REZILIENTNOST LGBTQ+ MLADIH V OKVIRU VZGOJE IN IZOBRAŽEVANJA: INTEGRATIVNI PREGLED LITERATURE

Vzgojno-izobraževalne ustanove posedujejo velik potencial za zmanjševanje vpliva manjšinskega stresa na življenja mladih LGBTQ+. V članku se osredotočamo na rezilientnost mladih LGBTQ+ v okviru šolskega okolja. Opravljen sistematiziran integrativni pregled literature je zajel 57 empiričnih in teoretičnih kosov gradiva. Kvalitativna vsebinska analiza kaže, da lahko vzgojno-izobraževalne ustanove za učenke_ce LGBTQ+ predstavljajo pomemben vir skupnostnih procesov rezilientnosti, medtem ko je njihova vloga pri krepitvi individualnih procesov rezilientnosti manjša. Kot pomembna so se izkazala tudi področja, ki niso neposredno vezana na šolsko polje, a je v okviru le-teh za optimalen razvoj mladih LGBTQ+ zaželena zavzetost šolskega strokovnega osebja. SISTEMATIČNI PREGLED LITERATURE O POKLICNIH TVEGANJIH, STRATEGIJAH IN POLITIKAH V SEKSUALNEM DELU V SLOVENIJI

Članek povzema glavne ugotovitve sistematičnega pregleda literature o
seksualnem delu v Sloveniji, objavljene med letoma 1990 in 2020. Glavni namen
je bil zagotoviti sistematičen pregled ugotovitev predhodnih študij o poklicnih
tveganjih v seksualnem delu ter strategijah in politikah za njihovo zmanjševanje.
Rezultati kažejo, da se seksualne_i delavke_ci srečujejo s specifičnimi poklicnimi
tveganji, povezanimi s stigmo, varnostjo, politikami, zdravjem, poslom, dostopom
do storitev in zasebnim življenjem. Za njihovo zmanjševanje uporabljajo številne
strategije, zlasti je pomembno postavljanje mej strankam. Študije za izboljšanje
delovnih razmer priporočajo spremembo regulacije, informiranje različnih ciljnih
skupin ter vzpostavitev dostopnih in nestigmatizirajočih podpornih in zagovorniških programov za seksualne delavke_ce. Naš pregled poleg tega izpostavlja
potrebo po omogočanju in spodbujanju profesionalizacije seksualnega dela.
LEGITIMACY: MYTH AND POLITICS THE CASE OF POLITICAL SPEECHES OF FRANJO TUĐMAN

Abstract. The article explores the significance held by political myths for
legitimacy and politics. To that end, we examine political myth in line with
the contemporary theory of political myth, which understands political
myths as an integral part of all political communities that is not inherent
to just authoritarian and totalitarian regimes. Every political community
has their own stories/narratives that are accepted by most of the population and form the base of the legitimacy of the political order, whether it be a democratic or a non-democratic political order. In the final part of the article, we examine which narratives had such a legitimising power by analysing the political speeches of Franjo Tuđman while he was in office.

