This article examines the institutional changes in 22 post-communist countries during the 1990-2020 period. The objective of the study was to find out why some countries achieved democracy while others failed to establish or strengthen democratic institutions, and what factors influenced the political stability of post-communist countries. During the study, available statistical information on the functioning of the main institutions was collected and processed. The analysis shows that the most significant institutional changes were observed among the non-democratic countries and those that fell into the category of hybrid political regimes. The correction of the initially chosen form of government is evidence in support of the theory of endogenous change, indicating "path-dependency". The influence of endogenous factors determines the quality of democratic change and the level of political stability in post-communist countries. Democratic changes in the countries of Central and Eastern Europe were associated with a commitment to rapid reform in the early stages, and Euro-Atlantic integration only supported the democratic quality of the institutions. The institutional framework of the countries, that embarked on the path of European integration, was relatively stable during the period under the study, and did not deal with changes in the system of power distribution. While the countries of the former Soviet Union most often resorted to changes in the primary law of the country, and these changes were related to the redistribution of powers between the branches of power and the extension of the time in the office of the President. In addition to the overall level of democratization of the country, the level of emancipatory values and the weight of presidential power have the greatest impact on political stability. ; Ten artykuł analizuje zmiany instytucjonalne w 22 państwach postkomunistycznych w latach 1990-2020. Celem badania było znalezienie odpowiedzi na pytanie, dlaczego niektóre kraje osiągnęły demokrację, podczas gdy inne nie zdołały stworzyć lub wzmocnić instytucji demokratycznych oraz jakie czynniki wpłynęły na stabilność polityczną państw postkomunistycznych. W trakcie badania zebrano i opracowano dostępne informacje statystyczne na temat funkcjonowania głównych instytucji. Analiza pokazuje, że najbardziej znaczące zmiany instytucjonalne zaobserwowano w państwach niedemokratycznych oraz tych, które zaliczały się do kategorii hybrydowych reżimów politycznych. Korekta początkowo wybranej formy ustroju jest dowodem na rzecz teorii zmian endogenicznych, wskazującym na "zależność od ścieżki" (path-dependency). Wpływ czynników endogenicznych determinuje jakość przemian demokratycznych i poziom stabilności politycznej w państwach postkomunistycznych. Przemiany demokratyczne w państwach Europy Środkowo-Wschodniej wiązały się z zaangażowaniem w szybkie reformy na wczesnym etapie, a integracja euroatlantycka jedynie wspierała demokratyczną jakość instytucji. Struktura instytucjonalna państw, które wkroczyły na drogę integracji europejskiej, była w analizowanym okresie względnie stabilna i nie dotyczyła zmian w systemie podziału władzy. Z kolei państwa byłego Związku Radzieckiego najczęściej uciekały się do zmian w ustawie zasadniczej państwa, a zmiany te dotyczyły redystrybucji kompetencji między gałęziami władzy oraz wydłużenia kadencji prezydenta. Obok ogólnego poziomu demokratyzacji państw, największy wpływ na stabilność polityczną ma poziom wartości emancypacyjnych oraz waga władzy prezydenckiej. ; В статье рассматриваются институциональные изменения в 22 посткоммунистических странах в течение 1990-2020 годов. Целью исследования было выяснить, почему одни страны достигли демократии, а другие не смогли создать или укрепить демократические институты и какие факторы влияли на политическую стабильность посткоммунистических стран. Во время исследования была собрана и обработана доступная статистическая информация о функционировании основных институтов. Анализ показывает, что наиболее существенные институциональные изменения наблюдались среди недемократических стран и тех, которые попали в категорию гибридных политических режимов. Коррекция исходно выбранной формы правления свидетельствует в пользу теории эндогенных изменений, указывающих на «зависимость от выбранного пути» (path-dependency). Влияние эндогенных факторов определяет качество демократических изменений и уровень политической стабильности в посткоммунистических странах. Демократические изменения в странах Центрально-Восточной Европы были связаны с приверженностью к быстрому проведению реформ на ранних этапах, а евроатлантическая интеграция лишь поддерживала демократическое качество институтов. Институциональная основа стран, которые стали на путь европейской интеграции, была относительно стабильной в течение исследуемого периода и не касалась изменений системы распределения власти. В то же время страны бывшего Советского Союза чаще всего прибегали к изменениям основного закона страны и эти изменения касались перераспределения полномочий между ветвями власти и продления срока пребывания президента у власти. Кроме общего уровня демократизации страны, наибольшее влияние на политическую стабильность имеет уровень эмансипативных ценностей и вес президентской власти.

