The article employs the theory and methodology of modern classical political economy. Using this approach enables the author to show the transformational processes, influenced by the changes in the productive relations and forces of production, that are under way in the field of education in post-Soviet Russia. In a number of these transformations, the processes of the marketisation and digitisation of education have a prominent place. These phenomena are characterised both by the all-round subordination of the content of the educational process, of its participants (teachers, students, educational organisations, and so forth), and of the institutions of education to the relations of commodity production and circulation, to the market, capital and private property. The result is that profound changes are occurring in the socio-economic relations found in the educational sphere. The article distinguishes between real (that is, affecting the content of the process), formal and simulative digitisation. A dialectical relationship is revealed between the processes of digitisation and marketisation of education, and the article defines the contradictions of this relationship.
The ethnic transformation that followed the collapse of the USSR affected a large part of its former territory. The main feature of the post-Soviet ethnic transformation is the rapid decline in the share of the Russian population. To assess the degree of ethnic transformation of the post-Soviet space at the regional level, the method is proposed that considers the multidirectional dynamics of the share of the two main components of the population ethnic structure of most regions—the Russian population and the titular nations of states, as well as republics and national autonomies of Russia. The result of the study is a classification of regions of post-Soviet countries. In total, there are six main classes of regions that have experienced the "most radical," "radical," "strong," "significant," "small," and "minimal" ethnic transformation. The last two regions' groups in Russia are also divided into subgroups, where the ethnic transformation is determined by a decrease or increase in the Russian population share. The group of regions with ethnic transformation "special type" is singled out separately, where the growth of the titular population share is not associated with a drop in the Russians share. This category of regions includes unrecognized and partially recognized republics, where there was a significant non-titular population outflow as a result of military conflicts. ; Последовавшая за распадом Советского Союза этническая трансформация коснулась значительной части территории постсоветского пространства. Главной особенностью постсоветской этнической трансформации является стремительное сокращение доли русского населения. Для оценки степени этнической трансформации постсоветского пространства на региональном уровне предложена методика, учитывающая разнонаправленную динамику доли двух главных компонентов этнической структуры населения большинства регионов – русского населения и титульных народов государств, а также республик и национальных автономий России. Результатом исследования является осуществленная по данной методике классификация регионов постсоветских стран. Выделено шесть основных классов регионов, испытавших "наиболее радикальную", "радикальную", "сильную", "значительную", "небольшую" и "минимальную" трансформацию этнической структуры населения. Две последние группы регионов в России разбиты на подгруппы, в которых этническую трансформацию определяет уменьшение или же увеличение доли русского населения. Отдельно выделена группа регионов с "особым типом" этнической трансформации, в которых рост доли титульного населения не связан с сокращением доли русских. В частности, в эту категорию регионов попали непризнанные и частично признанные республики, где в результате военных конфликтов произошел значительный отток нетитульного населения.

Подчеркивается европейский вектор интеграционных устремлений стран Средней Европы, отмечается разный уровень внешне- и внутриполитических преобразований в странах Средней Европы. Качественные критерии социальной сферы среднеевропейских стран оказывались чрезвычайно далекими от идеала и ожиданий людей, и ни одно из государств не избежало перекосов в процессе выстраивания собственной социальной системы. Автор отмечает, что на характер, содержание и формы организации постсоциалистического общества в период системных преобразований в каждой среднеевропейской стране оказывали существенное влияние не только особенности экономических и политических преобразований, но также идеология и практика переустройства социальной сферы. = The author notes after the geopolitical changes in the early 1990s the post-socialist states which has switched their foreign policy doctrines to the West formed a new geopolitical sub-region "Middle Europe", operating in the geographical scope of the vast space - post-socialist Central and Eastern Europe (CEE) . These countries often fell into the systemic socio-political and economic deadlocks. Author emphasizes the European vector of integration aspirations of Middle Europe countries, underlines differentiation in level of foreign and political reforms in these countries. Qualitative criteria for Middle European countries social systems were far removed from the ideal and expectations of people, and none of the states has not escaped the distortions in the process of building their own social system. The author notes that especially economic and political reforms and the ideology and practice of social reconstruction determined the nature, content and form of the organization of post-socialist society in the period of systemic change in each Middle European country.
