; Today, in fact, the global context has many features in common with the Liberal State, on which are grafted the further elements of relocation of production, financing of the economy, across-the-board privatization and, ultimately, competition, not only without (too many) rules, but also without frontiers. Apart from some undeniable differences, which all in all are secondary at least for our purposes, even the global economic crisis seems to present the same underlying motive, namely the imbalance between production capacity of the "masters of the economy" and consumption possibilities of families and workers, typical of the crises that repeatedly devastated the old bourgeois order, thus leading to the affirmation of the Welfare State. The fact that the recession has not turned into real depression, as in the thirties of the last century, should not be considered comforting. Indeed, by continuing to allow much ease for business committees, technocratic organizations and capitalist pressure groups, the "liberal democracy" is proving once again too fragile to be able to effectively govern the economy.

This article analyses the most important innovations concerning public employment introduced in Italy during the '90s. It distinguishes different timings to administrative reforms: "the first cycle" (1992/1997) & "the second cycle" (1997/2001). Both of them are oriented to control public expenditure & to compensate -- by the complete bargaining of public service terms -- trade unions of public sector for the cuttings produced, & to reform top civil servants. On this aspect, the article shows how neo-corporative practices substituted parliamentary practices. Cooperation & negotiations between the central government & interest groups (especially trade unions) led to social agreements which became the basis of public employment reform. However, administrative reforms in Italy have been also the result of both external & domestic pressures: on the one hand, the financial constraints produced by the process of European integration (Maastricht Treaty), to which the Italian government had to adjust; on the other hand, the deep crisis of the Italian political system. The fall of party government led to more direct relations between executive & interest groups & to practices of majoritarian politics which pushed for innovative reforms. Tables, References.
Available analyses agree on the opportunity to follow some clear lines of innovation to address growing functional pressures exerted by demographic transformations on welfare systems' sustainability. In spite of that, a sort of paralysis characterize Italian national policies for the elderly, based on the ongoing centrality of the family and direct cash transfers. At the subnational level, however, some innovations can be singled out. This article presents, on the one hand, some innovative projects developed in Lombardy since 2015. On the other hand, based on the evidence emerged from two focus groups among experts organized within the InnovaCAre research project, it explores some possible factors hindering or facilitating the innovation itself. The analysis highlights three sets of conditions – policy-making style, political and instrumental resources available to the actors – likely to expand or reduce the room for innovating LTC policies at the subnational level.

Sostenibilità degli agroecosistemi: valutazione tramite indicatori aziendali e di paesaggio ; Agroecosystem sustainability: assessment through farm and landscape indicators
; Agricultural and ecological systems are directly connected (agriculture plays an important role in ecosystem patterns) and the agroecosystems convey a high sense of stewardship care and historicity as food providers. During the last century, agriculture activity has intensified worldwide, characterized by an increasing dependence on external inputs and on land cover conversion. Although agriculture intensification has increased productivity, the sustainability of many agroecosystems has been compromised. In developed Countries the situation is particularly critical and requires a reorganization of the agricultural sector which would recover the sustainability failed. The measurement of agroecosystems sustainability has become of supreme importance, now essential to address the obvious problems related to the large population growth and technological vehemence in the biosphere. Defining socio-economical and bio-physical balance is a fundamental challenge for researchers in order to promote the sustainable development in agriculture. In Europe examples of sustainable rural development should be better acknowledged, explored and disseminated as meaningful case studies of traditional knowledge and wise land use. The main objective of the present research is to provide environmental-economic frameworks in order to design and evaluate agroecosystem sustainability. To achieve this objective, a multidimensional approach is needed that combines the feature of the agroecosystems with sustainable management. This research want to be a contribution in building a science of sustainability developing practical ways of improving sustainability in agriculture, with minimal impact to production. This research (containing various studies) has concerned the assessment of agroecosystem sustainability at landscape (Southern Lazio) and farming (Southern Lazio, Viterbo Province, Terceira Island) level based on the use of diversity (landscape and farming studies) and input/output (farming studies) indicators. Landscape level studies have analyzed the environmental sustainability in terms of landscape metrics distinguishing the landscape according to some characteristics (ownership, elevation and phytoclimate). Results provided a profile of an ecoregion in Central Italy, where historical land-use patterns are still alive on the territory and testify the capacity of human beings to develop a balanced relationship with their context of life at local level. Even if recent changes in society trends bring about more demographic pressure and more environmentally-aggressive technological fixes, tradition in land use patterns transferred from generation to generation through culture, education, regulations and action at local level, can help mitigate human impact and operate as a cultural buffer for ecosystem resilience. Farming level studies have analyzed the environmental and economical sustainability in terms of energy and material fluxes circulation comparing groups of farms in contrasting management regimes (organic vs. conventional; mixed vs. non-mixed). In general terms, results shows a diffuse better performance of organic farms respect to conventional ones because their organization was based on increased re-use of on-farm produced energy-matter flow and reduced demand of external inputs of non renewable energy-matter sources. The studies have confirmed the fundamental role of livestock as crucial agroecosystem component that improves the efficiency and sustainability of farms (this role is not yet acknowledged by society in economic terms). In situations of low structural diversification and strong policy ascendancy on farm decision making processes, the agricultural environmental costs may be enhanced significantly (eg.: Terceira Island). More intellectual and financial resources for measuring and monitoring sustainability conditions in agriculture are necessary, in order to appropriately inform decision making processes at both institutional and individual level.

