The Russian leadership was taken aback both by the relatively poor showing of the ruling party in the 2011 parliamentary elections and by the size of the popular protests against alleged electoral fraud that followed. Realizing that the existing system of top-down rule was no longer effective or fully served the elite's own interests, the leadership initially responded by offering a number of concessions, including the restoration of direct popular elections of regional governors. The gubernatorial elections held in 2012 were stage-managed, but at least some of those held in 2013 were open to a degree of competition. The results encouraged the leadership to declare its intention to open the system up to further competition. The aim seemed to be not only to contain popular dissent but also to bring about more efficient regional government, thereby securing the elite's continued hold on power.

Dezember 1978) war die Reform des Wirtschaftsverwaltungssystems und eine Reorganisation des Regierungsapparates notwendig geworden. Angesichts einer Orientierung der Wirtschaft in Richtung Marktwirtschaft musste die Trennung der Funktionen der Regierung von denen der Unternehmen ganz oben auf der Reformagenda stehen.

The Saving Gateway is a government initiative aimed at encouraging savings behaviour among people who do not usually save. Each pound placed into a Saving Gateway account is matched by the government at a certain rate and up to a monthly contribution limit. Matching provides a transparent and understandable incentive for eligible individuals to place funds in an account.

We analyze the effects on inflation and output of unconventional open-market operations due to the possible income losses on the central bank's balance sheet. We first state a general Neutrality Property, and characterize the theoretical conditions supporting it. We then discuss three non-neutrality cases. First, with no treasury's support, sizeable (current or expected) balance sheet losses can undermine the central bank's solvency and should be resolved through an increase in inflation. Second, a central bank might also engineer higher inflation in the case it wants to limit or reduce losses because of political constraints or to seek more financial independence. Third, if the treasury is unable or unwilling to tax households to cover the central bank's losses, the wealth transfer to the private sector also leads to higher inflation.