In this article, the ''Cold War'' is understood as a situation where the relationship between the leading States is determined by ideological confrontation and, at the same time, the presence of nuclear weapons precludes the development of this confrontation into a large-scale armed conflict. Such a situation has developed in the years 1945–1989, during the first Cold War. We see that something similar is repeated in our time-with all the new nuances in the ideological struggle and in the nuclear arms race.
International audience The article discusses chronologically important things from the finds belonging to the steppenomads of the Post-Hunnic periods in Eastern Europe, from the Urals to the Lower Danube (mid 5th – mid 6th centuries):weapons, horse equipment, elements of costume, jewelry. It should be noted that very similar types of these thingsprevail across the entire steppe area during the Post-Hunnic time, indicating the steppe nomad cultural homogeneity,regardless of their origin and ethnicity. Some things from the steppe graves of the time have a wider date and existuntil the 7th century. Some things are typical for the early stage of the Post-Hunnic horizon, i.e. time around themiddle – the second half of the 5th century. On the other hand, some things mark the end of the Post-Hunnic era anddate back to the middle or second half of the 6th century. The date for most of the things examined here is establishedby external analogies, known in vast territories, which include the Western European and Balkan-Danubian regions.There the reasoned chronology of antiquities of the 5th – 6th centuries was developed, which is based on numerouscoin finds and also on dendrochronology. Equally important for the chronology of steppe antiquities are analogsderived from the monuments of the sedentary population of the steppe borderlands, where there are numerousclosed complexes. First of all, these are monuments of the North Caucasus, and the Crimea, on the chronology ofwhich there are numerous studies. Some of the things we have considered belong to the prestigious "princely"culture and are of Mediterranean or Asian origin and thus reflect the cultural, military and political, economic tiesof the steppe population and political orientation of the steppe "princely" elites in the Early Middle Ages.Key words: Eastern Europe, Post-Hunnic periods, steppe, nomads, chronology.
The reason for studying this interaction between Europe and Kaliningrad is multilayered. Kaliningrad is even today in a tricky position, its complex past and present cause it great uncertainty. The Kremlin on the political level is carefully controlling this former Prussian–Soviet exclave. However, Europe surrounds the area. In essence, European interaction has caused European ideas, money, and culture to seep back into the Kaliningrad territory. Kaliningrad enjoyed its European connections. On the other hand, it felt alienated by Russia's isolationist and anti-separatist policies over the years. Since 2014, this interaction has been complicated by Russian and European disagreements about the annexation of Crimea. This document examines the connections between Kaliningrad and Europe from the collapse of the Soviet Union to 2016. The development of this fascinating interaction between a Russian exclave and the west is presented in the introduction of this paper. The exact link being under scrutiny are economic ties with Europe. Two sub-themes were examined completed in order to further explain in more detail the relationship between the two entities. For economic ties, the author discusses the internationalization of the formerly local economy of Kaliningrad and tourism. In addition to these two, the conclusion expresses the author's belief on what has occurred and why. For the research of the aforementioned subject, various sources were used. Both western and Russian archives, official documents, official information, academic journals, books, and respected mass media resources were utilized.
In modern societies, the effectiveness of state governance becomes crucial in public conscious. Contemporary states have entered a new stage development where the effectiveness of governance is one of the most important factors necessary for "good governance". It has a positive impact on people's interaction. In this case, the definition and specification of mechanisms and ways of formation of government bodies, particularly the legislative one, are extremely important. The studies on international experience have shown that in the parliamentary system of government, the legislative body carries the burden of democracy, becoming the pillar of the government system, the body with the primary mandate. Преобразования государственных форм в постсоветских странах должны были обеспечить функционирование парламентов – принятие и изменение конституций, законов, контроль за их осуществлением, назначение референдумов, организацию выборов в региональные представительные органы, формирование центральной избирательной комиссии и т. д.

