book chapters, scientific papers, divulgation papers, psychosocial intervention materials, patents, models, guidelines, software, social intervention artifacts, social knowledge appropriation actions, participation in academic and social events with research products, actions of public policy transformation, other social innovation products and the processes linked to the production of research. The next step is to assess those products, which is a very complex matter. For example, clear evaluation criteria are available for journal papers, since they need to undergo peer review and journals transform quality into visibility by taking advantage of the recognition that researchers give to them in terms of citations. A journal with a high citation count can provide an indicator of its quality and information systems can also provide indications of these quality assessment dynamics. This information is not only used to assess products but has also been used in studies about usage, techniques, video traffic or impact of certain contents in a community. (Haran & Poliakoff, 2011; Sugimoto et al., 2013; Thelwall, Haustein, Larivière, & Sugimoto, 2013). On the other hand, and with a greater degree of complexity, assessing books and book chapters do not have the same systems of evaluation and edition, which decreases their perceived quality. Nevertheless, publishing houses have realised that transparent and demanding assessment processes are needed. This is why both assessment systems are not assigned the same value. Giving value to other forms of production, such as presenting in academic events or in general mass media, may be a little more difficult, because not all academic events have peer reviewing processes and mass media do not necessarily choose what contents to publish based on the quality of the research but on their own dynamics, which are completely different from those found in academia. However, these activities could be assessed by using download, diffusion and citation indicators both in academic and social settings (Thelwall et al., 2013). With the associated growth in this field, new websites that attempt to assess the quality of the contents created outside traditional written production settings, such as blogs, have been created (Zivkovic, 2011). Another type of product that can be easily evaluated is patents, since their assessment has a peer reviewing component. Social interventions or innovations expressed in laws or public policy documents, however, are more difficult to assess, despite the important potential recognition they should have due to their impact on society. Political dynamics do not necessarily take into account the research value of these contents despite their social incidence, but also their political or economical consequences. In terms of assessment, reports on public policy or laws based on research findings should have a more significant weight. Even more difficult would be to measure the impact of research findings on social dynamics within communities, since it is not easy to assess their quality and impact. The challenge clearly is to find those ways of measuring usefulness, impact, and quality. Educational processes can be assessed by measuring the performance of students in projects and research groups, and associated documents (master's and doctoral theses), both in the short and long term. Some of these products end up being part of books and journal papers, but the difficulty lies in the weight and maturity of these processes in certain contexts: for example, in the Colombian context, doctoral training is still incipient, and a number of research centres are not geared towards training and could not, therefore, account for their own activity in this dimension. These measurement systems should compare their results within each field of knowledge and taking their own dynamics into account. It is not the same to assess the impact of biomedicine or astronomy or social science, or the humanities. In Colombia, the production in the field of social science recorded by Scopus is strong and growing more than other knowledge areas, and thus cannot be compared against any other field than itself. The tools used to tally and visualise production (Scopus in this case) allow us to observe this growth and counter the arguments of some academics that state otherwise without evidence. Scopus' strategy of covering Latin American journals, and especially of opening its doors to the Social Sciences and the Humanities, enables us to monitor their citation dynamics in an increasingly reliable way. A final step would be to revise the processes of weighting products, the assessment windows and the limitations of recording systems, because failures in these systems and in the weighting process may contribute to reduce the perceived quality of the assessment system. In Colombia, these problems have created a lack of trust in the system, and adjustment and improvement strategies should be implemented until the whole process is robust and reliable. Another element is to compare these models of measuring the performance of countries to identify strengths and weaknesses, along with the impacts on academic output. What is ultimately self-evident is that we cannot seem to escape assessment processes and that we need to contribute to improve them, to enhance their impact and their quality, and to justify and value their use within academic and social communities. It is important to mention that the starter point of this essay was precisely to give an introductory background of the importance that has have those two case studies in the development of the city. It is not a secret that Colombia has suffered a period of violence and instability since the second part of the XX century so at first glance it is curious to study and research about an almost contradictory topic such as Culture in a "war country". But at the same time, the "beauty" of this study relies precisely in its contradictory nature: How a country with those characteristics can hold two of the most important and respected free theatre festivals and music festivals in all Latin America? This essay will try to explain that culture when it's conceived with some specific characteristics will bring democracy and peace. A series of deep and abstract concepts will be discussed. This essay was thought just as an introduction and approximation to the topic of public and private, public sphere, culture and development just to mention some examples. Same with authors and thinkers used to elaborate the structure of this study. Once again it should be taken as an approximation rather than a full and elaborated research. The aim is to structure a series of ideas and concepts around one thesis: Those festivals have helped to make Bogotá a better city thus that is the main point of the relation between urban spaces and creativity: It fosters a better understanding of a society overall. At the end of the essay, in the appendix section, some photos are presented to visually recreate the two festivals, its dimensions and its importance. Although, like every 4 transcendental event, in order to understand the magnitude of The Iberoamerican Theatre Festival and the Rock al Parque Festival one have to experience in person. Cities as spaces for the public To fully understand the concept of "Public Realm" and "Public Sphere", one has to address the theory of the city and its relation with the concept of public and private. The concept of "city" has had many meanings through time. There are different ways to approach the concept; however, for the nature of this essay an urban sociological perspective will be approached. Mumford (1937) states the city as a space undoubtedly bonded with the development of human potential: "a city is an expression of the human spirits, and they exist to nurture human personality"2. Weber (1921), one of the founders of modern sociology sees a city in terms of connectivity and settlement between commuters, in that way, the concept of a city, according to Weber, is about the networking, the political and economic participation and the organization among communities. Landry (2013) defines the city as "a complex organism and in constant movement with perspectives, opinions and priorities about what is right often clashing"3. Simmel (1950) explained the correlation of man and the scenarios created by the capitalism and modern society called "The Metropolis". There is always a struggle between the man (individual) and his society (public): "The deepest problem of modern life arises out of the attempt by the individual to preserve his autonomy and individuality in the face of the overwhelming social forces of a historical heritage, external culture and technique of life"4. Simmel's concept of a city as a place where modern man struggle to find his individuality within "overwhelming social forces" is key to understand the theory of the city, specifically one attached with the words: Public -Private. He starts explaining the meaning of public and private. Although its historical background, coming from the Greeks and the idea of Oikos and Polis as the Private and Public respectively, Sennett comments that "the public" in modern times, started to develop in the eighteen century that is as a direct consequence of the industrial revolution and the liberalism ideas coming from The Enlightenment. "Public came to mean a life passed outside the life of family and close friends. In the public region diverse, complex social groups were to be brought into ineluctable contact the focus of this public life was the city"5 The public life is also the ground to understand modern democracy and public political institution. Sennett, citing Hanna Arendt's book The Human Condition shows how the public life in cities can be a scenario where ideas and opinions are discussed and debated. "Private circumstances have no place in the public realm". 6 Arendt even manifests that cities are "democracy's homes"7 This notion of public started to be more evident when places to meet strangers (people from outside the private sphere) within the city started to grow up. Examples of those "places" are the coffee houses and salons (Habermas will mention those examples to explain his theory of public sphere). Those spaces are called "Public Realm" by Sennett. Public Realm, in other words, are spaces where strangers meet. This encounter is characterized by "anonymity". In "The Conscience of The Eye" Sennett (1992) also says that anonymity is the power of modern cities: "The power of the city lies in its diversity; in the presence of difference people have at least the possibility to step outside themselves (.) The city can give them experiences of otherness"8 The concept of Teatro Mundi is an interesting way to look at the public sphere. According to Sennett, "Teatro Mundi" are spaces full of vitality, differences and disorder. Places where the differences connect and all citizens participate: "Society is a theatre and people are actors". Habermas and the Public Sphere Even though the previous chapter gave an account of the concepts of private-public, it is important to highlight them according to the theory of Habermas. Recognized as one of the most influential sociologist and philosopher of our times, Habermas theories of the public sphere (phrase from the German Öffentlichkeit), and modern democracy as well as his theory of action communicative have been enormously influential for modern sociology9. Firstly Habermas' thought is marked in the tradition of the Frankfurt School. His first mayor publication "The Structural Transformation of the Public Sphere" argues that instrumental rationality is implicit in the Public Sphere. However, Habermas took distance from the classical notion of the critical theory when argues that participation in the public sphere (he exemplified the coffee shops and the salons in Paris and London in the XVIII century) is free and autonomous in order to shape a common good: "The public sphere consisted in voluntary associations of private citizens united in a common aim, to make use of their own reason in unconstrained discussion between equals"10(Later on, Habermas is going to present how mass media eroded individuality and declined the public sphere). It is important to mention the dichotomy of the words public-private for Habermas. Although different, both are dependents to each other. In that way the private sphere and the public sphere instead of being exclusive are inclusive. Susen (2011) defines the public sphere, taking into account Habermas' theory, as: "The socialized expression of individuals' reciprocally constituted autonomy: individuals are autonomous not in isolation from but in relation to one another, that is, in relation to a public of autonomous beings".11 9Finlayson, J .2005. (Accessed 13 January 2014). 7 Several questions came to mind: How this socialization is constructed? What does an autonomous individual mean? And how can individual reach autonomy? For Habermas, the answer relies on a rational communicative action. The aim of the public sphere is to create a consensus through the active participation of all individuals involved. This consensus is created by a rational approach of the language: "The public sphere is a collective realm in which individuals' cognitive ability to take on the role of critical and responsible actors is indicative of society's coordinative capacity to transform itself into an emancipatory project shaped by the normative force of communicative rationality"12. Rationality in terms of Habermas does not consist in knowledge per se but "how speaking and acting subjects acquire and use knowledge"13. This type of rationality is different from the instrumental rationality from the Enlightenment, widely criticized by the Frankfurt School, since it is "practical, epistemological and more important, intersubjective"14. The public sphere, considering the above, not only describes the space where the encounter occurs but moreover, the public sphere has within itself an emancipator and a transformative component. Some critics find Habermas ideas "too utopian and idealistic"15. The next chapter the link between Habermas and Sennett notion of Public Realm in the city will be tracked. The Open City Sennett takes Habermas as a mayor inspiration for constructing his idea of the Public Realm in the city. (Accessed 13 January 2014). 15 Ibid. 8 Internet could be seen as an example of public sphere: "In today's cities, an internet cafe would be more likely to excite him than Trafalgar Square" 16 The place where strangers meet, as Sennett defines Public Realm, could be anywhere: An event, a medium, etc. that encourages communication between strangers. Eventually, Sennett argues, cities that promote those types of encounters are called cities with open systems and on the contrary, cities that lack a real public realm or just promote the privatization of spaces are called cities with closed systems. Based on sociologist Jane Jacobs(1961) and her book "The death and life of great American cities"17, Sennett(2006) imagines a city with a closed system with two attributes: Equilibrium and Integration18. Equilibrium is related with balance, with harmony and with a static idea of conceiving a city. Public Spaces as spaces full of differences, dissents and disorders are not part or are reduced in a closed system. By integration, Sennett means that everything is connected and is part of a greater and unique vision. Thus, everything that is not part of that unique vision is expelled and rejected: "The logic of integration is to diminish in value things that don't fit in (.) Closed system cities refuse to evolve and has paralysed urbanism", concludes Sennett. Opposing a closed system, the open system is all about diversity and finding a place for differences, dissents and disorders. It is about complexity, about how a place adapts itself to the always changing community and its processes. Sennett lists three elements of an open city: Passage territories, incomplete form and development narratives. Passages territories means to diffuse boundaries and different territories within the cities; incomplete form is regarding "empty spaces" so the public can interact in it. Development narratives means to allow dissident voices to express and to fully participate. Wirth (1938) summarize the above by saying: "The juxtaposition of divergent personalities and modes of life tends to produce a relativistic perspective and a sense of toleration of differences"19 Taking into consideration the above characteristics of an open city, one can say that an open city is a place for democracy, "not in the legal sense but in the physical experience" says 16 Sennett, R. 2008. Can one give an account of a public sphere? The next chapter will give an account of the relationship between the street festivals and the public sphere, understanding them as a significance example of public realm. Street Festivals and the Public Sphere To begin with, Street Festivals or Urban Festivals as any other cultural event placed in the public sphere are related of what Durkheim called "collective effervescence". As Durkheim pointed out when a group gathers to perform a "religious ritual" experiences a sense of encounter and unity, "leading participants to a high degree of collective emotional excitement or delirium"21. However as Sassatelli(2011) adds, although Festivals are also part of a collective delirium, taking all participant apart from the everyday life, they are also places where the social encounter is made of "polyvalent performances, rather than unified signifiers of a consensual collective conscience"22 Sassatelli complements that street festivals contrasted with museums: By its living dimension as well as its unrestrained sensory experience. Sennett (1992) also talks about spaces "full of live" as narrative spaces where every dweller constructs a disorder and kaleidoscope meaning of the public. This could lead to the erosion of the boundaries of high and low culture in the sense of the Frankfurt School understood the "cultural industries". namely they turn into instances of communication and instances of production of collective meanings and desires. 