House prices have risen strongly since 1997 in France, like in many other developed countries. Indeed, housing supply has not been strong enough to answer a buoyant demand. Household demand for housing has been mainly boosted by falling interest rates and a lengthening of loan duration, but also by demographic factors and foreign investment. The increase in house prices seems therefore justified and not the sign of a speculative bubble, like in Paris at the beginning of the 1990s. This is confirmed by the analysis of housing yields: due to the inertia of rent prices, rates of return on housing have decreased but not as much as long-term interest rates, thus remaining slightly higher than bonds yields. ; L'objectif de cet article est d'évaluer l'hypothèse, souvent évoquée, de formation d'une bulle spéculative sur le marché de l'immobilier de logement. L'augmentation récente des prix en France est d'abord comparée à celle observée dans les autres pays occidentaux, où le marché a également été dynamique. Il en ressort que les prix ont été bien plus sages dans l'Hexagone qu'au Royaume-Uni ou qu'en Espagne, par exemple. En outre, la poussée des prix depuis 1997, replacée dans une perspective historique, n'est pas atypique si on la compare aux phases de hausse de la fin des années 1970 ou des années 1980. Elle ne commence vraiment à s'en distinguer qu'en 2004, du fait du dynamisme du marché en province qui tranche avec la plus grande sagesse des prix en région parisienne. La hausse des prix apparaît finalement justifiée par les déterminants structurels de la demande de logements. La démographie —, avec l'accélération de la hausse du nombre de ménages —, le recul des taux d'intérêt et le comportement des banques — qui ont solvabilisé un plus grand nombre d'acquéreurs potentiels —, la demande étrangère plus vigoureuse ou encore la politique du logement, sont autant de facteurs qui ont soutenu le marché. Au regard des rendements de l'immobilier considéré en tant qu'actif, la hausse des prix n'apparaît pas excessive. Compte tenu de l'inertie des loyers, elle a certes conduit à un recul du rendement locatif des logements, mais ce recul est comparable à celui des taux d'intérêt à long terme, de telle sorte qu'à l'heure actuelle, le placement d'un capital dans l'immobilier n'est pas moins avantageux que le placement en obligations. L'hypothèse de la formation d'une bulle, qui aurait conduit à une hausse des prix non justifiée par les rendements, est donc écartée, tout comme celle d'un futur effondrement du marché.
International audience In the anthropological tradition inspired by Marcel Mauss of whom Marcel Detienne claims to be a follower, comparison involvesthe previous elaboration of social universals or patterns of thought transcendent societies. Grounded in a reflexion on twocomponents of the Druze community (one in Israel, one in Lebanon), the paper questions the comparative method following twosets of problems. The first one deals with comparison between close societies, since the analysis does not imply transcendingdifferences between social values or representations, but rather implies questioning the identity in order to constructsociologically pertinent differences. The recent evolutions relative to the sugarcane and to its two main finished products (the sugar and the rum) in Martinique led in interrogate about the future of this production. The present thesis, which concerns this problem, was the object of collection of data and analysis on the functioning of sugarcane production units and on the construction of the controlled label (AOC) "Martinique agricultural rum". It contributes so to the knowledge and to the understanding of the martinican sugarcane production at the dawn of the XXIth century. From a forward-looking on the future of the martinican sugarcane production, it proposes a methodology of analysis to think about the future of small agro-industrial productions, in a fragile socioeconomic context. The problem of the sugarcane future in Martinique is analyzed from the central concept of durability, allowing the consideration of the various dimensions of this production (environmental, economic, social, land). As has been the case in other old "sugar islands", sugarcane has known a significant decline in Martinique since the sixties, however the AOC label for Martinique agricultural rum obtained in 1996 allowed for a certain enhancement of the territory. In the context of an unsure sugar and rum market, this thesis shows that the future of sugarcane production goes through the strengthening of the patrimonial dimension of Martinique agricultural rum, as well as the valorization of the role of sugarcane in the construction of the identity as well as the development of the territory. Beyond the side effects of slavery, the role of sugarcane in the structuring process of martinican society, economy, culture, architectural and landscape heritage, makes this crop the key element of the territory. However, because of persistent socio-ethnical caesuras, the identity dimension of this culture finds it difficult to crystallize in the label "Martinique", still quite new. Acknowledging the contribution of sugarcane to the sustainable development of the territory could be favorable to the convergence of the individual and collective, socio-economic and environmental interests.

En ville, les quartiers se délimitent en se nommant ; les rues se tracent en se désignant ; les services publics et privés portent des noms sur des plaques ou devantures; les mouvements au sein de l'espace urbain obéissent à une signalétique conséquente… Or, l'acte de nommer, de désigner, de signaler… n'est possible que si l'on utilise l'instrument consacré à cet effet : le langage ou la langue. Et la ou les langue(s) pour le faire s'impose(nt) de soi, en vertu de son/leur statut. La question-vecteur de cet article est de savoir si la planification de la ville de Maroua a tenu compte du paramètre linguistique. Justement, après enquête, on se rend aisément compte que les langues officielles continuent de dicter leur loi, le français en premier. Le fulfulde qui est la langue véhiculaire et dont les fonctions sociales sont incontestables figure rarement sur les façades de la ville. Pourtant, un développement intégré implique la participation de tous les acteurs sociaux. Par conséquent, un amé- nagement discriminatoire de l'espace urbain constitue un échec à ce modèle de développement. Com a eines eficaces de qualsevol transacció social, totes les llengües haurien de comptar amb una política més concreta que l'estatus simbòlic que els poders públics tenen tendència a reservar-les. ; In the town, the quarters are demarcated, the streets are traced as they are named; public and private services bear their names on plaques, and movements within the urban space obey a consequent signage… But the process of naming, designating, signing and so on is impossible without the use of language. Therefore, the language(s) to be used gain recognition naturally in accordance with their status. The main question this paper explores is to learn whether the planning of Maroua took the linguistic parameter into consideration. Our study showed that the official languages, predominantly French, still hold sway. Fulfulde, considered as a vehicular language, is rarely used on the town's façades. However, an integrated development implies the involvement of all social actors. The discriminatory planning of urban space therefore reflects the failure of this kind of development. As efficient tools for social transaction, all languages should benefit from more specific policy than the symbolic status that authorities usually reserve for them.
