經歷十三年風雨,香港樓價再創歷史新高。有云:「禍兮福所倚」,業主得益於財富增長的同時,亦擔心高速增長埋下泡沫爆破的伏線。因樓價高企,年青人置業困難,社會不滿亦日漸升溫。 ; 在國際貨幣基金組織出言警告後,香港金融管理局連同財政司相繼推出措施如額外印花稅,以及收緊不同物業種類的按揭上限,希望保持樓市健康及穩定發展。一石激起千重浪,政策推出後輿論不絶,但至今仍未有人以嚴謹的邏輯推論分析新政策的影響。本文以Stein (1995)的模型作藍本,稍作修改,以分析新政對樓價的影響。 ; 按照文中模型計算,於當前經濟環境下,新措施確能維持樓市健康及穩定發展。額外印花稅能壓抑樓價時,收緊不同物業種類的按揭上限能保持樓價平穩。理論模型同時指出,兩樣政策都不是萬能丹,政府於調控樓市時應先評估當前經濟基礎,否則有機會事與願違。 ; House price in Hong Kong is reaching its historical high. People start to worry a sudden drop of house price as what they had experienced in year 1997. Social disputes emerged and the Hong Kong government has taken several measures in reaction. Policies such as the Multi-down payment constraint by the HKMA and special stamp duty by the Financial Secretary are implemented in response to the soaring house price. The Media and the general public are keen to explore the effects and the consequences of the policies. However, little effort has been done to study the impact of the enacted policy in a systematic way. ; This thesis augmented the model developed by Stein (1995) to examine the housing price behavior of Hong Kong. Simulation results justified the government's policies. SSD helps to lower the house price while multi-down payment policy helps to stabilize the house price. 本研究針對三個重要層面(論述、鬥爭和情感的過程)進行探索,討論社會運動中反對勢力框架的建構和發展。本文將先探討社會運動如何在論述層面上建構框架,令運動框架取得認受性並挑戰主流霸權論述;是次研究亦會討論互聯網時代如何影響框架爭奪戰的進行;最後,本文將分析框架美學化的現象如何影響社會運動的動員。本研究以香港的菜園村抗爭運動作為案例,並採用文本分析、訪問及參與式觀察等研究方法。 ; 本文旨在擴充框架分析的討論層面:除探討其認知層面外,本文更試圖討論框架建構中被忽略的面向:情感性層面。此外,本文亦會分析框架爭奪戰的場境如何在互聯網時代被擴大。 ; 在認知層面上,本文發現在論述性的框架建構過程中,若框架的理念能充分回應社會、政治及文化上的斷裂,框架動員力便會提高。此外,在運動過程中,策略性的框架轉化亦有助號召不同界別的群體參與。 ; 在鬥爭層面上,本文指出在互聯網時代,社會運動與政府、主流傳媒進行框架爭奪戰的場境已被伸延及擴大。而互聯網所造就的分散式競爭能量及沉積性網絡結構則對運動於框架爭奪戰過程中有利。 ; 最後,在情感層面上,本文認為近年社會運動中採用的美學化運動手段,有助運動在情感和道德價值上動員群聚,因美學化的框架不單有助社會運動鞏固其內部聯繫,對民眾整體都有吸引力。 ; This study investigates the construction and development of opposition frames in a social movement by exploring three important dimensions: the discursive, contested, and affective processes. This study first elucidates how counter-frames can be discursively constructed to gain legitimacy in challenging the dominant hegemonic belief. Second, the study reviews how the framing processes have been influenced by the Internet in the digital era. Finally, it investigates how the aestheticization of frames relates to the affective mobilization of a movement. These questions were addressed through the case of the Tsoi Yuen resistance movement, a two-year struggle in Hong Kong. To this end, textual analysis, interviews, and participant observations