Temsil kavramı, toplum içerisindeki siyasal bir bölünmeyi ifade eden yöneten ve yönetilenler arasındaki mesafenin bir sonucu olarak görülmektedir. Bu kavramı dinsel alan içerisindeki siyasal süreçlerin bir ürünü olarak ele alacak olan çalışma, bu alanda yöneten konumunda bulunanların dini nasıl tanımlayıp, hangi süreçlerin ürünü olarak ortaya çıkardıklarını ve bu vesileyle onu nasıl temsil ettiklerini tartışmayı amaçlamaktadır. Bu bağlamda Diyanet İşleri Başkanlığı'nı (Diyanet) Türkiye'de kurumsallaşmış dinsel iktidar organı olarak tanımlayan çalışma kapsamında onun Aleviliği nasıl temsil ettiğinden bahsedilecektir. Bundan dolayı, bu Alevilik temsilinin Diyanet ve günümüz Alevi otoriteleri ile arasında ortaya çıkardığı gerilimin siyasal yansımaları ele alınmaktadır. Diyanet İşleri Başkanlığı'nın bu temsilini kendini net bir şekilde gösterdiği Diyanet Aylık Dergi'nin 1992 Ocak-Şubat sayıları ile dönemin Alevi otoritelerinin bu dergiye cevaben kaleme aldıkları çalışmalara odaklanılmaktadır. İlgili dergiyi ve Alevi otoritelerin kitap, makale ve röportajlarının metin analizini gerçekleştiren çalışma; deformasyondan, manipülasyona kadar pek çok sürecin kurumsal iktidar ve Alevi otoriteler arasındaki bu siyasal mücadeleye damgasını vurduğunu göstermeyi denemektedir.

Türkiye'de camilerin inşaası ve mülkiyeti farklı dernek, vakıf ve kişilere ait bulunmaktadır. Yönetimi, tamir ve bakımı Diyanet İşleri Başkanlığı tarafından yapılmaktadır. Özellikle camilerin yapılacağı yer, mimarisi ve sağlamlığı gibi merkezi bir planlama ve organizasyon gerektiren işlerin bunları yöneten kurumca yerine getirilmesi daha uygun olacaktır. Camiler çoğunlukla gönüllü bağışları ile yapılmakta ancak bağışçının istediği yerde ve istediği biçimde yapılmaktadır. Bu da beraberinde estetik, güvenlik ve ihtiyacı karşılama gibi özelliklerin ihmal edilmesine neden olmaktadır. Camilerin tamir ve bakımı Diyanet İşleri Başkanlığınca yönetilecek bir fon tarafından üstlenilmesi bütün bu olumsuzlukları ortadan kaldırabilir. Diyanet İşleri Başkanlığı Cami Yapımı ve Bakımı Fonu kurularak camiler; güzel ve kalıcı eserlere dönüşebilir. Fon bir kamu kurumuna ait olduğu için benzer nitelikteki fonların esas alınması gerekecektir. Benzer fonları inceleyen makale ve ilgili mevzuat incelenmiş olup buna uygun bir çalışma yapılmıştır. Fonun yapısı ve işleyişi başka çalışmalara konu olabilecek niteliktedir. Bütçe ve muhasebe düzeni ayrıntılı olmadan genel hatları ile ele alınacak; belge düzeni ve ayrıntılı hesap planı dışarıda bırakılacaktır. İlk bölümde ülkemizdeki camilerin durumu, yapımı ve yönetimi ile ilgili bilgilere yer verilecek, fon kurulmasının nedenleri ve sonuçları belirtilecektir. Daha sonra fonun gelirleri ve giderleri ile bütçesi ele alınacaktır. Son bölümde hesap çerçevesi ve muhasebe düzeni incelenecektir.
Religion, politics and the politics of religion in Turkey

Istanbul: Liberales Institute. ; This article is primarily concerned in a power struggle within Turkey for over the last 80 years, leaving aside a much longer one of 200 years. Working on religion, politics and politics of religion anywhere involves varies parties as the state, the society, and the individual of the political body of that given country. In order to try to understand the statereligion relationship in Turkey, I suggest that Presidency of Religious Affairs / Diyanet İşleri Başkanlığı should be scrutinized as an initial step. Within the Turkish society, there have been existing an increasing friction between two groups that may roughly be defined as laicists1 and Islamists2 during the whole republican era ongoing since 1923, but has become more visible especially in the 1990's. In this article, I will be debating on the basic and crucial questions, as I perceive it, 'what is a capacitated democracy and how to achieve it?' in the context of law and politics in Turkey. Actually, in order to evolve my argument, I will initially be focusing on the development of the relations among the state, the groups in society, and religion in the Republic of Turkey. Then, I will be discussing the need and possibility of a mutually acceptable ground for a peaceful coexistence in this country. AN ANALYSIS OF THE INSTITUTIONAL STRUCTURE OF ZAKAT AND THE CASE FOR TURKEY
Poverty is a challenge the humanity has been facing for ages. Although it is possible to opine some amelioration of the acuteness of poverty in proportion to the world's population, the urge to fight against poverty needs to be preserved especially for the 1.2 billion people still living in extreme poverty. Taking poverty as the principal concern, this study tackles with some practical issues regarding zakat; which is an act of worship blending economic, social, political, moral and religious components to entail the solution of poverty. This study is aimed to (i) discuss the relation between zakat and poverty; (ii) present Turkish framework and locate the Presidency of Religious Affairs in search for a good governance of zakat; and (iii) propound a new institutional structure of zakat, with a renewed call for voluntary-based zakat collection and distribution system under the supervision of the Presidency of Religious Affairs. =========================================== Kemiskinan adalah tantangan yang dihadapi manusia selama berabad-abad. Meskipun mungkin untuk mengurangi beberapa perbaikan ketajaman kemiskinan sebanding dengan populasi dunia, dorongan untuk memerangi kemiskinan perlu dipelihara terutama untuk 1,2 miliar orang yang masih hidup dalam kemiskinan ekstrim. Kemiskinan merupakan persoalan yang perlu diperhatikan, penelitian ini mengkaji beberapa masalah praktis mengenai zakat; Yang merupakan tindakan yang memadukan komponen ekonomi, sosial, politik, moral dan agama untuk mendapatkan solusi kemiskinan. Penelitian ini bertujuan untuk: (i) membahas hubungan antara zakat dan kemiskinan; (Ii) menyajikan kerangka Turki dan menemukan Kepresidenan Urusan Agama untuk mencari tata pemerintahan zakat yang baik; Dan (iii) mengemukakan struktur kelembagaan zakat yang baru, dengan seruan baru untuk pengumpulan dan distribusi zakat berbasis sukarela di bawah pengawasan Kepresidenan Urusan Agama.

Abstract: The United States is not a theocratic county, yet the importance of, and the emphasis on, religion are a quintessential part of understanding American politics and society. This paper explores the way former presidents of the United States treated and spoke of religion(s) has changed during the history of the nation. In order to discover the role and impact of religion in American history I will analyze a selection of various types of writings of the presidents such as formal letters to Congress or the American people, inauguration remarks, official statements, and other speeches from as early as George Washington to Jimmy Carter.
