The public sphere has often been defined as much by those it excludes as by those it includes. In this essay, the author examines the problem of exclusion in the public sphere, focusing on London, England, in the early modern period. She argues that John Stowe's Survey of London (1603) denied the importance of merchant activity & offered a vertical view of London that invented the city as a space in which artisan-citizens were the real Londoners, while the merchants' spatial perspective was alienating & immoral. 68 References. Der Aufsatz enthält eine Darstellung der Gründungsgeschichte der Association of Jewisch Refugees in London. Im Kontext der jüdischen Gesamtemigration nach Großbritannien nach 1933 werden die Bedingungen für ihre Gründung 1941 sowie ihre Bedeutung als Selbstorganisation der jüdischen Flüchtlinge beschrieben. Die Association of Jewisch Refugees entstand in Abgrenzung von der anglo-jüdischen Minderheit und der britischen Mehrheitsgesellschaft als gleichzeitiger Partizipation in der britischen Gesellschaft. Sie war nicht nur für die internen Probleme der Emigranten zuständig, sondern auch Ausdruck des Entschlusses der meisten Refugees, nach 1945 in Großbritannien zu bleiben. Sie verkörperte dadurch den Grad der Akkulturation der deutschsprachigen jüdischen Emigration in Großbritannien sowie deren Ablehnung der deutschen Kultur und Gesellschaft. (KIL)
Die Gründung der Komintern 1919 und die Wiederherstellung der II. Internationale im selben Jahr erfaßte organisatorisch auch die Linkssozialisten, sie bildeten den Linken Flügel der SAI (Sozialistische Arbeiter Internationale). Den ersten losen organisatorischen Verbund des linken Flügels bildete die 'Internationale Arbeitsgemeinschaft' (IAG), 1930 gegründet, die den Kern des Londoner Büros bildete. Ausgehend von den Konflikten der Linkssozialisten mit Sozialdemokraten und Kommunisten in den einzelnen europäischen Ländern beschreibt der Verfasser die Entwicklung der IAG in der Auseinandersetzung mit dem Trotzkismus, der Volksfrontpolitik der KI, dem Spanischen Bürgerkrieg und den Moskauer Prozessen. Das Londoner Büro wuchs in diesen Jahren immer mehr in die Rolle einer neuen Internationale hinein, wurde jedoch 1938 aufgelöst, wofür der Autor mangelnde Basis, fehlenden Apparat und wenig Gewicht in der Arbeiterbewegung als Hauptgründe nennt. Der Spanische Bürgerkrieg brachte nicht die Wende in der europäischen Arbeiterbewegung, die Niederlage der deutschen Arbeiterbewegung und die immer noch bestehende Vielfalt der politischen Strömungen innerhalb der europäischen Linkssozialisten haben zusätzlich zum Mißerfolg des Londoner Büros beigetragen, so der Verfasser. This paper explores the array of shifting state strategies adopted by states in post-Soviet central Eurasia with regard to their relations with the US, China, India, & Europe & assesses the applicability of balance of power theory in trying to understand what has been happening. Russia would prefer to have US power balanced, but its neighbors would feel more comfortable if Russia's power were cut down to size; however, these states feel that their major threat is not domination but marginalization & the inability to improve their economic well-being. Whether their attempts to better their situation & to counter great state power through alliances among themselves or with other states can be viewed as efforts to balance power or threat is questioned. A thorough analysis of the past decade suggests that this is not the case. J. Stanton
Der Autor erörtert die Möglichkeiten der Stadterneuerung durch Kommunalisierung an den Fallbeispielen London und Rotterdam. Diese institutionell neuen Formen der Wohnungsbewirtschaftung werden auch generell hinsichtlich der Implementationschancen reflektiert. Zusammenfassend wird festgestellt, daß eine Strategie der Kommunalisierung des privaten Miethausbesitzes in verfallenden Altbauquartieren nach den vorliegenden Erfahrungen eine Verbesserung der Wohnverhältnisse für die ansässige Bevölkerung herbeiführen kann, sofern die Gemeinde vor allem die Instandhaltung und Instandsetzung der Altbauten unter Beibehaltung niedriger Mieten gewährleistet. Es zeigt sich aber auch, daß eine solche kommunale Stadterneuerungspolitik damit rechnen muß, bei der Wohnungsbewirtschaftung zugunsten der Bewohner Defizite in Kauf zu nehmen. Die finanziellen Belastungen einer Kommunalisierungsstrategie für die Gemeinde sind ein maßgeblicher Ansatzpunkt, mit denen