On June 18, 2020, the U.S. Supreme Court ruled in a 5-4 vote to maintain DACA in place. The Court found that the Trump administrations rationale for ending DACA in 2017 was arbitrary and capricious. The Court also found that the Department of Homeland Security (DHS), which oversees DACA, failed to properly consider what if anything to do about the hardship to DACA recipients, as it was required to do under the Administrative Procedure Act (APA). The Supreme Courts ruling allows DACA to continue in place for the moment and could potentially mean that applications for initial (new) DACA requests and advance parole re-open. However, the Courts decision does not preclude the Trump administration from further attempts to end DACA. Numerous studies have revealed how Lexical Cohesion supported the fulfilment of political leaders' persuasion intention in their rhetoric. The purpose of this study was to cross-culturally explore President Obama's and President Buhari's Inaugural Speeches to examine the impact of culture on the persuasive functions of Lexical Cohesion in their rhetoric. Therefore, while drawing on Pragmatics, the study adopted a qualitative discourse analysis approach, utilised an eclectic framework of Lexical Cohesion based on Hoey (1991), Martin (1992) and Eggins (2004) to analyse Obama's and Buhari's first inaugural speeches. The findings indicate, on one hand, that although Obama deployed more categories and more frequencies of Lexical Cohesion than Buhari did, 'Repetition' (50%) was the most dominant source of Lexical Cohesion in each of the two speeches. Moreover, the most reiterated item in the two speeches were personal pronouns, where Obama mostly repeated the pronoun 'we', which had inclusive function, and Buhari mostly repeated 'I' and the exclusive 'we'. On the other hand, the findings suggest that Obama utilised Lexical Cohesion mainly for 'emotional appeals', 'audience involvement', and 'credibility-building strategies'; while Buhari used Lexical Cohesion for 'emphasizing his (and his team's) personal commitment', 'building his credibility', and 'demonizing past administrations'. Finally, in the light of these findings, the study has drawn two major conclusions: (1) that on the preponderance of repetition of personal pronouns in both the two speeches, the findings suggest that the generic conventions of the use of personalised English in the inaugural address outweigh any culture-specific discourse practices of the two communities; (2) that Obama's strategies of emotional appeals and audience involvement that enabled him to 'speak along with his audience', which contrast with Buhari's strategies of emphasizing personal commitment and audience-exclusive tone that made him to 'speak alone', seem to have rendered Obama's speech more interactional and more audience-engaging than Buhari's speech.
The potentially poor fit between traditional categories of military objective and the reality of conflict in which targets fall on a continuum of judgment between military and civilian becomes more perilous in an age of international scrutiny where good-faith differences of view can take on criminal implications.

Limiting the term of office of the head of government is an important prerequisite for realizing a democratic state life. In Indonesia, these restrictions are imposed on the President and Vice President with a term of office of 5 years and after that, they can be re-elected only for 1 term of office. Using the normative juridical method, this study shows that this choice has become a source of debate in other parts of the world, and several presidential countries have chosen different models of restrictions. In Indonesia, it has been revealed that this choice is not based on a deep conceptual debate and empirically has threatened the continuity of a principled election. As a solution, this study offers the application of the concept of a single term of office for the President and Vice President in Indonesia. This research also enriches the study of state administration in the theme of structuring the presidential system.

The vibrancy of the section attests to the fact that qualitative and multi-methods research continue to thrive in political science.
As we have seen in chapter 3, political life of the Republic of Ireland is overshadowed by two figures: the President of Ireland, who is the head of state and a mainly symbolic figure, and the Taoiseach, who is the head of government and is responsible for political leadership. This chapter explores the foundations of executive power in the Republic. It begins by assessing the role of the President. Why is the presidency such a weak institution and should the office be reformed or even abolished? It then considers the dominant position of the Taoiseach. What resources can the Taoiseach mobilise and what obstacles are placed in the way of individualised political leadership?
This newsletter is the latest development in a trend that has been evident for some time now: qualitative methods are undergoing a renaissance unlike anything seen for the last 25 years. This resurgence has been demonstrated in a number of ways. Over one thousand members of the American Political Science Association, including twenty eight APSA Presidents and seven APSR Editors, signed the petition requesting that APSA create the new Qualitative Methods organized section (APSA-QM) that maintains this newsletter.
As the incoming President of the QMMR section, I want to begin by thanking Lisa Wedeen for her service in this role over the past two years and Colin Elman, the indefatigable Secretary- Treasurer of this section for all the work he has done over many years to keep it running and robust, as well as the editors of this publication and the members of the section's Executive Committee for the time they devote to the profession. Since its founding in 2003, this section has become one of the largest and most vibrant in the APSA, reflecting an efflorescence of new work and debate about qualitative and multi-methods in political research.