20 Sennett, R 2006. Pp 12-19 10 If Habermas, the notion of the "Public Sphere" is related as the area where rational individuals communicate to each other to discuss their social problems; nowadays as McGuian(2011) argues, there are different ways to look at the public sphere, not only inside a rational communicative system as Habermas states, but from other types of communication that also create a sense of public sphere. One of those "public spheres" is the cultural public sphere, namely a sphere within the public where different modes of communications, for instance "affective-aesthetics and emotional are articulated with the public and the private"23 "The public sphere nowadays operates though various channels and circuits of mass popular culture and entertainment facilitated the routinely mediated aesthetic and emotional reflections on how we live and imagine the good life (.) festivals are the aestheticization of politics as the ground for festivals is the democratization of an independent thought by the spectators transformed into active actors". . Although McGuian theorized the cultural public sphere for the mass media and populism culture, undoubtedly street festivals share that conception in an emotional and aesthetic way of "come together as a public" and to transcend the private sphere into a societal integration as Habermas explained. Fabiani (2011) explained as well: 24 Street Festivals are also part of the Sennett's idea of "Teatro Mundi". Different approaches coming from the research of the UNESCO on the relationship between culture and development as well as the studies of the creative class by Michael Florida and the Creative cities by Michael Landry. . People act as in they were in a "role playing" to create a sense of "equality", even if they do not share their same social class, race, sexual orientation, etc. Street Festivals have this "communicative power" of involve everyone together. Street Festivals as mechanism for sustainable development How could we connect street festivals as examples of the cultural public sphere with the idea of development? In other words, is there any connection between street festivals, understood as a cultural manifestation, and sustainable development? This chapter will introduce the concept of "Culture for Development"26 In the last few decades, UNESCO programs have been focused in how culture should be at the centre of economic development in developed and especially in developing countries. One of the last attempts to foster that was the Hangzou Congress in 2013 in China. The final conclusion was: "Placing Culture at the Heart of Sustainable Development Policies"; a term coined by UNESCO in a variety of its programs wide world specially for developing nations and will give an account of the link between that term and street festivals as examples of a cultural industry. 27 25 Sennett, R. 2008. His theory of human capital, called creative capital theory, shows how by fostering tolerance, high education levels and social adaptation to changes, a social class can help to develop their communities. This creative class and its idea of create "new forms of meanings"30 The bond between the cultural public sphere with democracy and the idea of an Open City, explained before, is also a seminal part of how through cultural manifestations, a society can develop and tackle social problems. are attached to the idea of UNESCO's Culture for development program. Case Studies: The Iberoamerican Theatre Festival of Bogotá and the "Rock al Parque" Festival This essay will present two cases studies of street festivals and its relation with the city and its sustainable development: The Iberoamerican Theatre Festival of Bogota (Festival Iberoamericano de Teatro de Bogotá) and The Rock al Parque Festival. Iberoamerican Theatre Festival of Bogotá Declared in December 2013 as "cultural heritage of Colombia"31, The Ibero-American Theatre Festival of Bogotá is a biannual cultural event held in Bogotá and organized by the Fundación Teatro Nacional (National Theatre Foundation) an NGO dedicated to theatre with private and public funding. It is considered as one of the most important theatre festival in Latin America and the most significant cultural event in Colombia32 The history of the festival is in every sense "quixotic": Launched in 1988 when the country was immersed in drug-related violence and when the public institutions and the general idea of democracy were at crisis, Ramiro Osorio, a renowned cultural entrepreneur and Fanny Mikey, considered one of the icons of theatre and culture in Colombia, created the theatre Festival as a "Act of Faith" in order to promote culture as an answer to defeat the prevailing violence of those years. . It is important to mention somehow the significant role of the National Theatre Foundation in the conformation and development of the theatre in Colombia. Founded in 1981 by Fanny Mikey, an Argentinean émigré, with the play "El Rehén" nowadays has three major venues with a wide programme throughout the year as well as an art college a social programme for deprived communities and an international tours of their plays33 The first Ibero-American theatre festival, held from 25th march to 3th of April 1988, gathered 59 theatres companies from 21 countries with an estimated of no more than 100.000 spectators. In 2012, 26 years later, the festival had more than 3 million spectators and 200 theatres companies from 32 countries and 5 continents. 34 31El Espectador. 2013. Instituto Complutense de CC Musicales. 33 Ibid 34 Ibid 14 The conception of the festival as a "carnival of the city" relies on the stress in the use of the public space: There are plays presented in the streets, plazas and parks from all over the city: From slums to rich areas covering all significance area of the city. In 2012, the festival presents 218 street plays in 4 major parks (Simón Bolívar, Tunal, Nacional y Plaza de Bolívar) 7 public spaces for street plays, 4 community centres, 2 big parades starting from the north of Bogota (Calle 80) until the Bolivar's Square, the biggest plaza in Bogotá. The Festival was in 11 out of the 21 districts of Bogota. In average, around 2, 5 millions of spectators participate in the festival. 35 "Rock al Parque" Festival In March 2012, Bogotá was chosen by the UNESCO as Creative City of Music along with European cities such as Bologna (Italy), Ghent (Belgium), Sevilla (Spain) and Glasgow (Scotland).36 This recognition is part of the strategy of the secretary of culture of Bogotá of positioning the city as a major culture hub in Latin-American especially in the music field. In recent years and after the creation of the central roadmaps namely the "Políticas Culturales Distritales 2004-2016"37 The link between urban public spaces and public festivals as cultural policies is more visible in the "Festivales al Parque" (Park Festivals) which consists in five annual free music festivals held in different times of the year and performed in important free venues and public parks. They are managed and executed by the Institute for arts in Bogotá (A sub division of the Secretary of Culture of Bogotá) "IDARTES". and the "Plan Decenal de Cultura 2011-2021" the music field and their relation with public spaces have being an important core of the cultural policies in Bogotá. There are 5 "festivales al parque" dedicated to the 5 most popular rhythms that conformed the music scene in the city: Hip Hop, Jazz, Colombia (traditional music) and Rock. Created in different years, the "Festivales al Parque" conforms a local identity and a cultural highlight of the city. 35 Ibid 36 Cultura y Entretenimiento. 2012. Políticas Culturales Distritales (Online) Available at: http://www.culturarecreacionydeporte.gov.co/sites/default/files/politicas_culturales_distritales_2004-2016.pdf (Accessed 13 January 2014). 15 The pioneer and the biggest in terms of audience of the "Festivales al Parque" is "Rock al Parque" a 3 days rock festival created in 1995 and hosted in the biggest public park of the city, Parque Simón Bolivar; it was organized by musicians Mario Duarte and Julio Correal as a strategy to create a bond between citizens of different socio economic background with the public space during the Antanas Mockus' mayor. The XVIII edition of the festival in 2012 congregated more than 70.000 people per day, making the Festival, the biggest public rock festival in Latin America in terms of audience38. Places for sustainable development: conclusions studies. Although each festival has its own characteristics a study conducted by Obgregón (2007) shows 5 main conclusions that "Rock al Parque" festival has brought to the city. In a similar study done for the Iberoamerican Theatre Festival, Cepeda (2010) also concluded that the festival helped the city in similar ways of the five elements of Obregon. Those five elements also share the same roots of the elements of Culture for Development by the UNESCO. This is an interesting discovery that shows how festivals if they are organized inside the language of Open City -Teatro Mundi (Sennett) and in the Cultural Public Sphere all share similar benefits: 38 Obregon, J. 2007. Improve the image of the city Both festivals improve the image of the city, for both its inhabitants and foreigners audiences. Leguizamón, Moreno and Tibazisco(2013) have argued the relation between the festivals and the local economy especially in the touristic field: "Bogotá is a touristic destiny who takes advantage of its public festivals as an important opportunity to retain tourists interested in performing arts because they visit the city only one time. This advantage depends on quality improvements which tourist perceived around touristic products and services offered like: security, hospitality, environmental practices, mobility and connectivity."39 UNESCO (2001) has also states how cultural tourism has increased in recent years: In 2010, international tourism generated 919 billion dollars in export earnings. Emerging and developing countries accounted for 47 per cent of world international tourism arrivals and 36.9 per cent of world international tourism receipts in 2010. Cultural tourism presently accounts for 40 per cent of world tourism revenues. Taking into account the statistics of the monitoring centre for culture of IDARTES conducted in 2011 the percentage of tourist that visited the city exclusively to assist to "Rock al Parque" Festival were 16,16% compared to 6,03% in 199740. 2. Create a sense of identity Wyss (2012) states that for 17 days, "the Iberoamerican Theatre Festival transformed a chaotic metropolis like Bogotá (more than 8 million inhabitants) into a cultural Mecca", The general director of the Festival, Ana Marta de Pizarro also argues than the festival is "the carnival of the city, crime rates are significantly reduced and the general atmosphere of the dwellers is of great joy and party"41 39 Leguizamon, M; Moreno, E and Tobavizco N. 2013. (Accessed 13 January 2014) 17 Similar to Wyss, Obregon citing Cante(2007), says that the idea of Rock al Parque has brought a sense of "social cohesion through the construction of an identity of tolerance and coexistence. It creates a civil culture in the city"42. 3. Help to build an audience Obregon (2007) and Cepeda (2010) states that one of the most important benefits of Rock al Parque and the Iberoamerican Theatre Festival is that those events have helped to build an audience in music and performative arts respectively. In the case of Rock al Parque, the event helped to massify a genre that wasn't part of the mainstream in Colombia as Rock. According to IDARTES (2011), almost 60% of the audience that assisted to the Festival in 2011 has been to a different free rock concert. Almost 80% has already assisted to more than two versions of Rock Al Parque. Cepeda (2010) concludes that the Iberoamerican Theatre Festival has collaborate to "enrich the theatre market in the city and to put it in one of the top in Latin America". 65% of the public, who assisted to the Festival in 2010, has seen a play regularly outside the Festival, according to the study. 4. Visibilization of a minority group This point is connected to the last conclusion. By building an audience, the festivals helped to make visible an audience. In Rock al Parque an "underground culture" as the rock scene, stigmatized before as "antisocial, started to have a better image in the community. IDARTES (2011) indicates that 60% of the audience of Rock al Parque has been to a Rock Concert without any kind of stigmatization43. 5. Tolerance and social cohesion Another important point about the two festivals is regarding the social cohesion and zero violence culture that promotes. Cepeda (2010) is very emphatic describing the impact of the Iberoamerican Theatre Festival with the violence and crime rates in the city: 42 Obregon, J.2007. Desconfianza, civilidad y estética. (Accessed 13 January 2014). 18 "The festival has contributed since its beginning to the peace process in Colombia. This festival dared to make public performatives acts in the streets when the crimes rates were really high. Those events had an amazing and significative success. One could say that in the 17 days of the festival, crimes and violence stops. Police informs that the crime rates during those two weeks are the lowest of the year."44 93,48% of the spectators of the 2011 "Rock al Parque" felt that the event help to promote a non-violence culture. Still, both festivals shares the unique values of the "Teatro Mundi": Every spectator is equal, no matter his race, gender, social class, etc. The rates of zero violent deaths in the history of both festivals are also an example of how those events are truly places for democracy and peace. Conclusion As it has been seen through the different chapters that conform this essay, the benefits of creating public cultural events in urban spaces bring, undoubtedly a notion of democracy and development. Although Habermas did not specifically discuss street festivals and public festivals in urban spaces as examples of his theory of both public sphere and the theory of communicative action, the essay helped to shape a theoretical background to such events according to Habermas's notions. In the end, the link between Cultural Public Spaces and the UNESCO definition of Culture for Development was an interesting discovery that is worthwhile to keep researching. As mentioned in the introduction, the aim of the essay was to create a structure to understand the Iberoamerican Theatre Festival and the Rock al Parque Festival as examples of cultural public sphere and based on that give an account of the relationship between those spaces and the idea of development. Culture and Cultural manifestations are always moving and changing as society itself. Street Festivals are manifestations that definitely have to be fully addressed. All the rich variety of characteristics that those kinds of events possesses as the essay presented, make them a unique type of cultural products. Could culture transform a society? Definitely. Not only culture transformed society but improves it. Bogota is a better city, with more possibilities with events like the ones studied. In the future, and as part of a cultural policies plan, More events such those, should be created. Chile manifested this policy in the 70s, undermining border areas as preventive mechanisms to a foreign invasion and today, through the Northern Border Plan. This securitization mechanism aims to guarantee the continuity of trade flows and the cultural consequences that it entails, from the constructivist approach.Pablo Garcés Velástegui presents his article "Latin American integration as a wicked problem: the case for a plural approach". En este se considera que lo global es un espacio de nacimiento de diversos actores que ejercen gobiernos específicos, como lo representa el fútbol. Un deporte hecho mecanismo social y cultural que sufre impactos directos desde los procesos globalizadores. La FIFA es una organización no gubernamental sin fines lucrativos, aunque no lo parezca, pues sus actividades expresan condiciones híbridas y contradictorias, bien sea desde la óptica de la gobernanza global, o bien como una empresa multinacional.Por su parte, Luis González Tule, en su artículo "Organización del espacio global en la geopolítica "clásica": una mirada desde la geopolítica crítica", inicia en las raíces de la geopolíca y su desarrollo, en medio de rivalidades imperiales europeas, guerras mundiales, mutaciones fronterizas, cambios políticos, grandes desarrollos tecnológicos y transformación en las dinámicas de poder (1870 y 1945). Los doctrinantes clásicos provenientes de las principales potencias establecieron los discursos geopolíticos a su acomodo.Así, pues, la presente edición se cierra con el artículo "La emergencia y aumento del antisemitismo en los Gobiernos de Hugo Chávez y su relación con la profundización de las relaciones entre Venezuela e Irán (2005-2013)", de Margarita Figueroa Sepúlveda, que establece el crecimiento de los incidentes antisemitas mediáticos y chavistas en 2004, así como su relación directamente proporcional con el acercamiento y creación de nuevos lazos con la República Islámica de Irán. Isto o faz através de um estudo de caso em Guerrero, pois abrange a uma das zonas mais inseguras, classificada a nível mundial, o que constitui um índice de violência que mostra a concentração do perigo através das análises das cifras do Instituto Nacional de Estatística e Geografia."O regionalismo assimétrico como eixo da resistência sul-americana ao Brasil (2000-2013)", de Rita Giacalone, supõem que o regionalismo em si mesmo cria tensões assimétricas. Córdoba es la segunda ciudad más poblada de la Argentina, y posee el ejido municipal más extenso del país, siendo un importante centro industrial y de servicios del centro del país. Es además la cabecera de la segunda región