The Turkish-English parallel corpus MaCoCu-tr-en 1.0 was built by crawling the ".tr" and ".cy" internet top-level domains in 2021, extending the crawl dynamically to other domains as well. All the crawling process was carried out by the MaCoCu crawler (https://github.com/macocu/MaCoCu-crawler). Websites containing documents in both target languages were identified and processed using the tool Bitextor (https://github.com/bitextor/bitextor). Considerable efforts were devoted into cleaning the extracted text to provide a high-quality parallel corpus. This was achieved by removing boilerplate and near-duplicated paragraphs and documents that are not in one of the targeted languages. Document and segment alignment as implemented in Bitextor were carried out, and BicleanerAI (https://github.com/bitextor/bicleaner-ai) and Bifixer (https://github.com/bitextor/bifixer) were used for fixing, cleaning, and deduplicating the final version of the corpus. While the TXT format consists solely of pairs of source and target segments (one or several sentences), each segment pair in the TMX format is accompanied by the following metadata: - source and target document URL; - quality score as provided by the tool BicleanerAI; - translation direction identification: the source segment in each segment pair was identified by using a probabilistic model; - personal information identification ("biroamer-entities"): segments containing personal information are flagged, so final users of the corpus can decide whether to use these segments; - language variants: the language variant of English (British or American) was identified for every segment pair on document and domain level. In the present article author examines the problem of development of University student's socio-cultural competence by reading English fictional literature. The place of literature in intercultural communication in the teaching of foreign languages: that it is a source of information about nature, built on the basis of social and cultural realities, and through it they can know alternative cultural norms and at the same time compare their beliefs and attitudes. In addition, it is also source of developing the cognitive and emotional knowledge of students and through it they can find an easy solution to all the complexities of life. All analyzes was made on the example of fictions by E.Hemingway, Ch.Dickens, S.Mougham, F. Scott Fitzgerald, O.Henry, M.Twain, J.London, T.Morrison, P.John Dos and the approach to using historical facts in developing socio-cultural competence is revealed being supplemented with a number of pre-reading and post-reading activities suggested to students learning English as a second foreign language.

Purpose: The study aims to determine which and which of the English vocabulary methods are used, as well as whether the student has his/her own learning discipline, whether he/she has knowledge about vocabulary learning strategies, and whether he/she is familiar with traditional and modern methods.
Method: In this study, quantitative research method was used, the "Vocabulary Learning Strategies Use Scale", which was used to determine the vocabulary learning strategies used by students in their English language acquisition, was administered to 623 participants studying at Çankırı Karatekin University 1st grade in the fall semester of the 2022-2023 academic year.
Findings and Implications: In line with the findings, female participants used note-taking and repetition strategies more than male participants. Students whose mothers received graduate education used executive cognition and organizing strategies more than students whose mothers did not. Students who graduated from science high schools use repetition strategies more than students who graduated from other types of high schools. The average score of students who graduated from high schools in the Southeastern Anatolia region is higher than students who graduated from high schools in other regio
Result: It shows that female students, students whose mothers have postgraduate education, and students who graduated from science high school use vocabulary learning strategies more.
Originality: The study has a unique value in terms of shedding light on issues such as whether the student has own learning discipline, whether he/she is familiar with traditional and modern methods, whether he/she uses technology to improve his/her vocabulary, as well as which of the English vocabulary learning methods are used.

In this research, the strategic importance of the English military bases in Cyprus has been examined. Therefore, the primary goal of this research is to display Cyprus's political significance and the strategic merit of its military bases for the United Kingdom. While Englishmen have explained the strategic importance of the island, they have indicated that Cyprus has taken on a highly significant role within the rather complex region of the Middle East, the Caucasus, Southeast Europe and the Mediterranean. In this situation, in order to become more dominant either in the Eastern Mediterranean or in the Middle East, the English have been against the existence of an issue known as the Cyprus question. After all, it is for sure that stable peace in Cyprus which is directly related to issues such as the route of the oil pipelines, the Arab-Israeli peace process and the determination of Iraq's future, will suit the United Kingdom's interests the most. Therefore, it is necessary for stable peace to be maintained urgently in