Between 1995 and 2011, Peruvian GDP grew by 4.9% each year, driven by exports and private investment's increase. However, it only grew by 3.3% in 2015 and by 4% in 2016 due to a reduction in the international price of metals that the country exports. In this scenario, the government elected in 2011 faced the challenge of replacing private investment with public investment as a growth engine. However, this decision revealed two structural problems of the Peruvian economy: 1) the limited spending capacity of central and regional governments; and 2) the difficulty of increasing tax collection due to a very significant informal sector in the country. However, trade liberalization, stability in domestic prices and reforms in public management are strengths of the Peruvian economy, which would enable it to return in the next few years to growth rates of around 4% or more.

학위논문 (석사)-- 서울대학교 대학원 : 행정학과, 2012. 2. 김동욱. ; 이 논문은 한국과 이집트의 지역사회개발정책을 국가주도성이라는 공통적 측면에 주목하고, 이러한 국가주도적인 지역사회개발정책의 형성 및 발전과정에 따른 경로의존성을 분석하는데 주요한 관심을 둔다. 이를 위해 역사적 사건, 초기경로의 생성 경로의존적 닫힘, 그리고 새로운 경로의 열림으로 구체화 했다. 이러한 과정 하에 역사적, 제도적, 행위자적 요인으로 재분류함으로써 제도 변화의 경로 의존적 요인과 촉진 요인을 보다 면밀히 파악하고자 했다. 이는 기존의 제도적 맥락, 즉 제도 내외의 환경의 영향으로 설명하고자 하는 역사적 신제도주의에 기반하였다고 볼 수 있다. 이 논문을 통해서 지역사회개발정책을 둘러싼 국가 계획은 역사적, 제도적 그리고 행위자적 요인으로 인해 일정기간 지속성을 이끌어가는 요인으로 작용했으며, 한편으로는 역사적 요인에 의하여 단절적인 변화를 경험하기도 했다. 한국의 새마을운동이 적어도 정부가 의도한 바대로 지역사회의 변화를 이끌어내기 위한 의미있는 성과를 가져왔음에 비해, 이집트의 슈르끄 운동을 포함한 일련의 지역사회개혁정책이 지역민의 참여와 자원을 효과적으로 이끌어내지 못한 점을 경로의존성 분석을 통하여 도출해내었다고 볼 수 있다. 이러한 분석결과는 다음과 같이 양국의 지역사회개발정책의 유사성과 상이성으로 나뉜다. 먼저, 유사성으로는 한국과 이집트는 개발도상국으로서의 국가주도 지역사회개발정책을 실시한 경험을 가지고 있다는데 있다. 기본적으로 농경에 바탕을 둔 사회이며, 19세기 외세에 의한 근대화 및 권위주의정권에 의하여 지역사회개발정책이 상당부분 영향을 받았다는 점이 유사하다. 이외에도 개발도상국으로서 공업화 등에 대한 우선적 관심으로 상대적으로 지역사회개발정책과 관련된 자원을 투입하는데 한계가 있었지만, 대통령의 일반적인 관심사가 되었다는 점에서 유사하다. 다음, 상이성으로는 한국의 경우, 새마을운동은 앞선 시기의 여러 사회적, 제도적 및 행위자 요인과 함께 지역사회의 인적 물적 자원을 효과적으로 동원하는 내무부 주도의 제도적요인과 박정희 대통령의 정책에 대한 관심과 거버넌스를 촉진하는 행위자적 맥락 요인이 함께 작용하여 이러한 국가주도적 경로의존성을 지속시켜나갔다. 이러한 국가의 개입은 민간의 참여와 자원을 효과적으로 동원하는 방식으로 나아갔다. 한편, 1980년대 새마을운동은 박정희 정부의 종식과 연이은 전두환 정부의 민간주도 정책으로 인해 기존 국가주도적 경로를 이탈하게 된다. 한국과 달리 이집트의 국가주도 지역사회개발정책의 경로는 국가가 이러한 변화를 주도하는 측면에서는 여전히 경로의존성을 유지하고 있었다. 이는 1980년대 무바라크 정부에서는 슈르끄 사업을 실시함으로써 민간주도로 이행하기 위한 노력을 진행했으나, 현재까지 강한 국가주도적 경로를 유지하고 있다. 국가의 의도를 실현시킬 수 있는 효과적인 집행기관과 지역사회의 참여와 자원을 이끌어낼 수 있는 기제가 마련되어 있지 않는데 원인이 있다. 또한, 실제 지역사회개발정책을 통한 정책효과에 대한 무바라크 대통령의 관심의 부재와 지역사회개발에 참여하는 대지주 및 기업가의 부패문제는 지역사회 참여자의 관심을 이끌어 내지 못함으로써 국가가 대부분의 지역사회개발과 관련된 문제를 독자적으로 해결해나가야 하는 악순환에 처해 있는 것이다. 그러나 2012년 현재 이집트는 쟈스민 혁명으로 일컬어지는 민주화운동에 의하여 새로운 정부 수립을 앞두고 있다. 이렇게 새로이 수립된 정부가 그간 권위주의 정부에 의하여 추진된 농촌 등 지역사회개발정책에 대한 개선책에 대한 기대감이 크다. 새로운 정부의 수립 이후 과거 이집트정부가 추진한 강한 국가주도 지역사회개발정책의 실효성을 강화하는 방향으로 나아갈지 혹은 새로이 민간주도 정책으로 전환하는 주요 결절점으로서 작용할지가 주목된다. 이와는 별개로 정권교체 이후에도 당분간 국가가 주도하여 지역사회개발정책을 수립해나갈 가능성이 크므로 이러한 작업을 위해 이집트 정부는 한국 새마을 운동의 성공요인이었던 내무부 주도, 민간의 자발적 참여와 자원동원을 이끄는 방식을 추진한다면, 지역사회개발의 성공을 앞당길 수 있을 것으로 전망된다. ; Focusing on similarity of the state-led character between both countries, this study aims to analyze its formation and developmental process of Korea and Egypt's rural development policy in terms of a path dependency. For this purpose, this study fall into the four sub-parts, which is historic events, creation of initial path, closeness of path and openness of new path. Under this circumstance, as being reclassified in the basis of historic, institutional, and stakeholder factor, it was able