ODNOSI MED POLITIKO IN UPRAVO V LOKALNI SAMOUPRAVI ; RELATION BETWEEN POLITICS AND POWER IN LOCAL GOVERNMENT
Magistrska naloga obravnava in analizira odnose med županom kot najvišjim političnim funkcionarjem in direktorjem občinske uprave kot najvišjim javnim uslužbencem. V prvem delu sta predstavljeni zgodovina lokalne samouprave v Sloveniji in Ustava Republike Slovenije, ki je najvišji splošni pravni akt in lokalni samoupravi posveča svoje poglavje. Načela, ki vodijo lokalno samoupravo in so pomembna za uspešno delovanje in razvoj lokalne samouprave, so načelo avtonomije, načelo subsidiarnosti in načelo regionalizacije. Slovenske občine se vedno bolj vključujejo v skupne občinske uprave za opravljanje posameznih nalog, saj so občinske uprave v manjših občinah kadrovsko nedohranjene. Prav tako se občine vključujejo v združenja občin, saj lahko na ta način bolje zagotavljajo svoj skupni interes na področju lokalne samouprave. Občine med seboj sodelujejo tudi na podlagi sporazumov o pobratenju, ki ima pozitivne učinke na lokalno samoupravo in lokalno okolje, saj gre za stik z mednarodnimi partnerji, izmenjavo izkušenj in pridobitev različnih novih znanj. V nadaljevanju naloge so predstavljene ravni lokalne samouprave v sosednjih državah Republiki Hrvaški in Republiki Avstriji. V drugem, raziskovalnem delu naloge je prikazana primerjava lokalnih skupnosti v dveh izbranih evropskih državah. Na podlagi intervjujev je bila izvedena primerjava odnosov med oblastjo v lokalni samoupravi in politiko. V intervjujih so sodelovali župani in direktorji občinskih uprav manjših slovenskih, hrvaških in avstrijskih občin. V nalogi so predstavljena tudi mnenja županov in direktorjev občinskih uprav o njihovih odnosih v občinah. ; This research work discusses and analyses the relationship between the mayor, as the highest political official and the director of municipal administration as senior civil servant. The first section presents the history of local government in Slovenia and the Constitution of the Republic of Slovenia, which is the highest general legal act and the local government has its own chapter in the Constitution. Principles that lead local government and are important for a successful operation and development of local self-government is the principle of autonomy, the principle of subsidiarity and the principle of regionalization. Slovenian municipalities are increasingly involved in Joint Municipal Administration to perform specific tasks, as the municipal administration in small municipalities are understaffed. In addition, the municipalities integrate themselves in the Association of Municipalities to ensure their common interests better in the field of local self-government. Municipalities cooperate with each other based on agreements of town, which has a positive impact on local government and the local environment, because of the contact with international partners, exchange of experience and the acquisition of various new skills. In the following part of the work levels of local government in the neighbouring countries, the Republic of Croatia and the Republic of Austria are presented. The second part of the research work, a comparison of local communities in the two selected European countries, is presented. A comparison was made about relations between the authorities and the local government policy based on interviews. In the interviews, the mayors and directors of municipal administrations of small Slovenian, Croatian and Austrian municipalities participated. The thesis also shows the opinions of mayors and the directors of municipal administrations of their relations in the municipalities.

Icelandic politics in light of normative models of democracy
Icelandic politics are analysed from the perspectives of three normative models of democracy: the liberal, republican and deliberative democratic theories. While the Icelandic constitution is rooted in classical liberal ideas, Icelandic politics can be harshly criticized from a liberal perspective, primarily because of the unclear separation of powers of government and for the extensive involvement of politics in other social sectors. Despite strong nationalist discourse which reflects republican characteristics, rooted in the struggle for independence from Denmark, republicanism has been marginal in Icelandic politics. In the years before the financial collapse, Icelandic society underwent a process of liberalization in which power shifted to the financial sector without disentangling the close ties that had prevailed between business and politics. The special commission set up by the Icelandic Parliament to investigate the causes of the financial collapse criticized Icelandic politics and governance for its flawed working practices and lack of professionalism. The appropriate lessons to draw from this criticism are to strengthen democratic practices and institutions. In the spirit of republicanism, however, the dominant discourse about Icelandic democracy after the financial collapse has been on increasing direct, vote-centric participation in opposition to the system of formal politics. While this development is understandable in light of the loss of trust in political institutions in the wake of the financial collapse, it has not contributed to trustworthy practices. ADOLF BIBIČ'S INNOVATIVE CONTRIBUTION TO THE MARXIST CONCEPTUALISATION OF POLITICS

Abstract. The article analyses the innovative Marxist conceptualisation of
politics proposed by the Slovenian political scientist Adolf Bibič. The latter
built on the contributions of Heglo-Marxists and Gramsci to political theory.
At the core of his theory, he placed the question of the political power–class exploitation relationship. He distinguished political politics from self-managing politics, and problematised the dominant Western understandings of politics as well as the theories of elitism and pluralism. Moving away from such theories and dogmatic Marxist notions about the withering away of politics, he formulated his project of humanising politics beyond class exploitation and capitalist relations of production. This project assumed a necessary transformation of political practice in terms of the dialectical process of the socialisation of politics and the politicisation of society.

Norræn áhrif á umhverfisstefnu ESB : Nordic influences on EU Environmental Politics
This chapter explores the possible influences of Sweden, Denmark and Finland on the Environmental Policy of the EU. We focus specifically on the reputation, expertise and role model behaviour of the Nordic EU members and their possibilities to use these factors as cognitive power resources.The chapter discusses several examples where the Nordic EU member states have successfully promoted their national environmental interests within the EU. We also make use of interviews with environmental representatives at the Swedish, Danish and Finnish Permanent Representations to the EU in Brussels, officials from other member states, DG Environment of the Commission and the European Environment Agency. The results indicate that the Nordic EU members have to some extent minimised their quantitative disadvantages, such as small administrations and limited voting powers, by successfully using the cognitive power resources in question within the Environmental Policy of the European Union.
