The unrest incident in Deep South of Thailand has plays an important problem issue in Thailand. There are many efforts to solve the problems in various ways. The special local administration in this area was presented in several forms. This study therefore aims to examine the existed local administrations and the special local models, which were proposed to help solving the conflict problem. The "Citizens Jury", which is a process of deliberative democracy, was applied to support a participatory process. The process to bring about the deliberative democracy in this research has comprised of two phases. The first phase is to design the whole processes under the supervision of the advisory committee, organized from experts who has significant roles from various sectors of the southernmost provinces. Then, the researchers randomly select jurors or representatives from the civil society organizations to deliberate the forms of local government. The second phase involved hearings and discussions of the jurors. The jury board listened and asked questions about the various local administration models from witnesses, who were experts in his/her own model. Later, the free debates and discusses had led to conclusions about the appropriate form of the local government in this conflict area. The interesting finding obtained from the recommendations of the citizens jury about the suitable form of the local government is a proposal to dissolve all regional administration except for the military, finance and foreign affairs. The rest remains only the local government. Moreover, the governor should be elected by the local people. The candidates are to be scanned by the committees, who are representing all sectors before the elections. This administration will be held in two levels: namely overall level and provincial level. The overall level is covering three provinces, Pattani Yala Narathiwat and 4 districts of Songkla. There is elected Meta-Governor. Additionally, there are still 4 provincial governors for the provincial level, in term of Pattani Yala Narathiwat including a new province, a collection of 4 districts of Songkla. ; เหตุการณ์ความไม่สงบในจังหวัดชายแดนภาคใต้เป็นปัญหาสำคัญหนึ่งของไทย มีความพยายามจากทุกภาคส่วนในการร่วมกันแก้ปัญหาในหลายวิธี รวมถึงการนำเสนอการปกครองท้องถิ่นแบบพิเศษในหลากหลายรูปแบบ การศึกษานี้มีวัตถุประสงค์เพื่อนำรูปแบบการวิจัยที่มีชื่อว่า คณะลูกขุนพลเมือง หรือ Citizens Jury ซึ่งได้รับการพัฒนาขึ้นโดย Jefferson Center สหรัฐอเมริกา มาทดสอบกับภาคประชาสังคมและประชาชนทั่วไป กระบวนการนี้แบ่งเป็น 2 ระยะ ระยะที่หนึ่ง เป็นการออกแบบกระบวนการทั้งหมดภายใต้คำแนะนำของคณะกรรมการที่ปรึกษา ซึ่งคัดสรรจากผู้มีบทบาทสำคัญจากภาคส่วนต่าง ๆ ที่เกี่ยวข้องกับพื้นที่จังหวัดชายแดนภาคใต้ และสุ่มคัดเลือกคณะลูกขุนพลเมืองหรือตัวแทนภาคประชาชนที่จะพิจารณาตัวแบบการปกครอง ระยะที่สอง เป็นกระบวนการรับฟังและปรึกษาหารือ โดยคณะลูกขุนพลเมืองรับฟังและซักถามข้อมูลเกี่ยวกับการปกครองรูปแบบต่าง ๆ จากพยาน ก่อนจะอภิปรายอย่างอิสระกระทั่งหารือร่วมกันสู่ข้อสรุปเกี่ยวกับรูปแบบการปกครองที่เหมาะสมกับพื้นที่จังหวัดชายแดนภาคใต้ ผลการศึกษาพบว่า ข้อเสนอแนะของคณะลูกขุนพลเมืองที่มีต่อรูปแบบการปกครองที่เหมาะสม จากแถลงการณ์ของคณะลูกขุน มีข้อเสนอที่สำคัญ คือ ให้ยุบการปกครองส่วนภูมิภาค ยกเว้นด้านการทหาร การต่างประเทศ การเงิน และคงเหลือไว้เพียงการปกครองส่วนท้องถิ่น โดยให้ข้าราชการส่วนภูมิภาคมาขึ้นกับส่วนท้องถิ่นแทน ส่วนผู้บริหารการปกครองส่วนท้องถิ่นให้มาจากการเลือกตั้งของประชาชน โดยผ่านการคัดกรองจากคณะกรรมการที่เป็นตัวแทนทุกภาคส่วนก่อนที่จะลงสมัครรับเลือกตั้ง ซึ่งจะจัดขึ้นใน 2 ระดับ คือ ระดับมณฑล 1 คน เป็นผู้ว่าการมณฑล ครอบคลุมพื้นที่ 3 จังหวัด 4 อำเภอ และระดับจังหวัด 4 คน เป็นผู้ว่าจังหวัดละ 1 คน ส่วนอีก 4 อำเภอให้ยกฐานะเป็นจังหวัด