W artykule ukazane zostało zagadnienie stabilności funkcjonowania kolegialnego członu władzy wykonawczej – rządu. Stabilność władzy wykonawczej, obok partycypacji obywatelskiej w wyborach oraz utrzymania porządku politycznego, jest jednym z elementów szerszego pojęcia, jakim jest stabilność polityczna państwa. Doświadczenia historyczne (zwłaszcza Francji III i IV Republiki oraz Włoch) ukazują, jak ważnym zagadnieniem jest możliwość stabilnego i efektywnego działania rządu. Odnosząc tytułowe zagadnienie do polskiego modelu ustrojowego, autor dokonuje analizy norm konstytucyjnych determinujących zasady powoływania Rady Ministrów oraz możliwości jej odwołania. ; The article deals with the stability of the functioning of a collegial body of the executive power – the government. The stability of the executive power, together with citizens' participation in the elections and maintenance of political order, is one of the elements of a broader concept of a state's political stability. Historical experiences (especially those of the French Third and the Fourth Republic and Italy) demonstrate the importance of stable and effective functioning of a government. Relating the issue in question to the Polish model of government, the author analyses constitutional norms laying down the principles of appointing the Council of Ministers and the possibilities of its dismissal.

There is no doubt that the International Security Assistance Force mission in Afghanistan is the most difficult operation in the history of NATO. 10‑years long international efforts to stabilize Afghanistan encounter strong Taliban resistance. Since years, NATO attempts to break this movement do not give the expected results. It is nowadays very, important as the outcome of the ISAF operation will have long‑term impact on the international security. To begin with, the result of this mission will affect the future shape and activity of the Atlantic Alliance. ISAF failure may result in reduction of NATO's role as a pillar of transatlanic security. Secondly, is fiasco may also have grave consequences for the political stability in Central Asia. Such countries as Turkmenistan, Tajikistan or Kyrgyzstan since years fight with the phantom of Islamic fundamentalism. If Afghanistan will be taken over by Taliban, these efforts may be doomed to failure. What is even more important, success of the NATO's mission is strongly connected with the internal situation of Pakistan. In the worst‑case scenario, the Pakistan government might be taken over by extremists, Finally, Afghanistan nowadays became a place of increased rivalry between several regional powers: India, Pakistan, Iran, China and Russia. This may cause several challenges for the international security in future. Therefore, the results of the NATO's International Security Assistance Force operation in Afghanistan will strongly affect the international security.

Celem artykułu jest przedstawienie procesu legitymizowania systemu demokratycznego na poziomie obywateli - ich postaw i zachowań, w kontekście przemian, jakie zachodzą w bardziej zaawansowanych w procesie demokratyzacji niż Polska, krajów. Punktem wyjścia jest teoria J. J. Linza, wskazująca na zależności pomiędzy stabilnością systemu a legitymizacją. Dalej omawiane są liczne badania dotyczące przejawów legitymizacji systemu na poziomie indywidualnym w Polsce oraz krajach Zachodniej Europy oraz sprawdzana jest hipoteza dotycząca zależności pomiędzy przemianami aktywności politycznej (w tym wzrostem aktywności typu niekonwencjonalnego) a stopniem legitymizacji systemu. ; The purpose of the paper is to present the legitimization process of the democratic system at the level of individual citizens - their attitudes and behavior - in the context of the transformations that are occurring in more advanced democracies than Poland. The starting point is provided by the theory of J. J. Linz, who points to the dependence between the stability of the system and legitimization. Next, numerous studies are discussed concerning the symptoms of system legitimization on the individual level in Poland and Western European countries. A hypothesis of the dependence between the transformation of political activities (including increasing unconventional activities) and the degree of legitimization of the system is also tested.