metropolitana argentina, el Área Metropolitana de Córdoba (AMCBA). Si bien el desarrollo de sus áreas centrales y periurbanas es un tema bastante desarrollado académicamente, actualmente hay un vacío de conocimiento en la situación actual de las áreas pericentrales e intermedias de esta ciudad -aun cuando ocupan más del 30% del área urbanizada y donde habita la mayor parte de su población-. Es en estas áreas donde se ubica el objeto de estudio de esta tesis: los barrios pericentrales que forman un anillo alrededor del área central. Originados como extensiones suburbanas alrededor de 1940, y consolidados como barrios residenciales de clase media y media alta de baja densidad antes de 1970, ocupan lo que son hoy algunas de las áreas con mejor calidad ambiental y urbana de la ciudad. Los barrios pericentrales son considerados generalmente consolidados y estables; sin embargo, analizados en detalle, muestran complejas transformaciones: un vaciamiento poblacional constante, a pesar del crecimiento demográfico en general de Córdoba y el AMCBA; aumento de inmuebles abandonados; y a diferencia de sectores en una similar posición, no son objeto de grandes inversiones inmobiliarias de renovación urbana. Esta situación es invisibilizada, en parte por ser resultado de procesos con poco impacto relativo en la ciudad, y en parte porque estos procesos no están contemplados por los modelos urbanos locales vigentes –basados en la teoría racionalista y determinista de principios del siglo XX-, que conceptualizan a los barrios pericentrales como una "panacea urbana". Esta tesis puso en disputa estos modelos, partiendo de la discusión sobre un fenómeno informal detectado indefectiblemente (aunque no exclusivamente) en estos barrios pericentrales: la microdensificación emergente. La imposibilidad de colocar los inmuebles existentes en el mercado hace que los propietarios busquen nuevas formas de valorizar sus propiedades, de facilitar el acceso a la vivienda a sus hijos o de invertir sus ahorros de forma segura, obteniendo una fuente adicional de ingresos: en cada parcela edificada se aumenta la cantidad de unidades funcionales, aprovechando la superficie construible vacante o refuncionalizando las construcciones obsoletas, aunque manteniendo el grano y la escala de intervención respecto al tejido existente. La oferta de hábitat en estos barrios se diversifica, y no sólo evita la expulsión de población, sino que también atrae a nuevos habitantes. Además, en un tejido originalmente sólo residencial, incorpora actividades de comercio y servicios que enriquecen el tejido funcional. El proceso se realiza sin planificación general (y por supuesto fuera del marco legal): es la suma de acciones individuales que se reconstruyen como una "tendencia" o "patrón emergente", revitalizando el tejido urbano de forma sutil pero definitiva. Se planteó como hipótesis que la microdensificación emergente es un proceso de revitalización que aprovecha el potencial del tejido de estos barrios de forma más sostenible y eficiente que el modelo impuesto formalmente. 10 La tesis se encuadró bajo el enfoque sistémico de la complejidad. Este enfoque entiende a la ciudad como un sistema complejo y dinámico, en desarrollo constante; determinado más por las interrelaciones entre sus componentes y entre esos componentes y el contexto, que por las condiciones de cada elemento individualmente. La calidad y cantidad de estas interacciones es primordial, al punto de definir la condición urbana de una aglomeración. Según estas premisas, un sistema urbano sostenible y eficiente será aquel que, maximizando recursos materiales y humanos (y de acuerdo a la capacidad de carga del sistema) desarrolle de redes de intercambio múltiples, diversas y descentralizadas, que generen procesos de sinergia y desarrollo inclusivos. La investigación se estructuró entonces de forma tal de responder las siguientes preguntas: • En primer lugar, ¿cuáles son las condiciones específicas que catalizan la microdensificación en los barrios pericentrales de Córdoba? • Siendo la microdensificación una respuesta a una situación particular dentro del sistema urbano, ¿Cuál es el grado de sostenibilidad y eficiencia que aporta a los barrios pericentrales (en particular) y a Córdoba (en general)? • Y tras haber identificado su impacto en la estructura urbana, su potencial transformador y organizativo, ¿puede el estudio de los procesos emergentes hacer un aporte conceptual e instrumental a los modelos locales de planeamiento urbano? Primeramente, un análisis documental reconstruyó la condición específica de los barrios pericentrales, y el escenario actual de Córdoba con respecto a la producción y acceso al hábitat urbano. Luego se infirió un escenario tendencial a corto y mediano plazo, que sirvió para definir distintos patrones de territorialización, incluyendo el patrón "formal" de los barrios pericentrales. Se continuó con el análisis específico de la microdensificación, proponiendo un escenario posible a mediano plazo donde el patrón de microdensificación ha sido plenamente desarrollado, transformando cuali y cuantitativamente el tejido espacio-funcional y socioeconómico. A partir de estos resultados, se realizó un análisis comparativo de los distintos patrones de desarrollo urbano de Córdoba en cuanto a su sostenibilidad y eficiencia. Se demostró que el patrón de microdensificación en los barrios pericentrales es mucho más sostenible y eficiente que los patrones formales existentes, y se abrió la discusión que se desarrolla en la última parte de esta tesis: El argumento desarrollado en esta investigación y los resultados que de él se desprenden tienen un carácter analítico y explicativo útil para el análisis de otros escenarios en el contexto urbano argentino y latinoamericano. En primer lugar, sobre preferir la revitalización progresiva frente a la renovación total o la creación de nuevo suelo urbano en la periferia; promover una ciudad compacta, diversa e inclusiva tanto social como funcionalmente; basada en la multiplicación y diversificación de los agentes productores de ciudad; que considera estos procesos, así como los mecanismos de empoderamiento, participación y gobernanza como instrumentos para lograr mayor sostenibilidad y eficiencia en el desarrollo urbano. Por otro lado, esta tesis puso en relevancia el rol de los procesos emergentes en un sistema urbano como mecanismo vital para generar esta revitalización. Finalmente, se discute el aporte del enfoque sistémico para comprender, explicar y proponer intervenciones a la disciplina. ; Córdoba ist die Hauptstadt der gleichnamigen Provinz im Nordosten Argentiniens. Sie ist der Mittelpunkt der zweitgrößten Metropolregion des Landes (bekannt unter der spanischen Abkürzung AMCBA) und ein wichtiges kulturelles und wirtschaftliches Zentrum des Landes. Derzeit scheint die Stadt durch zwei gegensätzlichen Prozesse geprägt, die zeitgleich von statten gehen: Einerseits die Erneuerung des Zentralbereichs und der Umgebung durch Hyperverdichtung, mit dem damit verbundenen Verlust des sozialen und architektonischen Erbes und dem Zusammenbruch der vorhandenen Infrastruktur-Netzwerke. Anderseits die Expansion der gebauten Stadt auf ländliche und industrielle Gebiete der städtischen Peripherie, was aufgrund einer abnehmenden Belegungsdichte immer mehr zu einer Verdünnung der Stadtstruktur führt. Darüber hinaus konzentriert sich der Wohnungsbau auf immer kleinere Gruppen und dies obwohl sich sowohl der Wohnungsbau beschleunigt als auch das Angebot an urbanen Wohnräumen erhöht: Während private Immobilienprojekte fast ausschließlich auf Bevölkerungsgruppen mit hohem Einkommen und Investoren, die nicht in der Stadt wohnen, ausgerichtet sind, sind die staatlichen Investitionen im sozialen Wohnungsbau ausschließlich für die Bevölkerungsgruppen mit den niedrigsten Einkommen bestimmt. Dadurch entsteht ein Defizit an Wohnangeboten für die Mittelschicht Córdobas, die fast 45% der Stadtbevölkerung ausmacht. Diese Schwerpunktsetzung ist auch bei lokalen Stadtforschern und Stadtplanern zu erkennen. Die aktuelle Situation der perizentralen Gebiete und Zwischenbereiche der Stadt sind weniger präsent, obgleich diese mehr als 30 % der urbanisierten Stadtfläche einnehmen und von der Mehrheit der Stadtbevölkerung bewohnt werden. Um diese Wissenslücke zu schließen, stehen die perizentralen Stadtviertel, die das Stadtzentrum umschließen, im Mittelpunkt dieser Arbeit. Sie sind ab 1940 als Erweiterungen der Vorstadt entstanden und etablierten sich im Laufe der 1960er Jahre als Wohngebiete mit einer geringen Bevölkerungsdichte, die heute von der Mittelschicht bewohnt werden und die höchste Umweltqualität und urbane Qualität der Stadt aufweisen. Die Gesetzgebung begrenzt dabei die Bebauung der Grundstücke auf Einfamilienhäusern, um die gewünschte geringe Bevölkerungsdichte beizubehalten. Man könnte die Untersuchung von bereits konsolidierten und stabilen urbanen Sektoren als sinnlos betrachten. Doch, wenn sie im Detail analysiert werden, zeigen sich komplexe demografische, räumliche und funktionale Transformationen, die von Interesse sind. Obwohl sich über die Jahre hinweg in diesen Stadtvierteln das bis zu diesem Moment angeblich "perfekteste" Wohnmodell materialisiert hat, nämlich ein Modell, welches "alle möglichen städtischen Wohnbedürfnisse erfüllt", leidet das soziale Gefüge und die bebaute Umwelt darunter. Das aktuelle Szenario zeigt, trotz des demografischen Wachstums von Cordoba und der Metropolregion AMCBA, einen konstanten Bevölkerungsrückgang in diesen Stadtvierteln: Junge Leute verlassen die Wohngegenden, während die zurückbleibende Bevölkerung altert und die Anzahl an verlassenen Gebäude stetig steigt. Für die auf dem Immobilienmarkt angebotenen Gebäude ist es schwierig, den Immobilienwert zu halten geschweige denn Käufer zu finden. Im Gegensatz zu anderen Bereichen der Stadt, die sich in einer ähnlichen Position befinden, sind diese Stadtviertel nicht im Fokus großer Immobilienaktivitäten. Dies widerspricht ihrer privilegierten Lage innerhalb der Stadtstruktur. 2 Diese Entwicklungen wurden lange Zeit übersehen. Zum einen da sie das Ergebnis von Prozessen sind, die wenig Auswirkungen auf die Stadt haben und zum anderen weil diese Prozesse in den heutigen lokalen städtischen Wohnmodellen nicht berücksichtigt werden, welche auf rationalistischen und deterministischen Theorien aus dem Anfang des 20. Jahrhunderts basieren und diese perizentralen Stadtviertel als städtisches Allheilmittel betrachten. Es ist unmöglich eine Hypothese abzuleiten, die aktuelle oder zukünftige Szenarios der perizentralen Stadtviertel in Córdoba unter diesen Rahmenbedingungen erklärt. Daher stellt diese Arbeit solche Modelle und ihre Fähigkeit, die Entwicklung der Stadt zu erklären oder in ihr effektiv zu arbeiten, in Frage und schlägt einen theoretischen Rahmen vor, der zum Verständnis, zur Erklärung und zur effektiven Umsetzung in der Stadt beitragen soll. Dies erfolgt auf Grundlage der Auseinandersetzung mit einem informellen Phänomen, welches deutlich (aber nicht ausschließlich) in diesen perizentralen Stadtvierteln erkennbar ist: die aufkommende Mikroverdichtung. Aufgrund der bereits genannten Unmöglichkeit, existierende Immobilien gewinnbringend auf den Markt zu bringen, suchen Eigentümer neue Wege, um ihr Wohneigentum aufzuwerten, ihren Kindern den Zugang zu einer Wohnung zu erleichtern oder ihre Ersparnisse sicher zu investieren und sich dadurch eine zusätzliche Einnahmequelle außerhalb des traditionellen Immobilienmarktes zu sichern. Aus diesem Grund erhöhen die Eigentümer die Anzahl der funktionalen Einheiten auf ihrem Grundstück, indem sie freie Fläche bebauen oder veraltete Konstruktionen renovieren. Das Stadtgefüge wird dabei durch diese Eingriffe nicht tiefgreifend verändert. Des Weiteren wird das Wohnraumangebot in diesen Stadtvierteln umfangreicher und verhindert nicht nur die Verdrängung der alten Bewohner, sondern zieht auch neue an. Auch werden dem ursprünglichen Wohngebiet zusätzliche nicht-residentielle Nutzungen hinzugefügt, die das Stadtgefüge bereichern. Letztendlich hat die Mikroverdichtung der perizentralen Nachbarschaften eine spezielle Eigenschaft, und zwar seinen emergenten / aufkommenden Zustand: Der Prozess erfolgt ohne allgemeine Planung (und auch außerhalb des rechtlichen Rahmens). Hauptakteure dieses Wandels sind die Eigentümer selbst, die ohne jegliche vorherige Absprachen agieren. Ob aus Notwendigkeit oder aus Opportunismus heraus, es handelt sich dabei um einen fragmentierten Prozess. Es beinhaltet eine Vielzahl individueller Aktionen, die als ein "Trend" oder "neu aufkommendes Muster" innerhalb der allgemeinen Organisation der perizentralen Stadtviertel zu begreifen sind und das Stadtgefüge auf subtile aber endgültige Art und Weise erneuern. Die vorliegende Arbeit stellt die Hypothese auf, dass die aufkommende Mikroverdichtung in diesen Stadtvierteln von Córdoba ein Revitalisierungsprozess ist, der das Potenzial des Stadtgefüges nachhaltiger und effizienter nutzt als das formell auferlegte Stadtentwicklungsmodell. Aufgrund des offenkundigen Gegensatzes zwischen dieser Hypothese und den aktuellen Rahmenbedingungen der lokalen Stadtentwicklung, ist es notwendig, einen theoretischen Rahmen zu schaffen, der die offensichtlichen Widersprüche auflöst und die Arbeitshypothese einrahmt. Diese These ordnet sich dem systemischen Ansatz der Komplexität zu, der analytischen Erforschung von komplexen Systemen. Dieser theoretische Rahmen ermöglicht, die aufkommenden Prozesse als integraler Bestandteil einer Stadt (ein "urbanes System"), seine Entwicklung im Laufe der Zeit, seine Komplexität und die Faktoren, von denen die urbane Nachhaltigkeit und Effizienz abhängen, zu erklären. Der systemische Ansatz begreift die Stadt als ein komplexes und dynamisches System in ständiger Entwicklung; ein System, das eher durch die Wechselbeziehungen zwischen seinen Komponenten und zwischen diesen und dem Kontext bestimmt wird, als durch den einzelnen Zustand jedes Elements. Die Qualität und Quantität dieser Interaktionen steht dabei an erster Stelle und definiert sogar den urbanen Zustand eines Ballungsgebietes. Urbanität ist nicht allein durch ihre Größe oder ihre Dichte gegeben, sondern ist gemäß der Synergie definiert, die durch eine Vielzahl an verschiedenen Interaktionen und Wech3 selwirkungen zwischen unterschiedlichen Akteuren produziert wird. Dieser Prozess heißt Synoikismos. Die Entfaltung der technologischen, sozialen und politischen Entwicklungen und Innovationen, die den städtischen Zustand charakterisieren, ist das inhärente Ergebnis dieser Interaktionen und eine direkte Funktion ihrer Intensität, Vielfalt und Redundanz, sowohl räumlich als auch zeitlich. Laut diesen Voraussetzungen ist ein nachhaltiges und effizientes Städtesystem eines, das durch die Maximierung der menschlichen und materiellen Ressourcen (und der Systembelastbarkeit entsprechend) mehrere unterschiedliche und dezentrale Austauschnetzwerke entwickelt, die inklusive Synergie- und Entwicklungsprozesse erzeugen. Dies bedeutet zum einen eine energieeffiziente Stadt, auch effizient im Konsum jeglicher Ressourcen und zum anderen eine kompakte Stadt, welche mehrere Begegnungen zwischen verschiedenen Akteuren ermöglicht, die Beteiligung an politischen Mechanismen und die intensive Nutzung des öffentlichen Raums, die Fußgängermobilität und eine funktionale und soziale Vielfalt in der Stadt fördert. Dies schließt auch Flexibilität und Anpassungsfähigkeit an Veränderungen durch Widerstands- oder Transformationsprozesse ein. Laut den lokalen Stadtentwicklungsmodellen, sind aufkommende und informelle Prozesse, wie die Mikroverdichtung, ein Zeichen der Krise im städtischen System: Anomalien, die durch die Entwicklung von schädlichen Prozessen im Konflikt mit dem Rest der Stadtstruktur entstanden sind. Konflikte, die sogar zum Zusammenbruch führen können. Laut dem theoretischen Ansatz dieser Arbeit jedoch, können diese Prozesse auch als Versuch des Systems verstanden werden, sich selbst zu regulieren und sich an neue Situationen anzupassen: Als Antwort auf ein ungelöstes Spannungsszenario; eine Art und Weise, in der das System sich selbst organisiert, um auf diese Spannung zu reagieren, indem ein neues Gleichgewicht gesucht wird. Die Arbeit strukturiert sich anhand von diesem theoretischen Rahmen, um die folgenden Fragen beantworten zu können: • Erstens, welche besonderen Rahmenbedingungen führen zu der aufkommenden Mikroverdichtung in den perizentralen Stadtvierteln in Córdoba? • Begreift man die Mikroverdichtung als Antwort auf eine bestimmte Situation innerhalb des städtischen Systems, stellt sich folgende zweite Frage: Welches Ausmaß an Nachhaltigkeit und Effizienz ermöglichen die Prozesse der Mikroverdichtung in den perizentralen Stadtvierteln im Speziellen und in Córdoba im Allgemeinen? • Nach der Identifizierung der Auswirkungen dieser Prozesse auf die Stadtstruktur, sowie des damit einhergehenden transformativen und organisatorischen Potenzials steht die dritte Frage im Raum: Kann die Erforschung von aufkommenden Prozessen dieser Art einen konzeptionellen und instrumentellen Beitrag zur lokalen Stadtplanung leisten? Um diesen Fragen nachzugehen wurde im weiteren Verlauf der Forschung eine Dokumentenanalyse durchgeführt, um den spezifischen Zustand der perizentralen Stadtviertel, der das Phänomen der aufkommenden Mikroverdichtung ermöglicht, zu rekonstruieren. Diese Analyse vollzog sich in zwei Schritten: Als Erstes wurden die perizentralen Stadtviertel und der Grund für ihr besonderes Urbanisierungsmuster historisch rekonstruiert und dadurch als (nahezu) monofunktionelle Wohnviertel mit einer geringen Bevölkerungsdichte identifiziert. Als Zweites wurde das aktuelle urbane Szenario Córdobas hinsichtlich der Produktion von und dem Zugang zu städtischem Habitat analysiert, um urbane, regionale und globale Variablen zu entwickeln, die die Entwicklungstrends der Stadt bestimmen. Dieses Vorgehen ermöglichte die Formulierung eines umfassendes Arguments, das alle Prozesse erklärt, die bisher als "gleichzeitig aber widersprüchlich" erfasst wurden. Darüber