This paper analyzes the demographic potential of the Nišava District at the administrative level of municipality. It is shown through the analysis of the selected indicators: numerical trends and age structure of the population. The main demographic processes that characterize the observed district are the overall depopulation (the decrease of the total population) and the aging of the population. Due to this, the change in the population numbers according to previous censuses has been investigated in order to determine its intensity in different periods. Some population characteristics such as the age of the population, the aging index, the age coefficient, the young population contingent (0-19) and the old population continent (60 and over) as well as the fertile and labor contingent have been used to represent the age structure. The changes in the educational structure are considered in interaction with the processes of depopulation and demographic aging. This has been an attempt to determine the degree of correlation between demographic processes and the education level of the population. The results of the analysis of the demographic potential point to spatial disparity of the Nišava District. Unfavorable demographic processes, extreme depopulation and aging of the population of this district have had a large influence on the weakening of the demographic basis and the decrease in the overall potential of the observed district. The mutual dependence of the process of depopulation and pronounced changes in the age structure towards ever increasing aging of the population has created a vicious cycle which leads to unfavorable and unstoppable demographic changes in this area.
Regional differences are one of the most important forms of expression of uneven economic development. The unevenness of the level of development in the regions in the Republic of Serbia is one of the most complex development problems. The current economic policy has caused that the gap between rich and poor regions is increasing in Serbia. Different demographic development of the regions is consequences of differences of economic development. In this paper, the authors analyze the quantitative and qualitative population's characteristics. Attention is given to the implementation of VIKOR methods in order to rank the regions of Serbia according to the level of demographic development. Ranking regions by multiple criteria simultaneously, contributes to the determination of the real situation in terms of regional differences. The authors demonstrate that the multi-criteria analysis could be applied to determine the demographic disparities between the levels of development of the regions. The criteria and their importance could be changed depending on the consideration of demographic, economic and social development. Also, other methods of multi-criteria analysis in the evaluation of the demographic development of the region or state is applied.
This paper will assess the results of transition in the Yugoslav successor states using objective and subjective criteria. Four objective criteria related to economic growth will be used to compare economic performance in Yugoslavia and its successor states; 1. Speed of recovery after war/change in system, 2. Absolute growth rates, 3. Relative growth rates, 4. Place in world development. This will be supplemented by a survey of public opinion conducted by the European Bank for Reconstruction and Development.All the four objective criteria show that the Yugoslav economy performed much better than the economies of its successor states. The survey shows that only 20 percent of population are happy with the results of transition in South Eastern European countries, while 64 percent are unhappy and 16 percent are undecided. In the former Yugoslavia much less than 20 percent of population are happy with the changes brought by the transition.
The text is re-examining the previously established dilemma related to whether Serbia (without Kosovo and Metohija) is the country of second demographic transition, i.e.: has the transition been de-blocked, under the assumption that this is a worldwide historical process of transformation of industrialized countries. The last thesis, around which there exists a lot of controversy in the contemporary population theory, is however not dealt with in detail; to the contrary, it is used as the general theoretical framework for the exploration of the most recent tendencies in the transformation of nuptiality and fertility regime in Serbia, as well as in the western and countries in post-socialist transformation. Special attention is given to the ideational changes, more precisely to the specific features of the value profile of the Serbian population, which is one of the most important determinants of the societal framework, that acts in the back of the afore mentioned aggregate demographic indicators. Finally, the hypothesis is posed (which should be further investigated by means of in-depth research and complementary approach) that the speeding-up of the second demographic transition and intensification of the individualisation not only of the partnership but of the parenthood as well, accompanied with the rise of living standard and social support to balancing work and family, would have produced important emancipating and, concomitantly, positive socioeconomic and demographic effects.

