Zoi Mella, The Greek Civil War and the Spanish Press during Franco's DictatorshipIn this article we would like to approach a quite unknown subject: the presence of the Greek Civil War in the Spanish Press. Our objective was to ascertain the impact this event had at the post war Spanish Press. How would react Spain in view of such a confrontation, especially since it had already experimented a Civil War? It was a complicated period for Greece, as well as for Spain, a time when both countries experienced problems of different nature but equally serious: Greece was suffering the devastating consequences of the Second World War and Spain was trying to encounter the contempt of the international political world. The Greek Civil War was the first confrontation between two worlds that were exiting reinforced from the Second World War. It became the field of conflict between the USSR and the Anglo-Saxon allies during several years. The interior problem of some rebels, who couldn't, or wouldn't, adapt themselves to the new post war situation or were discontented with the new regime, was transformed to an international matter of great impact, that managed to confront USSR, on one hand, and the US and Great Britain, on the other, in the International Organism of the United Nations. Our interest was centred in the various approaches that the newspapers and the magazines of the time made. Moreover we were interested in the points of view and the conclusions manifested by the diverse papers, according to their political and ideological affinities, without forgetting the strict regime of control and censure that was in force at that moment. Athena Syriatou, Duty and Instinct: History in Schools in Post-war Britain 1945-1995 This article deals with the moral role of history in post-war British education, by examining the relationship between the expectations of educationalists and intellectuals from history teaching at schools, and the actual changes which did occur in the classroom on the subject of history as a result of general changes in society and education. It argues that despite the intentions of the educationalists who saw history teaching as a means of promoting ideas which were considered necessary for the moral upbringing of the nation, these ideas very often never reached the classroom or they were considerably altered, demonstrating different ideological dynamics in British society. It initially focuses on the immediate post-war decade when international is educationalists were arguing for the need of history teaching which leads to a world citizenship. The idea of an internationalist approach on history contradicted the conservative, Britocentric, Whiggish history which was finally taught at schools during that period, since there were very few new books published, while civil servants from the Ministry of Education were concerned with the more urgent problems of schools which were affected by enemy action rather than new views on history teaching. The second period which is examined is the decade of mid sixties until mid seventies. Great changes were initiated then, to cover the disparity between the two tier system of education, with the introduction of comprehensive secondary schools, which at the time were considered to contribute to further démocratisation of the welfare state. The spirit of a more tolerant, affluent and democratic society led some educationalists to propose the expulsion of history from schools and its replacement with other humanities such as sociology and behavioural studies. However, history did remain at schools during that period and in many ways it incorporated the new ideas, creating the so called 'new history' with the efforts of the progressive, non traditionalist, and often leftist historians. Problems of implementation of the new history' appeared during the following years as a result of the difference of academic standards at schools which at this period comprehensive education could not eliminate. The final period which is examined is the decade of mid eighties until mid nineties when the New Right ideology was dominant in the political scene, while a National Curriculum for all schools was deemed necessary. Educational planners of the Conservative Party argued that history should teach again traditional values, which were, according to them, intrinsic to the British nation. Δεν παρατίθεται περἰληψη στα ελληνικά. ; Christos Loukos, The political and ideological conflicts in post-war Syros and the Hermoupolis' mayor Epaminondas Pappadam We observe, in the micro scale of Syros, the defeat of expectations held by many Greeks that after the liberation a democratic society, just to all citizens, would arise and that the new government would punish the collaborators of Italian and German conquerors and all those who became rich by exploiting the misery of the people through the black market. This article examines the short tenure of the first post-war mayor of Hermoupolis, Epaminondas Pappadam, and how his overthrow was pursued because he insisted in his democratic and antiroyalist convictions. The overthrow was prepared by individuals and groups of people who had served the Metaxas' dictatorial regime, and more than others were exposed to the accusation of collaborating with the enemy and they looked forward to the return of King George II as the only stable guarantee for maintaining their leadership role. Their aims were facilitated by the tragic events of December 1944 in Athens. Backed by the presence of several Sacred Battalion's officers, British officers and other military forces at Syros, they succeeded, not only to marginalize the EAM's small military force in the island and their supporters, but also to prohibit with offensive behavior every act which was not compatible with their aims. Under those circumstances, Pappadam should have overthrown. He was not a communist, not an EAM's supporter either, but he insisted to be against the king's return and supported the necessity of a conciliatory solution for the social and political contrasts. Besides, his overthrow would function, in a symbolic level, as a warning for forcing into obedience those, less powerful than the mayor, who resisted to the forthcoming settlement of the Greek constitutional and political issue.

