Abstract. This article aims to answer the research question of whether a relationship exists between migration and jihadi terrorism in Europe. The core argument is that increased migration from mainly Muslim countries has added to the risk of jihadi terrorism in European countries. The phenomena of homegrown extremism within immigrant communities, the cross-border movement of radicalised individuals, and the return of foreign fighters have all raised the likelihood of Islamic terrorism in Europe. The research results suggest that while migrants coming from terrorist-prone states are an important vehicle through which terrorism is manifested and diffused, there is an even bigger threat of jihadi terrorism from radicalised individuals within European immigrant communities. This article examines the condition of Indonesia's Micro, Small and Medium-sized Enterprises (MSMEs) during the COVID-19 pandemic, particularly with respect to carrying out a digital transformation, and whether the COVID-19 pandemic has forced them to accelerate this transformation. This study found that Micro, Small and Medium-sized Enterprises – MSMEs during COVID-19 have been in an unstable state due to the impact of the restrictions imposed by COVID-19related policies. Nevertheless, MSMEs have been supported by the government, academics, and digital media in efforts to revive and accelerate the digital transformation with a view to surviving. The use of social media has helped MSMEs' programmes and services optimise their business performance. Job simplification was introduced to more efficiently create and reach a broader range of consumers by doing promotion, service delivery, accessing media and cooperating with third parties. The speed at which the digital transformation has occurred is reflected in an improvement in MSMEs' entrepreneurial skills and competencies. This issue focuses on the digitalisation of education and on utilising technology in teaching and learning. This is not a new topic for the magazine – and with good reason. Both in theory and practice, incorporating ICT into education is a constantly developing field and process; new knowledge and developments are introduced into the practice of teaching more quickly than they are into various official strategies. "Digital transformation" is a term used in politics and at the decision-making level to describe the various processes and recommendations to governments about incorporating technology use in schools. Recently, these processes have been guided by the European Commission's (2021) Digital Education Action Plan. In this and similar strategies, it is important to distinguish between the processes of "digitisation", "digitalisation" and "digital transformation" (Schmidt & Tang, 2020). ; Tokratna tematska številka Andragoških spoznanj se posveča digitalizaciji izobraževanja in vključevanju sodobnih tehnologij v procese učenja. To temo smo v reviji že večkrat obravnavali – z razlogom. Uvajanje IKT v izobraževalni proces je namreč področje in proces, ki se nenehno razvija – teoretsko, pa tudi v praksi –, spoznanja pa se hitreje kot v različne strategije vpeljujejo kar v samo prakso poučevanja. »Digitalna preobrazba« je pojem, s katerim se predvsem na politični, odločevalski ravni opisujejo različni procesi in priporočila vladam glede vključevanja tehnologije v šole. V zadnjem času te procese usmerja zlasti Akcijski načrt za digitalno izobraževanje, ki ga pripravlja Evropska komisija (2021). V tej in podobnih strategijah je treba ločevati med procesi »digitizacije« (angl. digitisation), digitalizacije in pa »digitalne preobrazbe« (Schmidt in Tang, 2020).