Despite its high development and evolution of its approach to the issue of energy security, the European Union is also facing the problem of decreasing its role in reducing human impact on the climate. Energy is of essential importance for the development of any country, including Bosnia and Herzegovina. Without adequate policies in the energy sector bussines, industrial and economic progress is not possible either. However, regardless of how energy is important for the development, it is still only a mechanism for achieving an ultimate goal – sustainable economy, clean environment, high living standards, prosperity and population health. According to the official data, Bosnia and Herzegovina produces annually about 13.600 GWh (data from 2010), out of which 7.950 GWh in thermal power plants and 5.650 GWh in hydro power plants. Basic domestic energy sources in Bosnia and Herzegovina include coal and hydropower, while gas and oil are imported. This paper gives an overview of future of the European Union energy policy by 2020, together with the situation and outlooks for Bosnia and Herzegovina renewable energy sources: hydropower, wind power, solar energy, biomass and geothermal energy. After the termination of war confrontations, on the basis of the UN Security Council Decision, a protectorate had been established in Kosovo and Metohia, including the engagement of international security and civil forces. The order of interim administration ended in 2008, when the self-proclaimed Kosovo assembly adopted the decision on declaration of independence from the Republic of Serbia, and the process of administrative mandate transfer started from international to local institutions. In the paper, first of all, general performances of social and political life were delineated, and then the complex architecture of security forces active there during previous eleven years was presented. Also, all the most important problems Kosovo and Metohia faces are enumerated. The post-war Kosovo and Metohia may be characterized as a society in disorganization. The old system of institutions was destroyed, and a new one has not been established. The number of Serbs is decreasing, and local Albanians have not maturated for a self-administration of the newly established state. The further maintenance of this circumstances or even its deterioration might move towards social riots, caused by the bad living conditions, large unemployment, impoverishment of significant social groups or the escalation of attacks at remaining non-Albanian population, which could induce serious security threats in the region.
The deployment of NATO missile defense shield (EuroPRO) elements in Eastern Europe determines explicitly the so-called strong security of Russia and it represents a serious disruptive factor in its relations with the West. In such context, in the last three years the Ukrainian crisis has additionally complicated and actualized security situation because it turned out that, besides internal factors, it is largely influenced by some external factors, as well. In March 2014 Crimea unilaterally separated from Ukraine and it was joined to Russia whereas an armed conflict between central authorities and armed formations of rebellious pro-Russian population started in the parts of Donetsk and Luhansk. Ukraine accused Russia of the annexation of Crimea; their relations were reduced to minimum and in the last three years they have remained such tendency. The change of Crimean status has largely aggravated the relations of Russia with Western countries, which resulted in complex political and security situation in the Black Sea Region, which threatens to disintegrate the whole system of regional stability with potential implications for global security, as well. The deployment of EuroPRO elements in Romania and militarization of the Crimean Peninsula affect to a great extent regional stability of that part of the old continent and they represent one of essential destabilizing factors that is in direct correlation with a high level of entropy of the European political and security system.
After the end of the Cold War, civil defense was transformed into civil protection. This part of the state structure moved from the armed forces to the civilian sector. There are two reasons. First, direct threat of nuclear war was eliminated and the other reason were climate changes caused by natural disasters on a large scale. Today's civilan protection is organized in order to protect life and property in the event of a disaster caused by nature or man. End of the Cold War influenced the transformation of the social system in Poland. This was also reflected in the field of civil protection in this country. In Poland many sectors of civil society are now directly or indirectly involved in the system of civil protection. This was largely contributed by the decentralization of the state system, which allowed greater involvement of different actors in the system of civil protection. Decentralization has enabled a more efficient division of responsibility in case of emergencies. Regardless of the differences in size of territory and population, Poland has gone through similar challenges in transformation of the state and civil protection system like other new states of the European Union. This is especially important if we look other states of the former Warsaw Pact. Beside aforementioned transformation, Poland needed to eliminate communist legacy in many areas of society. This was precondition for stabilization and modernization of the state system. After that, Poland could put more effort in the reform of other areas of political, economic and social organization, which included area of civil protection.
The governments of all countries of the world have faced up with the health crisis caused by the Covid 19 virus pandemic in the previous and current year. This crisis turned into an economic crisis, considering that it was necessary to provide huge financial resources to overcome it. Governments "pumped" additional amounts of money by supplying the economy and the population with new liquidity through subsidies and one-time assistance in the form of "helicopter money". This has contributed to the deterioration of the fiscal performance of the world economies. The paper analyzes the economic and fiscal performance of the world leading economies such as the European Union, the United States, China and Russia. The aim of this paper is to point out the consequences of the applied measures in the domain of monetary and fiscal policy and influence on the increase of the budget deficit and public debt in the world. ; Vlade svih država sveta suočile su se sa zdravstvenom krizom izazvanom pandemijom kovida-19 u prethodnoj i tekućoj godini. Ova kriza je prerasla u ekonomsku krizu, s obzirom na to da je za njeno prevazilaženje bilo neophodno obezbediti ogromna finansijska sredstva. Osim toga, vlade su "upumpavale" dodatne količine novca snabdevajući privredu i stanovništvo novom likvidnošću kroz subvencije i jednokratne pomoći u vidu "novca iz helikoptera".Sve ovo je doprinelo pogoršanju fiskalnih performansi ekonomija u svetu. U radu su analizirane ekonomske i fiskalne performanse vodećih ekonomija sveta poput Evropske unije, SAD, Kine i Rusije. Cilј rada je da ukaže na posledice primenjenih mera u domenu monetarne i fiskalne politike na rast budžetskog deficita i javnog duga u svetu.