to look into more specifically how the path was proceeded. This based on historical institutionalism to be explained by its environmental circumstances both inside and outside institutions. This study shows the national plan on both country's policies of rural development contributed to keep consistency within a certain periods, but they often experienced several sudden shocks which might be disconnect their paths. The Saemaeul Undong in Korea at least have brought significant outcomes for changes in its rural societies. In comparison, The Egypt's case was not successful at that much because they failed to efficiently attract its rural people's support and securing their resources for their national rural development plans. These result outcomes came from analysis from the perspective of path-dependency and it can be more specifically classified into the two categories, which is similarity and difference of both nation's rural development policies. First of all, Korea and Egypt have a similar experience for conducting their own state-led rural development plans as a developing countries. Besides, when they started to develop rural area, the state mainly relied on agriculture and the rural development plan influenced from the authoritative regimes or the power of a foreign countries. In addition, both countries was more focused to invest their limited resources into the industries, rather than rural development. Next, In Korea, with its prior several social, institutional and stake holder's factors, Saemaeul Undong kept its state-led developmental path as successfully mobilizing its human and material resources with help of deep concern of president Park Chung-hee as stakeholder factor and his ministry of interior as institution factor. Especially, this engagement by the central government was gave more initiatives to private sectors when they obtaining their participation and resources. Meanwhile, in 1980s, the Saemaeul Undong derailed its path due to the facts such as the assassination of president Park Chung-hee or the privatization policy of president Chun Doo-hwan. Different from the Korea case, Egypt's state-led rural development has kept on sustaining previous path until now. There are several attempts such as president Mubarak's Shrouck plan toward private-led rural development. However, it does not seem to be enough for detouring its current state-led development tendency for a new change. This is responsible for lack of effective implementation agency and mechanism which is able to get cooperation from rural society. It hinders them in carrying out their plan not only by president Mubark's lack of actual concerns on rural reforms, but also by business man or large farm owner's corruption problems. Therefore the Egyptian government was caught in a vicious circle in which the central government should exclusively take on whole responsibility for rural development issue. However, as of 2012, Egyptians are facing a new government by liberalization movements which called 'jasmine revolution'. They hope that a reform packages of the new government would be differentiated from that of the previous. it might be a prime concerns whether they are maintaining its state-led path or changing their course toward a more private-led one. Whatever the case it would be, their strong involvement by the central government is more likely to be kept for a while. In these circumstance, if the Egyptian government adopt those successful factors of the Saemaeul Undong, their success for rural development would be advanced by substantial length of time. 