The author, utilizing the apparatus of systems and decision analysis, reviews and interprets the results of the research on the link between legitimacy and systemic stability that are included within the source literature. On this basis, the author attempts to construct a model of the dependency between systemic stability and legitimacy of power – such measure allows for presenting conclusions on the nature of political legitimacy (understood as a determinant and as a tool of performing the social functions of political power). ; Autor, wykorzystując kategorie analizy systemowej i analizy decyzyjnej, dokonuje przeglądu i interpretacji wyników badań nad relacjami legitymizacji władzy i stabilności systemowej, zawartych w literaturze przedmiotu. Na tej podstawie podejmuje próbę sporządzenia modelu zależności stabilizacji systemowej od legitymizacji władzy. Pozwala to wnioskować o naturze legitymizacji władzy politycznej – tak uwarunkowania, jak i narzędzia realizacji funkcji społecznych władzy politycznej.

System polityczny Konfederacji Szwajcarskiej jest systemem, który stanowi przykład dla współczesnych rozwiązań demokratycznych. Specyfika oddolnej organizacji państwa szwajcarskiego sugeruje, by specyfiki jego funkcjonowania poszukiwać od poziomu gminy poprzez kanton ku całej federacji. Należy wskazać, że filarem szwajcarskiego federalizmu jest silna samodzielność kantonów wobec władzy federalnej. Warto podkreślić, że specyficzny charakter systemu rządów oparty jest o zasadę dominacji parlamentu, układ zależności pomiędzy poszczególnymi instytucjami władzy państwowej przyczyniają się do instytucjonalnego zdominowania procesów politycznych, przy tym ograniczony do minimum stopień politycznej rywalizacji sprzyja z jednej strony realizacji merytorycznych działań politycznych, z drugiej stabilności. Należy również wskazać na rozbudowaną instytucję demokracji bezpośredniej, która pozostawia ostateczny głos obywatelowi. ; The political system of the Swiss Confederation is a system that is an example for modern democratic solutions. The specificity of grass-roots organization of the Swiss State suggests that the specificity of its operation should be sought for from the level of the community through canton to the whole federation. It should be noted that the pillar of the Swiss federalism is strong independence of the cantons towards the federal government. It is worth noting that the specific nature of the system of government is based on the principle of domination of parliament; arrangement relationships between the various institutions of state power contribute to the institutional domination of the political processes, while limited to the minimum degree of political competition favors on the one hand the implementation of substantive policy action, and on the other - stability. It should also be pointed out to the extensive institution of direct democracy which leaves the final say to the citizen.

The intention of the author of this paper is to present a scientific analysis of the influence of culture and the cultural diplomacy of the European Union on the animation and stimulation of Europe's integration process, which is in a constant state of perturbation and lack of stability. It examines the problem-related approach to the European Union's change and development strategy, including the "Europe 2020" strategy for smart, sustainable and inclusive growth, which envisages the implementation of many new communal initiatives and practical solutions introduced by the European Union, including ones that concern both the cultural sector and the creative and audiovisual sector. The European Union, from 2020 onwards, intends to be ready to reach a high level of employment and efficiency, and a higher level of social integration. To enable this, the European Union must ensure attractive framework conditions for innovation and creativity. In that respect, the cultural sector and the creative and audiovisual sector are the source of groundbreaking ideas which may develop into products and services that could contribute to economic growth and job creation, thereby fighting the crisis and social problems. The economic and social crisis in Europe has also been influencing the world of culture. The article discusses the problem of procedures and specific features of functioning of a modern democratic state, as well as threats resulting from weaknesses of democracy despite existence of mechanisms protecting it from abuse. This problem is analysed on the example of the ongoing political conflict about the Constitutional Tribunal: an institution of constitutionally guaranteed independence. This conflict reveals that in Poland a need for discussion and perhaps for verification of the current philosophy and practice of democracy, has