Sao Tomé and Príncipe is surrounded by oil-producing neighbors, but haven't found commercially viable oil in its territory so far. São Tomé and Príncipe (STP) is surrounded by major oil producing countries including Nigeria, Equatorial Guinea, and Gabon, but there has not been any commercial oil or gas discoveries in the country's waters yet. STP is exploring for oil in two different zones under different jurisdiction: the Joint Development Zone (JDZ) with Nigeria, and the Exclusive Economic Zone (EEZ). There are talks as well for a joint exploration zone with Equatorial Guinea. The purpose of this note is to update the status of oil and gas exploration in STP and provide a probability and timeline for eventual discoveries and commercial production. The answers to these questions are key to the country's long-term development prospects, as it would alter dramatically STP's development path.

Claim-making - the everyday strategies through which citizens pursue rights fulfilment - is often overlooked in studies of political behavior, which tend to focus on highly visible, pivotal moments: elections, mass protests, high court decisions, legislative decisions. But what of the politics of the everyday? This Element takes up this question, drawing together research from Colombia, South Africa, India, and Mexico. The authors argue that claim-making is a distinct form of citizenship practice characterized by its everyday nature, which is neither fully programmatic nor clientelistic; and which is prevalent in settings marked by gaps between the state's de jure commitments to rights and their de facto realization. Under these conditions, claim making is both meaningful (there are rights to be secured) and necessary (fulfillment is far from guaranteed). Claim-making of this kind is of critical consequence, both materially and politically, with the potential to shape how citizens engage (or disengage) the state.

Czech writer Ivan Klima investigates the connections between fiction and history, how these seemingly different areas of inquiry bleed into one another, especially in times of political turmoil. Fiction can be informed by history, and history can be made fictional, when subjected to the influence of writers constrained by repressive government, governments or individuals working to justify regimes, or poets seeking to stretch the boundaries of what it is possible to speak. The main paper is followed by a discussion of Ivan Klima with Michael Heim, Czeslaw Milosz and Martina Moravcova of literature in post-Communist Central Europe, and a vignette written by Klima about his residency in Berkeley.

AbstractBoth male and female youth were significant actors in anti‐colonial insurgencies, but their involvement has been neglected in existing historiographies due to the marginalisation of youth voices in colonial archives. This article analyses the causes of youth insurgency and colonial counterinsurgency responses in two British colonies, Kenya and Cyprus, in 1954‐59, providing a gendered and relational study of youth as cohort, as liberation generation, as life stage and as kinship position. It argues that a 'gen[d]erational' lens is necessary to properly understand how age and gender intersected to shape boys' and girls' experiences of youth insurgency, and how colonial states punished and tried to 'rehabilitate' such rebellious youths. This article argues that colonial responses to youth in insurgency were implicitly shaped by colonial understandings of gender and generation as well as by race and ethnicity, but that counterinsurgency policies failed to effectively integrate gendered and generational perspectives sufficiently into either their security, peno‐legal or welfare and developmental responses. The only successful 'rehabilitation' programmes focused on male youth, and combined colonial and local understandings of age and gender to provided pathways towards the forms of adulthood desired by youth, rather than just treating them as unthinking, impressionable or irrecoverable children.

The aim of this article is to introduce and examine the concept of the "spirit of luxury." Accordingly, we commence by delineating the philosophical idea of luxury, emphasizing its discursive meaning, and contemplating its earliest historical and etymological origins. We continue through the eighteenth and nineteenth centuries by means of a discussion of the philosophical, political, and economic writings of David Hume, Karl Marx, Thorstein Veblen, Émile Louis Victor de Laveleye, and Werner Sombart. Employing Sombart's sociological work on the spirit of capitalism, we advance and elaborate on the notion of the spirit of luxury. Offering a "Sombartian" account of recent luxury research, specifically the core contributions to this special issue of Cultural Politics, we conclude by critically assessing the concepts of luxury, spirit, and capitalism.

Analysis of PO data concerning attitudes toward areal (level) divisions of power & function in the US shows that Americans possess a multiplane orientation, distinguishing among levels of government & appreciating the shared nature of the functions. Confidence in government has declined, but it is difficult to determine how much distrust is directed at particular leaders & events, & how much toward the institutions of government. Americans still strongly believe, however, that all levels of government can be administered well. Support for increased involvement by the national government exists in many programs & activities, but this support diminishes when associated with tax increases or placed in the philosophical perspective of a stronger national government. Although data reflect support for the system, some data indicate that Americans see a need for change within the existing system. 18 Tables. AA.

New Zealand, similar to many other westernised nations, has a well-developed national culture of drinking to intoxication. Within this cultural context, young women are exhorted to engage with the night time economy, get drunk and have "fun" without relinquishing claims to "respectability". More recently, the rise of Facebook and other social networking sites has coincided with shifts in postfeminism, neo-liberalism and the development of the night time economy. Social networking sites have become a mundane part of people's everyday lives, whilst still reflecting structural constraints such as class, ethnicity and gender. This article reports on a qualitative study of young women's drinking practices and uses of Facebook. Focus group discussions were conducted with eight friendship groups involving 36 participants aged 18–25 years. Transcripts of these discussions were subjected to thematic analysis. Three key themes were identified: "tragic girls" and "crack whores"; "drunken femininities"; and "Facebook, alcohol and drunken femininities". The results indicated that young women experienced significant tensions in expressing their "drunken femininities" both in public and online, whilst also engaging in "airbrushing" of Facebook photos to minimize the appearance of intoxication for known and unknown audiences.

South Africa is a signatory to World Health Assembly (WHA) resolution 54.19 (May 2001), which calls for regular, synchronized treatment of helminthiasis in developing countries, particularly where the prevalence of worm infestation exceeds 50%. Helminthic infection is usually a hallmark of poverty and reasons why it should be controlled in disadvantaged communities are compelling. However, existing South African legislation regulating the procurement and use of anthelmintic medicines effectively renders group-based deworming as agreed to by WHA member states, and endorsed by the South African minister of health, non-implementable in practice. In order to make deworming sustainable, low-cost, unregistered anthelmintics must be imported from international procurement agencies. At present, this is not permitted. Another problem is that both medical and non-medical personnel are confused by out-of-date information in package-inserts regarding safety for young children and pregnant women. Albendazole and praziquantel should be de-scheduled and ivermectin, levamisole and possibly nitazoxanide should be registered in a way that permits treatment by non-medical personnel. Rational alternation of medication is important because reliance on mebendazole will lead to resistance. All batches of anthelmintics ought to comply with pharmacological quality specifications and testing should be routine. Facilities for doing this are available in South Africa.