are employed. ; This study seeks to elaborate upon the framing perspective by discussing not only the cognitive meaning alignment processes, but also expanding the theoretical discussion in the affective dimension of framing, which is an under-explored area. With considerable developments in the world system marking changes in the policing of national borders and politics of citizenship, it is of some significance to understand the processes that drive the motivations and trace the realities of over fifty million irregular migrants living in the world today. This research sheds light on the construction and realization of aspirations for irregular migration by examining cases of extralegal migrants in Hong Kong, where estimates suggest that 75 percent of the approximately 7,000 strong irregular non-Chinese migrant population comes from the South Asia. Despite Hong Kong's close connections to the subcontinent since the city's establishment as a British colony in 1841, this particular phenomenon dates back only ten years, stemming partially from strict changes in migration in the post-9/11 Euro-American West. ; In a society that is as ethnically homogenous as Hong Kong where the poorer non-Chinese immigrants clearly stand out and are open to social and political injustice, why do these migrants still come? 本研究聚焦2009年到2013年,中國廣州的一場圍繞垃圾處理展開的社會運動。運動最初是當地居民動員起來反對市政府垃圾焚燒項目的鄰避抗爭。勝利後,運動領袖成立了一個環保組織,和政府從對抗走向合作,力圖推动焚燒技術以外的替代性垃圾治理方案。不過,儘管政府和環保者致力於解決垃圾,垃圾問題在消費社會中始終無法消除。本研究試圖理解後社會主義中國的綠色治理和環保行動之間的對抗與合作。 ; 首先,我分析當代中國高速城市化和消費社會急速發展所帶來的垃圾危機。然后,我檢視圍繞垃圾焚燒技術的主要爭議,並描繪廣州居民是如何針對政府計劃中的垃圾焚燒項目做出抗爭的。我指出,他們結合地方性知識和科學話語,將自己建構為"常民專家",對全球性的焚燒科技的"地方適用性"作出成功挑战。接下來,我提供一個民族誌,追溯抗議成功后運動的歷史軌跡。我注意到,通過成立一個環保組織"EC",反焚運動走向合法化、組織化和制度化,抗爭被體制吸納,轉變為參與協助國家環境治理的運動。最後,我描繪EC與广州政府聯手推動的垃圾分類運動。指出,國家在此運動中的尷尬身份、以利潤為導向的回收市場影響、理想化的垃圾分類知識與普通民眾的知識存在斷裂,都使得推動垃圾分類異常艱難。 ; 通過展示運動變遷與國家治理轉型相互交織的辯證关系,本研究挑戰了國家與社會的二元對立,指出在國家在治理轉型過程中不斷收編反抗的行動和話語,而於此同時反焚者又在不斷生產新的另類知識做出挑戰。此外,本研究還貢獻於對廢棄物的理解,將廢棄物視為是一個動態的範疇,國家、市場、科學技術、普通消費者、環保行動者等多個行動者共同生產、競爭、建構其意義。還有,本研究對於科技知識的普遍性的探討,對科學技術研究領域做出了貢獻。 ; This is a study on social movements that focused on waste treatment in Guangzhou, China from 2009-2013. The campaign began as a NIMBY (Not-In-My-Backyard) movement that mobilized community residents to protest against municipal government's proposed incineration projects. After its success, the movement leaders changed their dissident role to form an environmental protection NGO, collaborating with the state to explore alternative waste treatment solutions other than incineration. However, despite