hinaus erklärt und prognostiziert dieses Argument die "undenkbare" Situation von perizentralen Stadtvierteln. Nach der Rekonstruktion des aktuellen Szenarios wurde ein kurzes und mittelfristiges (10 Jahren) Trendszenario des Phänomens abgeleitet. Dies diente dazu, die unterschiedlichen 4 Entwicklungsmuster in Córdoba zu vergleichen und deren Auswirkungen auf die Stadtstruktur zu bewerten. Im weiteren Verlauf der Arbeit wurde die Analyse der Mikroverdichtung hinsichtlich der Veränderungen im sozialen, funktionalen und räumlichen Stadtgefüge fortgeführt. Als Ergebnis wurde ein mögliches Zukunftsszenario vorgeschlagen, bei dem das Muster der Mikroverdichtung formalisiert und somit das räumlich-funktionale und sozioökonomische Gefüge der Stadtviertel transformiert wurde. Anschließend wurden das Potenzial und die Stärken (und Schwächen) gegenüber dem mittelfristigen Trendszenario von Córdoba und den perizentralen Stadtvierteln spezifiziert. Basierend auf diesen Ergebnissen wurden verschiedene Stadtentwicklungsmuster von Córdoba mithilfe der Variablen analysiert, die als strukturelle Bedingungen für Nachhaltigkeit und Effizienz definiert waren. Mit dem Ergebnis, dass die Nachhaltigkeit und die Effizienz der Mikroverdichtungsszenarien deutlich größer war als in den aktuellen Trendszenarien. Die vorliegende Analyse konnte somit die Hypothese dieser Arbeit belegen. Im letzten Abschnitt der Arbeit wurde der Diskussionsteil eröffnet. Die erste Diskussion befasste sich mit der Entwicklung, die eine progressive Revitalisierung fördert anstatt einer vollständigen Erneuerung des Stadtgefüges oder der Schaffung von neuem städtischem Land in der ruralen Peripherie der Stadt. Zudem fördert sie sowohl auf soziale, räumliche als auch funktionale Art und Weise eine kompakte, vielfältige und integrative Stadt. Diese Entwicklung beruht auf der Multiplikation und Diversifizierung der Akteure, die im Städtebau involviert sind, und betrachtet diese Prozesse, sowie die Ermächtigungs-, Beteiligungs- und Staatsführungsmechanismen als Instrumente zur Erlangung einer größeren Nachhaltigkeit und Effizienz in der Stadtentwicklung. Das bedeutet, eine Stadt, die in der Lage ist, kreativere Synergien zu schaffen und so zu sozialen, technologischen und wirtschaftlichen Vorteilen kommt. Des Weiteren betonte diese Arbeit die Rolle der aufkommenden Prozesse in einem städtischen System. Die aufkommende Mikroverdichtung hat wenig Einfluss auf die städtische Struktur von Córdoba. Jedoch ist es ein wichtiger Mechanismus, um die Verarmung und den Verlust von Ressourcen in perizentralen Bereichen und Zwischengebieten zu verhindern, d.h. um den partiellen Zusammenbruch der städtischen Struktur zu vermeiden und gleichzeitig Urbanität in Gebieten zu schaffen, die als bloße Wohnungsviertel charakterisiert sind. In der Stadtplanung ist es wichtig, auf aufkommende Prozesse in der Stadtentwicklung und auf die Erzeugung von Synergien Wert zu legen. Ihre Einbeziehung in die kritische Analyse beinhaltet die Entwicklung von Planungsinstrumenten, die nicht nur die Notwendigkeit der Dezentralisierung der Stadtentwicklung und der Entscheidungsfindung erkennen können, sondern die auch in der Lage sind, die Ungewissheit als Variable zu integrieren. Darüber hinaus müssen sie flexibel genug sein, um Veränderungen und die Notwendigkeit für Korrekturen und Anpassungen im Laufe der Zeit zu erkennen. Das Argument dieser Arbeit hat einen analytischen und erklärenden Charakter, der für die Analyse von anderen urbanen Szenarien in Argentinien und Lateinamerika nützlich ist. Dies ermöglicht die Verallgemeinerung sowohl der Ergebnisse als auch der theoretischen Annäherung an städtische Phänomene, basierend auf dem Stadt-Verständnis als komplexes, für ihre Umgebung offenes System, welches weit entfernt vom Gleichgewicht ist. Der größte Beitrag dieser Arbeit zur Urbanistik ist das Verständnis der Rolle der aufkommenden Phänomene und die Analyse der Widersprüche und Spannungen innerhalb der traditionellen lokalen Stadtmodelle, die auch Ausgrenzungen und Ungerechtigkeit im Zugang zu Stadt hervorhebt. Die Rolle des Staates und des Immobilienmarktes in der Stadtentwicklung von Cordoba wurde denaturiert und eine dialektische Artikulation der Logik des territorialen Lebensraumes in der Stadt, die sowohl Produktions- und Zugangsstrategien als auch die scheinbaren Widersprüche in der Stadtentwicklung der lateinamerikanischen mittelgroßen Städten erklärt, wurde vorgeschlagen. ; Córdoba is the capital of the province of Córdoba, in Argentina. It is also the principal city of the second-most populous metropolitan area of the country, the Greater Córdoba Metropolitan Area (AMCBA according to its acronym in Spanish), with strengths in business, automotive industry, culture, education, and research. Currently, the city seems to develop in two simultaneous and opposing processes: On the one hand, renovation by densification of the central area and its extensions, with losses of social and built heritage, and the collapse of infrastructure networks that this entails. On the other hand, extension of the urbanized area over rural and industrial periphery, with dwindling occupancy densities that dilute the urban structure more and more in the territory. Besides that, although housing production accelerates -increasing its supply-, it is concentrated in ever smaller groups: while real estate projects are targeted almost exclusively at high-income sectors and investors who do not live in the city, State investment in social housing is allocated exclusively to lower income sectors. This situation produces a deficit in proposals aimed at the so-called "middle class", even though it makes up of almost 45% of the city´s population. In addition, these processes concentrate the interest of the greater part of both local academics and urban planners. This situation produces a knowledge gap in the current situation of Córdoba´s pericentral and intermediate areas, which occupy more than 30% of the city´s urbanized land (and where the majority of this city´s inhabitants reside). It is there where this thesis´ case study is located: the pericentral districts that surround the central area. They originated as suburban extensions around 1940, and consolidated as middle-class/low-density residential neighborhoods before 1970. Today, they occupy some of the best environmental and urban quality areas of the city. Even land-use regulation specifically limits occupancy to single-family dwellings on individual plots to maintain the desired low-density residential neighborhood pattern. We can discuss the futility of studying urban sectors considered already consolidated and stable; however, when analyzed in detail, pericentral areas show complex demographic, spatial, and functional transformations that contradict this characterization: Despite the fact that these neighborhoods materializes the supposedly "most perfect" residential model known until now, a model "that solves each and every one of the urban-life needs", its social and built fabric resents. The current scenario shows a constant population-shrinking process, in spite of the demographic growth of both Córdoba and the AMCBA. Young people leaves these neighborhoods, while the remaining population ages. Abandoned buildings constantly increase; the ones offered in the real estate market have difficulties to find buyers, or even to maintain their price, which contradicts its privileged status within the city. At the same time -and unlike areas in a similar position- these neighborhoods are not the object of major real estate investments. Local academics and urban planners overlook this situation, in part because it is the result of processes with relative less impact in the city, and in part because these processes are not covered by current local urban models -based on the rationalist and deterministic urban theory of early 20th century-, which conceptualize suburban neigh6 borhoods as an urban panacea. It is impossible to deduce a hypothesis that explains the current nor the trend scenario of pericentral neighborhoods of Córdoba in terms of that framework. Therefore, this thesis discussed those theoretical models, and its capacity to explain Córdoba´s development. It proposed a theoretical framework that allowed understanding, explaining, and operating effectively in the city. It did so based on the discussion of an informal phenomenon unfailingly (but not exclusively) detected in pericentral neighborhoods: the emergent micro-densification. Given the impossibility of advantageously placing their properties in the housing market -due to factors such as land-use restrictions, and specific conditions of the local real estate market-, the landowners seek new ways to valorize their properties, facilitate access to housing for their children, or profitably invest their savings, obtaining an additional income outside the "traditional" real estate market. They increase the number of functional units in their plots, occupying the vacant building area or refurbishing obsolete constructions, while maintaining the intervention scale in relation to the existing urban fabric. These neighborhoods´ housing supply diversifies; and it not only prevents the expulsion of population, but it also attracts new inhabitants. In addition, in an originally residential fabric, it incorporates non-residential activities that enrich the urban fabric. Finally, micro-densification in pericentral neighborhoods presents a differential quality: its "emergent" condition. The process carries out without general planning (and of course outside the legal framework); inhabitants/landowners decide to do so, without any prior agreement. It is an atomized and fragmented process, result of necessity or opportunism. It is the sum of individual actions reconstructed as a "trend", or an "emerging pattern" within the general organization of pericentral neighborhoods, revitalizing the urban fabric in a subtle but definitive way. This research hypothesized that emergent micro-densification in these neighborhoods is a process of revitalization that harnesses the potential of their urban fabric; it does so in a more sustainable and efficient way than the current urban development patterns. Faced with the manifest opposition between this hypothesis and the current local urFaced with the manifest opposition between this hypothesis and the current local urban development framework, it was necessary to construct a theoretical framework able to solve the apparent contradictions detected -that the latter cannot explain-, and frame the working hypothesis. Therefore, this thesis is framed under the systemic complexity approach, that is, the analytical study of complex systems. This theoretical framework has the capacity to explain emergent processes as integral part of a city, its development over time, its complexity, and the factors on which urban sustainability and efficiency depend. The systemic approach understands the city as a complex and dynamic system, in constant development; a system determined more by interrelationships between its components, and between those components and the context, than by the individual conditions of each component. The quality and quantity of these interactions is paramount, to the point of defining the urban condition of a human agglomeration in the territory: urbanity is not given merely by the size or density of a human agglomeration; it is defined in terms of the synergy produced by a large number of different interactions between different agents; a process called synekism. The generation of innovation, and technological/social/political development that characterize the urban condition is an inherent result of these interactions, and a direct function of the intensity, diversity, and redundancy of them in the territory, over time. 7 A sustainable and efficient urban system will be one that, by maximizing material and human resources (and according to the system´s load capacity), develops decentralized, multi-exchange networks; one capable of generating synergy and inclusive development. This implies an energy efficient city, but also efficient in the consumption of any type of resources; a compact city, which prioritizes participatory political mechanisms and intensive use of public spaces, but also pedestrian mobility, and functional and social diversity. It also implies flexibility and adaptability in the face of changes, through processes of resilience or transformation. According to local urban development models, emergent and informal processes such as micro-densification are a sign of crisis within the urban system: anomalies due to the development of harmful processes, in conflict with the rest of the urban structure; conflicts that may even lead to the city´s collapse. But according to the theoretical approach proposed in this thesis, these processes can also be identified as an attempt by the system to self-regulate and adapt to new situations: as a response to a scenario of tension; a way in which the system self-organizes, and responds to that tension seeking a new equilibrium. The research is then structured in order to answer the following questions: • First, what are the specific conditions that catalyze micro-densification in the pericentral neighborhoods of Córdoba? • Second, since micro-densification is a response to a particular situation within the urban system, what is the degree of sustainability and efficiency that transformations through micro-densification provides to pericentral neighborhoods (in particular) and to Córdoba (in general)? • Finally, having identified the impact of such processes on the urban structure, and its transformative and organizational potential, can the study of emergent processes make a conceptual or instrumental contribution to local urban planning? The research continued with a document analysis that reconstructs the specific condition of pericentral neighborhoods of Córdoba -which catalyzes the phenomenon of emergent micro-densification-. This stage developed in two parts: In the first place, we historically reconstruct pericentral neighborhoods of Córdoba, and the reasons for their urbanization pattern, which consolidates them as residential, (virtually) mono-functional, low-density, middle-class neighborhoods. Secondly, we analyzed Córdoba´s current scenario -with respect to the production and access to urban habitat- establishing urban, regional, and global variables that determine the city´s current development trends. This analysis allowed us to develop a comprehensive argument that explains all the processes that until now were conceptualized as "simultaneous but contradictory". It also explains and predicts the "unthinkable" situation of pericentral neighborhoods. After reconstructing the current scenario and defining different development patterns in Córdoba (including the "formal" pericentral neighborhoods´ pattern), we inferred a trend scenario in the short and medium term (10 years). We continued analyzing the micro-densification phenomenon, in terms of its social, functional, and spatial urban fabric transformations. As a result, a possible future scenario was proposed in which the micro-densification pattern has been formalized, transforming qualitatively and quantitatively the spatial-functional and socio-economic fabric. We specified their potential and strengths (as well as their weaknesses), against the future trend scenario of Córdoba and the pericentral neighborhoods. 8 Based on these results, we analyzed the different urban development patterns in Córdoba according to the variables defined as structural conditions of sustainability and efficiency: The sustainability and efficiency of the micro-densification scenario are much greater than those of the current trends scenario. Therefore, we verified the working hypothesis, and opened the discussion of this thesis. A first line of discussion dealt with development that fosters progressive revitalization, instead of complete renewal of urban fabric, or creation of new urban land on city´s rural periphery. Development that promotes a compact, diverse, and inclusive city, both socially, spatially and functionally; based on the multiplication and diversification of city-building agents. Development that considers these processes, as well as the mechanisms of empowerment, participation, and governance as instruments to achieve greater sustainability and efficiency in urban development. A city capable of generating more creative synergy, which translates into social, technological, and economic benefits. We denatured both the role of the State and the real estate market in the urban development of Córdoba; we proposed a dialectical articulation of different logics of urban development, explaining both the production and access strategies to habitat, and the apparent contradictions in urban development of Latin American middle cities. This thesis´ argument has an analytical and explanatory character, useful for analyzing other urban systems in Argentina and Latin America. It allows the generalization of both the results and the theoretical approach to urban phenomena, understanding the city as a complex system open to its surroundings and far from equilibrium. On the other hand, this thesis emphasized the role of emergent processes in an urban system. So far, emergent micro-densification has little impact on Córdoba´s urban structure. However, it is a vital mechanism to prevent pauperization and loss of resources in pericentral and intermediate urban areas -that is to say, to avoid the partial collapse of the urban structure-, while generating urbanity in areas characterized as mere residential fragments. It is essential to give importance in urban development and in generation of synergy to emergent processes. Incorporating them into critical analysis and diagnosis involves developing planning tools capable not only of recognizing the need to decentralize urban development and sharing decision-making, but also capable of incorporating uncertainty as a variable. In addition, they must be flexible enough to detect changes and the need for adjustment and adaptation over time. This thesis makes its greatest contribution to urban studies by helping to understand the role of emergent phenomena, highlighting contradictions and tensions within the traditional local urban models, and exclusions and inequities driven by those models.