Sicurezza alimentare e cambiamento climatico: metodologia di analisi della vulnerabilità dei sistemi agroalimentari locali in Nicaragua ; Food security and climate change: method for a vulnerability analysis of local food systems in Nicaragua
; The thesis deals with a research and an on-field testing of an impact interpretation model of climate change on food security in Nicaragua. The specific purpose is the development and testing of a vulnerability/stability analysis method of the effects of the climate change on two sample food systems in Nicaragua. The method is also aimed at the identification of prevention and mitigation policies. The achievement of this objective is based on a wide bibliographical research and a two months field survey in Nicaragua (March and April 2010). During the field survey a large number of interviews and focus groups with both private and institutional stakeholders was carried out. The more an impact analysis of climate change on environment and economic activities is focused on a restricted area, the less it results easy and reliable. Social dynamics and human action on environment at local level can be more crucial in creating adverse or favourable living conditions to people than climate variability. The complex relationship between climate and human activities is even more apparent when attempting to relate climate changes and food security of a specific community. Food security concept gets together different meanings, such as food production and conservation, income based food accessibility and biological use of food (diet patterns and hygienic conditions of food consumption). Therefore, dealing with economic relations between complex systems, as climate and food security, involves the use of articulated interpretation models as well as quantitative and qualitative analytical tools, being the latter prevalent in a condition of scarce or unreliable data and time series. The starting point of the thesis is a critical analysis of the current interpretation model of the impact of climate change on ecological and social systems on which the present food security and climate change impact mitigation policies of the Government of Nicaragua are based. In this framework the Aggregated Food and Nutritional Insecurity Index - elaborated by the World Food Programme and presently adopted in Nicaragua in the identification of the areas mostly exposed to food insecurity – is also analysed and discussed. As a consequence of this analysis a more complete model is proposed, named Dynamic Aggregated Food and Nutritional Insecurity Index. This index uses dynamic variables (rates of variation) referring to socio-economic factors which determine food security. At the same time this index captures the most production-related environmental factors at local level. Unfortunately a sample application of this index is impeded by the lack of the necessary time series. Nevertheless its formulation offers a useful operational direction to data collection planning and organization. As a consequence of the critical methodological issues emerged in the previous analysis, a review of alternative interpretation models is proposed and discussed. The "DPSIR" (Drivers, Pressures, State & Trends, Impacts and Responses) model is then identified as the most suitable for the achievement of the thesis objective. The DPSIR model is aimed at interpreting environmental and human contexts as well as at focusing policies makers on prevention and mitigation measures. Once specifically adjusted to food and nutritional security issues, the DPSIR model resulted particularly useful to identifying the existing knowledge deficiencies, about impacts and responses in particular. The "impact analysis" is complemented with a multi-criteria matrix of impacts of climate change on food systems of two different agricultural regions of Nicaragua (stability analysis). This matrix relates the food systems components (food production, distribution and consumption) to the corresponding pillars of the food security concept (availability, accessibility and biological use). The matrix converts quantitative and qualitative assessments into a scoring system allowing for identifying the most relevant problems and comparing stability / vulnerability levels of different food systems. The agricultural region where adjustment and mitigation processes are more visible is not the one counting with a more consistent natural capital (New Agricultural Frontier and Caribbean Cost) but the one relying on old and stable human settlements and more consistent social capital (Agro-industrial lowlands of the Pacific Cost). The first agricultural region, even if provided with a consistent natural capital and a high production potential, is characterised by the highly destructive production patterns of a pioneer population which has not yet developed either aggregative community models or collective resiliency experiences. The "response analysis" is focused on 6 different prevention/mitigation models presently adopted by the national authorities (both central and local) with the support of the international donors community. This analysis stresses that none of the models gets together all the necessary characteristics of efficiency and effectiveness for trigging resiliency and development processes. None of the models can be considered as a "good practice" per se, mainly if not included in a locally focused, coordinated and coherent framework of measures. Furthermore, the duration of the institutional actions applying these models is generally too reduced for ensuring their success and sustainability and fulfilling the expectations of the beneficiaries. From the "response analysis" clearly emerged the need to adopt the following general criteria in the effort to support food security and mitigate the effects of climate change: - Wholeness of the approach: the insertion of any food security action (programme, project, initiative) in the framework of land development process, including actions against poverty and environmental protection, - Institutional coherence: both food security and climate change impact mitigation actions should be always coordinated with the competent institutions, in order to harmonise working methods, - Spatial coherence: the identification of priority action areas should consider food security problems and environmental vulnerability simultaneously. The environmental unsustainability of the present agricultural practices (deforestation, advance of the agricultural frontier by slashing and burning the natural cover, nomadic agricultural patterns, etc.) and the weakness of the social capital perpetuate chronic food insecurity conditions. Even though not supported by quantitative evaluations, it seems apparent that micro-agro-climatic changes due to the mismanagement of local environmental resources affect food security much more than the effects of global climatic change. Present food security policies and climate change impact mitigation strategies do not consider the analysis above and their harmonisation is insufficient and not operational. In order to highlight this discrepancy a comparative policy matrix is presented ad discussed. This matrix shows a comparative analysis between the political deficiencies and priorities emerged thanks to the DPSIR approach and a number of action proposals referred to the two sample agricultural regions. The international donors community (UE first) supporting both food security and environmental policies of the Government of Nicaragua has the responsibility to cooperate in order to remove the structural constraints impeding an equitable access to fertile farming land and food. In the framework of the international aid, more investments in research should be considered in order to improve the knowledge of all factors relating climatic variability to food security and economic development. The involvement of civil society in the management of social solidarity networks (i.g.: food crisis early alarm networks) and the collection of basic socio-economic and climatic data at local level ore of crucial importance. Only a joint effort of the local communities, the national institutions and the international donors' community, supported by adequate knowledge and more effective analytical tools, will revert the process that determines the adverse environmental and socio-economic conditions which currently expose a large number of Nicaraguan people to food insecurity.