of the politicians and activists' attempt to eliminate waste, waste continues to exist in tandem of our consumption spree. I endeavor to understand the contradiction as well as collusion between green governance and environmental activisms in post-socialist China. ; Firstly, I analyze the garbage crisis caused by the rapid urbanization and the dramatic growth of consumer society in contemporary China. Then I examine a few major technological controversies of waste incineration and depict how the activists protest against the pro-incineration government. I argue that through deploying local knowledge, the activists, as "lay experts", successfully challenged the "local appropriateness" of the global technology of incineration. Due to geopolitical structure of the Cold War, unlike other East Asian countries, before 1980s China had developed its independent computer industry for more than 30 years. This development was not just under the rubric of techno-nationalism, which mainly helps to fulfill military and national defense aims, but also embedded into proletariat political debates. Maoist China developed a dialectical approach to technology, in which the most powerful productive power is the revolutionary proletariat class per se, not the machine or technology. 本研究从超常规色彩强烈的重大灾害危机处置入手,分析当代中国动员体制在改革时代的变化特征,以此为切入点来考察动员这项"革命制度遗产对当代中国政治的影响。本研究以中国政府在地震领域的危机动员实践作为实证案例,从1949年以后的不同时期选取四场震例进行纵向比较,以此来把握中国政府在危机条件下启动的政治动员在不同的政治发展阶段会呈现出什么样的整体特点。中国在地震领域的危机动员实践能够证明,中国的政治动员体制比传统动员政治研究假定的要更具动态性。兴起于革命时代的政治动员在进入改革时代以后依然能够延续,并没有随着乌托邦意识形态、计划经济乃至全能主义体制的整体瓦解而走向直线衰落。至少作为中国政府独特的公共危机处置手段,政治动员在改革时代呈现出的变化轨迹是复杂的,成形于全能主义时期的动员政治元素在改革时代不仅没有直接衰败,在某些阶段还重新获得了发展动力,能够与改革时代出现和或者强化的动员模式并存。本研究通过观察中国政府跨越不同政治经济发展阶段的地震危机动员实践发现,中国政府涉灾财政能力和行政能力的发展均衡程度,以及中国政治精英对国家在灾害治理领域角色定位的认知变化,能够对中国政府的地震危机动员模式产生重要影响;既包括s新模式兴起和旧模式衰落,也包括新旧模式的共存。而且,尽管国家能力和国家意愿之间没有必然关联,可是一旦两个因素出现比较同步的增强,还能够为这种"革命制度遗产在改革提供新的制度化动力,促成动员模式更进一步的变化。本研究的结论是,只要作为关键动员主体的中共政权在规范和结构上保持相对稳定,政治动员仍将会是中国政府重要的危机管理工具。而且随着中国政府有更强的意愿和能力来承担公共服务供给职责,政治动员形式和内涵都会有所改变。曾经具有很强非正式和应急色彩的政治动员不仅会变得越来越常态化,而且还会成为正规、任务内容更加广泛的中国涉灾公共治理体系的重要组成部分。 ; This research investigates the dynamics and resilience of China's politlical moblization by making hsitrocial comparison of Chinese government's management of earthquake disasters across four decades. The author selects four major earthquake catastrophesTangshan, Lancang-Gengma, Lijiang, and Wenchuanfrom different historical periods to examine how Chinese government mobilized different types of subjects to contain and control crises under different