Córdoba es la segunda ciudad más poblada de la Argentina, y posee el ejido municipal más extenso del país, siendo un importante centro industrial y de servicios del centro del país. Es además la cabecera de la segunda región metropolitana argentina, el Área Metropolitana de Córdoba (AMCBA). Si bien el desarrollo de sus áreas centrales y periurbanas es un tema bastante desarrollado académicamente, actualmente hay un vacío de conocimiento en la situación actual de las áreas pericentrales e intermedias de esta ciudad -aun cuando ocupan más del 30% del área urbanizada y donde habita la mayor parte de su población-. Es en estas áreas donde se ubica el objeto de estudio de esta tesis: los barrios pericentrales que forman un anillo alrededor del área central. Originados como extensiones suburbanas alrededor de 1940, y consolidados como barrios residenciales de clase media y media alta de baja densidad antes de 1970, ocupan lo que son hoy algunas de las áreas con mejor calidad ambiental y urbana de la ciudad. Los barrios pericentrales son considerados generalmente consolidados y estables; sin embargo, analizados en detalle, muestran complejas transformaciones: un vaciamiento poblacional constante, a pesar del crecimiento demográfico en general de Córdoba y el AMCBA; aumento de inmuebles abandonados; y a diferencia de sectores en una similar posición, no son objeto de grandes inversiones inmobiliarias de renovación urbana. Esta situación es invisibilizada, en parte por ser resultado de procesos con poco impacto relativo en la ciudad, y en parte porque estos procesos no están contemplados por los modelos urbanos locales vigentes –basados en la teoría racionalista y determinista de principios del siglo XX-, que conceptualizan a los barrios pericentrales como una "panacea urbana". Esta tesis puso en disputa estos modelos, partiendo de la discusión sobre un fenómeno informal detectado indefectiblemente (aunque no exclusivamente) en estos barrios pericentrales: la microdensificación emergente. La imposibilidad de colocar los inmuebles existentes en el mercado hace que los propietarios busquen nuevas formas de valorizar sus propiedades, de facilitar el acceso a la vivienda a sus hijos o de invertir sus ahorros de forma segura, obteniendo una fuente adicional de ingresos: en cada parcela edificada se aumenta la cantidad de unidades funcionales, aprovechando la superficie construible vacante o refuncionalizando las construcciones obsoletas, aunque manteniendo el grano y la escala de intervención respecto al tejido existente. La oferta de hábitat en estos barrios se diversifica, y no sólo evita la expulsión de población, sino que también atrae a nuevos habitantes. Además, en un tejido originalmente sólo residencial, incorpora actividades de comercio y servicios que enriquecen el tejido funcional. El proceso se realiza sin planificación general (y por supuesto fuera del marco legal): es la suma de acciones individuales que se reconstruyen como una "tendencia" o "patrón emergente", revitalizando el tejido urbano de forma sutil pero definitiva. Se planteó como hipótesis que la microdensificación emergente es un proceso de revitalización que aprovecha el potencial del tejido de estos barrios de forma más sostenible y eficiente que el modelo impuesto formalmente. 10 La tesis se encuadró bajo el enfoque sistémico de la complejidad. Este enfoque entiende a la ciudad como un sistema complejo y dinámico, en desarrollo constante; determinado más por las interrelaciones entre sus componentes y entre esos componentes y el contexto, que por las condiciones de cada elemento individualmente. La calidad y cantidad de estas interacciones es primordial, al punto de definir la condición urbana de una aglomeración. Según estas premisas, un sistema urbano sostenible y eficiente será aquel que, maximizando recursos materiales y humanos (y de acuerdo a la capacidad de carga del sistema) desarrolle de redes de intercambio múltiples, diversas y descentralizadas, que generen procesos de sinergia y desarrollo inclusivos. La investigación se estructuró entonces de forma tal de responder las siguientes preguntas: • En primer lugar, ¿cuáles son las condiciones específicas que catalizan la microdensificación en los barrios pericentrales de Córdoba? • Siendo la microdensificación una respuesta a una situación particular dentro del sistema urbano, ¿Cuál es el grado de sostenibilidad y eficiencia que aporta a los barrios pericentrales (en particular) y a Córdoba (en general)? • Y tras haber identificado su impacto en la estructura urbana, su potencial transformador y organizativo, ¿puede el estudio de los procesos emergentes hacer un aporte conceptual e instrumental a los modelos locales de planeamiento urbano? Primeramente, un análisis documental reconstruyó la condición específica de los barrios pericentrales, y el escenario actual de Córdoba con respecto a la producción y acceso al hábitat urbano. Luego se infirió un escenario tendencial a corto y mediano plazo, que sirvió para definir distintos patrones de territorialización, incluyendo el patrón "formal" de los barrios pericentrales. Se continuó con el análisis específico de la microdensificación, proponiendo un escenario posible a mediano plazo donde el patrón de microdensificación ha sido plenamente desarrollado, transformando cuali y cuantitativamente el tejido espacio-funcional y socioeconómico. A partir de estos resultados, se realizó un análisis comparativo de los distintos patrones de desarrollo urbano de Córdoba en cuanto a su sostenibilidad y eficiencia. Se demostró que el patrón de microdensificación en los barrios pericentrales es mucho más sostenible y eficiente que los patrones formales existentes, y se abrió la discusión que se desarrolla en la última parte de esta tesis: El argumento desarrollado en esta investigación y los resultados que de él se desprenden tienen un carácter analítico y explicativo útil para el análisis de otros escenarios en el contexto urbano argentino y latinoamericano. En primer lugar, sobre preferir la revitalización progresiva frente a la renovación total o la creación de nuevo suelo urbano en la periferia; promover una ciudad compacta, diversa e inclusiva tanto social como funcionalmente; basada en la multiplicación y diversificación de los agentes productores de ciudad; que considera estos procesos, así como los mecanismos de empoderamiento, participación y gobernanza como instrumentos para lograr mayor sostenibilidad y eficiencia en el desarrollo urbano. Por otro lado, esta tesis puso en relevancia el rol de los procesos emergentes en un sistema urbano como mecanismo vital para generar esta revitalización. Finalmente, se discute el aporte del enfoque sistémico para comprender, explicar y proponer intervenciones a la disciplina. ; Córdoba ist die Hauptstadt der gleichnamigen Provinz im Nordosten Argentiniens. Sie ist der Mittelpunkt der zweitgrößten Metropolregion des Landes (bekannt unter der spanischen Abkürzung AMCBA) und ein wichtiges kulturelles und wirtschaftliches Zentrum des Landes. Derzeit scheint die Stadt durch zwei gegensätzlichen Prozesse geprägt, die zeitgleich von statten gehen: Einerseits die Erneuerung des Zentralbereichs und der Umgebung durch Hyperverdichtung, mit dem damit verbundenen Verlust des sozialen und architektonischen Erbes und dem Zusammenbruch der vorhandenen Infrastruktur-Netzwerke. Anderseits die Expansion der gebauten Stadt auf ländliche und industrielle Gebiete der städtischen Peripherie, was aufgrund einer abnehmenden Belegungsdichte immer mehr zu einer Verdünnung der Stadtstruktur führt. Darüber hinaus konzentriert sich der Wohnungsbau auf immer kleinere Gruppen und dies obwohl sich sowohl der Wohnungsbau beschleunigt als auch das Angebot an urbanen Wohnräumen erhöht: Während private Immobilienprojekte fast ausschließlich auf Bevölkerungsgruppen mit hohem Einkommen und Investoren, die nicht in der Stadt wohnen, ausgerichtet sind, sind die staatlichen Investitionen im sozialen Wohnungsbau ausschließlich für die Bevölkerungsgruppen mit den niedrigsten Einkommen bestimmt. Dadurch entsteht ein Defizit an Wohnangeboten für die Mittelschicht Córdobas, die fast 45% der Stadtbevölkerung ausmacht. Diese Schwerpunktsetzung ist auch bei lokalen Stadtforschern und Stadtplanern zu erkennen. Die aktuelle Situation der perizentralen Gebiete und Zwischenbereiche der Stadt sind weniger präsent, obgleich diese mehr als 30 % der urbanisierten Stadtfläche einnehmen und von der Mehrheit der Stadtbevölkerung bewohnt werden. Um diese Wissenslücke zu schließen, stehen die perizentralen Stadtviertel, die das Stadtzentrum umschließen, im Mittelpunkt dieser Arbeit. Sie sind ab 1940 als Erweiterungen der Vorstadt entstanden und etablierten sich im Laufe der 1960er Jahre als Wohngebiete mit einer geringen Bevölkerungsdichte, die heute von der Mittelschicht bewohnt werden und die höchste Umweltqualität und urbane Qualität der Stadt aufweisen. Die Gesetzgebung begrenzt dabei die Bebauung der Grundstücke auf Einfamilienhäusern, um die gewünschte geringe Bevölkerungsdichte beizubehalten. Man könnte die Untersuchung von bereits konsolidierten und stabilen urbanen Sektoren als sinnlos betrachten. Doch, wenn sie im Detail analysiert werden, zeigen sich komplexe demografische, räumliche und funktionale Transformationen, die von Interesse sind. Obwohl sich über die Jahre hinweg in diesen Stadtvierteln das bis zu diesem Moment angeblich "perfekteste" Wohnmodell materialisiert hat, nämlich ein Modell, welches "alle möglichen städtischen Wohnbedürfnisse erfüllt", leidet das soziale Gefüge und die bebaute Umwelt darunter. Das aktuelle Szenario zeigt, trotz des demografischen Wachstums von Cordoba und der Metropolregion AMCBA, einen konstanten Bevölkerungsrückgang in diesen Stadtvierteln: Junge Leute verlassen die Wohngegenden, während die zurückbleibende Bevölkerung altert und die Anzahl an verlassenen Gebäude stetig steigt. Für die auf dem Immobilienmarkt angebotenen Gebäude ist es schwierig, den Immobilienwert zu halten geschweige denn Käufer zu finden. Im Gegensatz zu anderen Bereichen der Stadt, die sich in einer ähnlichen Position befinden, sind diese Stadtviertel nicht im Fokus großer Immobilienaktivitäten. Dies widerspricht ihrer privilegierten Lage innerhalb der Stadtstruktur. 2 Diese Entwicklungen wurden lange Zeit übersehen. Zum einen da sie das Ergebnis von Prozessen sind, die wenig Auswirkungen auf die Stadt haben und zum anderen weil diese Prozesse in den heutigen lokalen städtischen Wohnmodellen nicht berücksichtigt werden, welche auf rationalistischen und deterministischen Theorien aus dem Anfang des 20. Jahrhunderts basieren und diese perizentralen Stadtviertel als städtisches Allheilmittel betrachten. Es ist unmöglich eine Hypothese abzuleiten, die aktuelle oder zukünftige Szenarios der perizentralen Stadtviertel in Córdoba unter diesen Rahmenbedingungen erklärt. Daher stellt diese Arbeit solche Modelle und ihre Fähigkeit, die Entwicklung der Stadt zu erklären oder in ihr effektiv zu arbeiten, in Frage und schlägt einen theoretischen Rahmen vor, der zum Verständnis, zur Erklärung und zur effektiven Umsetzung in der Stadt beitragen soll. Dies erfolgt auf Grundlage der Auseinandersetzung mit einem informellen Phänomen, welches deutlich (aber nicht ausschließlich) in diesen perizentralen Stadtvierteln erkennbar ist: die aufkommende Mikroverdichtung. Aufgrund der bereits genannten Unmöglichkeit, existierende Immobilien gewinnbringend auf den Markt zu bringen, suchen Eigentümer neue Wege, um ihr Wohneigentum aufzuwerten, ihren Kindern den Zugang zu einer Wohnung zu erleichtern oder ihre Ersparnisse sicher zu investieren und sich dadurch eine zusätzliche Einnahmequelle außerhalb des traditionellen Immobilienmarktes zu sichern. Aus diesem Grund erhöhen die Eigentümer die Anzahl der funktionalen Einheiten auf ihrem Grundstück, indem sie freie Fläche bebauen oder veraltete Konstruktionen renovieren. Das Stadtgefüge wird dabei durch diese Eingriffe nicht tiefgreifend verändert. Des Weiteren wird das Wohnraumangebot in diesen Stadtvierteln umfangreicher und verhindert nicht nur die Verdrängung der alten Bewohner, sondern zieht auch neue an. Auch werden dem ursprünglichen Wohngebiet zusätzliche nicht-residentielle Nutzungen hinzugefügt, die das Stadtgefüge bereichern. Letztendlich hat die Mikroverdichtung der perizentralen Nachbarschaften eine spezielle Eigenschaft, und zwar seinen emergenten / aufkommenden Zustand: Der Prozess erfolgt ohne allgemeine Planung (und auch außerhalb des rechtlichen Rahmens). Hauptakteure dieses Wandels sind die Eigentümer selbst, die ohne jegliche vorherige Absprachen agieren. Ob aus Notwendigkeit oder aus Opportunismus heraus, es handelt sich dabei um einen fragmentierten Prozess. Es beinhaltet eine Vielzahl individueller Aktionen, die als ein "Trend" oder "neu aufkommendes Muster" innerhalb der allgemeinen Organisation der perizentralen Stadtviertel zu begreifen sind und das Stadtgefüge auf subtile aber endgültige Art und Weise erneuern. Die vorliegende Arbeit stellt die Hypothese auf, dass die aufkommende Mikroverdichtung in diesen Stadtvierteln von Córdoba ein Revitalisierungsprozess ist, der das Potenzial des Stadtgefüges nachhaltiger und effizienter nutzt als das formell auferlegte Stadtentwicklungsmodell. Aufgrund des offenkundigen Gegensatzes zwischen dieser Hypothese und den aktuellen Rahmenbedingungen der lokalen Stadtentwicklung, ist es notwendig, einen theoretischen Rahmen zu schaffen, der die offensichtlichen Widersprüche auflöst und die Arbeitshypothese einrahmt. Diese These ordnet sich dem systemischen Ansatz der Komplexität zu, der analytischen Erforschung von komplexen Systemen. Dieser theoretische Rahmen ermöglicht, die aufkommenden Prozesse als integraler Bestandteil einer Stadt (ein "urbanes System"), seine Entwicklung im Laufe der Zeit, seine Komplexität und die Faktoren, von denen die urbane Nachhaltigkeit und Effizienz abhängen, zu erklären. Der systemische Ansatz begreift die Stadt als ein komplexes und dynamisches System in ständiger Entwicklung; ein System, das eher durch die Wechselbeziehungen zwischen seinen Komponenten und zwischen diesen und dem Kontext bestimmt wird, als durch den einzelnen Zustand jedes Elements. Die Qualität und Quantität dieser Interaktionen steht dabei an erster Stelle und definiert sogar den urbanen Zustand eines Ballungsgebietes. Urbanität ist nicht allein durch ihre Größe oder ihre Dichte gegeben, sondern ist gemäß der Synergie definiert, die durch eine Vielzahl an verschiedenen Interaktionen und Wech3 selwirkungen zwischen unterschiedlichen Akteuren produziert wird. Dieser Prozess heißt Synoikismos. Die Entfaltung der technologischen, sozialen und politischen Entwicklungen und Innovationen, die den städtischen Zustand charakterisieren, ist das inhärente Ergebnis dieser Interaktionen und eine direkte Funktion ihrer Intensität, Vielfalt und Redundanz, sowohl räumlich als auch zeitlich. Laut diesen Voraussetzungen ist ein nachhaltiges und effizientes Städtesystem eines, das durch die Maximierung der menschlichen und materiellen Ressourcen (und der Systembelastbarkeit entsprechend) mehrere unterschiedliche und dezentrale Austauschnetzwerke entwickelt, die inklusive Synergie- und Entwicklungsprozesse erzeugen. Dies bedeutet zum einen eine energieeffiziente Stadt, auch effizient im Konsum jeglicher Ressourcen und zum anderen eine kompakte Stadt, welche mehrere Begegnungen zwischen verschiedenen Akteuren ermöglicht, die Beteiligung an politischen Mechanismen und die intensive Nutzung des öffentlichen Raums, die Fußgängermobilität und eine funktionale und soziale Vielfalt in der Stadt fördert. Dies schließt auch Flexibilität und Anpassungsfähigkeit an Veränderungen durch Widerstands- oder Transformationsprozesse ein. Laut den lokalen Stadtentwicklungsmodellen, sind aufkommende und informelle Prozesse, wie die Mikroverdichtung, ein Zeichen der Krise im städtischen System: Anomalien, die durch die Entwicklung von schädlichen Prozessen im Konflikt mit dem Rest der Stadtstruktur entstanden sind. Konflikte, die sogar zum Zusammenbruch führen können. Laut dem theoretischen Ansatz dieser Arbeit jedoch, können diese Prozesse auch als Versuch des Systems verstanden werden, sich selbst zu regulieren und sich an neue Situationen anzupassen: Als Antwort auf ein ungelöstes Spannungsszenario; eine Art und Weise, in der das System sich selbst organisiert, um auf diese Spannung zu reagieren, indem ein neues Gleichgewicht gesucht wird. Die Arbeit strukturiert sich anhand von diesem theoretischen Rahmen, um die folgenden Fragen beantworten zu können: • Erstens, welche besonderen Rahmenbedingungen führen zu der aufkommenden Mikroverdichtung in den perizentralen Stadtvierteln in Córdoba? • Begreift man die Mikroverdichtung als Antwort auf eine bestimmte Situation innerhalb des städtischen Systems, stellt sich folgende zweite Frage: Welches Ausmaß an Nachhaltigkeit und Effizienz ermöglichen die Prozesse der Mikroverdichtung in den perizentralen Stadtvierteln im Speziellen und in Córdoba im Allgemeinen? • Nach der Identifizierung der Auswirkungen dieser Prozesse auf die Stadtstruktur, sowie des damit einhergehenden transformativen und organisatorischen Potenzials steht die dritte Frage im Raum: Kann die Erforschung von aufkommenden Prozessen dieser Art einen konzeptionellen und instrumentellen Beitrag zur lokalen Stadtplanung leisten? Um diesen Fragen nachzugehen wurde im weiteren Verlauf der Forschung eine Dokumentenanalyse durchgeführt, um den spezifischen Zustand der perizentralen Stadtviertel, der das Phänomen der aufkommenden Mikroverdichtung ermöglicht, zu rekonstruieren. Diese Analyse vollzog sich in zwei Schritten: Als Erstes wurden die perizentralen Stadtviertel und der Grund für ihr besonderes Urbanisierungsmuster