Cyprus. Actually, the United Kingdom's strategic interest in Cyprus could be evaluated from two angles. The first angle is to minimize or if possible, to eliminate the effectiveness and opportunities of powers which could prevent their national interests in this region. The second is to clearly take advantage of the island through the means of the dominant military bases. However, the existence of these military bases, established after the Second World War, has failed to be thoroughly discussed until now. Yet, as much as the existence of the Turkish troops on the island, the existence of the military bases is also a matter which should be brought to the agenda. But, by directing all the reactions received from world public opinion to the existence of the Turkish troops in the North, the English have prevented the discussion of the absolute domination of the English military bases on the island. Based on this reality, the research is composed of two main sections. The first section has dealt with and examined the geopolitical significance of Cyprus for the United Kingdom. In the second and final section, how the issue related to the English military bases in Cyprus have emerged and developed and its effects today have been evaluated. ; Bu araştırmada, Kıbrıs'taki İngiliz üslerinin stratejik önemi ele alınmıştır. Bundan hareketle araştırmanın temel amacı, Kıbrıs'ın İngiltere için politik önemini ve üslerin stratejik değerini göstermektir.İngilizler, adanın stratejik önemini açıklarken, Kıbrıs'ın Orta Doğu, Kafkasya, Güneydoğu Avrupa ve Akdeniz gibi karışık bir bölgede, oldukça önemli bir rol üstlendiğini belirtmektedirler. Hâl böyle olunca İngilizler, gerek Doğu Akdeniz'de, gerekse Orta Doğu'da daha etkin olabilmek için Kıbrıs meselesi diye bir meselenin olmamasını istemektedirler. Zaten petrol boru hatlarının geçiş güzergâhı, Arap-İsrail barış süreci ve Irak'ın geleceğinin belirlenmesi gibi etkenlerle doğrudan ilintili olan Kıbrıs'taki istikrarlı barış, en çok İngiltere'nin işine geleceği açıktır. Bu yüzden Kıbrıs'ta 'kalıcı çözümün, ivedilikle bulunmasına' ihtiyaç duyulmaktadır.Aslında İngiltere'nin Kıbrıs'a olan stratejik ilgisi iki açıdan değerlendirilebilir. Bunlardan biri kendi ulusal çıkarlarını engelleyecek güçlerin bu bölgedeki etkinliğini ve imkânlarını minimize etmek veya mümkünse ortadan kaldırmak, ikincisi ise egemen üsler vasıtasıyla adadan belirgin bir biçimde yararlanmaktır.Ancak II. Dünya Savaşı'ndan sonra kurulan bu üslerin varlığı, şimdiye kadar layıkıyla tartışılamamıştır. Hâlbuki adadaki üslerin varlığı, en az Türk askerinin varlığı kadar gündeme getirilmesi gereken bir konudur. Ne var ki İngilizler, dünya kamuoyundan gelen tüm tepkileri, kuzeydeki Türk askeri varlığına yönlendirerek, adadaki İngiliz üslerinin mutlak egemenliğinin tartışılmasını önlenmişlerdir.Bu gerçekten hareketle araştırma, iki ana bölümden oluşmaktadır. Birinci bölümde İngiltere açısından Kıbrıs'ın jeopolitik önemi ele alınıp incelenmiştir. Uluslararası toplumda düzenin ve nihayetinde barışın sağlanmasında kurumlar önemli bir role sahiptir. Tezde; örnek olay olarak İsrail-Filistin sorunu incelenerek uluslararası toplumun kurumları çerçevesinde, bu kurumların İsrail-Filistin sorunu üzerindeki etkisi incelenmeye çalışılmıştır. Tezde; Hedley Bull 'un ortaya koymuş olduğu sistem seviyesindeki beş kurumdan faydalanılmıştır. Bu kurumlar; güç dengesi, büyük güç yönetimi, uluslararası hukuk, diplomasi ve savaş 'tır. Bu tez, mevcut literatüre hem bütüncül bir uluslararası toplum anlayışını benimseyerek devlet ilişkilerini bu bütünsellik içerisinde incelemek, hem de genellikle realist bir açıdan incelenen bir olayı farklı bir perspektiften değerlendirmeyi amaçlayarak katkı sunmaya çalışmıştır. Institutions play an important role in maintaining order and ultimately peace in the international society. In the thesis, the Israeli-Palestinian dispute is investigated as a case study, and the impact of these institutions on the Israeli Palestinian problem are examined within the framework of the institutions of the international society. In the thesis, five institutions at the system level by Hedley Bull are put forthed. These institutions are; balance of power, great power management, international law, diplomacy and war. This thesis attempted to contribute to the existing literature, both by adopting a holistic understanding of international society, to examine state relations in this holistic way, and to evaluate an event that is generally examined from a realist perspective from a different perspective. Thesis; "The international system of sovereign states, which the English School accepts as the most important actor; It promises peaceful coexistence of states within the framework of order and justice in the international society, through the argument that it will become an international society through common interests, norms, rules and institutions. What is the impact and contribution of the five institutions of this international society on the Israeli-Palestinian dispute ?" concentrated on the question. An answer was sought for this question by starting with the period of Israel before its establishment and examining the second intifada movement range. The main argument of the thesis is that while the international society institutions serving order and peace cannot create a clear balance between the parties on the point of justice, they play an active and constructive role in the Israeli-Palestinian dispute and are active in the establishment of order and peace.

