Foreign Minister of Brazil since 2003, Ambassador Celso Amorim outlines the main guidelines and accomplishments of Brazil's foreign policy under President Luiz Inacio Lula da Silva. The article provides a full-fledged, although not exhaustive, narrative of a number of diplomatic initiatives championed by Brazil over the last eight years: from the gathering of the group of developing countries in a World Trade Organization (WTO) meeting in Cancun to the negotiations that led to the Declaration of Tehran, as well as the challenges the country has been facing as its international weight grows. T he forms of state are established by the nature of the relationship between the military, on the one hand, & the Head of State, the Prime Minister & Parliament, on the other. The relationship between the President of the Republic & the Armed forces is decisive to neutralize the political intervention of the military. In a modern secular society a strong President of a legal Republic is the head of state with the best possible conditions to integrate the military into the state & to ensure civil peace & to lead a transition towards pluralist democracy. Our aim in this article was to compare the discourse of the two presidents that governed Brazil in the last 16 years (Fernando Henrique and Lula). We used the method known as content analysis to investigate more than a thousand addresses delivered by both presidents in diplomatic events in Brazil and abroad. We found important similarities and differences in the subject matters and in the alliances they managed to make in the international arena. Both presidents privileged the issues related to the economy, to international institutions and to the relationship with South America. Fernando Henrique seemed to have given more attention to issues related to democracy and to have been closer to European countries. Lula extended his concern to inequality issues to the international context and dedicated to establishing a more open dialogue with Asia, the Middle East and, most of all, with Africa. This is the full text of the Joint Communique of January 17, 2005, given on the twenty-fifth anniversary of the establishment of diplomatic relations between the Republic of Portugal & the People's Republic of China, & coinciding with Portuguese President Dr. Jorge Sampaio's state visit to China. The text is followed by an annex. The major topics discussed in the main body include the furthering of bilateral relations, the new Portuguese consuls general in Shanghai & Hong Kong, the status of Macau, economic & cultural cooperation, the stimulation of tourism between the two nations, & the sharing of television programming. More broadly, the document discusses the improvement of relations between the EU & mainland China, particularly in terms of the positive role Portugal can play. O objetivo deste artigo é compreender quais são os sentidos produzidos nos ditos e nos não ditos pelas revistas Veja, Época, IstoÉ e CartaCapital sobre a posse da presidente Dilma Rousseff. Com base na perspectiva teórico-metodológica da análise do discurso, identificamos três formações discursivas predominantes nos ditos das quatro revistas: Posse controversa, Posse melancólica e Posse da dieta. Já nos sentidos produzidos pelos não ditos, observamos por parte de Época, IstoÉ e CartaCapital a reiteração da maioria dos sentidos presentes nos ditos de Veja, que saiu na frente na cobertura sobre a posse. Isso mostra, entre outras coisas, que a prática discursiva do jornalismo prevalece em relação ao posicionamento editorial das revistas.