In this article Dr Pribicevic analyzes reasons for difficult and slow transition in Serbia. Twelve years after the breaking down of authoritarian regime the Serbian population is completely disappointed. New authorities was promising higher standard, lower unemployment, quicker enter in to the EU, tough fight with corruption and organized crime. When it didn't happen even after the ten years big expectations were changed with disappointment and dissatisfaction directed against the parties which ruled the country after the 2000. On the elections hold in May 2012 Democratic party and its leader Boris Tadic lost elections and new government was created by Serbian Progressive Party, Socialist party of Serbia and United Regions of Serbia. Three main political reasons caused difficult and slow transition in Serbia. First, complete preoccupation with Kosovo problem and constant conditioning of Serbian European road with so called normalization of relations between Belgrade and Pristina slower down reforms and dealing with all other problems in society, Second, constant conflicts between so- called democratic parties which ran Serbia after 2000 and Third, slow transformation of the parties which ruled the Serbia during the 90' produced situation in which ruling parties after 2000 didn't have normal incentive and corrective coming from opposition. Only after the Serbian Progressive Party, created after the split of extreme nationalistic Serbian Radical Party, adopted main postulates of democracy and main elements of Tadic's foreign policy, first real change occurred in Serbia, twelve years after the breaking down of previous authoritarian regime. Quicker approach to EU and solvation of Kosovo issue remains the main challenge for the new government. Better life of Serbian citizens is mainly related to the solvation of these issues.

U mnogim delovima sveta, veliki napori i sredstva se ulažu u sprečavanje pojavljivanje bolesti i smanjenja ekonomskih troškova izazvanih KKS a sve u cilju njenog potpunog iskorenjivanja. Bolest se pojavljuje u većem broju zemalja Azije, centralne i južne Amerike, delovima Afrike i Evrope. Uspeh u iskorenjivanju postignut je u većem broju država, uključujući Severnu Ameriku, Australaziju i Severnu Evropu, gde se status zemalja slobodnih od KKS održava bez primene vakcinacije. U Zapadnoj Evropi, ostvarena je progresivna eradikacija u toku poslednje dve dekade 20. veka uz zabranu vakcinacije u zemljama članicama EU od 1990. godine. Međutim, periodično je dolazilo do unošenja virusa KKS u populaciju domaćih svinja preko divljih svinja ili uvozom domaćih svinja iz inostranstva. Pojava KKS u zemljama koje ne primenjuju preventivnu vakcinaciju ili su slobodne od bolesti može dovesti do velikih epizootija jer je celokupna populacija domaćih svinja veoma prijemčiva na virus. Zbog toga je kontinuirano vršenje aktivnog i pasivnog nadzora nad KKS od fundamentalnog značaja za sprečavanje pojave i širenja ove zaraze jer doprinosi da se eventualno izbijanje bolesti otkrije na vreme kao i da se brzo uspostave kontrolne mere u cilju sprečavanja daljeg širenja virusa KKS. Za efikasno sprovođenje potpunog iskorenjivanja KKS, pored definisanja principa kontrole KKS, kratkoročnih, srednjoročnih i dugoročnih prioritetnih aktivnosti, obezbeđivanja odgovarajućeg pravnog okvira, dijaloga i podele odgovornosti između najvažnijih institucija, službi i poslovnih subjekata, potrebno je osigurati odgovarajuće finansijske, kadrovske i druge resurse, kao i kontinuiranu edukaciju i jačanje kapaciteta nadležnih službi. U ispitivanjima su opisani epizootiološki i ekonomski aspekti Programa kontrole KKS uz primenu vakcinacije koji se sprovodio od 2006. do 2012. godine, pravni okvir i strateške mere koju državna veterinarska administracija i operativne veterinarske službe sprovode u cilju kontrole i potpunog iskorenjivanja KKS u Srbiji, kao i efekti primene tih mera. ; Classical swine fever (Pestis suum clasica, Hog cholera, Schweinepest, CSF) is a highly contagious viral disease of domestic pigs and wild boar, which has huge health, social and economic impact worldwide. In many parts of the world, significant efforts and resources were employed in order to prevent outbreaks and reduce losses and