In this thesis we are interested with make or buy decision. We considered a point of view based on supply chain optimisation flow of products within the logistic chain. Particularly, the aim is to define a tool for decision-making. Initially, and by considering a linear structure for costs we use linear programming to model the problem. Modelling is carried out in two stages: initially by supposing that the choice is related to only finished products of the company, then by supposing that the choice also concerns its components so in this case all the logistic chain of the product is considered. A decision making tool is developed on the base of this last model in order to test various networking strategies. In the second time, we generalised our model by taking into account the economies of scale in transportation costs. In this case we obtain a non-linear program for which we proposed a resolution method based on piecewise linearization of the cost function. In the third time, we proposed to validate the structure of the chain thus configured, and which take into account make or buy decision, by supposing an inventory policy with economies of scale. ; Le travail présenté dans cette thèse aborde la question de faire ou faire-faire de point de vue de l'optimisation des flux de produits dans la chaîne logistique. Plus particulièrement, il a pour objectif de définir un outil d'aide à la décision pour le choix de faire ou faire-faire. Dans un premier temps, et en considérant une structure linéaire pour les coûts nous nous sommes basés sur la programmation linéaire pour modéliser le problème. La modélisation est effectuée en deux étapes : d'abord en supposant que le choix concerne uniquement les produits finis de l'entreprise, ensuite en supposant que le choix touche également ses composants ce qui nous ramène à considérer toute la chaîne logistique du produit. Un outil d'aide à la décision est développé à la base de ce dernier modèle afin de tester différentes stratégies de réseautage. Dans un second temps, nous avons généralisé notre modèle en prenant en compte les économies d'échelle dans les coûts de transport. On se ramène à un programme non linéaire pour lequel nous avons proposé une méthode de résolution basée sur une linéarisation par morceaux de la fonction des coûts de transport. Dans un troisième temps, nous avons proposé de valider la structure de la chaîne ainsi configurée en réponse au choix de faire ou de faire-faire en supposant une politique de gestion de stock basée sur les économies d'échelle.

International audience Vegetable production is a major economic activity of urban and periurban households in Parakou District. It is potentially affected by the large rainfall variability associated with climate change. This study aims at analyzing the impacts of climate variability on water resources and adaptive strategies of vegetable farmers in Parakou to continue to live and produce in a constantly changing urban and periurban environment. The methodology used reconciled two groups of data: climate data (rainfall and temperature) over 47 years (1965-2012) subjected to an analysis using the reduced centered anomaly method; and field survey data that generated sensitivity and vulnerability matrices for crops and farmers. The results reveal that the year-to-year rainfall change in Parakou is marked by alternating deficit and surplus years whose anomalies vary between -2.4 and 2.21. The average temperature increased by 2.4°C (0.05°C/year). These parameters negatively affected vegetable production and its actors. In the dry season, farmers face an early drying up of water resources, inducing disturbances in crop growth and development. In the rainy season, the abundance of water causes enormous damage due to the proliferation of various pests and pathogens. Vegetable production is thus caught between the hammer and the hard place, all seasons and their spatiotemporal variations being detrimental to it. Vegetable farmers are adapting to these risks by developing new strategies involving the modification of farming calendar and cropping practices, the adoption of new crops and crop varieties and the introduction of new water harvest and efficient management techniques. Given the effectiveness of the strategies identified and the limits they present, it is important that the municipal authorities develop a sectoral policy sensitive to climate risks in order to strengthen the adaptation capacity of vegetable farmers. ; Le maraîchage est une activité économique importante des ménages urbains et périurbains de la ...
This paper surveys the literature on the impact of the French research tax credit on scientists, engineers and other R&D personnel. After reviewing the effect of this subsidy on the user cost of R&D capital, we compare the results of several econometric evaluations of its effectiveness. They reveal, among other things, that the research tax credit corrects discrimination in the hiring of PhD scientists, but with a windfall effect for PhD-engineers. In very small businesses, R&D employment aid (R&D tax credit inclusive) acts to the detriment of unaided employment. Finally, with only 2.5 % of R&D activities outsourced to public research bodies, there is no visible effect on their personnel. Given that most R&D expenditures represent staff salaries, these results support previous evidence that research tax incentive has a moderate effect on aggregated R&D in France. They also question changes from the original intent of policy makers when the research tax credit was created in 1983: to remedy for failures in the market for knowledge, not to subsidize highly qualified labour costs as a tool for competitiveness, alongside cuts in employers' social security contributions on less-skilled labor.