Abstract. Nativism does not only present a concept, but also an ideological framework as well as a political practice related to identity politics. In the article we firstly present the theoretical reflection of nativism and operationalise the most important terms and characteristics of this phenomenon. Later, we apply the concept of nativism to the analysis of conservative populist and/or nativist political actors in the Central European region. The analysis shows how nativism, as a relatively peripheral issue in the first 10–15 years after the democratic transition, became stronger in the next period characterised by a set of crises after 2008. The analysis demonstrates how the mainstream parties in Central Europe adopted the nativist and conservative populist agenda and implemented it into mainstream politics. Furthermore, the analysis shows how Central European nativism correlates with the long-term existence of antiliberal streams that were revitalised after the fall of Communist regimes. These anti-modern societal groups were reformulated as the counter-cosmopolitan camp within the polarisation process that is clearly visible in the political arena. There are two distant conceptual cousins that analyse the external mobilisation of subnational entities, one being European Studies – Multi-Level Governance and the other International Relations – Paradiplomacy. The article first aims to analyse each concept against the dimensions of the politik to determine the conceptual focus and find more pronounced differences in the policy and politics dimensions. The second aim is to identify the theoretical bedrock underpinning both concepts. This article proposes the analogous theory of Neo-Medievalism, establishing that it has some application here; in this sense, the two concepts may be better at explaining wider territorial reconfiguration underway in Europe. Notions of the power associated with the European Union's foreign policy and its role in international relations are mostly liberal in origin. This explains the EU's special role in the Cold War era and that it has since emerged more as a moral, ethical and normative power. The EU's lack of military capability has probably been the main cause that prevents it from acting as a great or superpower. The distinction between materialistic and immaterial elements of power has been a crucial point of contention between realists and liberal thinkers. In international relations, we are also witnessing the trend of the EU increasingly using the geopolitical approach (such as in the Ukrainian crisis) besides the normative one. In the article, different concepts of EU foreign policy regarding power in the light of realism and liberalism are compared where, alongside the descriptive method, a SWOT analysis is performed. Abstract. The purpose of the article is to explain the creation of the Slovenian debt state and its transformation into a consolidation state after the crisis of 2008. When the crisis struck Slovenia in 2009, the banking system was near collapse. Through the recapitalisations of the banking system the public debt began to grow. After a couple of years and under the structural pressures of rating agencies and pressures from the EU, the Slovenian state had to adopt austerity measures to consolidate its public finances, while limiting the scope of democracy. Abstract. In which ways can we theorise the recent illegalised migrations in Europe? This article considers theoretical novelties in the field of migration studies that have emerged since the mass migration into the European Union seen in 2015. Methodologically, the authors combine critical (discursive) analysis with the testing of certain still relevant theoretical concepts that have yet to be applied in migration studies, based on fieldwork along the Balkan Route over the last 5 years. The analysis has shown that the defining and decisive feature of the recent illegalised migrations, insufficiently considered by migrations scholarship, is the political subjectivity and agency of the migrants. Recognition of such agency makes migration the site of the critique of global inequalities and the site of inclusive social transformation. The decision by the Council of Europe to ter minate the Russian Federation's membership of the Council of Europe on 16 March 2022 makes the issue of legal certainty for aliens actively participating in the war in Ukraine as part of the Ukrainian Armed Forces completely unpredictable. The academic literature and the case law of the European Court of Human Rights in the field of the legal status of alien combatants is limited, and the International Criminal Court has not complet ed any cases on this topic. This article addresses the prin ciple of case law and, above all, the principle of legality with regard to aliens and their active participation in the armed forces of Ukraine. This issue has become cen tral since the Russian Federation may or may not grant these persons the status of prisoner of war according to the Third Geneva Convention, relating to Protocol I, or may characterise them as criminal offenders or terro rists. Abstract. The objective of the article was to evaluate the relationship between the Covid-19 pandemic and globalisation (GLO) and de-globalisation (de-GLO) tendencies. Based on a theoretical evaluation of this relationship as well as historical development, it concludes that Covid-19 is not the mother of de-GLO but its child, born in a completely new global context facilitating the pandemic. The roots of the pandemic's conception are more deeply embedded in the capitalist system, in its principal elements (market system, consumerist development model…). GLO as a global division of labour is not over; the factors enhancing GLO are winning over those slowing it down, provided that GLO becomes more egalitarian and more human. A fully-fledged de-GLO would be inefficient and painful. While the pandemic is not a black swan, it could have been predicted. Such an unprecedented crisis impersonated by the pandemic also offers an opportunity to fundamentally rethink of our theories, way of life and development paradigm and, not the least, the whole system to be better prepared for future similar crises. Abstract. The article considers whether the EU's CSDP missions are a suitable crisis management mechanism for post-conflict situations, along with the EU's relevance in crisis management at all. For this purpose, the EU's biggest CSDP civilian mission EULEX was chosen as a research case study. The research results reveal that EULEX has not implemented its mandate, not met the expectations of security consumers, not made any difference on the ground, and cannot be seen as an example the EU should rely on in its future missions. Further, EULEX shows that CSDP missions suffer from many shortfalls and the EU CFSP from a capability–expectations gap. The article concludes that the EULEX mission does not show the EU's relevance in the crisis management of post-conflict situations.