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ นำเสนอ "กระบวนการการสื่อสารเพื่อเสริมสร้างองค์กรสันติสุขโดยพุทธสันติวิธี" การวิจัยครั้งนี้ การวิจัยแบบผสมผสาน(Mixed-Methods Research Design) กลุ่มตัวอย่างที่ใช้ในการศึกษาคือพนักงานองค์กรด้านการให้บริการ จำนวน 17 คน ได้มาโดยการกำหนดคุณสมบัติดังนี้ พนักงานที่เข้าร่วมวิจัยต้องเป็นผู้ที่ใช้การสื่อสารภายในองค์กรทั้งราบและทางดิ่งตั้งแต่ระดับพนักงานชำนาญการจนถึงพนักงานระดับบริหาร มีประสบการณ์ในการทำงานมาไม่น้อยกว่า 1 ปีขึ้นไป เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือเครื่องบันทึกเสียง การถ่ายภาพ การจดบันทึกข้อมูล ระบบคอมพิวเตอร์วิเคราะห์ข้อมูลโดยการวิเคราะห์แบบอุปนัยโดยการตีความสร้างข้อสรุปจากข้อมูลจากเอกสารที่เกี่ยวข้อง และที่ได้จากแบบสัมภาษณ์ ตามกรอบแนวคิดในการวิจัยดูความสมบูรณ์ของข้อมูลนั้น ว่าสามารถตอบคำถามตามวัตถุประสงค์ของการวิจัยได้ครบแล้วนำเสนอผลการวิเคราะห์ในรูปแบบการบรรยาย โดยมีขั้นตอน ดังนี้1) ข้อมูลจากการศึกษาเอกสารต่าง ๆ ที่เกี่ยวข้อง นำมาจัดแยกประเด็นและหมวดหมู่ตามความมุ่งหมายในการวิจัย2) ข้อมูลจากการสัมภาษณ์ นำมาวิเคราะห์เชิงพรรณนา (Descriptive and analytic Study) โดยการนำข้อมูลเบื้องต้นมาวิเคราะห์แยกประเภทหาข้อสรุป แล้วเก็บข้อมูลเพิ่มเติมเพื่อนำมาวิเคราะห์ขั้นสุดท้าย สำหรับสร้างข้อสรุปตามวัตถุประสงค์ และนำมาเป็นฐานในการสร้างชุดฝึกอบรมกระบวนการการสื่อสารเสริมเพื่อเสริมสร้างสันติสุขในองค์กรโดยพุทธสันติวิธี ผลการวิจัยพบว่า กระบวนการการสื่อสารเพื่อเสริมสร้างองค์กรสันติสุข ประกอบไปด้วย 5 องค์ประกอบหลัก ดังนี้ S : Sammadhiti : (Right Understanding) การมองเห็นตามความเป็นจริง A: Aligned by listening (Align yourself with others by listening): การฟังแบบเป็นระนาบเดียวกัน M: Mindfulness: การมีสติกับปัจจุบันขณะสื่อสาร E: Empathy: การเอาใจใส่กับผู้ที่กำลังสื่อสารด้วย Peace: Peace Messages: การสื่อสารด้วยสารสันติ ; This research is for the objectives of presenting "A Process of Communication for Building Peaceful Organizations by Buddhist Peaceful Means"; it mixed-Method Research Design with studied organizational-service-staff sampling group of 17 persons, together with designated qualifications of the followings: the joined staff had to be both horizontally and vertically communicative users in organizations from the staff levels of experts up to executives, and having not less than one-year experience upward. The tools to collect information were tape recorder, photographing, information jotting down; data computerized-system analysis was done by induction analysis interpreting conclusion from relevant document and the acquired interviews according to research conceptual framework, seeing to the completion of that information whether or not able to answer the questions in accordance with the overall research objectives, and then present the result of the analysis in narrative form by having the following steps: 1) bringing the data from studying various related document to separate issues and groups according to the research aim, 2) bringing the data from the interviews to analyze descriptively by separating the primary information in types and finding conclusion, then collecting additional information for the final analysis in order to create the conclusion according to objectives and bringing it to be the base for making the training set of A Process of Communication for Building Peaceful Organizations by Buddhist Peaceful Means From the research, it was found that 1) A Process of Communication for Building Peaceful Organizations by Buddhist Peaceful Means consists of the 5 main configurations of S: Sammadhiti: Right Understanding: the seeing according to the truth; A: Aligned by listening (Align yourself with others by listening): the listening in the same level; M: Mindfulness: having mindfulness at the present moment while communicating; E: Empathy: the care for the ones whom are communicating with; and Peace: Peace Messages: the communication with peace, respectively.