Siyasi karar tahakküm-yönetim- strateji ilişkilerini içerir ve kendine has bağımsızlaşma yeteneği vardır. Siyasi kararın egemenlikle rabıtası norm ihdasıyla konumlandığından norm ve istisna eksenleri ayrıntılandırılmış, istisnayı dışlamanın asliliği vurgulanmıştır. Aydınlanmacı tezde normların hakikati temsili, özneler arasındalığılığı üzerinde durulmuş Rawls'un düzeltme girişimine değinilmiştir. Müzakereci ve kararcı tezlerin rasyonal addedilmeyen unsurların siyasi kararlara sızışı bakımından farklılaşmaları irdelenmiştir. Schmitt'in reddettiği norma yakınlık ve meylettiği istisna kuramının ulus muhtevasından gelen tarihi sabiteleri dışlayıcı yapısına buna mukabil liberal tezlerin siyasi karar mimarisi bakımından tam yapısızlaştırmayı hedeflediğine ve Rawls'un nötrleştirici tutumuna değinilmiştir. Düzenlemeci teknik baskınlaştıkça siyasi kararların normla tek biçimli cevap üretimine dönüştüğü, istisna kuramının deneyim ağırlıklı teknikte dirençle karşılandığına değinilmiştir. Siyasi kararın üst limitte egemenlikle olan rabıtasına nazaran neyin norm olduğu ya da istisnai olanla, iç limitte neyin rasyonal olmadığına dair dışlamalarla belirlendiği vurgulanmıştır. ; Political decisions which have an independent nature of their own involve the inter-relationships among domination, administration and strategy. Taking into consideration the approach that establishes the relationship between political decision and sovereignty through instutionalization of norms, exceptions and norms are delineated and exclusion of exceptions is emphasized with regards to Schmitt and Agamben-Benjamin. The representation of reality through norms in the Enlightenment thought and the inter-subjectivity ofthe norms with regards to Habermas is elaborated while the additional revisions brought upon by Rawls are discussed. The differentiation of negotiator and decision maker (as in Schmitt) theories are thoroughly scrutinized with respect to their relevant analysis of infiltration of political decisions by factors which are regarded as irrational. The theories of Schmitt which disregard norm-centric approaches and lean towards theexception-centric theories (which exclude historical constants arising from national content) are mentioned. Rawl's neutralization approach is examined in view of theliberal theories aiming to destructuralize political decision architecture along the abovementioned lines. It is mentioned that, as the regulatory technique becomes more dominant, political decisions take the shape of jurisprudencial uniform answers. It is also discussed that the exceptions approach meets more resistance in experiential processes. What is relevant as norm in view of the relationship between political decision and its upper limits, sovereignty, is also considered. Additionally, it is mentioned that the exceptional factors are determined through the exclusion of what is regarded as "off-limits", namely irrational.

Bu çalışmanın amacı, 2018 yılı itibariyle uygulamada olan altıncı sınıf İngilizce dersi öğretim programının farklı paydaş görüşleri doğrultusunda incelenmesidir. Tarama deseniyle yürütülen çalışmanın verileri, altıncı sınıf İngilizce dersi öğretim programı temel alınarak araştırmacılar tarafından hazırlanan anket formları aracılığıyla toplanmıştır. Araştırmanın çalışma grubunu Doğu Karadeniz Bölgesi'ndeki devlete bağlı ortaokullarda görev yapan 180 İngilizce öğretmeni, 65 okul yöneticisi ve 70 altıncı sınıf velisi oluşturmaktadır. Öğretmen, veli ve okul yöneticileri için ayrı ayrı geliştirilen anket formları aracılığıyla elde edilen nicel veriler, betimsel istatistik yöntemleri kullanılarak çözümlenmiştir. Araştırmadan elde edilen bazı önemli bulgular ise şunlardır: Öğretmen anketi sonuçları; öğretmenlerin genel olarak altıncı sınıf İngilizce dersi öğretim programını uygun ve etkili bulduklarını ancak ders saatinin yetersiz olduğunu, kazanımların dört dil becerisini geliştirmek için yeterli sayıda olmadığını ve programın önerdiği ölçme-değerlendirme teknikleri ile dört dil becerisinin değerlendirilmesinin mümkün olmadığını düşündüklerini ortaya koymuştur. Okul yöneticisi anketi sonuçları ise eğitim öğretim çalışmalarının etkili ve verimli yürütüldüğünü ancak İngilizce derslerinin değerlendirilmesinde dört dil becerisinin ölçülmediğini göstermiştir. Son olarak veli anketi sonuçları ise velilerin programın önerdiği veli-okul iş birliği süreçlerine yönelik İngilizce öğretmenlerinin öğrencilerin İngilizce gelişimini teşvik edici yollar önerdiğini ve düzenli olarak öğrencilerin İngilizce gelişimi hakkında velilere bilgi sağladığını ancak okulda yapılan sınavlarda öğrencilerin yazma, dinleme, konuşma ve okuma becerilerine dair velilere dönütler vermediğini ortaya koymuştur. Araştırma sonuçlarının program geliştirme sürecine katkı sağlaması ve İngilizce dersi öğretim programının daha nitelikli bir seviyeye ulaştırılmasında yol gösterici olması beklenmektedir.