Yaklaşık olarak Erken Tunç Çağı'nın sonlarına, yani Erken Tunç Çağı III-IV'e (Erken Cezire III-V'in sonu) tarihlendirilen erken evre (1. ; The Upper Tigris region represents an important area within the mountainous system of south-eastern Anatolia and its relevance is related to its geographical position that plays a role in connecting the Mesopotamian lowlands to both northern and eastern Anatolian areas. Archaeological researches carried out during the last thirty years along the upper course of the Tigris river have provided new important evidence for the definition of a local cultural horizon and a large corpus of data that may be used to clarify chronological divisions and synchronism within the region itself and beyond. The aim of this book is to investigate the results of the recent archaeological activities concerning the final part of the Early and the Middle Bronze Age. Starting from a detailed analysis of the published data, central issues concerning settlements, stratigraphy, architecture, pottery, regional links, and chronology have been treated. The region of the Upper Tigris river, north of the Ṭūr ʿAbdīn hills and at the foot of the high south-eastern Anatolian mountains, show a coherent picture in terms of archaeological evidence. Surveys and excavations have documented that an important occupational period of the valley should be dated back to the end of the 3rd and the first half of the 2nd millennium BC, when mainly small sized settlements tend to be established on the river terraces on the edge of the Tigris floodplain and along the main river tributaries. Many of them are characterized by large buildings or architectural complexes and the presence of a typical ceramic assemblage which appears to be distinct from the other contemporaneous ceramic traditions of the neighbouring regions. The assemblage of pottery, mainly red-brown slipped and painted wares, is important for the definition of a local horizon and for the identification of intersite cultural connections in the upper Tigris region. The ubiquity of pots sherds, essentially representing the bulk of what we found in the field, make them currently the basis of this investigation. In the particular case of the Upper Tigris, area of recent investigation, the pottery is remarkable when compared with other categories of finds and their presence, not only in stratified contexts but also on the surface of non-excavated sites, makes one of the most reliable tools for characterizing the material production of this specific geographical area and interpreting wider features of the cultural development in the Upper Tigris. A part a brief geographical and historical introduction (Chapter 1), the core of the book is represented by the results of the archaeological researches in the region and their analysis (Chapters 2 and 4). Surveyed areas and the excavated sites are the subjects of the second chapter (Chapter 2) that provides also the current state of the art for our archaeological knowledge. An important contribution is offered by the excavations at Hirbemerdon Tepe and to this site is dedicated the Chapter 3 where is reasoned argument of the archaeological context (3.2) with its phases of occupation and associated pottery (3.4), mainly unpublished. Much space is given to the classification of pottery sherds (3.3) both in technological and morphological terms and the analysis of spatial and diachronic occurrence of wares and types. Also main small findings are interpreted and contextualized in the regional and chronological frameworks (3.5). Our primary source of information for a detailed analysis of the pottery is the architectural complex, discovered on the mound of Hirbemerdon Tepe but also the evidence from other soundings opened on the site. The first excavations campaigns (2005-2007) carried out at Hirbermerdon Tepe, on the right bank of Tigris river, yielded good archaeological contexts and a conspicuous amount of pottery and artefacts mainly dating back to the first part of the 2nd millennium BC. Providing a new set of stratified data, Hirbemerdon Tepe offers an important contribution to defining the cultural profile of the Upper Tigris valley area. The excavations provided us with a sequence of three main ceramic phases, each individuated by morphological and technological attributes (3.6). The early phase (Fase 1), dating to the end of the Early Bronze Age, approximately to Early Bronze Age III-IV (end of Early Jazirah III-V), is characterized by the presence of an early version of RBWW and DROB; the middle phase (Fase 2), dated to the Middle Bronze Age, is characterized mainly by RBWW and band painted ware. The last phase (Fase 3) comprises a mixed assemblage with RBWW types of MBA date and others in common ware together with some Khabur and Nuzi sherds of Late Bronze Age date. It is not ascertained that at Hirbemerdon exists RBWW of LBA date. A section is dedicated to discuss the pottery repertoire, its technological and morphological characteristics, and in the regional context (3.7), comparing data with those from other sites and regions in order to underline the relationship between the local ceramic horizon and those of the neighbours. The end of the chapter concerns remarks on the regional periodization and propose a date for the repertoire. Chapter 4 offers general remarks about the settlement developments, architecture, pottery and significative small finds recovered in the Upper Tigris region. According to the results of this study, based on the published data currently available and the evidence from Hirbemerdon Tepe, the rise of the local Middle Bronze Age culture has to be dated to the passage between the 3rd and the 2nd millennium. The floruit of the Upper Tigris communities has to be dated to the period between the 19th and 17th centuries that coincides with the main phase of production of the red-brown slipped/painted pottery. A common pottery horizon is widely recognizable in the Upper Tigris region, marked specifically by the presence of categories known as Red Brown Wash Ware (RBWW), Red Brown Burnished Ware (RBBW), Dark Rimmed Orange Bowls/Ware (DROB/DROW) and Band Painted Ware (BD) which are characterized by a layer of red/brown slips used to cover, entirely or partially, the surface of the pot and to decorate it. Parallels of single components of the pottery shape are geographically widespread, encompassing the Upper Euphrates in Anatolia and Syria, the Balikh area, the Upper Khabur and the northern Iraqi lowlands, sometimes the Anatolian highlands, but