Part gender, age, marriage status, occupation, earnings differently have Participation of people in the Implementation process of Patong Administrative Organiztion, Soidao District, Chanttaburi Province, not differently which did not meet the assumptions. ; การศึกษาวิจัยเรื่อง "การมีส่วนร่วมของประชาชนในการดำเนินงานขององค์การบริหารส่วนตำบลปะตง อำเภอสอยดาว จังหวัดจันทบุรี" ครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาระดับการมีส่วนร่วมของประชาชนในการดำเนินงานขององค์การบริหารส่วนตำบลปะตง อำเภอสอยดาว จังหวัดจันทบุรี และเพื่อศึกษาเปรียบเทียบระดับของการมีส่วนร่วมของประชาชนในการดำเนินงานขององค์การบริหารส่วนตำบลปะตง อำเภอสอยดาว จังหวัดจันทบุรี จำแนกตามสถานภาพส่วนบุคคล ได้แก่ เพศ อายุ สถานภาพสมรส อาชีพ รายได้ และระดับการศึกษา โดยเก็บข้อมูลจากกลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ประชาชนในอำเภอสอยดาว จำนวน 356 คน สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าความถี่ (Frequency) และค่าร้อยละ (Percentage) ค่าเฉลี่ย ( ) ความเบี่ยงเบนมาตรฐาน เปรียบเทียบการมีส่วนร่วมของประชาชนต่อการดำเนินงานขององค์การบริหารส่วนตำบลปะตง ด้วยสถิติ (t - Test) สำหรับคุณลักษณะของประชากรที่แบ่งได้ 2 กลุ่ม และสถิติ (F - test) สำหรับประชากรที่แบ่งได้ 3 กลุ่มขึ้นไป ที่ระดับนัยสำคัญทางสถิติ 0.05 เมื่อพบว่าค่าเฉลี่ยของกลุ่มตัวอย่างมีความแตกต่างจะนำไปทดสอบรายคู่ด้วยวิธีการของ LSD (Least Significant Difference) ผลการวิจัยพบว่า การมีส่วนร่วมของประชาชนในการดำเนินงานขององค์การบริหารส่วนตำบลปะตง อำเภอสอยดาว จังหวัดจันทบุรี ภาพรวมอยู่ในระดับมาก มีค่าเฉลี่ย 3.45 เมื่อพิจารณาเป็นรายด้านแล้วเรียงจากมากไปน้อยพบว่า ด้านการร่วมปฏิบัติ อยู่ในระดับมาก ค่าเฉลี่ย 3.64 รองลงมาด้านการร่วมรับประโยชน์อยู่ในระดับมาก ค่าเฉลี่ย 3.57 ด้านการร่วมวางแผน อยู่ในระดับปานกลาง ค่าเฉลี่ย 3.40 ด้านการร่วมติดตามและประเมินผล อยู่ในระดับปานกลาง ค่าเฉลี่ย 3.38 และด้านการร่วมคิด อยู่ในระดับปานกลางค่าเฉลี่ย 3.24 ผลการเปรียบเทียบระดับของการมีส่วนร่วมของประชาชนในการดำเนินงานขององค์การบริหารส่วนตำบลปะตง อำเภอสอยดาว จังหวัดจันทบุรี จำแนกตามปัจจัยส่วนบุคคล ได้แก่ เพศ อายุ สถานภาพสมรส ระดับการศึกษา อาชีพ และรายได้ต่อเดือน พบว่าประชาชนที่มีระดับการศึกษาแตกต่างกันมีส่วนร่วมในการดำเนินงานขององค์การบริหารส่วนตำบลปะตง อำเภอสอยดาว จังหวัดจันทบุรี แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ0.05 ซึ่งเป็นไปตามสมมติฐาน ส่วนเพศ อายุ สถานภาพสมรส อาชีพ รายได้ แตกต่างกันมีส่วนร่วมในการดำเนินงานขององค์การบริหารส่วนตำบลปะตง อำเภอสอยดาว จังหวัดจันทบุรี ไม่แตกต่างกันซึ่งไม่เป็นไปตามสมมติฐาน

การวิจัยเรื่องนี้มีวัตถุประสงค์ทำการศึกษาถึงหลักเกณฑ์และขั้นตอนของวิธีการชั่วคราวก่อนการพิพากษาในศาลปกครอง และหลักเกณฑ์ในการที่ศาลปกครองจะมีคำสั่งอนุญาตให้มีการคุ้มครองจากวิธีการชั่วคราวก่อนการพิพากษาในศาลปกครอง เพื่อประโยชน์ในการหาแนวทางพัฒนาระบบวิธีการชั่วคราวก่อนการพิพากษาในศาลปกครองเพื่อการคุ้มครองสิทธิและประโยชน์ของคู่กรณี โดยการวิจัยนี้เป็นการวิจัยทางด้านเอกสาร (Documentary Research) มีขอบเขตเนื้อหา คือ พระราชบัญญัติจัดตั้งศาลปกครองและวิธีพิจารณาคดีปกครอง พ.ศ.2542 และระเบียบของที่ประชุมใหญ่ของตุลาการศาลปกครองสูงสุด ตลอดจนคำพิพากษาหรือคำสั่งของศาลปกครองที่เกี่ยวข้องกับวิธีการชั่วคราวก่อนการพิพากษาของศาลปกครอง จากการศึกษาพบว่าในการพิจารณาคดีปกครองคู่กรณีสามารถขอให้ศาลปกครองกำหนดวิธีการชั่วคราวก่อนการพิพากษาได้ เพื่อให้ทุเลาการบังคับตามกฎหรือคำสั่งทางปกครองของฝ่ายปกครอง และเพื่อการบรรเทาทุกข์ชั่วคราวโดยให้ศาลมีคำสั่งกำหนดมาตรการหรือวิธีการคุ้มครองประโยชน์ของผู้ขอในระหว่างการพิจารณาหรือเพื่อบังคับตามคำพิพากษาได้ แต่วิธีการชั่วคราวก่อนพิพากษายังมีข้อบกพร่องไม่สามารถคุ้มครองสิทธิและประโยชน์ของคู่กรณีได้อย่างมีประสิทธิภาพจึงจำเป็นต้องทำการแก้ไขเพิ่มเติมวิธีการชั่วคราวก่อนพิพากษาตามพระราชบัญญัติจัดตั้งศาลปกครองและวิธีพิจารณาคดีปกครอง พ.ศ.2542 และระเบียบของที่ประชุมใหญ่ตุลาการในศาลปกครองสูงสุดว่าด้วยวิธีพิจารณาคดีปกครอง พ.ศ.2543 ; The purpose of this research is to study the rules and procedures of the temporary procedures before judicial review in the Administrative Court. As well as the judgment or order of the Administrative Court relating to the temporary injunction before the Administrative Court ruling. The study found that in a trial, the parties could ask the court to determine a temporary measure before the trial. To remedy the enforcement of rules or administrative orders of the governing. For temporary relief, the court shall order the measures or means of protecting the interests of the applicant during the consideration or enforcement of the judgment. However, the temporary trial before the judge still has defects, can not protect the rights and interests of the parties effectively, so it is necessary to amend the temporary method before the judgment. According to the Act on the Establishment of the Administrative Courts and the Administrative Court Procedure B.E. 2542 And the Rules of the Judicial Council of the Supreme Administrative Court on Administrative Procedure B.E. 2543