historisch rekonstruiert und dadurch als (nahezu) monofunktionelle Wohnviertel mit einer geringen Bevölkerungsdichte identifiziert. Als Zweites wurde das aktuelle urbane Szenario Córdobas hinsichtlich der Produktion von und dem Zugang zu städtischem Habitat analysiert, um urbane, regionale und globale Variablen zu entwickeln, die die Entwicklungstrends der Stadt bestimmen. Dieses Vorgehen ermöglichte die Formulierung eines umfassendes Arguments, das alle Prozesse erklärt, die bisher als "gleichzeitig aber widersprüchlich" erfasst wurden. Darüber hinaus erklärt und prognostiziert dieses Argument die "undenkbare" Situation von perizentralen Stadtvierteln. Nach der Rekonstruktion des aktuellen Szenarios wurde ein kurzes und mittelfristiges (10 Jahren) Trendszenario des Phänomens abgeleitet. Dies diente dazu, die unterschiedlichen 4 Entwicklungsmuster in Córdoba zu vergleichen und deren Auswirkungen auf die Stadtstruktur zu bewerten. Im weiteren Verlauf der Arbeit wurde die Analyse der Mikroverdichtung hinsichtlich der Veränderungen im sozialen, funktionalen und räumlichen Stadtgefüge fortgeführt. Als Ergebnis wurde ein mögliches Zukunftsszenario vorgeschlagen, bei dem das Muster der Mikroverdichtung formalisiert und somit das räumlich-funktionale und sozioökonomische Gefüge der Stadtviertel transformiert wurde. Anschließend wurden das Potenzial und die Stärken (und Schwächen) gegenüber dem mittelfristigen Trendszenario von Córdoba und den perizentralen Stadtvierteln spezifiziert. Basierend auf diesen Ergebnissen wurden verschiedene Stadtentwicklungsmuster von Córdoba mithilfe der Variablen analysiert, die als strukturelle Bedingungen für Nachhaltigkeit und Effizienz definiert waren. Mit dem Ergebnis, dass die Nachhaltigkeit und die Effizienz der Mikroverdichtungsszenarien deutlich größer war als in den aktuellen Trendszenarien. Die vorliegende Analyse konnte somit die Hypothese dieser Arbeit belegen. Im letzten Abschnitt der Arbeit wurde der Diskussionsteil eröffnet. Die erste Diskussion befasste sich mit der Entwicklung, die eine progressive Revitalisierung fördert anstatt einer vollständigen Erneuerung des Stadtgefüges oder der Schaffung von neuem städtischem Land in der ruralen Peripherie der Stadt. Zudem fördert sie sowohl auf soziale, räumliche als auch funktionale Art und Weise eine kompakte, vielfältige und integrative Stadt. Diese Entwicklung beruht auf der Multiplikation und Diversifizierung der Akteure, die im Städtebau involviert sind, und betrachtet diese Prozesse, sowie die Ermächtigungs-, Beteiligungs- und Staatsführungsmechanismen als Instrumente zur Erlangung einer größeren Nachhaltigkeit und Effizienz in der Stadtentwicklung. Das bedeutet, eine Stadt, die in der Lage ist, kreativere Synergien zu schaffen und so zu sozialen, technologischen und wirtschaftlichen Vorteilen kommt. Des Weiteren betonte diese Arbeit die Rolle der aufkommenden Prozesse in einem städtischen System. Die aufkommende Mikroverdichtung hat wenig Einfluss auf die städtische Struktur von Córdoba. Jedoch ist es ein wichtiger Mechanismus, um die Verarmung und den Verlust von Ressourcen in perizentralen Bereichen und Zwischengebieten zu verhindern, d.h. um den partiellen Zusammenbruch der städtischen Struktur zu vermeiden und gleichzeitig Urbanität in Gebieten zu schaffen, die als bloße Wohnungsviertel charakterisiert sind. In der Stadtplanung ist es wichtig, auf aufkommende Prozesse in der Stadtentwicklung und auf die Erzeugung von Synergien Wert zu legen. Ihre Einbeziehung in die kritische Analyse beinhaltet die Entwicklung von Planungsinstrumenten, die nicht nur die Notwendigkeit der Dezentralisierung der Stadtentwicklung und der Entscheidungsfindung erkennen können, sondern die auch in der Lage sind, die Ungewissheit als Variable zu integrieren. Darüber hinaus müssen sie flexibel genug sein, um Veränderungen und die Notwendigkeit für Korrekturen und Anpassungen im Laufe der Zeit zu erkennen. Das Argument dieser Arbeit hat einen analytischen und erklärenden Charakter, der für die Analyse von anderen urbanen Szenarien in Argentinien und Lateinamerika nützlich ist. Dies ermöglicht die Verallgemeinerung sowohl der Ergebnisse als auch der theoretischen Annäherung an städtische Phänomene, basierend auf dem Stadt-Verständnis als komplexes, für ihre Umgebung offenes System, welches weit entfernt vom Gleichgewicht ist. Der größte Beitrag dieser Arbeit zur Urbanistik ist das Verständnis der Rolle der aufkommenden Phänomene und die Analyse der Widersprüche und Spannungen innerhalb der traditionellen lokalen Stadtmodelle, die auch Ausgrenzungen und Ungerechtigkeit im Zugang zu Stadt hervorhebt. Die Rolle des Staates und des Immobilienmarktes in der Stadtentwicklung von Cordoba wurde denaturiert und eine dialektische Artikulation der Logik des territorialen Lebensraumes in der Stadt, die sowohl Produktions- und Zugangsstrategien als auch die scheinbaren Widersprüche in der Stadtentwicklung der lateinamerikanischen mittelgroßen Städten erklärt, wurde vorgeschlagen. ; Córdoba is the capital of the province of Córdoba, in Argentina. It is also the principal city of the second-most populous metropolitan area of the country, the Greater Córdoba Metropolitan Area (AMCBA according to its acronym in Spanish), with strengths in business, automotive industry, culture, education, and research. Currently, the city seems to develop in two simultaneous and opposing processes: On the one hand, renovation by densification of the central area and its extensions, with losses of social and built heritage, and the collapse of infrastructure networks that this entails. On the other hand, extension of the urbanized area over rural and industrial periphery, with dwindling occupancy densities that dilute the urban structure more and more in the territory. Besides that, although housing production accelerates -increasing its supply-, it is concentrated in ever smaller groups: while real estate projects are targeted almost exclusively at high-income sectors and investors who do not live in the city, State investment in social housing is allocated exclusively to lower income sectors. This situation produces a deficit in proposals aimed at the so-called "middle class", even though it makes up of almost 45% of the city´s population. In addition, these processes concentrate the interest of the greater part of both local academics and urban planners. This situation produces a knowledge gap in the current situation of Córdoba´s pericentral and intermediate areas, which occupy more than 30% of the city´s urbanized land (and where the majority of this city´s inhabitants reside). It is there where this thesis´ case study is located: the pericentral districts that surround the central area. They originated as suburban extensions around 1940, and consolidated as middle-class/low-density residential neighborhoods before 1970. Today, they occupy some of the best environmental and urban quality areas of the city. Even land-use regulation specifically limits occupancy to single-family dwellings on individual plots to maintain the desired low-density residential neighborhood pattern. We can discuss the futility of studying urban sectors considered already consolidated and stable; however, when analyzed in detail, pericentral areas show complex demographic, spatial, and functional transformations that contradict this characterization: Despite the fact that these neighborhoods materializes the supposedly "most perfect" residential model known until now, a model "that solves each and every one of the urban-life needs", its social and built fabric resents. The current scenario shows a constant population-shrinking process, in spite of the demographic growth of both Córdoba and the AMCBA. Young people leaves these neighborhoods, while the remaining population ages. Abandoned buildings constantly increase; the ones offered in the real estate market have difficulties to find buyers, or even to maintain their price, which contradicts its privileged status within the city. At the same time -and unlike areas in a similar position- these neighborhoods are not the object of major real estate investments. Local academics and urban planners overlook this situation, in part because it is the result of processes with relative less impact in the city, and in part because these processes are not covered by current local urban models -based on the rationalist and deterministic urban theory of early 20th century-, which conceptualize suburban neigh6 borhoods as an urban panacea. It is impossible to deduce a hypothesis that explains the current nor the trend scenario of pericentral neighborhoods of Córdoba in terms of that framework. Therefore, this thesis discussed those theoretical models, and its capacity to explain Córdoba´s development. It proposed a theoretical framework that allowed understanding, explaining, and operating effectively in the city. It did so based on the discussion of an informal phenomenon unfailingly (but not exclusively) detected in pericentral neighborhoods: the emergent micro-densification. Given the impossibility of advantageously placing their properties in the housing market -due to factors such as land-use restrictions, and specific conditions of the local real estate market-, the landowners seek new ways to valorize their properties, facilitate access to housing for their children, or profitably invest their savings, obtaining an additional income outside the "traditional" real estate market. They increase the number of functional units in their plots, occupying the vacant building area or refurbishing obsolete constructions, while maintaining the intervention scale in relation to the existing urban fabric. These neighborhoods´ housing supply diversifies; and it not only prevents the expulsion of population, but it also attracts new inhabitants. In addition, in an originally residential fabric, it incorporates non-residential activities that enrich the urban fabric. Finally, micro-densification in pericentral neighborhoods presents a differential quality: its "emergent" condition. The process carries out without general planning (and of course outside the legal framework); inhabitants/landowners decide to do so, without any prior agreement. It is an atomized and fragmented process, result of necessity or opportunism. It is the sum of individual actions reconstructed as a "trend", or an "emerging pattern" within the general organization of pericentral neighborhoods, revitalizing the urban fabric in a subtle but definitive way. This research hypothesized that emergent micro-densification in these neighborhoods is a process of revitalization that harnesses the potential of their urban fabric; it does so in a more sustainable and efficient way than the current urban development patterns. Faced with the manifest opposition between this hypothesis and the current local urFaced with the manifest opposition between this hypothesis and the current local urban development framework, it was necessary to construct a theoretical framework able to solve the apparent contradictions detected -that the latter cannot explain-, and frame the working hypothesis. Therefore, this thesis is framed under the systemic complexity approach, that is, the analytical study of complex systems. This theoretical framework has the capacity to explain emergent processes as integral part of a city, its development over time, its complexity, and the factors on which urban sustainability and efficiency depend. The systemic approach understands the city as a complex and dynamic system, in constant development; a system determined more by interrelationships between its components, and between those components and the context, than by the individual conditions of each component. The quality and quantity of these interactions is paramount, to the point of defining the urban condition of a human agglomeration in the territory: urbanity is not given merely by the size or density of a human agglomeration; it is defined in terms of the synergy produced by a large number of different interactions between different agents; a process called synekism. The generation of innovation, and technological/social/political development that characterize the urban condition is an inherent result of these interactions, and a direct function of the intensity, diversity, and redundancy of them in the territory, over time. 7 A sustainable and efficient urban system will be one that, by maximizing material and human resources (and according to the system´s load capacity), develops decentralized, multi-exchange networks; one capable of generating synergy and inclusive development. This implies an energy efficient city, but also efficient in the consumption of any type of resources; a compact city, which prioritizes participatory political mechanisms and intensive use of public spaces, but also pedestrian mobility, and functional and social diversity. It also implies flexibility and adaptability in the face of changes, through processes of resilience or transformation. According to local urban development models, emergent and informal processes such as micro-densification are a sign of crisis within the urban system: anomalies due to the development of harmful processes, in conflict with the rest of the urban structure; conflicts that may even lead to the city´s collapse. But according to the theoretical approach proposed in this thesis, these processes can also be identified as an attempt by the system to self-regulate and adapt to new situations: as a response to a scenario of tension; a way in which the system self-organizes, and responds to that tension seeking a new equilibrium. The research is then structured in order to answer the following questions: • First, what are the specific conditions that catalyze micro-densification in the pericentral neighborhoods of Córdoba? • Second, since micro-densification is a response to a particular situation within the urban system, what is the degree of sustainability and efficiency that transformations through micro-densification provides to pericentral neighborhoods (in particular) and to Córdoba (in general)? • Finally, having identified the impact of such processes on the urban structure, and its transformative and organizational potential, can the study of emergent processes make a conceptual or instrumental contribution to local urban planning? The research continued with a document analysis that reconstructs the specific condition of pericentral neighborhoods of Córdoba -which catalyzes the phenomenon of emergent micro-densification-. This stage developed in two parts: In the first place, we historically reconstruct pericentral neighborhoods of Córdoba, and the reasons for their urbanization pattern, which consolidates them as residential, (virtually) mono-functional, low-density, middle-class neighborhoods. Secondly, we analyzed Córdoba´s current scenario -with respect to the production and access to urban habitat- establishing urban, regional, and global variables that determine the city´s current development trends. This analysis allowed us to develop a comprehensive argument that explains all the processes that until now were conceptualized as "simultaneous but contradictory". It also explains and predicts the "unthinkable" situation of pericentral neighborhoods. After reconstructing the current scenario and defining different development patterns in Córdoba (including the "formal" pericentral neighborhoods´ pattern), we inferred a trend scenario in the short and medium term (10 years). We continued analyzing the micro-densification phenomenon, in terms of its social, functional, and spatial urban fabric transformations. As a result, a possible future scenario was proposed in which the micro-densification pattern has been formalized, transforming qualitatively and quantitatively the spatial-functional and socio-economic fabric. We specified their potential and strengths (as well as their weaknesses), against the future trend scenario of Córdoba and the pericentral neighborhoods. 8 Based on these results, we analyzed the different urban development patterns in Córdoba according to the variables defined as structural conditions of sustainability and efficiency: The sustainability and efficiency of the micro-densification scenario are much greater than those of the current trends scenario. Therefore, we verified the working hypothesis, and opened the discussion of this thesis. A first line of discussion dealt with development that fosters progressive revitalization, instead of complete renewal of urban fabric, or creation of new urban land on city´s rural periphery. Development that promotes a compact, diverse, and inclusive city, both socially, spatially and functionally; based on the multiplication and diversification of city-building agents. Development that considers these processes, as well as the mechanisms of empowerment, participation, and governance as instruments to achieve greater sustainability and efficiency in urban development. A city capable of generating more creative synergy, which translates into social, technological, and economic benefits. We denatured both the role of the State and the real estate market in the urban development of Córdoba; we proposed a dialectical articulation of different logics of urban development, explaining both the production and access strategies to habitat, and the apparent contradictions in urban development of Latin American middle cities. This thesis´ argument has an analytical and explanatory character, useful for analyzing other urban systems in Argentina and Latin America. It allows the generalization of both the results and the theoretical approach to urban phenomena, understanding the city as a complex system open to its surroundings and far from equilibrium. On the other hand, this thesis emphasized the role of emergent processes in an urban system. So far, emergent micro-densification has little impact on Córdoba´s urban structure. However, it is a vital mechanism to prevent pauperization and loss of resources in pericentral and intermediate urban areas -that is to say, to avoid the partial collapse of the urban structure-, while generating urbanity in areas characterized as mere residential fragments. It is essential to give importance in urban development and in generation of synergy to emergent processes. Incorporating them into critical analysis and diagnosis involves developing planning tools capable not only of recognizing the need to decentralize urban development and sharing decision-making, but also capable of incorporating uncertainty as a variable. In addition, they must be flexible enough to detect changes and the need for adjustment and adaptation over time. This thesis makes its greatest contribution to urban studies by helping to understand the role of emergent phenomena, highlighting contradictions and tensions within the traditional local urban models, and exclusions and inequities driven by those models.