the particular surface treatment is a specific local characteristic and has to be considered as a distinctive expression of the Tigris valley culture. The high percentage of red-brown slipped and painted wares suggests that a proper ceramic region existed between the South-Eastern Taurus fringes and the Ṭūr ʿAbdīn uplands, south-west of the Van mountain system, resting firmly within a local tradition. Red-brown wares (DROB/DROW, RBWW, BD) are products of the same manufacturing tradition, centred on the Tigris river area. It is likely that the DROB were out of use at the beginning of 2nd millennium, a part some marginal exceptions, whereas the RBWW continued for the entire span of the Middle Bronze Age and probably until the beginning of the Late Bronze Age. The Tigris pottery assemblage experienced the effects of different influxes, from the Euphrates area and to the Jazirah, with a period of major interaction and others of less intensive contacts. In conclusion, Chapter 5 explores the social and cultural value of the homogeneity in material culture within the Tigris region, suggesting the existence of a communal organization maybe connected with political entities. The sites characterised by red-brown wares represent evidence of cultural continuity between the Early and Middle Bronze Ages. It may be assumed that at a certain point a transformation of the local social and political system occurres, with the conversion to a new settlement pattern organized around little sites with multifunctional buildings and this change is also identified by the growth of settled sites producing red-brown pottery, like DROBs and principally RBWW. Not much can be said as regards the end of the Early Bronze Age period. Findings and strata of the second half of 3rd millennium or dating to the last centuries have been exposed at few sites but none provides a clear stratigraphic sequence or fairly well articulated contexts. In general, the remains are poor compared with those of the following Middle Bronze Age and cover marginal areas of the site. The valley was almost devoid of significant settlements during this period, probably because the settlement pattern was substantially different from the Middle Bronze Age pattern and/or not easily recognizable archeologically. Some sites produced very sparse evidence (tombs, portion of walls and floors, pot-sherds) but no substantial layers have been found up to now. In fact the thin layers could indicate brief and intermittent periods of occupation. Of course there might have been considerable 3rd millennium sites not yet excavated beneath some of the major and important mounds but as yet there is no evidence for them and the possible finding of large settlements in Pornak and Pir Hüseyin do not change the general picture of a rural landscape with evanescent presence of very small sites, as for the valley along the river. Probably during the passage between the 3rd and 2nd millennium there was a reorganization of settlements and populations in the valley with an increase of settled sites, after important but unclear changes in the whole region that stimulated the growth of the social complexity among the groups inhabiting the Upper Tigris, both sedentary and mobile segments of local society, producing new forms of interaction between the communities, control and management of the resources. In this period a social structure more complex than loose village organizations that probably characterized the sociopolitical landscape of the 3rd millennium was developed. The portions of buildings and composite architectural complexes, dating to the Middle Bronze Age, found for example at Giricano, Salat Tepe, Hirbemerdon Tepe, but also the remains of Kavuşan and Üçtepe showing similar architectural features, suggest a community planning with the possible existence of a form of control over productive resources or organization of the local economic life, but not a level of complexity implying the subordination to a centralizing power. Architecture and artifacts do not confirm the presence of elites but indicate small communities organizing the management of local economy on a modest scale. We do not have elements to recognize a hierarchy between these sites yet but it seems that these played a role of coordination and were centers of attraction for populations; for processing products and storing commodities coming from herds, agriculture, hunting and intermountain trade as well as for communal and ritual performances. The growing of settlement density can be considered as an indicator of a socio-economic reorganization of indigenous groups. This regenerative process can be linked to the establishment of a commercial network and/or to a change in the balance between main subsistence activities or to other external stimuli as the arrival of newcomers. Not less important could have been the changing relation between the two segments, settled (mainly farmers) and mobile (transhumant shepherds and nomads) of the same group or tribe, developing an integrated economy and an enlarged socio-political system, At present we can only speculate about what the development of the indigenous society holds. The relation between these two segments, settled and mobile of the same group or tribe, developing an integrated economy and an enlarged socio-political system, was at the base of a new society inaugurated at the end of the 3rd millennium in the Upper Tigris. It is possible to imagine a scenario, simplifying a more complex process, where groups of shepherds, nomadic or semi-nomadic, who have lived in this area as ancient texts and modern studies confirm, decided to convert to agricultural activities and village life, for different motives, settling in one of the areas that for centuries they had used during the seasonal migrations and transhumance between mountains, valleys and steppes; whereas the other part of the group continued to bring herds along traditional routes interacting with the sedentary communities. The available textual documentation is meager and does not permit to establish yet the modalities of interaction with the southern city states as well as the involvement within commercial circuits. This new organization of the social and economic structure of the local community is a trait of the Middle Bronze Age society that in the course of the 2nd millennium and then during the 1st millennium, will keep firmly a local character or will be occasionally oriented towards eastern Anatolia in spite of the pressure and attempts at stable