The article is based on the results of research carried out in the framework of the Erasmus+ Jean Monnet project "Transformation of identities in Modern Europe and Russia" (Project № 611458-EPP-1-2019-1-RU-EPPJMO-PROJECT). The research was conducted in early 2020 and was aimed at identifying the levels of European identity and the ratio of European and national identities among European and Russian youth. The study of the European identity of young people is particularly topical, since this is the generation that was born and grew up after the creation of the EU, so the processes of European integration and the formation of European identity affected them most obviously. The same concerns to studying the identities of Russian youth. The young generation of Russians are people who were born and grew up in the new Russia after the collapse of the Soviet Union. They have been much influenced by the emerging Russian identity, as well as by globalization, European identity, and Western values.Transformations of European identity are considered in the context of integration processes in Europe in various aspects, including social and cultural values. Cultural differences is one of the main issue that the modern Europe are faced and affected the transformation of European identity. These are cultural differences within Europe (regional differences) and differences in the mentality and cultural values of Europeans and numerous migrants who come to Europe from Asia and the Middle East. Currently, the opposite trends are being recorded: towards integration and regionalization, which makes it difficult to form both European and national identities. The formation of the European identity is a political project that emerged in the process of creating the EU, i.e. in the process of European integration. At the same time, in a broader sense, European identity is extended to all residents of Europe. The danger of European integration is that it can destroy national identities so it is important to preserve cultural differences. Based on the results of the study, it can be noted that European identity is considered both as a project aimed at promoting European integration and as a cultural community within Europe. National identity is still more important for Europeans than the common European identity. At the same time, European identity is also important for the self-identification of Europeans and is given only positive characteristics, in contrast to the Russian identity, which includes both positive and negative characteristics. According to our research, the attitude towards migrants in both Europe and Russia is generally positive, but it is noted that illegal migration should be stopped. The danger to the identity of the country's indigenous people is that migrants are not integrated and live in closed communities. ; Статья написана по результатам исследования, реализуемого в рамках проекта Erasmus+ Jean Monnet «Трансформация идентичностей в Европе и России в современных условиях» (Проект № 611458-EPP-1-2019-1-RU-EPPJMO-PROJECT). Они в наибольшей степени испытали влияние формирующейся российской идентичности, а также благодаря глобализации, европейской идентичности и западных ценностей.Трансформации европейской идентичности рассматриваются в контексте интеграционных процессов в Европе в различных аспектах, включая социальные и культурные ценности. Культурные различия - это один из основных вопросов, с которым сталкивается современная Европа и которые влияют на формирование европейской идентичности. Это культурные различия внутри Европы (региональные различия) и разница в менталитете и культурных ценностях европейцев и многочисленных мигрантов, которые прибывают в Европу из Азии и стран Ближнего Востока. В настоящее время фиксируются противоположные тенденции: к интеграции и регионализации, что затрудняет формирование как европейской, так и национальных идентичностей. Формирование европейской идентичности - это политический проект, который возник в процессе создания ЕС, т.е. в процессе европейской интеграции. В то же время, в более широком смысле, европейскую идентичность распространяют на всех жителей Европы. Опасность евроинтеграции в том, что она может разрушать национальную идентичность, поэтому важно сохранять культурные различия. По результатам проведенного исследования можно отметить, что европейская идентичность рассматривается и как проект, направленный на содействие европейской интеграции, и как культурная общность внутри Европы. Национальная идентичность по-прежнему обладает большей значимостью для европейцев, чем общеевропейская. При этом, европейская идентичность также важна для самоидентификации европейцев и наделяется только положительными характеристиками, в отличие от российской идентичности, которая включает в себя как положительные, так и отрицательные характеристики. Отношение к мигрантам, согласно проведенному нами исследованию, как в Европе, так и в России в целом положительное, но отмечается, что нелегальную миграцию надо пресекать. Опасность для идентичности коренных жителей страны представляет то, что мигранты не интегрированы, живут закрытыми сообществами.