The study entitled "policy and mechanism in elders' wellness enhancement of Phayao local administrative organization" aimed at studying policy, mechanism and process in elders' wellness promotion, to analyze the process how to make policy and mechanism for elders' well-being enhancement, and to investigate problems and obstacles in taking care of seniors in the local administration organization in Amphue Muang, Phayao. Population that were important informants in an in-depth interview were 3 three chief executives consisting of the chief executive, the chief administrator of the Phayao provincial administrative organization, The caregiver of the elderly health promotion program, the chief executives of the Maeka sub-district administrative organization, Ban Tom sub-district administrative organization with purpose sampling , specifically, Phayao provincial administrative organization, Maeka sub-district municipality, and Ban Tom sub-district administration organization and key informants in focus group discussion with 15 purposive sampling of experts, divided into 4 groups, namely three administrators of local government organizations, 3 Buddhist monks, 3 seniors and a group involved with older school, such as teachers and 6 high school administrators. Research tools in the study include an in-depth interview and focus group discussion. Data analysis was carried out based on two types of research techniques: in-depth interview data employing content analysis, using 6c technique for content synthesis, and dialectic process (dp) for content analysis consisting of 4 aspects and all of which were analyzed and synthesized, along with a summary of the research and a descriptive discussion. The research indings were as follows: 1. Mechanism and process of enhancing elders' health of local administrative organizations in Muang district, Phayao: (i) policy: the determined policy is broadly announced and consistent with and linked to the constitutional law to the development plan of the local government organization, also in accordance with the mission, goal or purpose for development. for details on the operations related to the elders' wellness, they are formulated in the strategies. (ii) mechanism: the three developmental mechanisms in three institutions have developed a three-year strategic development plan with a mechanism, a main responsible department consisting of a committee or a subcommittee, funds and projects related for enhancing the well-being of the elders. (iii) the process of enhancing the health of the seniors: in the process of enhancing the health of the elders, there are 3 types of actuations, namely, the process of implementing the project with participation if the community in all sectors of Maeka municipality based on the resources with 4m management and the process of enhancing the health of ban tom municipality emphasizing self-reliance of the elderly group, carrying out activities in the form of an elderly club, a welfare provision, a provision of an environment ideal for the well-being of the elderly people, and a building up knowledge by providing knowledge training and health promotion among elderly people. 2. A creation of mechanisms, policies and processes to enhance the well- being of the seniors in the local administrative organizations, in Muang district, Phayao: creating mechanisms, policies, and processes to enhance the well-being of the elderly group of the local administrative organization in Muang district, Phayao, is consistent with and linked to the constitutional law and the state's policies on the elders' wellness that leads to the implementation of the national economic and social development plan, to the ministry of public health, department of local administration, Phayao provincial development plan, local development plan, local government organizations in Phayao. 