If they do not surrender all their properties and offices will be taken from them. This declaration of 13 February became official and binding in another declaration one month later on 16 March. The anonymous author here comments on the Harangue of Pierre Jeannin, 1540-1622, the First President of the Conseil d'Etat, in which Jeannin discourses on the power of the Sovereign as opposed to the power of Parlement.