The influential theory of Charles Tilly explaining the relationship between military activity and state building in early modern Europe has been often used to analyze the development of statehood outside Europe and North America. However, in Post-Soviet space it was referred to only a limited extent – mainly operationalising the struggle and bargaining between the state and society over the extraction of resources in favor of the state - for the analysis of post-communist transformations. Meanwhile, the post- Soviet space with its unresolved conflicts provides a reach material for checking the "military" component of this theory. Most authors agree that the international order established after the World War II does not allow the clear replication of the scheme elaborated by Tilly. This article is aiming to show that, although post-Soviet conflicts are of great symbolic importance for post-Soviet states, their material impact on the dynamics of state revenues and on the strengthening of state institutions is minimal. This paradox may be explained by the international geopolitical context around the conflicts where the buildup of military power of a state involved in the conflict cannot serve as a sufficient condition for resolving the conflict in favor of the state. ; Влиятельная теория Чарльза Тилли о связи военной активности и государственного строительства в Европе Нового и Новейшего времени много применялась для анализа развития государственности за пределами Европы и Северной Америки. Однако она лишь ограниченно – в части борьбы и переговоров между государством и гражданами об изъятиях ресурсов в пользу государства – использовалась для анализа посткоммунистических трансформаций. Между тем, постсоветское пространство с его многочисленными неурегулированными конфликтами дает немало материала и для проверки собственно «военной» составляющей этой теории. Большинство авторов согласны с тем, что международный порядок, установившийся после Второй мировой войны, не допускает буквального воспроизводства схемы возникновения европейских национальных государств, разработанной Тилли. Данная статья показывает, что, хотя постсоветские конфликты имеют большое символическое значение для постсоветских государств, их материальное влияние на динамику государственных доходов и укрепление государственных институтов минимально. Это объясняется геополитическим контекстом, сложившимся вокруг конфликтов, в котором наращивание военной мощи вовлеченного в конфликт государства не может служить достаточным условием для его разрешения в желательном для этого государства направлении.

Introduction. The article considers the problem of solving the Austrian issue by consolidating the country's neutrality in 1955 in the context of a possible modeling of the situation on the German issue. The consolidation of a neutral non-aligned status with Austria was the result of a broad domestic and foreign policy compromise. At the same time, the main features of the Austrian path to the neutrality of 1945–1955 are highlighted, making this one of the most well-known compromise precedents of the Cold War possible.
Methods and materials. The research of the model character of the "Austrian solution" of 1955 is possible only with regard to the intertwining historical contexts in which the development of the German and Austrian issues took place from 1945 to 1949. The author uses the comparative historical method in the article while comparing historical features of the development of the German and Austrian issues between 1945 and 1955 and comparing different views and concepts of historians. The information base of the article consists of narrative and documentary sources, as well as a wide range of scientific research works of Austrian, German and Russian researchers.
Analysis. The main internal reasons for the successful resolution of the Austrian issue are the existence of the pro-Western government elected in 1945, the unity of the main political forces of Austria in the matter of restoring sovereignty, and the personal role of Chancellor Julius Raab. The main international reasons are the change in the course of the USSR within the framework of the peaceful coexistence policy, as well as the reciprocal cooperation policy of the Western Allies. The author considers the problem both in historical and in historiographical perspectives.
Results. The possibility of applying the "Austrian solution" to the situation with the divided Germany became the subject of a sharp historiographical dispute, which was called "Model Debate" in Austria. Two famous historians, Rolf Steininger and Michael Gehler, developed a concept confirming the model character of the Austrian solution to the situation with Germany. Most of Austrian historians tend to view the successful resolution of the Austrian issue as a single precedent, or phenomenon, of the Cold War. When comparing the situation with Germany and the attempts to model the Austrian version of it, they point to the different potential and significance of the countries for the Western Allies and the USSR, different goals of foreign policy of victorious powers in the German and Austrian issues.