[EN] The advanced state of land degradation affecting more than 3,200 million people worldwide have raised great international concern regarding the sustainability of socio-ecological systems, urging the large-scale adoption of contextualized sustainable land management. The agricultural industrial model is a major cause of land degradation due to the promotion of unsustainable management practices that deteriorate the quality of soils compromising their capacity to function and deliver ecosystem services. The consequences derived from land degradation are especially devastating in semi-arid regions prone to desertification, where rainfall scarcity and irregularity intensifies crop failure risks and resource degradation, compromising the long term sustainability of these regions. ; Regenerative agriculture (RA) has recently gained increasing recognition as a plausible solution to restore degraded agroecosystems worldwide. RA is a farming approach foreseen to reverse land degradation, increase biodiversity, boost production and enhance the delivery of multiple ecosystem services by following a series of soil quality restoration principles and practices. Despite its promising benefits, RA has been limitedly adopted in semiarid regions. Major reasons explaining this seemingly incongruous mismatch are the scarce and contrasting empirical data proving its effectiveness, top-down research approaches and lack of farmer involvement in agroecosystem restoration projects and decision-making, and the generally slow response of soils to management changes in semiarid regions, which may delay the appearance of visible results discouraging farmers from adopting RA. ; In the high steppe plateau of southeast Spain, an on-going process of large-scale landscape restoration through adoption of regenerative agriculture was initiated in 2015. The high steppe plateau is one of the European regions most affected by land degradation and desertification processes and represents one of the world´s largest areas for the production of rainfed organic almonds. In 2015, local farmers created the AlVelAl association with the support of the Commonland Foundation, business entrepreneurs, regional governments, and research institutions, and started to apply RA at their farms. The objective was to restore vast extensions of degraded land for increasing the productivity and biodiversity of their agroecosystems, increasing the resilience to climate change, generating job opportunities and enhancing social cohesion in the region, in a time frame of 20 years following Commonlands´ 4-Returns approach. However, the limited empirical information supporting RA effectiveness, the lack of reference examples in the region, and the slowness with which visible ecological restoration processes usually occur in semi-arid regions were considered major obstacles hindering RA adoption in the region. To effectively address this knowledge gap, support farmers and expedite RA adoption, this research proposed horizontal research fostering the creation of learning communities between farmers and researchers, putting together local and scientific knowledge to improve the understanding of RA. This thesis presents a participatory monitoring and evaluation research (PM&E) applying a combination of social and ecological methods to evaluate the potential of PM&E to enhance knowledge exchange between farmers and researchers on Regenerative Agriculture in the context of the high steppe plateau. The aim of this thesis is twofold: on one hand, to increase the understanding on RA impacts, on the other hand, to evaluate the potential contribution of PM&E to enable social learning and contribute to the adaptation and long term adoption of RA in the high steppe plateau and semiarid regions in general. To facilitate PM&E of the impacts of sustainable land management and agricultural innovations like RA, Chapter 2 presents a participatory methodological framework that guides the identification and selection of technical and local indicators of soil quality, generating a monitoring system of soil quality for PM&E by farmers and researchers. The methodological framework includes the development of a visual soil assessment tool integrating local indicators of soil quality for farmers´ monitoring. The framework consists of 7 phases: 1) Definition of research and monitoring objectives; 2) Identification, selection and prioritization of Technical Indicators of Soil Quality (TISQ); 3) Identification, selection and prioritization of Local Indicators of Soil Quality; 4) Development of a visual soil assessment tool integrating LISQ; 5) Testing and validation of the visual soil evaluation tool; 6) Monitoring and assessment of sustainable land management impacts by researchers and farmers using TISQ and the visual soil evaluation tool respectively and; 7) Exchange of monitoring results between all involved participants, and joint evaluation of impacts. ; To facilitate PM&E of RA in the steppe highlands, Phases 1 to 5 were applied through a series of participatory methods including a first meeting with AlVelAl board members for the definition of research objectives, farm visits, participatory workshops, and conducting formal and informal interviews, among others. Technical indicators of soil quality were identified, selected and prioritized by researchers through an extensive literature review and ad-hoc expert consultation with expertise in soil quality assessment and monitoring. Local indicators of soil quality were identified, selected, prioritized and validated by farmers in two participatory workshops. The co-developed visual soil assessment tool, named the farmer manual, was tested and validated during the second workshop. Local indicators selected by farmers focused mostly on supporting, regulating and provisioning ecosystem services including water regulation, erosion control, soil fertility and crop performance. Technical indicators selected by researchers focused mostly on soil properties including aggregate stability, soil nutrients, microbial biomass and activity, and leaf nutrients, covering crucial supporting services. The combination of local and technical indicators provided complementary information, improving the coverage and feasibility of RA impact assessment, compared to using technical or local indicators alone. The methodological framework developed in this chapter facilitated the identification and selection of local and technical indicators of soil quality to generate relevant monitoring systems and visual soil assessment tools adapted to local contexts, thus improving knowledge exchange and mutual learning between farmers and researchers to support the implementation of RA and optimize the provision of ecosystem services. Implementation of RA usually happens gradually due to socioeconomic, informational, practical, environmental and political constraints Thus, RA adoption by farmers, in practice, translates into different combinations of RA practices, with a diversity of management, based on farmer capabilities, environmental conditions, and expected restoration results. ; To help the design, adoption and implementation of most effective RA practices to optimize the restoration of agroecosystems, Chapter 3 presents the impacts of the different combinations of RA practices implemented by participating farmers on crucial soil quality and crop performance indicators using previously selected technical indicators of soil quality over a period of 2 years. This chapter corresponds to the application of phase 6 of the methodological framework developed in Chapter 2. RA impacts were assessed in 9 farms on one field with regenerative management and one nearby field with conventional management based on frequent tillage, that were selected together with farmers. Fields were clustered under regenerative management based on the RA practices applied and distinguished 4 types of RA treatments: 1) reduced tillage with green manure (GM), 2) reduced tillage with organic amendments (OA), 3) reduced tillage with green manure and organic amendments (GM&OA), and 4) no tillage with permanent natural covers and organic amendments (NT&OA). The impacts of RA compared to conventional management were evaluated by comparing physical (bulk density and aggregate stability), chemical (pH, salinity, total N, P, K, available P, and exchangeable cations) and biological (SOC, POC, PON, microbial activity) properties of soil quality, and the nutritional status of almond trees (leaf N, P and K). Our results show that GM improved soil physical properties, presenting higher soil aggregate stability. We found that OA improved most soil chemical and biological properties, showing higher contents of SOC, POC, PON, total N, K, P, available P, exchangeable cations and microbial respiration. RA treatments combining ground covers and organic amendments (GM&OA and NT&OA) exhibited greater overall soil quality restoration than individual practices. NT&OA stood out for presenting the highest soil quality improvements. All RA treatments maintained similar crop nutritional status compared to conventional management. We concluded that RA has strong potential to restore the physical, chemical and biological quality of soils of woody agroecosystems in Mediterranean drylands without compromising their nutritional status. Furthermore, farming management combinations of multiple regenerative practices are expected to be more effective than applying individual RA practices. ; In parallel to researchers´ assessment of RA impacts, farmers assessed RA impacts in their farms by using the farmer manual jointly developed in participatory workshops. Chapter 4 presents the RA impact results from farmers´ assessment, and documented farmers´ insights, in the third year of PM&E, on the visual soil assessment process using the farmer manual, and on PM&E outcomes regarding the facilitation of participation and learning processes. This chapter corresponds to the application of phase 6 and phase 7 of the methodological framework developed in Chapter 2. Farmers´ visual soil assessment indicated regenerative agriculture as a promising solution to restore degraded agroecosystems in semiarid Mediterranean drylands, although observed soil quality improvements were relatively small compared to conventional management, and more time and efforts are needed to attain desired restoration targets. The monitoring results on RA reported by farmers were complementary to researchers´ findings using technical indicators of soil quality. Farmers' evaluation of the research project highlighted the PM&E research as an educational process that helped them look differently at their land and their restoration efforts and facilitated the creation of relationships of support and trust, learning and capacity building that are fundamental conducive conditions to enhance farming innovation efficiency and adoption. Farmers confirmed that generating spaces for farmer-to-farmer diffusion of knowledge and on-farm experiences is a key driver to expedite farming testing and adoption of innovations. Farmers insights revealed the need to actively involve them in all decision making phases of VSA tools and support them in initial implementation, in order to develop tools that meet farmers´ needs, to enhance VSA tool adoption, and facilitate reaching restoration goals. Furthermore, farmers´ evaluation of the farmer manual suggested the need to reinforce the multipurpose usefulness and potential benefits of collectively recording restoration progress in a systematized way, to enhance VSA tool adoption. Farmers´ insights on the PM&E research reinforces the importance of developing learning communities of farmers and researchers that provide a platform for exchange of experiences and support, as a crucial factor to favor social learning and support the adoption of long-term agricultural innovations. The success of PM&E research for agroecosystem restoration can be improved by integrating iterative phases where farmers can evaluate and adjust research activities and outcomes. We concluded that the process of PM&E that leads to enhanced social capital, social learning and improved understanding of restoration efforts has as much value as the actual restoration outcomes on the ground. Social learning is considered an important precondition for the adoption of contextualized sustainable land management and farming innovations like RA. The main objective of involving farmers and researchers in PM&E of RA was to enable social learning for enhanced understanding of RA impacts and support adoption of RA. Although there is a growing body of literature asserting the achievement of social learning through participatory processes, social learning has been loosely defined, sparsely assessed, and only partially covered when measured. Confirming that a participatory process has favored social learning implies demonstrating that there has been an acquisition of knowledge and change in perceptions at individual and collective level in the people involved in the participatory process, and that this change in perceptions has been generated through social relations. ; Chapter 5 presents an assessment of how the PM&E research process enabled social learning by effectively increasing knowledge exchange and understanding of RA impacts between participating farmers and researchers, and multiple stakeholders of farmers´ social networks. Occurrence of social learning was assessed by covering its social-cognitive (perceptions) and social-relational (social networks) dimensions. This chapter discusses the potential of PM&E to foster adoption and out-scaling of sustainable land management and farming innovations like RA by promoting the generation of information fluxes between farmers and researchers participating in PM&E and the agricultural community of which they form part. To assess changes in farmers´ perceptions and shared fluxes of information on RA before starting the PM&E and after three years of research, we applied fuzzy cognitive mapping and social network analysis as graphical semi-quantitative methods. Our results showed that PM&E enabled social learning amongst participating farmers who strengthened and enlarged their social networks on information sharing, and presented a more complex and broader common understanding of regenerative agriculture impacts and benefits. This supports the idea that PM&E thereby creates crucial preconditions for the adoption and out-scaling of RA. This study was one of the first studies in the field of natural resource management and innovation adoption proving that social learning occurred by providing evidence of both the social-cognitive and social-relational dimension. Our findings are relevant for the design of PM&E processes, agroecosystem Living Labs, and landscape restoration initiatives that aim to support farmers´ adoption and out-scaling of contextualized farming innovations and sustainable land management. We concluded that PM&E where the democratic involvement of participants is the bedrock of the whole research process and the needs and concerns of the farming community are taken as the basis for collaborative research represents a great opportunity to generate inclusive, engaging, efficient, and sound restoration processes and transitions towards sustainable and resilient agroecosystems. ; ES] El avanzado estado de degradación de la tierra que afecta a más de 3.200 millones de personas en todo el mundo ha suscitado una gran preocupación internacional con respecto a la sostenibilidad de los sistemas socio-ecológicos, instando a la adopción a gran escala de manejos sostenibles de la tierra, adaptados a los diferentes contextos. El modelo agrícola industrial es uno de los principales causantes de la degradación de la tierra debido a la promoción de prácticas agrícolas insostenibles que deterioran la calidad de los suelos, comprometiendo su capacidad de funcionamiento y de prestación de servicios ecosistémicos. Las consecuencias derivadas de la degradación de la tierra son especialmente devastadoras en regiones semiáridas propensas a procesos de desertificación, donde la escasez y la irregularidad de las lluvias intensifican la degradación de los recursos naturales y el riesgo de malas cosechas, comprometiendo la sostenibilidad de estas regiones a largo plazo. Recientemente, la agricultura regenerativa (AR) ha ganado un reconocimiento cada vez mayor como solución plausible para restaurar agroecosistemas degradados de todo el mundo. La AR es un enfoque agrícola que se prevé puede revertir la degradación de la tierra, aumentar la biodiversidad, incrementar la producción y mejorar la prestación de múltiples servicios ecosistémicos mediante el seguimiento de una serie de principios y prácticas de restauración de calidad del suelo. A pesar de los prometedores beneficios de la AR, este enfoque agrícola ha sido adoptado de forma muy limitada en regiones semiáridas. Las principales razones que explican su limitada adopción son: la escasez de datos empíricos que demuestran su efectividad, la información contradictoria que ofrecen dichos datos, los enfoques verticales (top-down), la falta de inclusión, participación y toma de decisiones de