arisen. Furthermore, it demonstrates that law and the rule of law are neither sufficient guarantors of a democratic system's stability, nor guardians of civil rights and freedoms. A weakness of the democratic system lies in the fact that in the name of correctly understood democratic principles it is possible to distort the system through enacting wrong laws. Even though the acts of democracy participants, mainly decision-makers, are lege artis, they lead to impairment of democracy. Without doubt, a democratically organized society is an autonomous community and polyarchy which has adopted a democratic system of government as a form of its organization. On the other hand, democracies are highly conflict-prone systems, for example, due to the fact that they are based on the principle that all views and all participants of democracy are equal. As a consequence, such logic leads directly to emergence of disagreements, conflicts and even fights among democracy participants. This feature of democracy has enforced the establishment of appropriate procedures of conflict solving so that to ensure a possibly optimal resolution of crisis situations which could ultimately cause even a collapse of the democratic system. Thus, a simple mathematical rule has been adopted, albeit secondary in relation to any other methods of conflict solving, that is the majority principle. This is a standard of the democratic conduct without which the rule of majority would not be possible. The Constitutional Tribunal has recently become the object of popular interest – one of the many institutions of a democratic state which has not aroused so much factual and political dispute ever before. The conflict over the Tribunal has basically the formal and legal character, this is a technical dispute whose solution should be dictated by binding regulations and developed by experts in law. However, this is not the case. This conflict has turned into an argument of a political character, so it has become a genuine clash of interests, additionally aggravated by values. Moreover, it has stirred up the society and the environment of lawyers. When a political conflict, as one of the conflict types, is analysed, it is defined as a disagreement over power, whose participants are these individuals, groups, institutions and organizations which have a direct impact on politics or influence it through political channels. The practice of democratic states of the Western world does not prescribe a way at the beginning of which there is a sign "the winner takes it all". This practice is corroborated by philosophy and theory of democracy, as well as by several hundred years of achievements including such principles as Montesquieu's tripartite system of the separation of powers or the contemporary definition of democracy which describes it as a rule of majority that guarantees rights to minorities. ; Artykuł porusza problem procedur i specyfiki funkcjonowania nowoczesnego państwa demokratycznego oraz zagrożeń wynikających ze słabości demokracji mimo istnienia mechanizmów zabezpieczających ją przed nadużyciami. Problem ten jest rozpatrywany na przykładzie toczącego się konfliktu politycznego o Trybunał Konstytucyjny, instytucję o gwarantowanej konstytucyjnie niezależności. Konflikt ten pokazał, że w Polsce pojawiła się konieczność dyskusji i być może weryfikacji dotychczasowej filozofii i praktyki demokratycznej. Również to, że prawo i rządy prawa nie są wystarczającymi gwarantami stabilności ustroju demokratycznego, tym bardziej strażnikami praw i wolności obywatelskich. Ułomność systemu demokratycznego polega na tym, iż w imię właściwie pojętych zasad demokratycznych możliwe jest wypaczanie systemu przez tworzenie złego prawa. Działania uczestników demokracji, głównie decydentów, są lege artis, ale prowadzą do jej osłabiania. Demokratycznie urządzone społeczeństwo jest bez wątpienia autonomiczną wspólnotą i poliarchią, a przyjęło jako formę swojej organizacji demokratyczny system rządów. Demokracje są natomiast systemami wybitnie konfliktogennymi, choćby z tego powodu iż opierają się na zasadzie równości wszystkich poglądów i wszystkich podmiotów biorących udział w demokracji. Taka logika prowadzi w prostej konsekwencji do pojawienia się niezgodności i konfliktów, a nawet walk pomiędzy uczestnikami demokracji. Ta właściwość demokracji wymusiła stworzenie odpowiednich procedur rozstrzygania konfliktów, by zagwarantować w miarę optymalne wychodzenie z sytuacji kryzysowych, mogących w ostateczności doprowadzić nawet do upadku systemu demokratycznego. Przyjęto zatem prostą zasadę matematyczną, co prawda wtórną wobec wszystkich innych sposobów rozwiązywania konfliktów – zasadę większości. Jest ona regułą demokratycznej gry, bez której nie mogłyby istnieć rządy większości. Przedmiotem