학위논문 (석사)-- 서울대학교 대학원 : 환경계획학과, 2012. 2. 전상인. ; 경주지역의 고도보존법 개정과정 사례는 사회구조의 변화에 따른 문제점과 갈등의 원인을 공공부문과 시민들이 함께 인식하고, 다양한 이해관계자들이 참여와 협력을 통한 상호작용으로 합의를 도출한 협력적 계획사례로 평가할 수 있다. 따라서 경주사례를 협력적 계획의 구성요소를 통해 분석해 보는 과정은, 지방 환경에서 협력적 계획이론의 적합성과 현실에서의 적용에 있어 발생하는 문제들을 어떻게 개선하여 보완해야 하는지에 대하여 시사점을 제공한다. 협력적 계획이론에 대한 탐구를 바탕으로, 협력적 계획의 네 가지 구성요소들인 '제도적 맥락', '상호작용의 장', '사회적 학습', '참여 및 합의형성'을 도출하였고, 그중 제도적 맥락을 중심으로 분석을 진행하였다. 경주지역 고도보존법 개정과정에는 공공부문과 시민부문을 중심으로 하는 다양한 이해관계자들이 네트워크를 형성하고 있으며, 공유된 이해에 따라 네트워크는 변화하는 양상을 나타냈다. 개정과정의 이해관계자들은 공청회와 주민설명회를 중심으로 하는 상호작용의 장에서 유통되는 정보를 바탕으로 사회적 학습을 하고 있었으며, 이를 바탕으로 계획과정에 참여하여 개정안의 도출이라는 합의를 형성하였다. 분석의 결과를 종합하면, 경주의 사례는 협력적 계획의 외형은 갖추어져 있다고 평가할 수 있지만, 실제 과정에 있어서는 공공부문의 제한적인 정보공개 범위와 접근성의 문제, 참여자의 대표성과 권력의 비차별성이 부족, 상호작용의 장에서 공동학습이 이루어지기보다 소통의 방향이 일방적이라는 문제점을 가지고 있었다. 제도적 맥락으로 종합하면, 경주지역에 있어 위 문제들은 이해관계자들 간 신뢰저하의 원인으로 작용하였다. 경주지역의 이해관계자들은 정책의 목표달성을 위해 표면적으로 협력하고 있지만 서로를 신뢰하지 않았다. 지방환경에서 발생하는 공공부문과 시민들 간의 신뢰의 문제는 지속적인 합의형성의 학습에서 그 해답을 구할 수 있기에, 정책적 제언을 통해 제도적 보완과 사유재산권 제한에 대한 해법을 모색하고자 하였다. ; Gyeongju-city's preservation law revision process is evaluated as collaborative planning practices. On this case, first the public sector and citizens recognize social problem and conflicts, then various stakeholders are produced agreement with participation and interaction. Therefore, this analysis of cooperative Gyeongju case through the components of the collaborative planning theory provides implications for suitability of collaborative planning theory. It also provides the application of local environment and how to improve and supplement in real life problems. To precede the analysis, first I studied on collaborative planning theory and then derived four components of the collaborative planning theory that 'institutional context', 'field of interaction', 'social learning', 'participation and consensus-building'. Among these components, analysis was performed mainly on the institutional context. Various stakeholders to form a network and a shared understanding of the network showed a changing pattern in this revision process. Stakeholders are conducting social learning, based on the information that delivered by public-hearings and presentations around field of interaction. Based on this information, they involved in the planning process and derived the agreement. In sum, this case evaluated as collaborative planning case superficially. But there are some problems in process that information, participation and mutual understanding. Problem that listed above acts as the cause of deterioration of trust between stakeholders. On the surface, to achieve the goals of the policy is working, but stakeholders are did not trust each other. Through policy proposal, I tried to seek a solution on deterioration of trust problem. Continuous learning on public consensus is encouraging a social capital, such as trust. Study institutional complements on regional commission and find solution in private property limitation problem, are able to derive consensus making. ; Master