colonization by southern empires. An important implication of social and historical significance is involved in the role assumed by the different components and members of the local society in this archaeological landscape. If this outline is correct, the scarcity of sites dated to the 3rd millennium or otherwise, the low visibility of these settlements, might point to unstable occupation: a mobile, semi-nomadic or nomadic style of life was for most of the population the best adaptation to the surrounding regional environment. We can question if in the case of the Upper Tigris river valley it has been the trade network to generate the rise of complexity or dynamics internal to local groups (maybe stimulated after the Akkadians established their influence over the region) have had been more effective to prompt the transformation of local society. The valley represents a distinct unit from the surrounding regions with regard to its material culture and particularly its pottery tradition. Actually, the particular setting of Tigris culture, the lack of textual records for several centuries, the difficulties met by Mesopotamians to control these territories, and the characteristics of the material remains could suggest that the area was a place of a well-defined cultural and maybe political entity and resulting in the changes at the end of 3rd millennium that we can recognize in the growth of the settlements characterized by the presence of red-brown ceramics. If the archaeological remains emerged through the excavation in the Upper Tigris have to be considered direct expression of the Khurrian world is at the moment an intriguing hypothesis that in absence of textual evidence cannot be demonstrated. However the results of the recent research in the Upper Tigris provide new fundamental evidence for a better definition of the communities inhabiting the south-eastern Anatolia between the end of 3rd and the beginning of 2nd mill. BC that played an important, yet poorly defined role within the historical scenario of the Ancient Near East.

Il fascismo nella provincia operosa: politica, economia e società a Terni nel ventennio nero (1921-1940) ; Fascism in an industrious province: politics, economy and society in Terni during the fascist "ventennio" (1921-1940)
; This research project is an in-depth study, in a comprehensive and long-term perspective, of what Fascism represented at a local level in a peripheral and non-homogeneous context, as in the case of the Southern Umbria areas, established as an administrative province in 1927. This specific geographical district flagged-up all the prerequisites for an exemplary case study, featuring several significant explanatory points. To this unique large provincial administrative industrial hub located within the Terni basin, other districts, part of the same province, remained juxtaposed. Within their respective areas, these districts included towns such as Orvieto and Amelia, which had strong links with the neighbouring communities, representing the rural, agricultural and mezzadrile aspects of Umbria, land of Saint Francis of Assisi, rich in art and religious meanings, which the Fascist Regime came to proclaim officially as the "heart" of Fascist Italy. On the basis of these introductory remarks, the study focuses its scope of research on three main points, all but essential to understand fully the aspects and dynamics of the local society during the Fascist period, also referred to as the ventennio mussoliniano. An interpretative functional grid has been designed with a view to describe the role of the National Fascist Party (Nfp) within the centre-periphery and continuity-innovation relationships with the previous regime. The study seeks to investigate how Fascism exerted its influence on the establishment and process of strengthening of the local ruling ranks, attesting its ability to relate with the old dominant élites, or promote the emerging of new ones or, in addition, facilitate and support the coexistence of both. Furthermore, the research focuses on the role exerted by the Nfp at a local level, its capability to affect the various localised dynamics of power, to create and control networks of affiliates and, above all, to relate with the two main subjects which remained independent from its control, the important industrial group represented by "Terni" of Bocciardo and the local Catholic Church, with an overarching aim to achieve its totalitarian objectives. Finally, the question of popular consent has also been scrutinised. At one level, the study analyses the 2 role of fascist violence deployed to obtain power and the repressive actions carried out under the Regime, which were highly effective, as one might expect under a dictatorship. At another level, it investigates the popular dissent and the grey areas of passive acceptance and weak consent which were common among strata of the local population. Additionally, in a broader perspective, political and institutional historical analysis has been coupled with social and economic investigation, through a systematic scrutiny and cross-examination of the main sources, as a methodological approach needful to the achievement of the final outcomes of the research. Findings on the origins, development, and strengthening of Fascism within the Terni province appear to concur with the conclusions reached by previous historical research. In the Southern areas of Umbria, Fascism, at its highest level, was brought into power and successfully established by the traditional ruling classes. The establishment of Fascism was supported and facilitated by the agrarian reaction and the monopolistic industrial groups threatened by the discontent of the rural and working classes and the rapid advancement of Socialism. The political defeat of the traditional ruling élites at the 1919 general election and the 1920 local elections, which followed the social turmoil of the so-called red biennium; the agreement of the 1920 patto colonico, disadvantageous to landowners; the occupation of factories, though a brief and contradictory experience, against a background of economic difficulty, caused their reaction and prompted their acceptance and support for Fascism. Firstly, Fascism, in the form of Fascist action squads and their capability of defeating its opponents militarily, with the extensive assistance of the State security services, then as an electoral block and political force capable to achieve power, presented itself as a sort of union sacrée against the threat of Bolshevism