społecznego zainteresowania stał się ostatnio Trybunał Konstytucyjny, jedna z wielu instytucji demokratycznego państwa, która dotychczas nie wywoływała aż takich sporów merytorycznych i politycznych. Konflikt o Trybunał ma przede wszystkim charakter formalno-prawny, jest to techniczny spór, którego rozwiązanie powinno być podyktowane przez obwiązujące prawo, a jego rozstrzyganiem powinni się zająć eksperci z dziedziny prawa. Tak jednak nie jest. Konflikt ten przerodził się w konflikt o charakterze politycznym, stał się więc rzeczywistym konfliktem interesów, uzupełnionym dodatkowo o wartości. Zaktywizował ponadto społeczeństwo oraz środowisko prawnicze. Gdy rozważa się jeden z typów konfliktów, mianowicie polityczny, definiuje się go jako taki, którego przedmiotem jest władza, a podmiotami biorącymi w nim udział są te jednostki, grupy, instytucje, organizacje, które bezpośrednio mają wpływ na politykę lub oddziałują na nią za pośrednictwem kanałów politycznych. Praktyka demokratycznych państw świata zachodniego nie wskazuje drogi, na początku której stoi znak "zwycięzca bierze wszystko". Praktykę tę wyznacza filozofia i teoria demokracji oraz kilkusetletni dorobek z takimi dogmatami, jak choćby monteskiuszowski trójpodział władz czy współczesna definicja demokracji, według której są to rządy większości gwarantujące prawa mniejszościom.

Energy security is indisputably one of the pillars of national security and it is of paramount importance for both the political stability and the economy. Dissolution of the USSR in 1989 left many states in Central and Eastern Europe dependent on Russia in terms of energy. All of these countries commenced difficult and time consuming process of building their own energy security. After more than thirty years since the beginning of this process it is worth analyzing how these countries have coped with this challenge and what strategies of shaping energy security have been applied. For the purpose of this article three countries were analyzed: Poland, Lithuania and Belarus. The selection of these three particular states is justified by the fact that they vary in terms of population, economic potential and geopolitical situation. They have been implementing different models of energy security and this gives a solid base for assessment of their effectiveness. ; Bezpieczeństwo energetyczne państwa jest bezsprzecznie jednym z filarów bezpieczeństwa narodowego i ma fundamentalne znaczenie zarówno polityczne, jak i gospodarcze. Rozpad ZSRR w 1989 r. postawił szereg państw Europy Środkowo-Wschodniej w obliczu uzależnienia energetycznego od Rosji. Każde z nich rozpoczęło trudny i czasochłonny proces budowania bezpieczeństwa energetycznego. Po ponad 30 latach trwania tego procesu warto dokonać analizy, jak kraje poradziły sobie z tym wyzwaniem oraz jaką strategię kształtowania bezpieczeństwa energetycznego przyjęły. Na potrzeby niniejszego artykułu dokonano analizy trzech krajów regionu: Polski, Litwy oraz Białorusi. Wybór był nieprzypadkowy, gdyż państwa te są zróżnicowane pod względem liczby ludności, potencjału ekonomicznego i sytuacji geopolitycznej. The study of political activity among the elderly has prompted some American researchers to take up research on "political gerontology" in the late 1970s. One of the effects of the increasing political activity of seniors, but also the growing number of 65+ voters was the emergence a new type of party that uniquely identified with senior citizens and in the wider sense ‒ the elderly, focusing both on demands typical for this electorate. The first party of its kind in Europe was the Italian Pensioners' Party, founded in October 1987. The Balkan pensioners' parties in the majority of cases were among the typical post-communist "demanding parties", expressing the frustration of people, who lost social prestige and financial stability during the economic transformation. Some of them noted significant success by entering into the ruling coalitions (Serbia, Slovenia). Their successes generated the creation of new pensioners' parties in Kosovo and Macedonia. The programs of Balkan pensioners' parties are directed to the entire society, expressing sensitivity to the interests of excluding groups but it is hard to find visible references to elderly problems understood as a social and demographic challenge. The programs of Balkan pensioners' parties are directed to the entire society, expressing sensitivity to the interests of excluding groups but it is hard to find visible references to elderly problems understood as a social and demographic challenge. The political activity of the Balkan "grey parties" does not seem as a form of elders' emancipation but only as a defense of the pensions and social privileges inherited from the communist times.