3.Problems and obstacles in elderly care in local administrative organizations in Muang district, Phayao: (i) Phayao provincial administration organization: the problems and obstacles in elderly care in Phayao provincial administration organization are the provincial level ones. most of the problems will be solved jointly with the local government in the area of implementation with a solution of case-by-case assistance. (ii) Maeka municipality, and Ban Tom municipality: with regard to the barriers for taking care of the seniors in the local administrative organizations. in the district of Muang Phayao province, there are four types of health problems, including physical health with residence of ill condition, social well-being with social problem in elderly society, building an understanding, accessing and participating in policy etc., mental well-being with mental health issues and stress, and intellectual well-being i.e. lacking of learning management, knowledge management, and deficiency of integration. ; บทความเรื่อง นโยบาย กลไก ในการเสริมสร้างสุขภาวะผู้สูงอายุขององค์กรปกครอง ส่วนท้องถิ่นจังหวัดพะเยา มีวัตถุประสงค์เพื่อศึกษานโยบาย กลไก และ กระบวนการเสริมสร้างสุขภาวะผู้สูงอายุ วิเคราะห์การสร้างนโยบาย กลไก ในการเสริมสร้างสุขภาวะผู้สูงอายุ และศึกษาปัญหาอุปสรรค ในการดูแลสุขภาวะผู้สูงอายุในองค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมือง จังหวัดพะเยาประชากรผู้ให้ข้อมูลสำคัญการสัมภาษณ์กลุ่มผู้เชี่ยวชาญ (In-Depth Interview) ผู้บริหาร 3 คนประกอบด้วย นายกองค์การบริหารส่วนจังหวัดพะเยา ปลัดองค์การบริหารส่วนจังหวัดพะเยา และผู้ดูแลโครงการ กิจกรรม งานผู้สูงอายุ นายกเทศมนตรีตำบลแม่กา นายกองค์การบริหารส่วนตำบลดอกคำใต้ โดยคัดเลือกแบบเจาะจงเฉพาะองค์การบริหารจังหวัดพะเยา เทศบาลตำบลแม่กาและองค์การบริหารส่วนตำบลดอกคำใต้ ที่มีโรงเรียนผู้สูงอายุ และประชากรผู้ให้ข้อมูลสำคัญการสนทนากลุ่มเฉพาะ (Focus Group Discussion) ผู้วิจัยได้กำหนดผู้เชี่ยวชาญโดยคัดเลือกแบบเฉพาะเจาะจง (Purposive sampling) จำนวน 15 รูป/คน แบ่งออกเป็น 4 กลุ่ม ได้แก่ กลุ่มผู้บริหารองค์กรปกครองส่วนท้องถิ่น จำนวน 3 คน กลุ่ม พระภิกษุสงฆ์ จำนวน 3 รูป กลุ่มผู้สูงอายุ จำนวน 3 คน และกลุ่มผู้มีส่วนเกี่ยวข้องกับโรงเรียนผู้สูงอายุ เช่น ครูผู้สอน และผู้บริหารโรงเรียนผู้สูงอายุ จำนวน 6 คน ผลการวิจัย พบว่า นโยบาย กลไก และกระบวนการเสริมสร้างสุขภาวะผู้สูงอายุขององค์กรปกครองท้องถิ่น ในเขตอำเภอเมือง จังหวัดพะเยา พบว่า นโยบายองค์การบริหารส่วนท้องถิ่นที่กำหนดจะประกาศไว้อย่างกว้างๆ และสอดคล้องเชื่อมโยงกับกฎหมายรัฐธรรมนูญจนถึงแผนพัฒนาองค์กรปกครองส่วนท้องถิ่น และสอดคล้องกับพันธกิจ (Mission) มีการกำหนดเป้าประสงค์ (Goal) หรือจุดมุ่งหมายเพื่อการพัฒนา สำหรับรายละเอียด การดำเนินงานที่เกี่ยวกับสุขภาวะผู้สูงอายุจะกำหนดไว้ในยุทธศาสตร์ โดยมีระบบคือแผนยุทธศาสตร์ การพัฒนา และแผนพัฒนา 3 ปี เป็นระบบในการบริหารจัดการองค์กร และมีกลไก คือ หน่วยงานหลัก ที่รับผิดชอบ มีคณะกรรมการหรือคณะอนุกรรมการ มีกองทุน งบประมาณ และมีโครงการที่เกี่ยวกับการเสริมสร้างสุขภาวะผู้สูงอายุ ในส่วนของกระบวนการเสริมสร้างสุขภาวะผู้สูงอายุ เป็นการดำเนินงานอยู่ 3 ลักษณะ คือกระบวนการดำเนินงานตามโครงการอย่างมีส่วนร่วมของชุมชนในทุกภาคส่วนของเทศบาลตำบลแม่กา โดยมีทรัพยากรในการบริหารจัดการแบบ 4 M และกระบวนการเสริมสร้างสุขภาวะของเทศบาลตำบลบ้านต๋อม มุ่งให้ผู้สูงอายุสามารถพึ่งพิงตนเอง และร่วมกันดำเนินกิจกรรมในรูปของชมรมผู้สูงอายุ การจัดกองทุนสวัสดิการให้และจัดสภาพแวดล้อมที่เอื้อต่อสุขภาวะผู้สูงอายุ และการสร้างองค์ความรู้โดยการจัดอบรมให้ความรู้และส่งเสริมสุขภาพในกลุ่มผู้สูงอายุ การสร้างนโยบาย กลไก และกระบวนการเสริมสร้างสุขภาวะผู้สูงอายุ ขององค์กรปกครองส่วนท้องถิ่น ในเขตอำเภอเมือง จังหวัดพะเยา พบว่า การสร้างนโยบาย กลไก และกระบวนการเสริมสร้างสุขภาวะผู้สูงอายุ ขององค์กรปกครองส่วนท้องถิ่น ในเขตอำเภอเมือง จังหวัดพะเยา มีความสอดคล้องและเชื่อมโยงกับนโยบายระดับชาติ ระดับจังหวัด และระดับท้องถิ่น โดยมีวัดจึงเป็นศูนย์กลางของการฝึกปฏิบัติ การเรียนรู้ และการพึ่งพิงทางจิตใจมากกว่าองค์กรอื่นๆ มีพระสงฆ์เป็นหลักในการดำเนินการ ได้รับความร่วมมือจากองค์กรปกครองส่วนท้องถิ่น วัด และคณะสงฆ์ ให้ความอนุเคราะห์ด้านงบประมาณดำเนินการ มีพระสงฆ์ ปราชญ์ท้องถิ่น ครู อาจารย์ ในพื้นที่ เจ้าหน้าที่จากโรงพยาบาลส่งเสริมสุขภาพตำบล และเจ้าหน้าที่สาธารณสุของค์การบริหารส่วนท้องถิ่น ผู้นำท้องถิ่น เป็นวิทยากรจิตอาสา ปัญหาอุปสรรคในการดูแลสุขภาวะผู้สูงอายุในองค์กรปกครองส่วนท้องถิ่น ในเขตอำเภอเมือง จังหวัดพะเยา พบว่า ระดับนโยบาย : การกำหนดนโยบายในการเสริมสร้างสุขภาวะผู้สูงอายุ มีการกำหนดนโยบายไว้อย่างกว้าง ไม่ชัดเจน ไม่เด่นชัด ส่งผลให้การนำไปสู่ภาคปฏิบัติเป็นไปได้ยากขึ้น ในทุกมิติ ระดับองค์กร : การดำเนินการเสริมสร้างสุขภาวะผู้สูงอายุยังไม่เป็นระบบ และไม่ต่อเนื่อง รวมทั้งขาดการเสริมสร้างองค์ความรู้ด้านสุขภาวะผู้สูงอายุกับการพัฒนาทางปัญญา ซึ่งจะส่งผลต่อการเสริมสร้างสุขภาวะผู้สูงอายุในทุกมิติ ระดับบุคคล : ขาดองค์ความรู้เกี่ยวกับการดูแลรักษาสุขภาวะทั้ง 4 มิติ ส่งผลต่อการเสริมสร้างสุขภาวะผู้สูงอายุทำได้ไม่เต็มที่และต่อเนื่อง