into which various groups appear to converge: the agrarian conservatism but also industrial and more modern forces. Undoubtedly, Fascism drew together different political forces, which during the first decade of the twentieth-century had been mutually antagonistic, and segments of the complex and divided political establishment of the Giolitti era. The scrutiny of the highest levels of the local Nfp and civil servants has revealed that, at least till 1927, the main political figures belonged to those forces already part of the agrarian block. Firstly, the landowners, many of whom belonged to the local nobility, supported by members of the professional bourgeoisie, whose estates and wealth had augmented during the nineteenth- and twentieth-century, and other sectors which were the direct expression of the rural milieus, such as the rural agents, farmers, but also those peasants whom, during the first two decades of the twentieth-century, had succeeded in becoming landowners themselves. Therefore in the Terni province, from the establishment of the Fascist regime to the introduction of the office of podestà and, for some time even after, 3 the highest offices of the municipal and provincial administration were held by members of the local nobility, primarily aristocrats, landowners and professionals. This is an invariable characteristic which put the Terni province in alignment with similar situations in Tuscany, Emilia Romagna and other areas of Southern Italy. The administrative reform and the establishment of the podestà authority, together with the prerogatives of the prefectures in appointing members of the highest offices within the municipal administrations, did not radically change, at least during the early phases of the reform, established practice. A survey of the municipalities located within the Terni province, shows that the prefects in the selection process to appoint the podestà took greatly into account the candidates' social and economic status of and, without doubt, a honorific title and tenure of highly considered profession were often sufficient criteria for a candidate to be nominated even when lacking some of the prescribed requisites as outlined by the administrative reform. The Fascist regime therefore, in perpetuating a bureaucratic and grandees system, showed an intention to reassure the existing ruling élites and obtain the support of the local population. A prosopographical analysis of the biographical profiles of headmasters, members of the provincial advice bureaus, podestà, members of the municipal advisory councils, during the 1926-1943 period, has made it possible to outline a summary framework which strongly corroborates the analysis carried out at a national level by Luca Baldissarra over a decade ago.1 What has emerged from this analysis is the class-based character of the Fascist political and administrative representation during those years, though presenting various differences linked to the social and economic specificity of the area scrutinised. In more depth, the study carried out on a corpus of 147 civil servants (78 podestà and 69 prefectural officers) employed by the municipalities of the province during the examined period, made it possible to draw up a profile of the typical officer: between forty and fifty years of age; highly educated (having achieved a high-school or university degree); often a landowner, a characteristic consistent with the social and economic structure prevailing throughout the province, and among whom the status of self-employed (generally lawyer or public notary) represented the most frequent professional position held. Relations between the podestà and the Nfp appear to have been particularly close, over half of the sample identified is composed by individuals who had joined the Fascist Party at an early stage, during 1920-1922; additionally, the majority of the appointments made by the prefects were agreed in advance with the Provincial Fascist Federation. It would therefore appear that during the 1930s, in 1 Luca Baldissara, Tecnica e politica nell'amministrazione. Saggio sulle culture amministrative e di governo municipale fra anni Trenta e Cinquanta, Il Mulino, Bologna 1998. 4 large areas of the province, the highest hierarchies of grandees were the prominent figures holding local high office. The industrial area comprised within the administrative territories of the two municipalities of Terni and Narni, however, appears to contrast with other districts of the province. In this area, as for similar cases in other municipalities or other regional administrations, the Nfp supported the emergence of members of the small and medium local urban bourgeoisie, as the office of podestà became a vehicle of social advancement and an opportunity to climb up the local hierarchy of power. Despite the apparent pacification established forcibly by the Fascist regime, the dynamics of power within the local government remained characterised by extreme unrest and strong conflict at various levels. The sizeable number of prefectural commissioners and remunerated podestà who succeeded in office, often in rapid succession, bears witness to the instability which marred almost all the municipal administrations of Terni province. This is evidence of the obstacles encountered by the prefects during the selection process of a qualified managerial class but, above all, of the resistance put up by the traditional élites of power, motivated by divergent interests and loyalty to various networks of familial and personal relations, to the process of homologation pursued by the Fascist regime. Undoubtedly, the Fascist regime, in implementing a model of podestà based on competence, on the energetic ability to act, on its alignment to official directives, and in order to achieve a modernisation of the administrative system, aimed at placing the local authorities under the prescriptive control of a centralised State. The actual administrative actions implemented by the local administrative offices, frequently under the guidance and pressure of the Prefects, as for example in the case of the accomplishment of public works functional to the civil mobilisation of various segments of the local community, became a measure of their efficiency and, above all, a measurement of how industrious the local administrators should be. The high turn-over of podestà is a clear indication of how difficult it was for the Fascist regime to implement its plans of action in peripheral areas. Additionally, direct intervention by the