Angesichts der komplexen Wandlungsprozesse in der heutigen Gesellschaft muß die politische Bildung ein breites Orientierungswissen vermitteln, das über die traditionelle politische Institutionenlehre weit hinausgeht. Anhand des Themas 'Ungleichheit und Gerechtigkeit' zeigt der Autor exemplarisch auf, wie das Bestands- und Orientierungswissen in der Soziologie verknüpft wird und für die politische Bildung fruchtbar gemacht werden kann. Im ersten Teil seines Beitrags skizziert er den Stellenwert von sozialer Ungleichheit und Gerechtigkeit im zeitgenössischen Bewußtsein und hinterfragt die These: "So viel Ungleichheit wie möglich, so viel Gerechtigkeit wie nötig." Im zweiten Teil untersucht er die Konzeptualisierung des Themas in der Soziologie und weist auf Forschungsdefizite und -desiderata hin. In seinem programmatischen Ausblick unterstreicht er die Bedeutung von 'citizenship' und Multikulturalismus für eine interdisziplinäre Ungleichheits- und Gerechtigkeitsforschung. (ICI).

Vom Bundesverfassungsgericht werden kluge Entscheidungen erwartet. Dies ist nicht nur der Anspruch der Öffentlichkeit, es entspricht auch dem Selbstverständnis des Gerichts. Gegründet von der Politik, um die Verfassung auszulegen, hat es sich in den ersten Auseinandersetzungen mit der Politik neu erfunden – als Hüter der Verfassung. Oliver Lembcke untersucht die Prozesse, die zur Bildung einer solchen Rolle geführt haben, sowie die spezifische Rationalität, mit der das Verfassungsgericht 'seine' Fälle entscheidet und sich selbst als Autorität regeneriert. Eine Autorität verfügt über Ansehensmacht – eine Macht, die man nicht an sich reißen kann, sondern verdienen muß; eine Macht, die sich darin zeigt, daß keiner widerspricht. Das Verfassungsgericht wird permanent kritisiert, mitunter von den eigenen Richtern. Aber im Namen des Volkes widerspricht niemand. Es hat sich als unverzichtbare Institution namens 'Karlsruhe' etabliert. Karlsruhe locuta causa finita? Nach Belieben kann jedermann wieder anfangen zu streiten. Es ist weniger die Rechtskraft als die Urteilskraft, die eine Autorität auszeichnet. Im Falle des Verfassungsgerichts gehört dazu das Wissen um die Eigenartigkeit der eigenen Institution: sie muß das Politische beurteilen, um das rechtlich Streitige richtig entscheiden zu können.

Während die handlungsorientierte Managementforschung und -theorie von Frage nach der bestmöglichen Orga-nisation der Produktion (im weitesten Sinne: der Leistungserstellung) ausgeht, fragt die erklärungsorientierte Organisationstheorie nach der Produktion der Organisation. Verschiedene Organisationstheorien beinhalten, in den letzten Jahren verstärkt, Aussagen und Hypothesen darüber, dass die Produktion organisationaler Regeln zunehmend reflexiv erfolge. Als Chiffre dafür etablierte sich, besonders im Anschluss an Argyris und Schön (1978) das "Organisationslernen". Manches davon ist in anspruchsvollere Konzepte des Wissensmanagements mitgenommen worden. Gemeint ist damit, dass die Modifikation organisationaler Regeln erstens vom Ausnah-me- zum Regelfall wird, zweitens zunehmend selbst der Reflexion unterzogen wird, und dabei drittens immer wissensabhängiger wird (u. a., weil sich die Gestaltungsoptionen vervielfältigen). Fast alle Ansätze aber, die den Begriff der Reflexivität gebrauchen, tun dies mehr oder weniger en passant, und auf ein wissenschaftliches All-tagsverständnis von diesem Begriff vertrauend. In meinem Beitrag möchte ich zeigen, dass man die Kategorie der Reflexivität ernster nehmen sollte, und man damit – gewissermaßen als Lohn - ein Konzept Institutioneller Reflexivität begründen kann, das bei der Analyse und die Gestaltung von Organisation bzw. organisationalem Wandel gute Dienste leisten kann. Die Organisationstheorie muss dazu allerdings Anleihen bei der Modernisie-rungstheorie machen.

Influential theories claim that institutions shape actor behavior but are sustained by these actors' behavior. How do scholars escape from this trap of endogeneity? This article highlights a partially exogenous factor: institutional models and blueprints. Since these ideational schemes do not emerge from actor preferences, they play an independent, irreducible role in institutional creation. In fact, Latin America has borrowed many blueprints from the "First World." But transferred to a different setting, these imported models often fail to command firm, reliable compliance and do not operate well. Therefore, informal mechanisms arise and guide behavior. External borrowing thus produces persistent disjunctures in institutional development. (JPLA)

This work offers a set of extended interpretations of Madison's argument in Federalist X of 1787, using ideas from social choice theory and from the work of Douglass North, Mancur Olson, and William Riker. Its focus is not on rational choice theory itself, but on the use of this theory as a heuristic device to better understand democratic institutions. The treatment adapts a formal model of elections to consider rapid constitutional change at periods when societies face quandaries. The topics explored in the book include Britain's reorganization of its fiscal system in the eighteenth century to prosecute its wars with France; the Colonies' decision to declare independence in 1776; Madison's argument about the 'probability of fit choice' during the Ratification period of 1787-88; the argument between Hamilton and Jefferson in 1798–1800 over the long run organization of the US economy and the election of Lincoln in 1860

The United Nations has been an important forum for promoting women's rights, but women are still underrepresented at the most senior levels of its leadership. This points to persistent obstacles in reaching gender parity at the UN, despite the organization's overt commitment to this objective. Situated in feminist institutionalist insights, I argue that the institutionalization of gender inequality through practices in the UN as a gendered institution can account for continued barriers to women leadership. This makes contributions to feminist institutionalist literature in international relations by taking it to the individual microlevel. Gendered practices sustain, inform, and manifest themselves in four interconnected processes that reinforce gendered divisions of subordination: positional divides, symbols and imagery, everyday interactions, and individual identity (based on Acker 1990, 146–47; Scott 1986). These processes and their practices become accessible through the narrative analysis of semi-structured interviews conducted with senior women leaders at the UN. By recognizing their narratives as valid forms of insight into the study of the UN, this approach recognizes women leaders' agency as opposed to portraying them as numbers only.

Max Webers Theorie der Wertsphären - zu denen beispielsweise Religion oder Politik zählen - hat eine Leerstelle: die Erziehung.Mithilfe der weberschen Institutionentheorie versucht Robert Stölner, den Status von Erziehung zu klären, und diskutiert, ob diese als Wertsphäre mit Eigenrecht und Eigengesetzlichkeit bezeichnet werden kann. Da Erziehung nicht, wie weitestgehend Religion oder Politik, ohne externe Stabilisierungsleistungen auskommt, fasst Stölner sie hier als eine sekundäre Wertsphäre - eine These, die anhand theoretisch-analytischer Überlegungen sowie historisch-empirischer Befunde überprüft wird.