Abstract. Greenwashing has long been an issue in Western and developed countries. Yet, this matter regrettably remains quite underexplored among academics in developing and emerging markets, especially in Indonesia. The presented quantitative research focuses on the impact of greenwashing perception, green word of mouth ("green WOM") and green marketing on intentions to purchase items at H&M in Jakarta. Hypotheses were answered with the SEM-PLS model using SmartPLS3 software. Based on a questionnaire administered to 200 respondents, results show that the perception of greenwashing has a direct negative impact on consumers' purchase intentions and an indirect negative impact through green WOM, which can be influenced by the factor of lack of concern and awareness in Jakarta. These findings stand in contrast to several studies in Europe that were used as a reference while conducting this research. At the same time, green WOM strengthens the positive impact between green marketing and purchase intentions. Practical implications for companies include taking substantial steps towards sustainability and the need to adopt a fact-based approach without embellishment. Abstract. The article analyses the innovative Marxist conceptualisation of politics proposed by the Slovenian political scientist Adolf Bibič. The latter built on the contributions of Heglo-Marxists and Gramsci to political theory. At the core of his theory, he placed the question of the political power–class exploitation relationship. He distinguished political politics from self-managing politics, and problematised the dominant Western understandings of politics as well as the theories of elitism and pluralism. Moving away from such theories and dogmatic Marxist notions about the withering away of politics, he formulated his project of humanising politics beyond class exploitation and capitalist relations of production. This project assumed a necessary transformation of political practice in terms of the dialectical process of the socialisation of politics and the politicisation of society. Članek poskuša konceptualizirati odnos med individualnim (stro-kovnim) in strukturnim v obdobju razmeroma korenitih sprememb v družbi. Izzivalna in razkrivajoča dialektika takih odnosov je analizirana s kombinacijo avtoetnografskih razmislekov, ob naslonitvi na arhivske dokumente, ki prikazujejo spremembe v delovanju strokovnega sveta v državi, ki je doživela tri temeljne miroljubne prehode in se tudi spopadla z njimi: prehod iz samoupravnega socialističnega gospodarstva v tržno gospodarstvo, prehod iz enopartijskega socialističnega sistema v repre-zentativno liberalno demokracijo in prehod iz republike, ki je bila del zvezne države, v neodvisno državo. Strokovni svet Socialistične republi-ke Slovenije (takrat še del Socialistične republike Jugoslavije), pozneje preimenovan v Strokovni svet Republike Slovenije (takrat že liberalna demokracija s tržnim gospodarstvom in z neodvisno državo), lahko slu-ži kot primer produktivnega prepletanja individualnega (strokovnega) in strukturnega pri oblikovanju in izvajanju preobrazbe izobraževalnega sistema. Kontekstualizirani prikaz in ocena premikov, ki so skupaj pri-pomogli k nastanku neodvisne države in njenega oblikovanja izobraže-valnega sistema, opisuje zapletenost in pomen refleksivnega upravljanja v času tranzicije, ki sama po sebi v ospredje postavlja vrsto pomembnih vprašanj ter vabi in podpira spremembe v izobraževalnem sistemu. Ta-kšne priložnosti država in njeni edukatorji ne bi smeli zamuditi. ; This article attempts to conceptualise the relationship between the indi-vidual (professional) and the structural in a period of relatively radical changes in society. The challenging and revealing dialectic of such rela-tions is analysed through the combination of auto-ethnographic reflec-tions and archival documents showing the changes in the functioning of a council of experts in a country that experienced and coped with three fundamentally peaceful transitions: the transition from a self-managed socialist economy to a market economy, the transition from a one-party socialist system to a representative liberal democracy, and from a re-public that was part of a federal state to an independent state. The Ex-pert Council of the Socialist Republic of Slovenia (then still part of the Socialist Republic of Yugoslavia), later renamed the Expert Council of the Republic of Slovenia (at that time a liberal democracy with a mar-ket economy and an independent state), can serve as an example of the productive intertwining of individual (expert) and the structural in the formulation and the implementation of the functional transformation of the educational system. The contextualised account and assessment of the shifts that together helped bring about the independent state and its education system formation outlines the complexity and importance of reflexive governance in the times of transition, which, in itself, brings to the fore a number of relevant issues and invites and supports change in the educational system. Such an opportunity should not be missed by the country and its educators.
