The aim of the research is to provide suggestions for increasing the use of bicycles, which are part of the modern transportation policies. The methodology in the research was developed according to the physical characteristics of the city center in Pristina and the new regulations of the Pristina Development Plan. In this context, in the questionnaires, the approach, demand and application possibilities of the passengers against the other transportation systems (except private vehicles) were evaluated. The field research questions were asked to get the thoughts of public transport passengers about these issues. The responses of 782 passengers that are directly or indirectly related with bicycle usage.
As a result of these recommendations, Pristina will have two-way bicycle lanes with a length of 16 km to complete the cycling network. In this context, it was emphasized that the suggestions for the urban bicycle network in Pristina were evaluated in order of priority.
Recommendations are given in accordance with the infrastructure of the route and it is expected that a regular transportation type will be provided to the urban transportation of Pristina by carrying out the arrangements on a 16 m wide road between the two sidewalks (platforms). In the new regulations, a two-way 4 km bike lane is proposed in the central ring of Pristina, as a result of the bicycle lanes that will form the bicycle network in Pristina to implement the bicycle public transport integration strategy in the future. Approximately 8.5 km two-way bicycle lane in central ring, 1.5 km two-way bicycle lane in the southwestern region and 2km bicycle lane in the southeastern region has been proposed for Pristina.

'Dass der Balkan noch lange nicht ausgesöhnt und befriedet ist, hat zuletzt der Mord an dem serbischen Ministerpräsidenten Djindjic wieder drastisch vor Augen geführt. Die hektische Betriebsamkeit im Kampf gegen den Terrorismus und die Diskussion um einen Krieg im Irak haben die Probleme auf dem Balkan weitgehend aus dem Bewusstsein der Öffentlichkeit verdrängt. Der Autor legt dar, warum Europa es sich nicht leisten kann, diesen Krisenherd außer Acht zu lassen. Noch immer streben allzu viele nach der Gründung unabhängiger Nationalstaaten, die auf der Idee ethnischer und kultureller Homogenität fußen. Aufgrund der historisch gewachsenen ethnischen Gemengelage würde es allerdings in jedem wie auch immer angelegten neuen Staat neue ethnische Minderheiten geben. Welche Gefahr diese ethnonational motivierten Bestrebungen bergen, haben die Massaker und Vertreibungen im vergangenen Jahrzehnt auf erschreckende Weise gezeigt. Jede von Europa tolerierte staatliche Abspaltung könnte weitere Minderheiten ermuntern, daraus auch für sich ein Recht auf nationale Unabhängigkeit abzuleiten. Deshalb plädiert der Autor für eine strikte Fortsetzung der in Dayton begonnenen Stabilitätspolitik des Westens. Sie beruht auf der Beibehaltung bestehender staatlicher Grenzen und prinzipiell auf der Priorität von Demokratisierung, Rechtsstaatlichkeit und Minderheitenschutz. Das gilt auch für die Bemühungen um den neuen Staat Serbien und Montenegro.' (Autorenreferat)

In this article, the author deals with the dialogue process between the
authorities in Belgrade and Pristina after the unilateral proclamation of
Kosovo?s independence in 2008. He analyses the genesis and ranges of this
technical and political dialogue between Belgrade and Pristina from 2011 and
all agreements (freedom of movement, personal documents, customs, cadastre,
mutual recognitions of the university diplomas, Integrated Border Management,
representation of Kosovo in the regional integrations and forums) with
special emphasis on the ?First agreement of principles governing the
normalization of relations? (Brussels, 19 April 2013) and the creation of the
Association/Community of Serb Majority Municipalities in Kosovo. He concludes
that the dialogue between Belgrade and Pristina has been the major political
success of the European Union within the frameworks of mechanism of the
Common Foreign and Security Policy. The author also gives some predictions
concerning the next steps in the dialogue between Belgrade and Pristina also
presenting potential ?neuralgic? topics (ethnic community protection, status
of the Serbian Orthodox Church and property issues).