las agricultoras/es en los proyectos de restauración de agroecosistemas, y la generalmente lenta respuesta de los suelos en regiones semiáridas a los cambios de manejo, lo que puede retrasar la aparición de resultados visibles y desalentar a agricultoras y agricultores a adoptar la AR. En el altiplano estepario del sureste español se inició en 2015 un proceso de restauración de ecosistemas a gran escala mediante la adopción de la AR. El altiplano estepario es una de las regiones europeas más afectadas por procesos de degradación y desertificación de la tierra, y representa una de las mayores extensiones del mundo de producción de almendras ecológicas en secano. En 2015, agricultoras y agricultores locales crearon la asociación agroecológica AlVelAl con el apoyo de la Fundación Commonland, empresas, gobiernos regionales e instituciones de investigación, y comenzaron a aplicar AR en sus fincas. Su objetivo es restaurar grandes extensiones de tierras degradadas, mejorar la productividad y la biodiversidad, aumentar la resiliencia de sus agroecosistemas al cambio climático, generar oportunidades de empleo y mejorar la cohesión social en la región en el plazo de 20 años, siguiendo el enfoque de 4 retornos de la Fundación Commonland. Sin embargo, la escasez de datos e información que respalden la efectividad de la AR, junto con la falta de ejemplos de referencia en la región y la lentitud con la que los procesos de restauración ecológica suelen ocurrir en regiones semiáridas, fueron considerados grandes obstáculos para promover la adopción de la AR en la región. ; Para abordar de manera efectiva la falta de conocimiento sobre los impactos de la AR y apoyar a la comunidad agrícola a mejorar y acelerar su adopción, son necesarios enfoques de investigación horizontales que fomenten la creación de comunidades de aprendizaje entre agricultoras/es e investigadoras/es, aunando el conocimiento local y científico para mejorar el conocimiento sobre la AR. Esta tesis presenta una investigación de monitorización y evaluación participativa (MEP) donde aplicamos una combinación de métodos sociales y ecológicos para evaluar el potencial de esta metodología de investigación en la mejora del intercambio de conocimientos entre agricultoras/es e investigadoras/es sobre la AR en el contexto del altiplano estepario. El objetivo de esta tesis es doble: por un lado, mejorar el conocimiento de los impactos de la AR y, por otro lado, evaluar la contribución de la MEP en facilitar procesos de aprendizaje social, contribuyendo a una mejor adaptación y adopción a largo plazo de la AR en el altiplano estepario en particular, y en regiones semiáridas en general. Combinar el conocimiento científico y local se vuelve un imperativo en procesos de MEP para mejorar la adopción de innovaciones agrícolas, siendo especialmente relevante en regiones semiáridas que típicamente responden lento a cambios de manejo, lo que suele dar lugar a bajas tasas de adopción de dichas innovaciones. Para ello es necesario generar sistemas de monitorización de calidad del suelo y sostenibilidad de los agroecosistemas que integren el conocimiento de agricultoras/es e investigadoras/es, y estén adaptados al contexto donde se aplican las innovaciones. ; Para facilitar la MEP de los impactos de manejos sostenibles e innovaciones agrícolas como la AR, el Capítulo 2 presenta un marco metodológico que guía la identificación y selección de indicadores técnicos y locales de calidad del suelo, conformando un sistema de monitorización para la evaluación participativa de la AR por parte de investigadoras/es y agricultoras/es. El marco metodológico incluye el desarrollo de una herramienta para la evaluación visual del suelo integrando indicadores locales de calidad de suelo para el monitoreo por parte de las agricultoras/es. El marco metodológico consta de 7 fases e incluye: Fase 1) Definición de objetivos de investigación y monitorización; Fase 2) Identificación, selección y priorización de Indicadores Técnicos de Calidad del Suelo (TISQ); Fase 3) Identificación, selección y priorización de Indicadores Locales de Calidad del Suelo (LISQ); Fase 4) Desarrollo de una herramienta de evaluación visual del suelo integrando LISQ; Fase 5) Puesta en práctica y validación de la herramienta de evaluación visual del suelo; Fase 6) Monitorización y evaluación de los impactos de los manejos implementados por parte de investigadoras/es y agricultoras/es, usando los TISQ y la herramienta de evaluación visual del suelo respectivamente y; Fase 7) Intercambio de los resultados de monitorización entre las participantes y evaluación conjunta de los impactos. Para facilitar la MEP de la AR en el altiplano estepario, se desarrolló este marco metodológico y fueron aplicadas las fases 1 a 5 a través de una serie de metodologías participativas que incluyeron una primera reunión con los miembros de la junta directiva de la asociación AlVelAl para la definición conjunta de objetivos de investigación, visitas a las fincas de las agricultoras/es participantes, el desarrollo de talleres participativos, y la realización de entrevistas formales e informales, entre otras. Las investigadoras/es participantes en la MEP identificaron, seleccionaron y priorizaron indicadores técnicos de calidad del suelo a través de una extensa revisión de literatura científica y la consulta ad-hoc a expertas/os con experiencia en monitorización y evaluación de calidad de suelos. Las agricultoras/es participantes identificaron, seleccionaron, priorizaron y validaron indicadores locales de calidad del suelo en dos talleres participativos. La herramienta de evaluación visual del suelo desarrollada conjuntamente, que denominamos Cuaderno de Campo, fue puesta en práctica y validada durante el segundo taller participativo. Los indicadores locales de calidad de suelo seleccionados por las agricultoras/es se enfocaron principalmente en la evaluación de servicios ecosistémicos de apoyo, regulación y abastecimiento, e incluyeron indicadores de regulación hidrológica, control de la erosión, fertilidad del suelo y rendimiento de los cultivos. Los indicadores técnicos de calidad del suelo seleccionados por las investigadoras/es se consistieron en propiedades fisicoquímicas y biológicas del suelo, incluyendo los indicadores: estabilidad de agregados, nutrientes del suelo, biomasa y actividad microbiana, y nutrientes foliares, y cubriendo importantes servicios ecosistémicos de apoyo. La información complementaria generada al combinar indicadores locales y técnicos de calidad de suelo permite ampliar la cobertura, viabilidad y efectividad en la MEP de los impactos de la AR, en comparación con usar de manera individual indicadores técnicos o indicadores locales. El marco metodológico desarrollado en este capítulo facilitó la identificación y selección de indicadores locales y técnicos de calidad del suelo para generar sistemas de monitorización y herramientas de evaluación visual de suelo relevantes y adaptadas a los contextos locales, lo que permite mejorar el intercambio de conocimientos y el aprendizaje mutuo entre agricultoras/es e investigadoras/es para apoyar la implementación de la AR y optimizar la provisión de servicios ecosistémicos. ; La implementación de la AR por parte de agricultoras/es generalmente ocurre de forma gradual debido a limitaciones socioeconómicas, informacionales, ambientales y políticas. Por ello, la adopción de la AR por parte de agricultoras/ es, se traduce en diferentes combinaciones de prácticas regenerativas y diversidad de manejos determinados por factores socioeconómicos, las capacidades de las agricultoras/es, las condiciones ambientales, y los resultados de restauración que se esperan conseguir. Para ayudar al diseño, adopción e implementación de las prácticas de AR más efectivas para optimizar la restauración de agroecosistemas degradados en ambientes semiáridos, el Capítulo 3 presenta la evaluación de los impactos de diferentes combinaciones de prácticas regenerativas implementadas por las agricultoras/es participantes en la MEP usando los indicadores técnicos de calidad de suelo y de rendimiento del cultivo previamente seleccionados. Este capítulo corresponde a la aplicación de la fase 6 del marco metodológico desarrollado en el capítulo 2. Este capítulo presenta la evaluación de impactos de la AR realizada durante dos años en 9 fincas, donde fueron seleccionados, junto con las agricultoras/es participantes, un campo con manejo regenerativo y un campo cercano con manejo convencional bajo laboreo frecuente (CT). Los campos bajo manejo regenerativo fueron agrupados en base a las prácticas de AR aplicadas, y se diferenciaron 4 tipos de tratamientos regenerativos: 1) laboreo reducido con abono verde (GM), 2) laboreo reducido con enmiendas orgánicas (OA), 3) laboreo reducido con abono verde y enmiendas orgánicas (GM&OA), y 4) no laboreo con cubiertas naturales permanentes y enmiendas orgánicas (NT&OA). Se evaluaron los impactos de la AR con respecto al manejo agrícola convencional comparando las propiedades físicas (densidad aparente y estabilidad agregada), químicas (pH, salinidad, N, P, K total, P disponible y cationes intercambiables) y biológicas (SOC, POC, PON, actividad microbiana) de la calidad del suelo y el estado nutricional de los almendros (N, P y K foliares). Nuestros resultados mostraron que el tratamiento GM mejoró las propiedades físicas del suelo, presentando una mayor estabilidad de agregados. Encontramos que el tratamiento OA mejoró la mayoría de las propiedades químicas y biológicas del suelo, mostrando mayores contenidos de SOC, POC, PON, N, K, P total, P disponible, cationes intercambiables y actividad microbiana. Los tratamientos regenerativos que combinaron cubiertas naturales o abonos verdes con enmiendas orgánicas (GM&OA y NT&OA) exhibieron una mayor restauración general de la calidad del suelo en comparación con los tratamientos con prácticas individuales (GM y OA). El tratamiento NT&OA destacó por presentar las mayores mejorías en la restauración de la calidad del suelo comparado con el manejo convencional. Todos los tratamientos regenerativos mantuvieron un estado nutricional de los almendros similar al manejo convencional. Concluimos que la AR tiene un gran potencial para restaurar la calidad física, química y biológica de los suelos en agroecosistemas de leñosos en el semiárido Mediterráneo sin comprometer el estado nutricional de los cultivos. Es de esperar que los manejos que incluyen múltiples prácticas regenerativas sean más efectivos en la restauración de la calidad del suelo que los manejos con prácticas regenerativas individuales. ; Paralelamente a la evaluación de los impactos de la AR por parte de las investigadoras/es, las agricultoras/es evaluaron los impactos de la AR en sus fincas, utilizando la herramienta de evaluación visual del suelo (Cuaderno de campo), desarrollada conjuntamente en los talleres participativos. El Capítulo 4 presenta los resultados de la evaluación de los impactos de la AR por parte de las agricultoras/es. También presenta las observaciones y la evaluación por parte las/los agricultores, realizadas en el tercer año desde el inicio de la MEP, sobre el proceso de evaluación visual del suelo usando el Cuaderno de Campo, así como sobre el impacto de la MEP en facilitar procesos de participación y aprendizaje en las agricultoras/es participantes. Este capítulo corresponde a la aplicación de las fases 6 y 7 del marco metodológico desarrollado en el Capítulo 2. La monitorización por parte las agricultoras/es mostró que la AR tiene potencial para restaurar agroecosistemas degradados en el semiárido Mediterráneo, aunque las mejoras observadas sobre la calidad del suelo fueron relativamente pequeñas con respecto al manejo convencional, siendo necesario más tiempo y mayores esfuerzos para alcanzar los objetivos de restauración deseados. Las pequeñas mejoras en la calidad del suelo documentadas por las agricultoras/es fueron complementarias a los hallazgos obtenidos por las investigadoras/es usando indicadores técnicos de calidad de suelo. Las agricultoras/es destacaron la MEP como un proceso de aprendizaje que les ayudó a ver sus suelos y sus esfuerzos de restauración de manera diferente, y que facilitó la creación de relaciones de apoyo y el desarrollo de habilidades en ellas/os, los cuales son requisitos fundamentales para fomentar la eficiencia y la adopción de innovaciones agrícolas. Las agricultoras/es confirmaron que la generación de espacios que favorecen el intercambio de conocimientos entre agricultoras/ es, así como las experiencias agrícolas en finca (in situ), son un factor clave para fomentar la experimentación y adopción de innovaciones agrícolas por parte de la comunidad agrícola. Además, las observaciones realizadas por las participantes revelaron la necesidad de involucrar activamente a las agricultoras/es en todas las fases de diseño y toma de decisiones en el desarrollo de herramientas de evaluación visual del suelo con el fin de generar herramientas que satisfagan sus necesidades. Junto con ello, se dedujo que el apoyo del equipo investigador a las agricultoras/ es en las primeras implementaciones de dichas herramientas puede contribuir a mejorar su adopción, facilitando que las usuarias/os consigan los objetivos de restauración deseados. Asimismo, la evaluación del Cuaderno de Campo por parte de las agricultoras/es indicó la necesidad de reforzar la utilidad multipropósito y los beneficios potenciales de registrar de forma sistematizada y colectiva los progresos de restauración, con el fin de aumentar la adopción de estas herramientas por parte de las usuarias/os a las que van dirigidas. La evaluación de la MEP por parte de las agricultoras/es refuerza la importancia de desarrollar comunidades de aprendizaje entre agricultoras/es e investigadoras/es que proporcionen una plataforma para el intercambio de experiencias y de apoyo en el proceso de investigación, lo cual es considerado un factor crucial para favorecer el aprendizaje social y apoyar la adopción de innovaciones agrícolas a largo plazo. Este capítulo concluyó que el éxito de las investigaciones enfocadas a la restauración de agroecosistemas puede incrementar mediante la integración de fases iterativas en las que agricultoras/ es puedan evaluar y ajustar las actividades y los resultados de investigación. Los procesos de MEP, que contribuyen a mejorar el capital social, el aprendizaje social y a generar una mayor comprensión de los esfuerzos de restauración, tienen tanto valor como los propios resultados de restauración sobre el terreno. ; El aprendizaje social es considerado un prerrequisito crucial para la adopción de manejos sostenibles e innovaciones agrícolas adaptados a los diferentes contextos. El objetivo principal de desarrollar una investigación de MEP involucrando a investigadoras/es y agricultoras/es en el altiplano estepario fue permitir el aprendizaje social para lograr una mejor comprensión de los impactos de la AR y así mejorar su adopción. Aunque existen cada vez más investigaciones científicas que afirman que los procesos participativos fomentan el aprendizaje social, este concepto ha sido definido de forma muy diversa, ha sido rara vez evaluado, y ha sido abordado de manera parcial sin cubrir su dimensión cognitiva y su dimensión relacional. Establecer que un proceso participativo ha favorecido el aprendizaje social, implica demostrar que se ha generado una adquisición de conocimientos y que se ha producido un cambio en las percepciones, a nivel individual y a nivel colectivo, de las personas implicadas en el proceso, y que este cambio de percepciones ha sido generado gracias al establecimiento de relaciones sociales, de intercambio de información y experiencias. El Capítulo 5 evalúa cómo la MEP de la AR en el altiplano estepario favoreció el aprendizaje social en las agricultoras/es participantes, mejorando la comprensión de los impactos de la AR al aumentar de manera efectiva el intercambio de conocimientos entre ellas/os, con las investigadoras/es participantes, y con otras personas que forman parte de sus redes sociales. Este capítulo presenta resultados necesarios para probar si la MEP de la AR favoreció el aprendizaje social en las agriculturas/es participantes, evaluando tanto la dimensión social-cognitiva (percepciones) como la dimensión social-relacional (redes sociales) del aprendizaje social. Además, en este capítulo se discute el potencial de la MEP para favorecer la adopción de manejos sostenibles e innovaciones agrícolas a gran escala gracias a fomentar la generación de flujos de información entre las agricultoras/es participantes y la comunidad agrícola de la que forman parte. Utilizamos el mapeo cognitivo difuso (fuzzy cognitive mapping) y el análisis de redes sociales como métodos gráficos semi-cuantitativos para evaluar los cambios de percepciones y de flujos de información compartidos por las agricultoras/ es sobre la AR, antes de empezar la MEP y después de transcurridos tres años de investigación. Nuestros resultados mostraron que la MEP favoreció el aprendizaje social en las agricultoras/es participantes, quienes fortalecieron y ampliaron sus redes sociales de intercambio de información sobre AR, presentando un conocimiento más complejo, común y amplio de los impactos y beneficios de la AR. De esto modo, se demostró que la MEP genera prerrequisitos cruciales para mejorar la adopción de la AR. Este estudio fue uno de los primeros en el ámbito del manejo sostenible de recursos naturales e innovaciones agrícolas que demuestra empíricamente el favorecimiento del aprendizaje social a través de procesos de investigación participativa, proporcionando evidencias tanto en su dimensión social-cognitiva como en su dimensión social-relacional. Nuestros hallazgos tienen una gran relevancia para el diseño de procesos de MEP, como pueden ser los living labs y otras iniciativas de restauración de ecosistemas, que tengan como objetivo apoyar, fortalecer y fomentar la adopción por parte de las comunidades agrícolas de manejos sostenibles e innovaciones agrícolas adaptadas a los diferentes contextos.