학위논문 (석사)-- 서울대학교 대학원 : 외교학과, 2012. 2. 윤영관. ; 개발원조가 더욱 중요해지고, 투입되는 금액 또한 증가하면서 개발원조의 효과성에 대한 관심이 증대되고 있다. 본 논문 역시 이에 주목하여, 원조가 수원국의 경제발전에 긍정적인 영향을 미치는 조건을 알아본다. 특히 수원국의 경제발전전략과 원조효과성과의 관계를 살피기 위해서 시장주도적인 경제발전전략을 채택한 방글라데시와 국가주도적인 경제발전전략을 채택한 보츠와나의 원조이용과 그 효과성을 비교하여 살펴보았다. 보츠와나 방글라데시 두 국가 모두 독립 당시에는 매우 가난하여 해외 원조에 의존하였다. 그러나 현재, 보츠와나는 1인당 국민소득이 7,000달러에 달하고 방글라데시의 국민소득은 600달러를 겨우 넘는다. 양국의 개발전략을 비교해보면, 국가주도의 경제개발전략을 택한 보츠와나 정부는 국가개발계획을 작성하고 이에 따라 경제를 관리하였다. 개발계획의 수립, 예산의 작성 등을 재정 및 개발계획부라는 한 개의 정부부서가 통제함으로써 효율적인 관리가 가능했다. 반면 방글라데시는 시장주도의 경제개발전략을 택했다. 1980년대와 1990년대 세계은행과 국제통화기금 등의 공여국의 영향으로 시장주도적인 개방형 경제구조를 위한 자유화, 민영화, 규제완화 조치가 본격적으로 시행되었다. 그러나 방글라데시는 시장 자체나 이를 뒷받침해줄 제도가 제대로 갖춰지지 않았기 때문에 개혁은 제대로 성공을 거두지 못했다. 양국의 원조의 이용 역시 달랐다. 보츠와나는 국가주도의 개발전략에 따라 원조를 이용하였다. 공여국은 국가개발계획을 참고하여 원조 분야와 사업을 결정함으로써 보츠와나 정부의 우선순위에 따른 원조를 하는 것이 가능했다. 반면 방글라데시의 원조는 방글라데시의 필요에 맞춰 이용되는 것이 아니라 공여국의 입장에 따라 이용되었다. 이에 따라 사업이 중간에 중단되거나, 원하는 목표를 이루지 못하는 경우가 생겼다. 그 결과 양국에 제공된 원조의 효과성에도 차이가 있었다. 보츠와나의 경우, 원조가 투자된 교육 분야나 보건, 교통 등의 분야에서는 예전에 비해 많은 발전이 이루어졌으며, 경제발전에 도움이 되었다는 평가를 받고 있다. 반면 방글라데시의 경우, 경제성장을 위해 필요한 부분에 원조를 투입하기 보다는 공여국의 개혁정책을 실시하기 위해 필요한 부분에 원조를 투자하였다. 시장의 발달을 위해 민간 금융 기관의 설립, 국영기업의 민영화 등에 투자된 원조는 공여국의 요구에 따라 성급하고 무리하게 투자된 것이었다. 이렇게 투자된 원조는 제대로 효과를 발휘하지 못하고 오히려 실업이나 채무 부담 증가 등 부작용을 발생시켰다. 국가주도적인 개발전략을 세우고 실행하면서 원조 역시 성공적으로 이용한 보츠와나와 공여국의 영향으로 시장주도적인 개발전략을 세우고 개혁을 시도하였으나 실패하고 개혁에 투입된 원조도 그 효과가 크지 않았던 방글라데시의 사례를 비교해본다면 무조건적으로 시장주도적 경제발전전략을 세우고 이에 따라 개혁을 실시하는 것은 수원국의 경제를 발전시키고 원조의 효과성을 제고하기 보다는 오히려 부작용을 불러올 수도 있는 것으로 보인다. 그보다는 수원국의 정부가 장기적인 안목을 갖고 국가주도적으로 경제발전전략을 정하고 이 과정에 통합하여 원조를 이용하는 것, 그리고 공여국은 최대한 그에 따라 원조를 지원하는 것이 원조의 효과성을 높이는 방법이라고 생각할 수 있다. ; As development aid becomes more important and the volume of it increases, more people develop interest on the effectiveness of aid. In this dissertation, I sought for the conditions to improve aid effectiveness. To find the conditions that positively influence the economy of a recipient country, I compare the development strategy and the use and the effectiveness of aid between Bangladesh and Botswana. Both Botswana and Bangladesh were so poor that they could not help depending on foreign development aid when they became independent. However, the GDP per capita of Botswana is almost 7,000 dollars now while Bangladesh's is barely 600 dollars. Bangladesh has selected a market-oriented economic development strategy and Botswana a state-led strategy. The Botswana government built the National Development Plan and managed their economy according to this. Because the Ministry of Finance and Development Plan controls the development plan, budget, and so on, it managed the economy efficiently. On the other hand, Bangladesh initiated reform policies to have an open market economy under the influence of donors. In the 1980s and 1990s, the policies for liberalization, privatization, and deregulation were placed guided by major donors, such as the World Bank and the International Monetary Fund. However, Bangladesh did not have the proper market and the institution to support it; therefore, its intended reforms did not succeed. The use of aid is also different in both countries. Botswana efficiently used aid according to a national development strategy. Donors could give aid to Botswana in alignment with its priorities because the donors decide an aid project in light of Botswana's development plan. In addition, aid was invested in education, health, and transportation in Botswana. There was improvement in those fields that contributed to economic development. The Bangladesh aid is used according to the opinions of its donors. The aid projects ceased consequently thereby deferring its