Prefects was often necessary to put an end to rivalries and internal power struggles which frequently broke out among local élites. These clashes and their manifestations appear to be similar in their dynamics, as pointed out by previous studies, to other cases occurred in different municipalities, provinces and regions. Resorting to anonymous letters, official complaints, accusations, came to represent the instrument to attack and weaken the opposite factions at a local level, within the municipalities, but also within the provincial administration, among the various representatives of the local administration and even the highest offices of the Terni Fascist Federation. From 1927, following the establishment of the 5 Province and the set up of political and administrative authorities in Terni, now seat of local government, a new phase emerged for the local Fascist Party too. The study of this new province has facilitated the understanding of its relations with central authorities. The establishment of this new local administration was the result of various circumstances linked to the political requirements of the Fascist State following the transition to a totalitarian regime. Additionally, the internal conflict dynamics of the regional Fascist Party played an important role. These led to the inner pacification of the Party and the set up of a Nfp Provincial Federation. Finally, the establishment of "Terni" had a pivotal role too. "Società Terni" (also referred to as "La Terni") came to represent the real "strong power" of the province, capable of imposing a factory regimen based partially on paternalistic assistance and partially on a truck-system model. The Fascist regime dealt directly with "Terni", bypassing the newly-established Nfp Provincial Federation and, where necessary, intervened to impose its authority, as the political and personal vicissitudes of Elia Rossi Passavanti, the first Federal secretary and podestà of Terni, exemplified. In this perspective, drawing together personal and professional career paths of the highest officers (prefects and police commissioners), of both political (federals, deputy federals, administrative secretaries, members of the Fascist Federation Federal Bureau) and economic authorities (members of the Provincial Economic Council, members of the Provincial Corporations Council and of the main bank) has represented an invaluable study, conducive to the understanding of the Nfp's role within the province and, in addition, of the political dynamics at play among the Fascist Party and other authorities, such as the prefectures. With specific reference to the prefects, it is worth noticing that of the nine prefects in office in the Terni province during the period under scrutiny, as many as six were Nfp members. This situation, however, did not necessarily imply a spontaneous collaboration between the prefectures and the Fascist Federation, but it would appear to have been a response to the need of overcoming the conflictual antinomy between the two authorities, which was a recurrent event throughout the Terni province. In addition, the succession of twelve Federals as leaders of the Fascist Party bears witness to a pervasive instability, a fact which is also confirmed by the noticeable preference given to individuals, as many as nine, unconnected with the local milieu. This is certainly a clear manifestation of the local Fascist Party's weakness - which appeared unable to express and produce capable managerial ranks - and of the evolution of the Federal Secretary's role, becoming more and more a professional one, in the context of the remarkable bureaucratisation of the Nfp, aimed at strengthening its mediatory and interventional role on the local administration, one of the main characteristics of the Nfp 6 under the leadership of Starace. Within this framework, the contrast between the prefects and the Fascist Federal secretaries during the 1930s, with regard, as a case in point, to the appointments of the podestà, and the crucial utilisation of official complaints and anonymous letters, bears witness to the Party's attempt to impose its decisions or, at least, to influence the administration at a local level. This, in turn, resulted in a situation of polycracy, which was one of the factors denoting local politics during the Fascist regime. During the 1930s, despite deep rooted conflict among the authorities, the internal power struggles within the Nfp and the endemic ineptitudes of the ruling class, the Fascist Provincial Federation was successful in exerting and promoting the fascistisation of the local community. It is manifest that the highest authorities within the National Fascist Party, with the exception of the Federals and their closest advisors, remained the domain of the original Fascist core, composed by members of the rural class and the bourgeoisie originating primarily from the Terni area. This explains the inadequate generational change within the Fascist Federation and, in addition, the political and economic importance of the Terni area in comparison to the entire province. These political figures were part of the various Federal Bureau and, in some cases at the same time, if the law permitted, held additional offices in different institutional bodies, such as the Economic Provincial Council or were in charge of the main local bank. On the contrary, the influence exerted on the high levels of the National Fascist Party by the small bourgeoisie or by members of the working class remained negligible. It was only with the approach of the Second World War that members of the clerical class, but also technicians and a few tradeunionists already employed within the bureaucratic structure of the Provincial Federation, acquired an enhanced importance and gained access to higher office, such as administrative secretaries or members of the Federal Bureau. The Terni area too, though in a more limited way, which bears not comparison with other provinces, saw the rising «from the bottom and the periphery of a new ruling class within the totalitarian regime»2. During the 1930s therefore, despite various difficulties, including economic issues, the Nfp was successful in creating at a provincial level an organisational structure capable of influencing and organising the local community. Additionally, the regular flow of financial contributions bestowed by various public authorities (provincial administrations, municipalities, Provincial Economic Council) and private companies ("La Terni", first of all, but other businesses too) to a political party constantly seeking financial backing, as thoroughly documented by records of the Terni Fascist Federation, bears witness to the outstanding efforts the Regime made to 2 Marco Palla, Il partito e le classi dirigenti, in Renato Camurri, Stefano Cavazza, Id. (a cura di), Fascismi locali, "Ricerche di Storia politica", a. X, nuova serie, dicembre 2010, 3/10, p. 296. 