costs, with overall objective to eradicate it. Outbreaks of CSF are notified in many contries in Asia, central and southern part of Americas, some areas in Africa and Europe. Some countries has experienced success in eradication, namely in North America, Australasia and North Europe, and in keeping the country's status as free of CSF without vaccination. In Western Europe, progressive eradication without vacciantion is achieved in last two decades of 20th century, with total ban of vaccination declared from 1990. However, some perodical epizodes of introduction of CSF virus from wild boar to domestic pig population, or by import of live pigs, were reported. Emerging cases of CSF, particularly in countries where vaccination is not in place or in countires declared the status as free from the disease, can cause large epizootics, since the naive pig population is very susceptible to the virus. Therefore, the continuous active and pasive surveillance is of utmost importance for prevention of spreading the diseases which will improve capacities for timely detection of possible outbreaks and effective implementation of relevant control measures to prevent further spreading of disease. For effective imlementetion of total elimination of CSF, beside clear definition of main control principles, short-term, and long-term priority activities, adequate legal framework, and effective dialogue for sharing responsibilities among main interested parites, it is necessary to ensure financial, human and other resources, as well as continuous education and capacity building of competent authorities. In this investigation, economical and epidemiological aspects of CSF eradication program with vaccination policy implemented from 2006 to 2012, were described, with the current legal base and strategic actvities carried out by the state veterinary administration and field veterinary services with the aim to control and totaly eradicate CSF in Serbia, with effects of implementation such measures.
After the break-up of the former Yugoslavia, the countries of Western Balkans are slowly establishing mutual economic cooperation, and are struggling with their participation in international trade flow with the usage of international marketing instruments. This significantly decreases their opportunities to accelerate economic development and to improve their competitiveness in the time of new crisis caused by Covid-19 pandemic. Small markets and interstate administrative barriers in the Western Balkans hinder the establishment of new and development of existing enterprises, and cause an outflow of creative human resources. Therefore, it is necessary to promote innovative possibilities of removing barriers for faster circulation of goods, people and capital. The implementation of new models of international marketing could significantly contribute to the intensification of mutual economic cooperation, internationalization of business and attracting foreign investment which are accompanied by the spillover effect. As a result, one could expect the improvement of national economies' competitiveness, increase of exports and gross domestic product and improvement of population living standards. ; Zemlјe Zapadnog Balkana posle raspada bivše Jugoslavije vrlo sporo uspostavlјaju međusobnu privrednu saradnju i zaostaju sa uklјučivanjem u međunarodne privredne tokove, uz pomoć instrumenata međunarodnog marketinga. To značajno umanjuje njihove mogućnosti ubrzanja privrednog razvoja i unapređenja konkurentnosti u uslovima nove ekonomske krize, izazvane pandemijom kovida-19. Mala tržišta i međudržavne administrativne barijere zemalјa Zapadnog Balkana koče osnivanje novih i razvoj postojećih preduzeća, te uzrokuju odliv kreativnih lјudskih resursa. Stoga je potrebno promovisati inovativne mogućnosti uklanjanja barijera za bržu cirkualciju robe, lјudi i kapitala. Primena novih modela međunarodnog marketinga mogla bi značajno doprineti intenziviranju međusobne privredne saradnje, internacionalizaciji poslovanja i privlačenju stranih investicija koje prati spilover efekat. Kao rezultat toga, moglo bi se očekivati unapređenje konkurentnosti privrede ovih zemalјa, povećanje izvoza, povećanje bruto domaćeg proizvoda i standarda stanovništva.