set goals. Bangladesh invested aid to practice reform policies for a market-oriented economy. It invested aid impetuously on requests by donors for the establishment of private financial institutions and the privatization of state-owned enterprises. These aids could not help the country's economic development and produced side effects, such as unemployment and national debt. As we compare the two, we can infer that building a market-oriented development strategy and practicing reform policy unconditionally according to the purpose of donors do not render aid effective. It is rather more effective if the recipient country makes a long-term development plan, controls the economy, and uses aid according to its strategy. ; Master

학위논문 (석사)-- 서울대학교 대학원 : 행정학과, 2012. 2. 임도빈. ; 신 공공관리론의 영향으로 행정기관으로의 시장경제원리 도입에 대한 관심이 지속되고 있다. 정부는 고권적 입장에서 시민을 바라보았던 기존 관점에서 벗어나 시민을 고객으로 보고 고객만족행정을 실현하는데 힘을 기울이고 있다. 그리고 그러한 행정에 대한 측정지표로써 '시민 만족도'를 조사하여 연구하는 경향이 활발해지고 있다. 시민 만족도에 대한 조사는 시민들이 시 행정에 얼마만큼 만족하고 있는지를 살펴보고 이를 행정에 대한 성과로 치환할 수 있다는 점에서 의의가 있다. 그러나 기존의 만족도 조사로는 '과거' 성과에 대한 측정으로서의 역할을 할 뿐 '미래'에 어떤 정책을 추진해야하는지 한정된 자원을 어디에 투입해야하는지를 알려주는 지표로서는 한계를 가진다. 이러한 관점에서 시장부문에서 활용되고 있는 IPA 분석(중요도-성과 분석)을 행정학에 도입하려는 움직임이 대두되고 있다. 사부문과는 달리 성과를 가시적인 산출물로 나타내기 힘든 공공부문의 특성상 행정학에서의 성과는 시민 만족도로 대체되는 경향이 있어 이를 중요도-만족도 분석이라고 부르기도 한다. 여기서 주목할 점은 기존의 만족도만 조사하였던 방식에서 탈피하여 '중요도'에도 초점을 맞추기 시작했다는 것이다. IPA분석을 통해 한정된 자원을 좀 더 효율적으로 투입할 수 있는 방안이 생겼는데 이는 중요도와 만족도를 함께 조사하기 때문에 가능한 일이다. 그러나 '성과'를 '시민 만족도 조사' 로 치환하여 사용할 수 있는지, 그 방법에는 어떠한 것이 있는지 등 '만족도'에 대한 논의는 활발함에도 불구하고 아직까지 '중요도'에 대한 논의는 국내에서 미미한 실정이다. 이러한 이유에서 본 연구는 개별 행정서비스의 '중요도' 를 좀 더 정확하고 설명력있게 파악하기 위한 작업으로 사부문에서 활용되는 Derived importance를 소개하고 직접 설문을 통한 결과를 도출하여 기존에 활용되던 Stated importance 와는 어떤 점에서 다른 특성을 갖는지 살펴보았다. Derived importance 는 개별행정서비스에 대한 만족도를 독립변수로, 전체 행정 만족도를 종속변수를 두고 다중회귀분석을 통하여 나온 설명변수값(Beta)으로 중요도를 도출해내는 통계학적인 수치이다. 이는 Stated importance 보다 더 설명력이고 예측성이 있으며 심층적인 시민의 의식을 엿 볼수 있다는 점에서 실질적인 중요도로서의 가치가 증대되고 있다. 직접 설문조사를 통하여 각각의 중요도 값을 도출해낸 결과 24개의 개별 행정서비스의 중요도로 Stated importance 에서는 '공원과 여가활동시설'의 중요도는 12순위 밖에 되지 않았으나 Derived importance 에서는 1순위임을 확인할 수 있었으며, '공중보건 및 의료' 항목도 Stated importance 는 14위이나 Derived importance 에서는 2순위의 값을 가지는 등 여러 차이를 확인할 수 있었다. 이는 일반인들이 '실업문제 해결 및 경제활성화'나 '주택가격안정 및 주택공급' 과 같이 상대적으로 범주가 크고 사회적으로 이슈가 되는 문제해결을 위한 행정서비스 개선이 중요하다고 표면적으로 응답하나 실질적, 심층적으로 서울시의 전체 행정 만족도의 개선을 증진시키는 가장 중요한 서비스는 자신의 주변에 '공원과 여가활동시설' 이 얼마만큼 있는지, 자신이 아플 때 이용하는 '공중보건 및 의료'에 대한 행정이 잘되어있는지의 여부라는 것을 의미한다. 즉, 개인이 중요시 여기는 실질적인 개별 행정서비스의 개선은 자신의 피부에 직접 와닿고 자신이 느낄 수 있는 범주의 것이라는 점이다. 정책결정자의 최종 목표는 전반적인 만족도의 향상이다. 시장의 경우 전체적인 시의 운영 및 시 행정에 대한 만족도가 올라가는 것을 가장 첫 번째 목표로 삼을 것이며 시민들이 실질적으로 원하는 곳에 자원을 투입해야 한다는 측면에서 Derived importance 의 활용은 획기적인 시도라 할 수 있다. Derived importance 에 따라 개별 행정서비스 부문 중 높은 중요도를 가진 부문에 예산과 자원을 투입한다면 지방정부의 가장 첫 번째 목표인 지방 정부의 전체 만족도의 상승 효과를 예상할 수 있어 매우 효과적인 지표로써 활용될 수 있을 것이다. ; New Public Management lead consistent attention of introducing market economy principle to administrative institutions. As index of measuring such administration, there is a growing tendency of studying 'citizens' level of satisfaction'. Survey on citizen's level of satisfaction has the implication that finding out to what extent citizens are satisfied with municipal administration and apply it to administrative performance. Previous survey on the level of satisfaction, however, previous index only had a role of measuring 'past' performance but had limitation in guiding which policy