Δεν παρατίθεται περἰληψη στα ελληνικά. ; Lina Venturas – Dimitria Groutsis, The Cold War and international migration regulation: The establishment of the Intergovernmental Committee for European Migration The immediate post WWII period saw the establishment of the Inter-governmental Committee for European Migration (ICEM) (now International Organisation for Migration, IOM), as a key organisation in the management of post WWII migration. This paper examines the debates and policies surrounding the creation of the ICEM as an agent responsible for the facilitation and administration of labour migration from parts of Europe to a variety of overseas countries. At the conclusion of the Second World War, the problems surrounding 'surplus population' and unemployment in Europe were discussed in many international forums. It was from these discussions that a consensus emerged which saw emigration as a viable solution. To this end, in 1951, the International Labour Organisation convened a Migration Conference in Naples, bringing together key stakeholders. The Naples Conference failed, an outcome driven mainly by the US. The US was particularly concerned with economic stagnation and mounting social unrest related to the 'surplus population' in European countries in this Cold War period. At the same time however, it strived at limiting international influence over migration and refugee policies and on receiving countries retaining their sovereign immigration policies. In spite of the disagreements and through a process of negotiation, the US subsequently led the creation of an intergovernmental body, which was established at a conference convened in Brussels in 1951. This newly formed organisation, initially named the Provisional Intergovernmental Committee for the Movement of Migrants from Europe (PICMME), was open only to states with a 'liberal' political regime and had specifically designed functions based on inter-governmental negotiations. The US ensured its predominance in the organization through budgetary control and other means. In 1953, the PICMME became a permanent 'fixture' of migration regulation and was renamed the Intergovernmental Committee for European Migration (ICEM). Hereafter, ICEM offered operational and financial assistance for migrants' transportation, language training, reception facilities, settlement services and labour market placement.

Lambros Flitouris, The Suez Crisis and the Greek-French Relations The Suez crisis in 1956 constitutes an important point in the development of the international relations at the period of the cold war. 1956 is a landmark year for the appointment of the Arabic nationalism as a basic constitutive element of the anti-colonialist wave that convulsed the world. During this period, the relations of Greece with the states involved in the crisis were to a large extent precarious. The anti-imperialists tones of Nasser found impression in the Greek common opinion that was exceptionally irritated from the EOKA's fight in Cyprus. In the present article we examine one particular aspect of the crisis: the relations of Greece with France. The agreements of economic collaboration that was achieved by Markezinis in 1953 signalled a new era in the activation of French capital in Greece. In combination with the big cultural tradition that Prance had in the country but also with the crisis in the relations of Greece with the UK because of the Cypriot question, the French factor in Greece acquired a great importance. However, the French diplomacy followed the policy of London and because of this the relations between Greece and France faced their more important post-war crisis. The Greek common opinion also turned against France, while the French diplomacy lost a great opportunity to strengthen her place in Greece. In the sector of economic relations and cultural exchanges befell a period of algidity with extensions in the Greek internal political life. Δεν παρατίθεται περίληψη στα ελληνικά. ; The aim of the current study is an attempt to address the problem which emerged in the Hellenic Society during the years of the inter war as well as the first post civil war period, due to the change of the calendar. The introduction, from the Hellenic Church, of the new (Gregorian) calendar in 1924 created a strong reaction among the believers wich resulted to the creation of a new movement, named Greek Religions Community of Genuine Orthodox Christians (C.O.Ch.). This conservative minority, having had a great influence, insisted in the reinstatement of the old calendar and caused important conflict in the Hellenic society. The issue is examined from a political viewpoint, since the G.O.Ch. functioned as a pressure group towards the governments, demanding the free exercise of their religious duties. The governments appeared rather uncourageous in facing the problem, as they relied on G.O.Ch's vote. However, there had been systematic chasing persecutions against their clergymen, with them arrested or sent to the exile, facts which aggravated the problem. In this article, we also attempt to analyse the ideological stigma of the G.O.Ch. movement as their moved against all innovations of West-European origin and they declared their dedication to the traditional customs. Another aspect of the issue, concerns the so-called Macedonian issue and since the Church as well as many politicians considered the G.O.Ch. as being Serving the Yugoslav propaganda between the Slavonic-speaking minority of Macedonia, given that the Serbian Church maintained the old calendar. The C.O.Ch. Church attempted to defend itself against those accusations claiming that the change of the calendar served the political plans on the northern neighbours.

Background: Bankrupted households have recently been increased due to excessive medical expenditure in Korea. They have not been protected from economic risk when household's member has severe diseases that need a lot of money for treatment. Purpose of this study examines policy effect by comparing unmet needs' change of policy object households and non-object groups. Methods: We used Korea Health panel 2nd 4th data collected by Korea Institute for Health and Social Affairs and National Health Insurance Service. Analysis subjects were 381 households (pre-policy) and 393 households (post-policy) that had cancer and cardiovascular and cerebrovascular diseases. Since it was major concern that estimates benefit strengthening policy started by certain time, we setup comparing households which had diabetes, hypertension disease. Comparison subjects were 393,247 households, respectively and we evaluated policy effect using difference in difference (DID) model. Results: Although unmet needs of policy object households were higher than non-object groups, policy execution variable affected negative direction. But interaction-term which shows pure effect of policy was not statistically significant. We utilized multi-DID model to examine factors affecting unmet needs causes. Copayment assistance policy did not significantly affect households that responded to 'economic reason,' and 'no have time to visit' for unmet needs causes. Conclusion: The second copayment assistance policy did not significantly give positive effect to beneficiary households than non-beneficiary groups. When we consider that primary purpose of public insurance guarantee high medical expenditure occurred by unexpected events, it needs to deliberate on switch of benefit strengthening policy that can assist vulnerable people. Also, we suggest that government forward a policy covering non-reimbursable medical expenses as well as switch of benefit strengthening direction because benefit policy do not affect non-covered medical cost which accounts for quarter of total health expenditure. ; open