บทความนี้มีวัตถุประสงค์ 3 ประการคือ 1) เพื่อศึกษาหลักการ แนวคิด ทฤษฎีและแนวปฏิบัติเกี่ยวกับรูปแบบการไกล่เกลี่ยข้อพิพาทสากลและรูปแบบการไกล่เกลี่ยข้อพิพาทของศูนย์ไกล่เกลี่ยข้อพิพาทสภาทนายความ 2) เพื่อศึกษารูปแบบในการไกล่เกลี่ยข้อพิพาททางพุทธศาสนาเถรวาท 3) เพื่อเสนอรูปแบบการไกล่เกลี่ยข้อพิพาทของศูนย์ไกล่เกลี่ยข้อพิพาทสภาทนายความโดยแนวทางพุทธสันติวิธี การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ โดยเน้นการวิจัยเชิงเอกสารและการสัมภาษณ์ผู้ทรงคุณวุฒิด้านการไกล่เกลี่ยข้อพิพาทจากสภาทนายความจำนวน 9 ท่าน ด้านการไกล่เกลี่ยข้อพิพาทสากลจำนวน 6 ท่านและด้านพระพุทธศาสนาเถรวาทจำนวน 5 ท่าน ผลการศึกษาวิจัยพบว่า รูปแบบการไกล่เกลี่ยข้อพิพาทของศูนย์ไกล่เกลี่ยข้อพิพาทสภาทนายความมีความสอดคล้องกับหลักการ วิธีการ และกระบวนการไกล่เกลี่ยข้อพิพาทสากล ในด้านกระบวนการไกล่เกลี่ยข้อพิพาททางพุทธศาสนาเถรวาทเป็นแนวปฏิบัติตามหลักพุทธสันติวิธีโดยยึดหลักอริยสัจ4 ส่วนรูปแบบการไกล่เกลี่ยข้อพิพาทของศูนย์ไกล่เกลี่ยข้อพิพาทสภาทนายความโดยแนวทางพุทธสันติวิธี ประกอบด้วยรูปแบบด้านคุณสมบัติของผู้ไกล่เกลี่ยข้อพิพาท มีคุณสมบัติภายในคือ เป็นผู้มีสติ มีขันติ ไร้อคติ และมีเมตตา คุณสมบัติภายนอกคือ มีกัลยาณมิตรธรรม มีศีลธรรม และมี คารวธรรม ด้านวิธีการไกล่เกลี่ยข้อพิพาทคือมีบทบาทด้านเมตตาตามหลักสาราณียธรรมและใช้เทคนิคที่เป็นทางสายกลางหรือมัชฌิมาปฏิปทา และด้านกระบวนการไกล่เกลี่ยข้อพิพาท มีขั้นตอนของการไกล่เกลี่ยข้อพิพาท 5 ขั้นตอน คือ 1) ตั้งต้นวิเคราะห์ทุกข์ 2) เปิดมุขด้วยปิยวาจา 3) ใช้เมตตาค้นหาประเด็น 4) ร่วมคิดเห็นอย่างไร้อคติ และ 5) มุ่งมิติอภัยทาน ; This research is of 3 objectives, i.e., (1) to study principal, ideas, theories and practices related to the model of the international dispute mediation, and the model of dispute mediation of the Lawyers Council, (2) to study model of dispute resolution in Theravada Buddhism, and (3) to present a model of dispute settlement of Mediation Center of Lawyers Council by Buddhist Peaceful Means. This research is qualitative, emphasizing documents and interviews with experts and scholars in dispute resolution from the Lawyers Council of Thailand 9 persons, from the Other Organization 6 persons and persons who experts and scholars in Theravada Buddhism 5 persons, respectively. The outcome of the research found the followings: The principles and process related to the model of the international dispute mediation and the current state of dispute mediation of the Lawyers Council are consistent. For the process of dispute resolution in Theravada Buddhism, its way of practice is by Buddhist peaceful means with the holding on to the principle of the Four Noble Truths in analyzing problems. In this research, it presents a model of dispute settlement of Mediation Center of Lawyers Council by Buddhist Peaceful Means comprising mediators' inner and outer qualities; the inner defined as being conscious, patient, unbiased and benevolent while the outer are having good friends, morality, honoring others. For the method model of dispute resolution, it consists of the role and mediating technique of dispute mediators, i.e. the role of loving kindness in accordance with the virtues for fraternal living or Sārāniyadhamma and the use of the Middle Way or technique Majjhimā patipadā. The process model of dispute mediation is the use of the Four Noble Truths in proceeding the process of dispute mediation of which having 5 steps of 1) start to analyze sorrows or Dukkha, 2) start talking with nice words or Piyavaca, 3) search for issues with loving kindness, 4) sharing opinions without bias, and 5) aiming for the aspect of forgiveness with the dispute mediating purpose of 'Peace' or disputants' settlement of disputes by forgoing matters towards each other.