should be promoted in the 'future' as well as where limited resources should be inputted. For such reasons, so as to figure out 'the level of importance' of each administrative service more accurately and in a more explanatory manner this study introduces Derived importance which is utilized in private sector and takes results through direct survey to find out which features are different from Stated importance which is utilized previously. Derived importance is statistical figure of which independent variable is the level of satisfaction on each administrative service and dependent variable is the level of satisfaction on general administration, and derives the level of importance through multiple regression analysis in the form of explanatory variable (Beta). As the result of the level of importance through direct survey, among 24 individual administrative services, it is found out that the rank of 'park and leisure facility', which is only 12th in Stated importance, is the first in Derived importance; the rank of 'public health and medical treatment', which is only 14th in Stated importance, is the second in Derived importance. This result means that citizens ostensibly answer that it is important to enhance administrative services concerning subjects, which are relatively big and receive attention from society, such as 'solution of unemployment and economic revitalization' or 'stabilization of housing price and housing provision', however, the most important service to them in substance and in depth, which enhances the level of satisfaction on Seoul city administration in whole, is 'park and leisure facility' around the neighbor and 'public health and medical treatment' which they can use when they are sick. That is, the substantial enhancement of individual administrative service which is important to individuals is about categories which people click and feel. The final goal of policy maker is to raise overall level of satisfaction. In case of mayor, it may be fairly said that the utilization of Derived importance is epoch-making attempt from the aspect that the first priority will be enhancement of general municipal operation and satisfaction on municipal administration and resource should be inputted where citizens want in substance. 학위논문 (석사)-- 서울대학교 대학원 : 행정학과(행정학전공), 2012. 2. 정광호. ; 국문 초록 본 연구에서는 고구려연구재단과 동북아역사재단의 설립과정을 역사적 사회 환경적 관점, Allison의 정부정치 모형적 관점, 그리고 Kingdon의 정책흐름 모형적 관점에서 비교 분석하여 두 기관의 설립, 두 기관의 제도적 성취 및 역할 범위의 차이를 가져온 요인이 무엇인가를 밝혀보고자 하였다. 일반적으로 조직설립을 다루는 이론으로서 역사적 사회 환경적 관점에서는 조직 환경론, 특히 구조적 상황이론과 조직생태이론이 유용한 분석도구로 활용되어져 왔다. 이러한 이론들은 조직설립이 그것을 둘러싼 맥락 또는 상황에 의존한다는 결정주의적 입장을 취하고 있기 때문에 특정 상황적 요인의 존재 또는 발생으로 조직이 설립되었다는 것을 설명하는 데는 유용한 관점인 것으로 인식되어져 왔다. 하지만, 본 연구에서는 조직 환경론적 관점만으로는 왜 특정 공공조직은 특정 상황 또는 맥락의 존재에도 불구하고 설립 또는 사멸되지 않으며, 왜 유사한 공공조직간 제도적 성취의 차이가 발생하는 가를 설명하는 데는 한계가 있다고 보고 조직설립과 관련된 조직 환경론적 관점의 한계를 적시함과 동시에 준 정부조직 설립과정의 특수성을 감안하여 정부정치모형과 정책흐름 모형을 추가로 적용함으로써 고구려연구재단 및 동북아역사재단 설립과정에 대한 비교분석을 시도하였다. 먼저, 역사적 사회 환경적 관점에서는 구조적 상황이론과 조직 생태이론을 적용하여 두 기관의 설립을 가져온 역사적 배경이 무엇이며, 동북아역사재단 설립과 더불어 이에 흡수 통합된 고구려연구재단의 사멸 요인이 무엇인지를 밝혀보고자 하였다. 동 연구 결과에 의하면, 고구려연구재단의 사멸은 낮은 신뢰성 및 예측가능성, 신생조직의 불리, 작은 조직 규모 및 예산, 핵심적 조직 변화의 시도 및 동북아역사재단의 설립에 기인한 것으로 나타났다. 두 번째로, Allison의 정부정치 모형을 통하여 두 기관 설립을 둘러싸고 벌어진 참여자들의 흥정과 타협을 분석하여 이들의 입장·선호·인식·기대이익 등의 차이가 두 기관의 설립 및 제도적 성취에 어떠한 영향을 주었는가를 설명하였다. 그 결과 두 기관의 설립 및 제도적 성취의 차이 발생은 핵심참여자로서의 대통령과 행정기관의 인식 및 선호의 차이에 의해 크게 영향을 받은 것으로 나타났다. 