Urban shrinkage is a process that many European countries have been facing in recent decades. It had started in highly developed regions at the time of deindustrialisation, but since the 1990s, this process has also affected Central, Eastern and South-eastern Europe, with different patterns and dynamics of urban shrinkage. The political and economic crisis in Serbia during the 1990s, as well as the transition from a centrally governed and urban-based industrialisation to a neoliberal market economy, has brought significant changes in the development of cities, which faced declining demographic and economic vitality. This paper is focused on the analysis of the intensity and dynamics of demographic and economic aspects of urban shrinkage in Serbia and on classification of cities according to the different phases of urban shrinkage. Typological classification was performed using the K-means clustering algorithm. The cluster analysis is based on the use of relevant demographic and socio-economic indicators, for the period from 2002 to 2011. After identifying cities that recorded an increase in total population and relatively stable economic development, three types of shrinking cities were determined according to the intensity of demographic and economic shrinkage - cities with low, medium and high shrinkage intensity. The analysis of the main patterns and factors that influenced the different levels of urban shrinkage enabled a better understanding of this phenomenon in Serbia. The results indicate the heterogeneity of urban space due to different levels of demographic and economic shrinkage, thus it can serve as a starting point for future research of uneven urban development in Serbia. ; Опадање градова (енг. urban shrinkage) је процес са којим се последњих деценија суочавају многе земље у Европи и свету. U okviru rada je detaljno analizirana politička delatnost srpskih pristalica ugarske vlade u užoj Ugarskoj od Austro-ugarske nagodbe 1867. do poraza Slobodoumne stranke na izborima 1905. Nastankom nagodbenog pravnog okvira ugarska politička elita je smatrala da su se stekli uslovi da se odredi da u Ugarskoj postoji samo jedna politička nacija. Predvodnici nemađarskog stanovništva su trebali da odluče da li da pokušaju da izdejstvuju što bolji položaj za svoju naciju unutar vladajuće političke stranke ili da se posvete nacionalnoj i državno-pravnoj opoziciji. Deo srpske inteligencije je smatrao da državno-pravna opozicija može više da šteti srpskim nacionalnim i kulturno-prosvetnim interesima nego da bude od koristi. Oni nisu osnovali zasebnu političku stranku već su pristali uz stranke Ferenca Deaka i Kalmana Tise, koje su se 1875. ujedinile u Slobodoumnu stranku. Pored Ugarskog sabora, oni su delovali i unutar ugarskih municipija, kao i u sklopu srpske crkveno-narodne autonomije. ; In this paper are, in detail, analyzed the political activities of Serbian supporters of the Hungarian government in Hungary proper from the Austro-Hungarian Compromise in 1867 to the defeat of Liberal Party in the 1905 elections. With the setup of the compromise legal framework, Hungarian political elite considered conditions had been met in order to declare that there was only one political nation in Hungary. Leaders of non-Hungarian population were supposed to decide whether to try to force a better position for their nation within the ruling political party or to commit themselves to national and legal-state opposition. However, part of the Serbian intelligence believed that state-legal opposition could no longer be regarded as useful to Serbian national, cultural and educational interests. This is why they have not formed a separate political party but they acted within the parties of Ferenc Deak and Kalman Tisza, which were united into Liberal Party in 1875. Apart from the Hungarian Parliament, they were also acting within the Hungarian municipalities, as well as within the Serbian church-national autonomy.
Freedom of expression enjoys a particular protection in the case-law of the European Court of Human Rights. According to the Court, freedom of expression constitutes one of the essential foundations of a democratic society, and one of the basic conditions for its progress and for the development of every man. Moreover, it is applicable not only to 'information' or 'ideas' that are favorably received or regarded as inoffensive or as a matter of indifference, but also to those that offend, shock or disturb the State or any sector of the population, since these are the demands of that pluralism, tolerance and broadmindedness without which there is no 'democratic society'. This high valuing of freedom of expression is particularly striking when it comes to the political speech, the free political debate being a distinctive feature of a democratic society. Nevertheless, the European Court considers that whoever exercises his freedom of expression undertakes 'duties and responsibilities', and that the freedom of political debate is undoubtedly not absolute in nature. More concretely, when the hate speech is at issue the Court underlines that the tolerance and respect of equal dignity of all human beings constitutes one of the essential foundations of a democratic and pluralist society, and that in a democratic society, in principle, it may be considered necessary to punish and even to prevent all forms of expression which propagate, incite, promote, or justify the hate based on intolerance. Taking into account the notion of prohibition of hate speech in the constitutional system of the Republic of Serbia, and the place of the European Convention on Human Rights in its hierarchy of legal sources, this paper follows the evolution of the European Court's case-law as to the understanding and definition of conditions under which it may be considered necessary in a democratic society to restrict freedom of expression because of hate speech. This legal standard - necessary in a democratic society, is then compared to the clear and present danger test, which has been developed for almost a century in the case-law of the Supreme Court of the United States of America, and which application is sometimes recommended in Europe.