First, it aimed at examining a level of administration based on good governance principles of local administrative organizations located in the eastern part of Thailand. Also, this study intended to investigate a level of quality of service provided by these local governments. Third, it attempted to determine the consistency of causal relationship of factors affecting quality of service offered by these local administrative organizations. The last purpose of this study was to examine the weight of direct, indirect, and combined influences of factors affecting quality of service provided by these local governments. The subjects participating in this study comprised 400 people. The test of path analysis was used to determine the consistency of the relationship model and the empirical data as well as weights of influences. The results of the study were as follows: It was shown that the level of administration based on good governance Principles of local administrative organizations located in the eastern part of Thailand was at a very good level. The level of quality of service provided by the local governments, located in the eastern part of Thailand was at a very good level. Regarding the test of consistency of relationship model and the empirical data based on the criteria to test the consistency of the developed model, it was shown that they were in line with each other and met a set of standard criteria. This was suggested that the model of causal relationship of factors affecting quality of service provided by local governments, located in the eastern region of Thailand had an influence on their quality of service. The developed relationship model was in line with the empirical data. Based on the analyses of weighted direct, indirect, and combined influences of causal factors affecting the quality of service offered by local governments, the results were as follows: Regarding the direct influences, it was shown that good governance had a direct influence on quality of service at a significant level of .01. Specifically, the effect size for correlation of good governance was 0.904 (p<0.01). For the indirect influences, it was shown that the variables of motivation, administrative process, corporate culture, leadership, and core value influenced indirectly the quality of service via good governance at a significant level of .01. Specifically, the effect sizes for correlation of motivation, administrative process, corporate culture, leadership, and core value were 0.315 (p<0.01), 0.286 (p<0.01), 0.171 (p<0.01), 0.091(p<0.01), and 0.027 (p<0.01), respectively. With reference to the combined influences, it was found that the variables of good governance, motivation, administrative process, corporate culture, leadership significantly influenced quality of service at a significant level of .01. In particular, the effect sizes for correlation of good governance, motivation, administrative process, corporate culture, leadership, and core value were 0.904 (p<0.01), 0.315 (p<0.01), 0.286 (p<0.01), 0.171 (p<0.01), and 0.091 (p<0.01), respectively.

The objective of this article is to bring the conceptual idea in "Here Comes Everybody: The Power of Organizing without Organizations," written by the communication scientist-Clay Shirkey whose scholarly interests are on social change phenomena and he proposes social network's system after the emergence of WEB 2.0 which impacts on the dynamics of new social movement, and it changes the way social organizations are formed. The framework to understand phenomena in Thai society by three-level process in the formation of social organization is as follows: 1) Sharing, 2) Cooperation, and 3) Collective Action. In this article, four case studies in Thailand are investigated. The finding shows this new social tool is not only able to empower and help ordinary people to advocate their individual and communal problems through story-telling but also potentially allows members of the intra-network to connect and exchange information to each other. Furthermore, this tool fairly helps facilitating thesocial organizations at two prior levels. Nevertheless, there're still challenges for social organizations to transform their action into "collective action" level, and to sustainably maintain the leverage of groups. ; บทความชิ้นนี้มีจุดมุ่งหมายเพื่อทดลองนำข้อเสนอจากหนังสือเรื่อง Here Comes Everybody: The Power of Organizing Without Organizations โดย เคลย์ เชอร์กี้ นักการสื่อสารเพื่อการเปลี่ยนแปลงทางสังคม ที่กล่าวถึงโลกของสังคมเครือข่ายภายหลังการเกิดขึ้นของระบบเว็บ 2.0 จนก่อให้เกิดผลกระทบต่อพลวัตกลุ่มทางสังคมแบบใหม่ รวมถึงการจัดตั้งกลุ่มองค์กรทางสังคม (Organization) ที่เปลี่ยนแปลงไปจากเดิมมาใช้มาเป็นกรอบในการมองปรากฏการณ์ในสังคมไทยผ่านเครื่องมือที่สามารถสร้างผลกระทบต่อการรวมกลุ่มแบบใหม่ 3 ระดับ คือ 1) การแบ่งปัน (sharing) 2) การประสานงานกัน (cooperative) และ 3) การเคลื่อนไหวเป็นกลุ่ม (Collective Action) โดยวิเคราะห์ผ่าน 4 กรณีศึกษาในสังคมไทย พบว่าเครื่องมือทางสังคมแบบใหม่นี้ได้ช่วย "เสริมพลัง" (Empower) และ "ขยายเสียง" (Advocate) ให้กับ "ผู้คนสามัญ" (Ordinary People) ในการบอกเล่าเรื่องราวความเดือดร้อนของตนและชุมชน ทั้งยังมีศักยภาพในการเชื่อมต่อและแลกเปลี่ยนข้อมูลภายในเครือข่ายร่วมกัน จากการศึกษายังพบว่า เครื่องมือนี้เอื้อให้เกิดการรวมกลุ่มทางสังคมที่สำคัญในสองระดับแรก แต่ยังขาดศักยภาพที่จะไปสู่ "การเคลื่อนไหวเป็นกลุ่ม" (Collective Action) ได้รวมถึงการรักษาพลังของการรวมกลุ่มให้เกิดความยั่งยืนยังเป็นข้อท้าทายอย่างยิ่ง