다시 말해, 고구려연구재단 설립과 관련된 대통령 및 행정기관의 인식 및 입장은 한·중 양국의 외교관계 등을 의식해서 상당히 유화적이었던 반면, 일본의 역사교과서 왜곡 및 독도 영유권 도발로 시작된 동북아역사재단 설립과 관련하여서는 대통령과 행정기관의 인식이 매우 단호하였던 것으로 밝혀졌다. 세 번째로, Kingdon의 정책 흐름 모형을 적용하여, 두 기관 설립을 둘러싼 문제 및 정책의 흐름의 차이가 어떠하였는지를 비교 분석하였다. 먼저, 문제 흐름의 측면에서 고구려 역사 왜곡 문제에 대한 정책 당국자 또는 학계의 인식은 약했으며, 정책의 흐름도 시민단체 주도로 이루어져 일관성 및 강도가 약했다는 것을 확인하였다. 반면, 일본의 역사 교과서 왜곡 및 독도 영유권 도발로 촉발된 동북아역사재단 설립을 둘러싼 문제의 흐름은 강하고 일관성이 있었으며, 정책 흐름 역시 대통령과 행정기관의 주도하에 하향식으로 이루어져 일관되고 강하게 진행되었다. 이러한 두 가지 흐름상의 차이가 두 조직간 제도적 성취의 차이를 가져온 또 다른 설명 요인이었다고 할 수 있다. 본 연구의 결과, 발견된 시사점은 다음과 같다. 먼저, 역사적 사회 환경적 관점만으로는 공공조직 설립과정을 명확히 이해하는 데는 한계가 있다는 것을 확인하였다. 다시 말해, 역사적 사회 환경적 관점은 조직의 구조나 기능을 결정하는 요인으로 특정 환경 혹은 맥락을 강조해왔지만, 동 관점만으로는 왜 특정 환경의 존재에도 불구하고 왜 특정시점에는 조직 설립 또는 사멸이 이루어지지 않다가 다른 시점에 와서야 이루어지는가에 대해서는 명쾌한 해답을 제공하지 못하는 한계가 있다는 것이다. 두 번째, 준 정부조직은 민간조직과는 달리 법적·행정적·제도적 제약 조건하에서 설립되는 경우가 많기 때문에 준 정부 조직의 설립과정을 보다 명확히 이해하기 위해서는 보다 다양한 관점 즉, 정부 정치적 관점 및 정책 흐름적 관점 등을 통한 기존 이론의 보완 또는 대체가 필요하다는 것이다. 특히 우리사회가 다원화된 사회로 진행되어감에 따라 공공조직 설립과정을 이해하기 위해서는 참여자의 정치적 흥정과 타협을 다루는 정부정치적 관점에 대한 고려가 필요할 것으로 본다. 주요어: 역사적 사회 환경적 관점, 구조적 상황이론, 조직 생태이론, Allison의 정부정치 모형, Kingdon의 정책흐름 모형, 준 정부조직 ; ABSTRACT A Comparative Analysis of the Establishment Processes of Two Quasi-Governmental Organizations: The Cases of the Koguryo Research Foundation and the Northeast Asian History Foundation Si Yung Jung Department of Public Administration Graduate School of Public Administration Seoul National University The purpose of this study is to analyze through a comparative approach the establishment processes of the Koguryo Research Foundation and the Northeast Asian History Foundation from the perspectives of historical-social environment, Graham Allison's Governmental Politics Model, and John W. Kingdon's Policy Streams Model in order to clarify the establishment processes of these two organizations and to identify which factors determined their institutional achievements. Generally, both contingency theory and organizational ecology theory have been widely used as tools for analysis of organizational establishment. These theories have strengths for explaining the contingencies and contexts which determine the establishment of organizations. However, these theories have weaknesses in explaining the reasons why an organization fails to be established in the presence of a certain contingency or why there are differences of institutional achievements between certain similar organizations. To further the understanding of organizational establishment and the incidence of differences of institutional achievement between the two organizations, this study adopted the Governmental Politics Model and the Policy Streams Model. In the perspective of the historical-social environment, both contingency theory and organizational ecology theory were adopted as tools for analysis. Contingency theory assumes that the structure or management style of an organization depends on the environment which surrounds the organization. In the perspective of contingency theory, the creation of the Koguryo Research Foundation was initiated by the Chinese distortion of Koguryo history, while the Northeast Asian History Foundation was created by the Japanese distortion of history and sovereignty provocation over Dokdo. The perspective of organizational ecology theory was adopted to explain the reasons why the Koguryo Research Foundation was closed and then merged into