V današnjem času se soočamo s številnimi varnostnimi grožnjami, med katerimi se pojavljajo tudi naravne nesreče, (ne)nalezljive bolezni ter lakota in žeja. Vpliv na manifestacijo teh groženj je moč posredno ali neposredno pripisati tudi stanju v našem okolju. V Evropi Zahodni Balkan izstopa s slabšim stanjem okolja in z višjo stopnjo okoljske degradacije v primerjavi s preostalimi regijami na kontinentu. V tem magistrskem delu sem preučeval stanje okolja v državah Zahodnega Balkana ter njegovo povezavo z varnostno paradigmo. Pri tem sem uporabil kombinacijo različnih raziskovalnih metod: analiza primarnih in sekundarnih virov, deskriptivna metoda, metoda primerjalne analize ter analiza statističnih podatkov. Prek analize sem ugotovil povezanost med stanjem okolja in varnostnimi grožnjami. Najvišjo stopnjo ogrožanja zaradi stanja okolja sta po indikatorjih imeli BiH in Črna gora, medtem ko sta najnižjo stopnjo ogrožanja zaradi stanja okolja imeli Severna Makedonija in Albanija. Pozitivni del okoljske varnostne paradigme Zahodnega Balkana, v primerjavi s preteklostjo, so zvišanje kakovosti vodnih virov ; gradnja sanitarne, vodne in okolju prijazne energetske infrastrukture, ter izboljšanje pravnih in regulativnih okvirjev za zaščito in varovanje okolja. Kljub napredku se Zahodni Balkan še vedno sooča z nekaterimi okoljskimi izzivi, kot so slabo stanje ozračja, slabo upravljanje z odpadki, ter slaba implementacija okoljskih strategij in pravnih aktov. Države Zahodnega Balkana bodo tako v prihodnosti morale še veliko postoriti za izboljšanje stanja svojega okolja, s čimer bi se znižala ogroženost ljudi, ki na tem prostoru živijo. ; We are currently facing numerous security threats, including natural disasters, diseases, hunger, and thirst. Some of the influence for the manifestation of these threats can be ascribed, either directly or indirectly, to the condition of our environment. In Europe, the region of the Western Balkans stands out as being in one of the worst environmental conditions and having some of the worst levels of environmental degradation, when compared to other regions. In this Master's thesis I studied the condition of the environment in the states of the Western Balkans and its connection with the security paradigm. I utilised the following research methods: primary and secondary source analysis, descriptive method, comparative analysis, and statistical analysis. Through this analysis I established the connection between the condition of the environment and security threats. According to the indicators, the two states with the highest security risk due to environmental conditions were Bosnia and Herzegovina and Montenegro, while the two states which had the lowest risk were North Macedonia and Albania. The positive parts of the environmental security paradigm of the Western Balkans, when compared to the past, are the increase in the quality of water sources, the construction of sanitation and water treatment infrastructure, the construction of environmentally friendly energy infrastructure, and the improvement of legal and regulatory frameworks for the protection of the environment. Despite this progress, the Western Balkans are still facing problems such as poor air quality, inadequate waste management, and poor implementation of environmental strategies and legal acts. The states of the Western Balkans, therefore, still have a long way to go in order to improve the condition of their environment, which would also lower the security threat to the people who live in the region.
