Introduction: Many less developed countries are struggling to provide universal access to safe sanitation, but in the past 5 years India has almost reached its target of eliminating open defaecation. Objective: To understand how the Indian government effected this sanitation transformation. Methods: The study employed interviews with 17 actors in the government's 'Clean India' programme across the national capital and four states, which were analysed using a theory of change grounded in Behaviour Centred Design. Results: The Swachh Bharat Mission (Gramin) claims to have improved the coverage of toilets in rural India from 39% to over 95% of households between 2014 and mid-2019. From interviews with relevant actors we constructed a theory of change for the programme, in which high-level political support and disruptive leadership changed environments in districts, which led to psychological changes in district officials. This, in turn, led to changed behaviour for sanitation programming. The prime minister set an ambitious goal of eliminating open defaecation by the 150th birthday of Mahatma Gandhi (October 2019). This galvanised government bureaucracy, while early success in 100 flagship districts reduced the scepticism of government employees, a cadre of 500 young professionals placed in districts imparted new ideas and energy, social and mass media were used to inform and motivate the public, and new norms of ethical behaviour were demonstrated by leaders. As a result, district officials became emotionally involved in the programme and felt pride at their achievement in ridding villages of open defaecation. Conclusions: Though many challenges remain, governments seeking to achieve the sustainable development goal of universal access to safe sanitation can emulate the success of India's Swachh Bharat Mission.

The right to remedy for victims of human rights abuses by transnational corporations is far from guaranteed. Often, the state where the abuses occurred is unwilling or incapable of offering effective remedies, especially effective judicial remedies. The victims may then choose to "go global" and bring civil suits in the courts of other states, including the home states of the corporations alleged to have committed the abuse. One way in which they have done so is by bringing so-called "foreign direct liability" (FDL) cases: civil claims in domestic courts of foreign states against corporate actors, in the hopes of getting financial compensation as a remedy.

The return of the state to sociological discourse can be based on the study of the role of state measures in societies that overcome the consequences of violence. The purpose of the article – is to outline the problems and some ways of overcoming them facing the state in the post-conflict reconstruction of society and can be successfully addressed by state authorities with varying degrees of success.Given that the state in a post-conflict society, as a rule, has a low level of public confidence and limited resources to resolve the conflict, the practice of peacekeeping operations and other organizational arrangements for building peace is widespread.In addition to the organizational component, the assistance of the Western world is in promoting and sometimes imposing in the transitional societies the legal norms and political institutions of the "old world", which often complicated the peace process and did not take into account the local context of peace-building. In addition, the speed at which international donors wanted to obtain a result from international intervention could contradict the long-term process of psychosocial and economic recovery of victims of the conflict.Modern theories of "transitional justice" try to overcome the contradiction between the limited support of international actors on the one hand and the fragility of the state and the weakness of civil society on the other.The researchers are proposing a model where the state interacts with civil society on the path to peace in the long run and reconciliation.A decentralized transitional justice model emerged in Northern Ireland, where local conciliation initia- tives combined community efforts and government and non-governmental interventions. Particular emphasis on overcoming the effects of violence is on reparations. However, there is no unambiguous universal form of payment to victims of the conflict to meet all economic needs. Reparations can take different forms – from money to symbolic ones. In addition, the decision to pay reparations is implemented by the state on the basis of agreements at the level of institutes of transitional justice, first of all, the truth-establishing commissions.In order to overcome the consequences of violence and the post-conflict reconstruction of a society, the state must take into account the whole range of social problems – political, socio-psychological, and economic. The solution to political problems is through the provision of broad political rights and ensuring the inclusiveness of social groups in society. Socio-psychological problems are solved in particular through the transformation of the group identity of the oppositional conflicts of social groups in the context of the exchange of social experience. THE DISINTEGRATION OF THE SOVIET EMPIRE IN 1989 COMPLETELY CHANGED THE GEOPOLITICS OF CENTRAL EUROPE. ALTHOUGH THE REVOLUTION WAS A GREAT CHANGE WITHOUT A GREAT EUTOPIA, THE POSITIVE ASPECTS THAT HAVE RESULTED CLEARLY SEEM TO OUTWEIGH THE NEGATIVES. FOR EXAMPLE, FOR THE FIRST TIME IN ITS HISTORY POLAND DOES NOT HAVE ANY ETHNIC CONFLICTS; IT IS NOW AMONG THE NEW MEMBERS OF NATO. POLAND IS AN INDEPENDENT AND DEMOCRATIC, STABLE AND SAFE COUNTRY, AND IT IS THRIVING. THAT IS NOT A BAD BOTTOM LINE AFTER ONE DECADE IN A COUNTRY TORN APART FOR 300 YEARS BY FOREIGN FORCES AND BY ITS OWN ANARCHY.

The article considers the climate policy of the Baltic region countries. The reasons and factors for reducing CO2 emissions in the period 1990-2018 are analyzed, the relationship between the processes of decarbonization and the ecological transformation of farms are demonstrated. The EU influence on the climate policy of individual countries is studied. The features of evolution and the modern structure of the RES sector are explored. The assessment of measures to improve energy efficiency of national economies is given. According to the degree of climate policy efforts and the depth of the ecological transformation of national economies, a ranking scheme for the region countries is proposed. © The Authors, published by EDP Sciences, 2020.

Data Security Breaches and Privacy in Europe aims to consider data protection and cybersecurity issues; more specifically, it aims to provide a fruitful discussion on data security breaches. A detailed analysis of the European Data Protection framework will be examined. In particular, the Data Protection Directive 95/45/EC, the Directive on Privacy and Electronic Communications and the proposed changes under the Data Protection Regulation (data breach notifications) and its implications are considered. This is followed by an examination of the Directive on Attacks against information systems and a discussion of the proposed Cybersecurity Directive, considering its shortcomings and its effects. The author concludes by looking at whether a balance can be drawn by the current and proposed Data Protection framework to protect against data security breaches and considers what more needs to be achieved.

The purpose of this study was to learn the effects of multiple, combat-related military deployments upon post traumatic stress symptoms. This subject has particular importance given that the protracted conflicts in Iraq and Afghanistan have been fought by a military that is much smaller than in previous wars. A review of the literature showed that the effects of combat related deployments on post traumatic stress symptoms are significant. The impact is felt by both the veterans and their families. This has implications for clinical social workers working in systems that provide treatment and services for veterans and families affected. This was a qualitative study. Interviews were conducted with seven subjects, all of whom are credentialed at the level of either Licensed Independent Clinical Social Worker or Licensed Psychologist. The interviews concerned the post traumatic stress symptoms of those clients for whom each clinician has provided treatment that has experienced multiple combat-related military deployments. The data was analyzed and four themes were noted with respect to the effect of multiple deployments on post traumatic stress symptoms: 1) effect on emotional arousal, 2) distinguishing aspects of multiple deployments, 3) effect on relationships and 4) self-destructive behavior. Issues of dysregulation of emotional arousal and negative impact on families also emerged in the literature review.

The contributions look at the historical situations in Finland, Germany, Hungary, the Netherlands, Poland, the Republic of Ireland, Russia, the former Soviet Union, Switzerland, and former Yugoslavia.