die Gegner einer Kommunalisierung diese Strategie erheblich behindern, einschränken oder verzögern können. Der dritte wesentliche Aspekt einer Kommunalisierung liegt in der neuen institutionellen Organisation der Wohnungsverwaltung und -bewirtschaftung. In einigen europäischen Nachbarländern der Bundesrepublik haben verschiedene Gemeinden neue Formen der Wohnungsverwaltung in ihrem kommunalen Wohnungsbestand eingeführt, die eine mehr oder weniger weitgehende Beteiligung der Bewohner gewährleisten. Der Karneval im Londoner Stadtteil Notting Hill ist ein zweitägiges Straßenfest, das jedes Jahr Ende August stattfindet. Die Zahl der Besucher geht in die Hunderttausende und hat schon ca. zwei Millionen erreicht. Heute ist der Karneval das große Ereignis der schwarzen Briten, das Fest und Symbol, mit dem sie ihre Geschichte, ihre Gemeinschaft und ihre Tradition feiern. Die vorliegende Fallstudie analysiert dieses Ereignis im Spannungsfeld kultureller Globalisierung. Es ist ein prototypisches soziales Phänomen des Zusammenlebens, des Neben- und Gegeneinander verschiedener Gruppen - nämlich schwarzer und weißer Briten, ethnischer Minderheit und Mehrheitsgesellschaft. Diese komplexen Zusammenhänge werden unter folgenden Fragestellungen analysiert: (1) die inhaltlichen Motive, die im Karneval zum Ausdruck kommen; (2) die Entstehungsgeschichte dieser Institution; (3) die Metamorphosen dieses Festes zwischen Minderheitenkultur und Massenereignis. This chapter analyses Poland's initial support of the Bush Doctrine & comparatively summarizes some of the similarities between Poland's & other Central European country's foreign policy with the United States. The article also explores the limited domestic discussions in Poland regarding the Bush Doctrine & notes a change of tone in 2004 with stronger criticisms emerging from politicians against the Bush Doctrine. A spatial analysis of workplace-residence relations in Greater London taken from a more detailed study of journey-to-work patterns in UK metropolitan areas explores processes of social exclusion from a different perspective than the usual labor market or spatial concentration research. Data from the Samples of Anonymised Records of the 1991 UK Census that provide cross-tabulations of variables by individual revealed that 60%-70% of ethnic employees in London work outside their borough of residence. However, the vast majority of minority ethnic groups who live in Inner London also work there. Asians & many black Africans were shown to travel longer distances than whites with Bangladeshis & Pakistanis being the most spatially restricted. There was little evidence of a US-style spatial mismatch indicating the need for minority ethnic workers in inner cities to travel long distances to work in the suburbs. Examination of trends among specific ethnic groups suggests a complex ethnic division of labor that exhibits varied patterns of incorporation in the city's spatio-temporal matrix. A comment on Will Kymlicka's "Western Political Theory and Ethnic Relations in Eastern Europe" (2001) asserts that concepts of ethnocultural justice, public recognition, & accommodation of diversity are not novelties in Eastern Central Europe. Thus, it is contended that liberal-pluralist theory is not a revelation, but will have two key practical consequences: (1) Classical liberal teaching that speaks to ethnocultural neutrality might lead to majority aspirations & demagoguery & liberal canons might justify concepts equating majority with normalcy. (2) Liberal-pluralist concepts might provide a means to implement a policy of ethnocultural justice in the context of modern democracy. Three facets of ethnocultural justice are then identified: separate space for minorities, equitable sharing of public space, & neutralization of ethnic undercurrents & biases. The last facet is elaborated on in the context of former Yugoslavia before considering the Dayton Agreement as a lost opportunity for turning to Western liberal-pluralist political theory as a springboard to ethnocultural justice. It is concluded that the Eastern Central European experience demonstrates that ethnocultural neutrality & group-neutral regulation cannot accommodate cultural pluralism nor guarantee stable & peaceful ethnic majority-minority relations. Western liberal-pluralist theory eschews diversity & cannot provide viable models of accommodation & cohabitation in the context of ethnic pluralism. J. Zendejas