Zamierzeniem autorki niniejszego artykułu jest naukowa analiza wpływu kultury i dyplomacji kulturalnej Unii Europejskiej na pobudzanie i stymulowanie procesu integracji Europy, który pozostaje dziś w nieustannym zaburzeniu i braku stabilności. Chodzi tu o problemowe podejście do unijnych strategii zmiany i rozwoju, w tym strategii "Europa 2020" - na rzecz inteligentnego i zrównoważonego rozwoju sprzyjającego włączeniu społecznemu, które zakładają realizację wielu nowych unijnych wspólnotowych inicjatyw i rozwiązań praktycznych, także tych dotyczących sektora kultury oraz sektora kreatywnego i audiowizualnego. Unia Europejska po roku 2020 zamierza być gotowa do osiągnięcia wysokiego stopnia zatrudnienia i wydajności oraz większej spójności społecznej. Aby to było realne Unia musi zapewnić bardziej atrakcyjne warunki ramowe dla innowacji i kreatywności. Pod tym względem sektor kultury oraz sektor kreatywny i audiowizualny są źródłem nowatorskich pomysłów, które mogą zamienić się w produkty i usługi przyczyniające się do wzrostu gospodarczego i tworzenia miejsc pracy, pomagając stawić czoła kryzysowi i problemom społecznym. Kryzys gospodarczy i społeczny w Europie rozprzestrzenia się również na świat kultury. Identyfikujemy tu katalog trudno rozwiązywalnych problemów związanych z rozdrobnieniem sfery kultury i jego wytworów, globalizacją i digitalizacją, niedoinwestowaniem, niewłaściwą ochroną własności intelektualnej i praw autorskich oraz niewystarczającą międzynarodową współpracą kulturalną. ; The intention of the author of this paper is to present a scientific analysis of the influence of culture and the cultural diplomacy of the European Union on the animation and stimulation of Europe's integration process, which is in a constant state of perturbation and lack of stability. It examines the problem-related approach to the European Union's change and development strategy, including the "Europe 2020" strategy for smart, sustainable and inclusive growth, which envisages the implementation of many new communal initiatives and practical solutions introduced by the European Union, including ones that concern both the cultural sector and the creative and audiovisual sector. The European Union, from 2020 onwards, intends to be ready to reach a high level of employment and efficiency, and a higher level of social integration. To enable this, the European Union must ensure attractive framework conditions for innovation and creativity. In that respect, the cultural sector and the creative and audiovisual sector are the source of groundbreaking ideas which may develop into products and services that could contribute to economic growth and job creation, thereby fighting the crisis and social problems. The economic and social crisis in Europe has also been influencing the world of culture. A series of problematic issues associated with the fragmentation of culture and its inventions are identified, including globalisation and digitalisation, underinvestment, inadequate protection of intellectual property and copyright, and insufficient international cultural cooperation.