A reading of Nikos Theotokas, The Life of General Makriyannis: History and Memoirs Nikos Theotokas' most recent book on Makriyannis is a characteristic specimen of new trends in the study of the Greek revolution of 1821, which shift emphasis from battles and politics to society. Theotokas uses as main analytical categories the antithetic notions of "tradition" and "modernity". However, Theotokas follows a less rigid and more sophisticated approach of this scheme. Instead of treating people of the traditional and modern world in a static way, he explores how they interacted, and emphasizes the dynamic nature of their relationship during the transitional period of the revolution. Theotokas' study on Makriyannis comprises a double venture. On the one hand it constitutes a historical biography of the General, while on the other it examines the long process of writing (1829-1852) his memoirs. Through this parallel narrative, Theotokas reveals how Makriyannis' changing attitude towards facts stated in the memoirs is modified by the specific historical conjuncture in which each of these facts is narrated by the author. The earliest parts of the text, written in the aftermath of the revolution, comprise a mixture of traditional and modern political discourse, in which the responsibility for both the negative developments of the war and of civil conflicts is often attributed to the traditional social elites. However, under the King Otto's reign, Makriyannis' expectations concerning his new position in the post-revolutionary society were gradually disappointed. Thus, in the latter parts of the memoirs Makriyannis clearly formulates a moralistic interpretation of the political developments, according to which the outlandish, selfish and warless politicians seized power and treated unfairly the pure fighters of the revolution who gave everything for its success.

Thatwas a great obstacle for a political party that for a long period exerteditself to prove that it had abandoned that policy and especially in relation with EAM, which was based primary on its patriotic character. In orderto avoid the charges that it favoured the Slavophones separatists andthe possibility of an internal crisis that might have dissolved the politicalalliance of EAM, KKE pursued to incorporate the Slavophones into theGreek liberation movement on purpose to create a state of mutual confidencebetween the two populations. At the same time, it tried to isolatethe minority from the propaganda of Bulgarian separatists and destroythe corresponding armed groups.The problems regarding the relations between the minority and theGreek resistance movement became more complicated because of theinvolvement of Tito's regime in Yugoslavia. Tito and his partisans attemptedto use their ideological connection with EAM as a means to persuadeGreeks to accept the existence of minority as a cause of a new arrangementof the borders between Greece and Yugoslavia in the post Warperiod. On the other hand, the leaders of EAM tried to avoid Tito's accusationsthat Greeks impeded the development of a Balkan resistanceco-operation against Axis and strove to confine the massive accession ofSlavophones to the Yugoslavian resistance army by incorporating membersof the minority in organisations of EAM. 민주주의에 대한 국제적 요인의 영향: 색깔 혁명 이후 그루지야와 우크라이나의 사례

Since the occurrence of the Color Revolutions, Georgia's democracy has laid in tatters, whereas Ukraine has achieved a relatively successful democracy. Georgia and Ukraine share similar domestic determinants which have been discussed in previous democratization literature. This study, however, focuses on the international factor as an explanation for the different democratic fates of democracy between the two countries. Comparing both countries, this thesis uses a framework that integrates international factors, elite autonomy in domestic elite-mass relations, and democratization. The study argues that international factors, specifically the foreign policies of the US and Russia, provide an explanation for the difference in democratic outcomes for the two countries. Following the events of September 11, 2001, US-Russian relations improved. However, the occurrence of the Color Revolutions caused deterioration in the ties between the two countries, and both started to adopt different foreign policies towards the post-Soviet region. Caught in the middle of this conflict between the two great powers were Georgia and Ukraine. The unconditional US support for Georgia and Russia's assertive policy towards Georgia which culminated in the Russian-Georgian War in 2008 enabled the Georgian elites to attain high elite autonomy, thus resulting in democratic stagnation for Georgia. In contrast, Ukraine did not garner the support of either the US or Russia; rather, it was pressured by Russia. The anti-Orange elites in Ukraine were effectively supported by Russia, and, thus, were able to function as a forceful political opposition to the incumbent elites. Therefore, the Ukrainian elites only garnered low autonomy, which resulted in democratic progress in Ukraine despite domestic political chaos. This study contributes to further understanding of the impact of international factors upon democratization. In addition, this thesis creates implications for democracy promotion policy. The conclusion of the thesis challenges the predominant assumption that Western democracy promotion is conducive to actually democratization, and that authoritarian countries' authoritarian promotion policy is harmful to democratization. In the process of democracy promotion policy, policymakers and implementers need both careful monitoring of the process of democratic assistance and coordination with other countries. ; Master
