Die Wahl vom 8. November 1988 erbrachte das schon gewohnte Bild: Dem Präsidenten steht ein Kongreß gegenüber, dessen beide Häuser von der Oppositionspartei kontrolliert werden. Diese Tendenz tritt im politischen System der USA erst seit 1956 auf. Auf dieser in der Geschichte unüblichen Machtverteilung beruht seit Woodrow Wilson die politische Theorie des amerikanischen Regierungssystems. Die Parteien waren Integrationsinstrument, die Regierung als solche erst effektiv machten und es dem Präsidenten ermöglichten, seine Führungsrolle auszuspielen. Heute entsprechen sich Realität und Theorie nicht mehr, die USA haben ihr eigenes Koalitionsmodell entwickelt, dem aber die theoretische Durchdringung fehlt. (SWP-Hld)