Socio-economic conditions of refugees' settlement in Bulgaria in the 1920s.The influx of immigrants into Bulgaria during the first two decades of 20th century was aresult of the two lost armed conflicts and border shifts between 1913 and 1918. These changesin turn resulted in disruption of the socio-political and economic situation within the country.The government was unable to efficiently overcome the consequences of high immigration,which aggravated the already present social and economic difficulties and threatened the internal stability of the state. On the other hand, in spite of the grave political and economiccrisis, certain measures were undertaken to counter the negative tendencies, with state supportfor the agricultural settlement. The partial success of the above was possible due to theagriculture reform introduced in 1924 and financial credits from abroad (1926, 1928). Theoutcome was sufficient for the Bulgarian government to deem the settlement action a success, an enhancement of the country's internal stability and appeasement of the general public. Nevertheless, a number of pressing issues remained, resulting mostly from a lack of systemic support to the immigrants and their families. Region Bliskiego Wschodu jest znany z antyzachodnich nastrojów. Mimo to wiele rządów arabskich prowadzi prozachodnią politykę. Jednym z państw współpracujących z Europą i USA jest Jordania. Taka opcja polityczna monarchii haszymidzkiej ma jednak głębokie przyczyny historyczne i wynika z nietypowych uwarunkowań tego państwa. Należy przypomnieć, że samo powstanie Jordanii wynikało ze współpracy władz brytyjskich z Haszymidami. Państwo to utworzono w 1921 r. początkowo pod nazwą Transjordania, w wyniku decyzji politycznych Londynu. Od tego czasu do 1956 r. trwała współpraca Ammanu z Wielką Brytanią. Fakt, że w 1946 r. Jordania uzyskała niepodległość niewiele zmienił – państwo Haszymidów pozostawało zależne od Brytyjczyków. Symbolem tej nierównorzędnej współpracy była osoba Johna Bagota Glubba. Ten brytyjski ofi cer stał się głównodowodzącym armii jordańskiej. Arabowie uważali go za przedstawiciela imperium, on sam jednak był przekonany, że służy interesom arabskim. Mimo, że rozwój Jordanii zależał od dotacji Londynu, władze w Ammanie zachowały swobodę decyzji. W 1956 r. król Husajn I usunął z kraju J.B. Glubba i zerwał sojusz z Wielką Brytanią. Dynastia haszymidzka odrzuciła związek z Londynem, by pozyskać nacjonalistów arabskich. Jednocześnie król Husajn I nawiązał ścisły, choć nieformalny, sojusz z USA. To Waszyngton zaczął dotować skarb Jordanii i jego siły zbrojne. Współpraca ta trwa do dziś. Jednocześnie Amman potrafi ł w pewnych momentach przeciwstawić się polityce USA. Tak było w 1967 r. i w latach 1990–1991 w czasie pierwszego konfl iktu USA z Irakiem, podczas którego Amman popierał Bagdad. Generalnie jednak reżim jordański utrzymywał opcję prozachodnią. Rząd haszymidzki dąży przede wszystkim do utrzymania stabilności ustroju monarchicznego. Współpraca z USA, a wcześniej z Brytyjczykami, nie wynika z założeń ideowych, lecz służy temu podstawowemu celowi. Jednocześnie współpraca z Anglosasami ma w przypadku Haszymidów długą tradycję i dobrze służy ich założeniom politycznym. ; The Middle East is known for its anti-western attitudes. Despite that, many Arab governments pursue pro-western policy. One of the countries that cooperates with Europe and the USA is Jordan. The specifi c political stance of the Hashemite monarchy has, however, strong historical reasons and results from untypical conditions of this state. One should mention that the very formation of Jordan resulted from the cooperation of British authorities with the Hashemite. The state was formed in 1921, at fi rst under the name of Transjordan, in result of political decisions of London. In 1921–1956 Amman cooperated with Great Britain. The fact that in 1946 Jordan gained independence did not change a lot. The country of the Hashemite remained dependant on the British. The symbol of this unequal cooperation was the person of John Bagot Glubb. This British officer became the commander of the Jordan army. The Arabs considered him as a representative of the empire, but he himself was convinced that he was serving the Arab interests. Despite the fact that the development of Jordan depended on donations of London, the authorities in Amman maintained freedom of decision making. In 1956 king Hussein removed J.B. Glubb from the country and broke the alliance with the Great Britain. The Hashemite dynasty rejected the relations with London so as to win over the Arab nationalists. At the same time king Hussein I established a strict but informal alliance with the USA. It was Washington that started to donate the state treasury and its armed forces. This cooperation has continued until today. Simultaneously, Amman was able at moments to oppose the policy of the USA. It happened in 1967 and in 1990–1991 during the fi rst confl ict of the USA with Iraq, when Amman supported Baghdad. Generally speaking, however, the Jordan regime maintained its prowestern option. The Hashemite government strives fi rst and foremost to maintain stability of the monarchy system. Cooperation with the USA, and previously with the British did not result, however, from ideological reasons, but serving the basic aim. At the same time, in case of the Hashemite, cooperation with Anglo-Saxons has long tradition and serves well their political assumptions.