the Northeast Asian History Foundation after two and one-half years of activity. Through this perspective, this study found that the closure of the Koguryo Research Foundation resulted from such factors as lower reliability and accountability, the liability of newness, the small size of its organization and budget, the attempt of essential organizational change, and the creation of a new organization, the Northeast Asian History Foundation. In the perspective of the Governmental Politics Model, this study examined how the political resultants, the Koguryo Research Foundation and the Northeast Asian History Foundation, were drawn through bargaining and negotiation by the players involved in the game. This study revealed that the differences in the institutional achievements between the two quasi-governmental organizations resulted from the differences of the players' perceptions, preferences, and stands on the issue. In terms of perception, the perception of key players such as the president of the Republic of Korea and his administration on the issue of the Chinese distortion of Koguryo history was pacificatory, while the perception of the president and the administration on the issue of the Japanese distortion of history and the issue of Dokdo was quite determined. Through this lens, this study also found that the players perceived the issue not only on the basis of national interests, but also on the basis of their organizational interests and personal concerns. Finally, through the viewpoint of the Policy Streams Model, this study examined how the streams of problems and policy alternatives proceeded along the processes of the founding of the two quasi-governmental organizations. According to the analysis, the streams of problems surrounding the founding of the Koguryo Research Foundation were weaker than the streams of problems concerning the Northeast Asian History Foundation. In the perspective of policy streams, those concerning the founding of the Northeast Asian History Foundation were consistent and strong due to the determined stand of the president on the issue, while the policy streams regarding the Koguryo Research Foundation were incremental, inconsistent, and mutated due to the lack of presidential support and the passive attitude of the administration toward the issue. The first implication of the study is that a variety of aspects of organizational establishment should be reviewed to understand the process of organizational founding more clearly. Though organizational environment theories have assumed that environment or context determines the structure or function of the organization, the theories can not clearly explain why the birth or closure of an organization occurred in a specific time in spite of the presence of previous contingencies. The second implication is that policy makers or researchers should consider such factors as politics, administration, and the legality of the issues regarding the establishment of a quasi-governmental organization, because quasi-governmental organizations are governed by legal, administrative, and other institutional constraints unlike private organizations. The third implication is that, as Korea society is growing more pluralistic, the relevance of the Governmental Politics Model is likely to become higher in explaining the establishment processes of quasi-governmental institutions in the Republic of Korea.