7 successfully present the Nfp as a conducive mean to the development of this specific welfare model, with a view to promote the fascistisation of the local community. In this perspective, the Nfp's relation with the "Società Terni" is key to understanding the nature of the Fascist Regime and its role within the Terni province. The establishment of a Province was connected to the control of the water-system of the two rivers Nera-Velino, essential to create an industrial hub; similar reasons were behind the agreement stipulated between the Terni municipality and the Bocciardo Company, which came to sanction resolutely the importance of the Company and, additionally, the supremacy of the "centre" over the "periphery". It was from this period and following the inclusion of "Società Terni" within the system of state-controlled industries through the Institute for Industrial Reconstruction, a transaction which secured State control over the Company and its productive branches, that "La Terni" became firmly linked to Fascism and, more in general, to the local community, though in a controversial and ambivalent mutual relation. The Company was perceived as a capitalistic enterprise which took over the city, its directors being able to negotiate with the central Government directly and with the Duce himself, taking a super partes position in relation to the local Nfp. It was not a fortuitous occurrence that the Federal secretaries gauged their political influence against the effectiveness and strength of the relations they were able to maintain with the executive directors of "Società Terni", whom, on their part, appeared to be impenetrable to any influence exerted by the local Fascist Federation. Additionally, following the 1927 agreement and during the ensuing decade, "La Terni", in conjunction with the Fascist Party, appeared to become, without doubt, one of the main pillars of the province. At one level, it supported the Fascist Provincial Federation through a constant flow of financial contributions, vital to bankroll the Federation's activities within the province; but, at a more general level, asserting its influence as a large industrial group, it was capable of shaping the economic, trade-union and social policies of the Fascist regime, creating those conditions to establish «a system of aggregation/disaggregation of the social and political consensus/control conforming to the mass reactionary regime model»3. Within this dynamic interactions, and on the basis of documents available, the local Catholic Church played a significant role in relation to the Fascist Party. With reference to the specific case of the Terni-Narni dioceses and bishop Cesare Boccoleri, the Church's main leader during the Fascist ventennio, this research has showed that, as in the case of other Italian 3 Renato Covino, L'invenzione di una regione, Quattroemme, Perugia 1995, p. 58. 8 dioceses and in alignment with the decisions taken by the Vatican, the Church authorities in Terni supported the Fascist apparatus and adhered to a policy of collaboration with the Nfp. This was particularly manifest on specific occasions: for example during the economic and social campaigns promoted by the Regime, as a case in point the so-called "Battle of the wheat" and, above all, following the 1929 Concordat with the Catholic Church, or during the Ethiopian and Spanish conflicts. At the same time, even when tensions arose and marred the relations between the Fascist regime and the Catholic Church (following the 1931 crisis caused by the limitations imposed on the prerogatives of Azione Cattolica or the adoption of the 1938 racial laws), the consequences for the local Church were negligible and did not appear to affect the on-going relations with the local Fascist Federation. The local Church therefore in pursuing the aim of preserving and, wherever possible, augmenting the Church's influence on the local community, contributed to reinforce and widen consensus for the Fascist regime. More specifically, the Church's actions were particularly effective in encouraging, especially in rural areas, that precise process of "political modernisation", though reactionary at its core, based on organising the entire Italian society on hierarchical and centralising criteria, which Fascism was promoting particularly at a local level. Additionally, and without doubt, the important function to create and, above all, to maintain a high level of consensus was exerted by the pervasive surveillance and repression of any form of dissent and political opposition, enforced within the province by the Fascist security services. A repressive action which was extremely effective and, during the dictatorship, only the Communist Party, despite being hemmed in to the Terni industrial area, was able to maintain, albeit with great difficulty and in a limited way, a form of organised resistance. The fact that the Fascist authorities continuously, though recognising what had been achieved by the Party's multifarious organisations to favour and support the working classes, lamented the feeble "fascistisation" of the Terni industrial workforce and their being "politically dangerous", would appear to confirm implicitly that throughout the province the opposition and political dissent had not completely ceased. More in general, under the "black shirts", despite the propaganda and the activities of various Fascist authorities and institutions, it remained evident that the diversified interests which characterised the local society and the different realities rooted at local level persisted. Ultimately, the local Fascist Party appeared capable of exerting an active role in the "fascistisation" process of society, in alignment with the creation and implementation of a totalitarian state, being the main objective of the National Fascist Party under the leadership of Starace. The Nfp was therefore a real centre of power, expression of an authoritarian 9 regime leaning toward totalitarianism. A regime against which all citizens had to relate for their everyday life needs: that is to say, all citizens had to act, at least outwardly, as fascists.