political, social, and economic conditions. Based upon participatory and non-participatory observation, interviews, and extensive document analyses, this research reveals that China's political mobilization, at least in the issue area of catastrophe management, has demonstrated a more complicated trajectory of change than predicted by most mainstream politilcal theories, espeically in the post-revolutionary era featured by increasing socio-economic pluralization and political liberalization. Insitutional elements promoting mass particpation and self-sufficience thriving in the revolutionary stage not only continue to function in the reform era, but also coexist with newly emerged mobilizational elements featured by increased state dominance, formal legal procedures, and professional expertise. ...

作為社會主義國家中央計劃的遺產,國民經濟和社會發展五年計劃/規劃是調節中國經濟社會與空間發展的重要工具。隨著中國政治經濟的轉型,五年計劃/規劃也經歷了多次顯著的轉變。尤其在"十一五"時期,五年規劃體系分別在三個地理尺度上加強了其中的空間規劃元素和地位。這包括在國家層面提出主體功能區劃,在區域層面加強區域空間規劃功能,在市縣層面進行規劃體制改革。 ; 目前,學術界還未有對五年計劃/規劃在中國轉型中所扮演的角色展開深入研究,特別是空間規劃如何轉變和行使空間管治功能。基於此,本論文採用管治的視角,構建一個基於過程的概念分析框架,以揭示五年計劃/規劃體系中的空間規劃元素轉變的基本原理和機制,也即在於探討各利益主體、制度、規劃管理和機制如何作用於五年規劃中空間規劃的發展,以及空間規劃在地方具體管治事務上的成效。具體而言,論文試圖回答以下三個相關研究問題。第一,五年規劃為何要植入新的空間規劃方法?第二,"十一五"期間,將空間規劃植入五年規劃體系的機制是什麼?第三,植入的空間規劃是否能有效的進行空間管治?通過分析空間規劃內容在國家五年計劃/規劃體系中的演變特點,以及結合江蘇省"十一五"期間的兩個案例(區域和城市兩個尺度)的研究,論文得出以下結論: ; 隨著市場化改革和經濟權力下放,中國空間發展的政治經濟環境發生了重要變化。這在客觀上需要五年計劃/規劃體系中的空間規劃內容做出相應的調整。初期,空間規劃的形式體現在以部委主導的發展項目;改革開放到"十五"計畫期間,空間規劃的形式主要體現在劃定特殊的政策區域;"十一五"規劃以來,空間規劃則以空間分類引導與約束並舉的空間發展政策框架形式出現。"十一五"以來轉變的目的是使經濟規劃與空間規劃的結合更加緊密,以克服中國當前空間管治的各種困境。但是,這種在空間規劃方法上的創新也受到了來自地方層級政府和不同規劃部門的挑戰,為其實施帶來了一些不確定因素。 ; 在區域尺度上,論文選取了江蘇省五年規劃體系中的沿江規劃作為案例。研究發現,作為省政府自上而下引導區域協調發展和區域經濟整合,約束空間無序開發的手段,沿江規劃的發展高度依賴於地方的政治經濟環境,反應了省內複雜的空間管治機制。沿江規劃稍早於省"十一五"規劃出臺。隨後,省政府將沿江規劃進行調整並植入五年規劃體系。其主要目的是為了加強沿江規劃的政治地位,以克服其早期實施時出現的危機。調整後的沿江規劃進一步突出了空間管治、區域協調發展和可持續性的目標。但是,在規劃實際實施中,沿江規劃戰略成為區內城市政府為資本積累推動新的發展項目的工具,而區域協調發展和空間可持續性問題反而被一再忽略。 ; 在城市尺度上,論文選取了國家發改委主導的蘇州"十一五"市縣規劃改革作為案例。其改革的目的主要是加強規劃協調和發展控制。然而,蘇州"十一五"時期的發展表明,市"十一五"規劃中所植入的空間規劃框架儘管加強了空間發展約束和引導的內容,但實際上其無力調整市域部門分割的空間管治關係。這主要是因為,地方的空間規劃受到來自中央規劃部門的條例、法規和指標控制等垂直管理體系的約束。另外,為了創造土地財政和刺激地方發展,城市政府試圖突破自上而下的規劃控制指標和操縱地方規劃的資料,尤其是土地開發。為此,蘇州"十一五"規劃中的空間規劃處於一個嵌套的規劃管理環境。空間規劃進而成為中央和地方在空間管治理念上博弈的犧牲品。這種空間規劃的創新,不但無法融合部門割裂的規劃功能,更不能觸動地方政府對土地財政依賴,因此無法建立空間管制的機制。 ; 總體上,經濟增長仍然是地方最為重要的規劃管治問題,進而決定了空間規劃中政治的走向。目前的空間規劃理念還主要是緩解經濟增長的限制性因素,如土地供應緊張和環境門檻提升等,而非為了建立有效的空間管治機制。 ; As a legacy of the socialist state with central planning, Five-Year Planning (FYP) is very important in regulating socio-economic and spatial development even in post-reform China.