The objectives of the research on the study and extensive review of cultural identity of the ASEAN countries leading to development guidelines and enhancing the awareness in ASEAN identity were to study and extensive review of cultural identity of the ASEAN countries, and develop guidelines for enhancing the awareness in the ASEAN identity. This research is the qualitative research methodology which is comprised of the process of studying, analyzing data from documents, documentary research, in-depth interview and expert group discussions to develop guidelines for enhancing awareness in ASEAN identity. The results showed that the cultural identity of ASEAN countries consists of; 1) Peace, freedom and harmony; 2) Stability and steadiness; 3) Unity; 4) Mutual benefit cooperation; 5) Reliance; 6) Giving people as a center of development; 7) Mutual respect; 8) ASEAN organizational structure; 9) Flexibility; 10) Consciousness of love in art and culture; 11) Participation; 12) Southeast Asia territory; 13) ASEAN flag; 14) ASEAN music; 15) Rice symbol; and 16) Mutual understanding. With all identities would also reflect the culture, tradition, rules and social systems of various countries in the ASEAN community. Therefore, in order to create a total consciousness of ASEAN, it is necessary to build guidelines to enhance awareness and recognition in the ASEAN identity as follows; 1) Using English in daily life; 2) Learning different cultures 3; Learning in real situations and practice; 4) Cultivating consciousness and attitude; 5) Working as a team, by combining many nationalities; 6) Excursions in neighboring countries, etc.

The aim of this study is to present an administration model of Provincial Communicable Disease Committee and study key factors contributing to success in public health breakthrough by the committee. The data for this qualitative research was gathered from document review, group discussions, and in-depth interviews. Forty (40) people were selectively chosen for inclusion into the study. The data was gathered from March through May 2018 and the conclusion was obtained by an inductive method. The success was analyzed using a modern management concept (known as POLC – which consists of planning, organizing, leading and controlling). In planning component, the Provincial Health Office (PHO) was applauded for its good problem analysis, identification of serious issues with high possibility of success, cooperation with promising partners, and development of solid strategies. In organizing component, the Provincial Communicable Disease Committee was found to have effective partners in the local administration organizations which could effectively reach out to local communities in distinct aspects from public health organizations. In leading component, both provincial governor and all district chiefs had excellent leadership, performing under the two main administrative acts, i.e. the State Administration Act and the Local Administration Act. Finally, in controlling component, it was found that close supervision by the leadership of local administration organizations was a primary strength. This was achieved by frequent meetings of the Provincial Communicable Disease Committee, weekly progress monitoring by district chiefs, and close collaboration with their teams to find solutions, utilizing a complex problem-solving principle, to address vaccine denial issues, such as concerns about children illness after vaccination, vaccination being against religious beliefs, and ignorance about the benefits of vaccination. During the campaign implementation period, which was ran from May through September 2017, progress from each district was presented in monthly meetings of local administration organizations, with awards given to excellent district chiefs, district health coordinating networks and primary care centers. Main factor leading to this achievement was excellent planning by the Provincial Communicable Disease Committee, resulting in members of the senior leadership paying attention to the matter and relevant policies being developed and implemented to assist with the work process especially in a district level. The campaign successfully helped increase MMR1 vaccine coverage in 1-year-old children from 58.97 to 91.1 percent, and helped expand MMR2 vaccine coverage in 3-year-old children from 60.17 to 86.44 percent. Overall, the local incidence rate of measles was greatly reduced. The key elements contributing to this success could be adapted and replicated in other areas with similar problems. ; การศึกษานี้มีวัตถุประสงค์ เพื่อนำเสนอรูปแบบการบริหารจัดการโรคติดต่อและศึกษาปัจจัยที่ส่งผลต่อความสำเร็จของการขับเคลื่อนงานโรคติดต่อ ผ่านคณะกรรมการโรคติดต่อจังหวัด กรณีรณรงค์วัคซีนหัด เป็นการศึกษาเชิงคุณภาพ รวบรวมข้อมูลจากการทบทวนเอกสาร การเสวนากลุ่ม การสัมภาษณ์เชิงลึก กลุ่มตัวอย่างสุ่มแบบเฉพาะเจาะจง จำนวน 40 คน วิเคราะห์ข้อมูลโดยใช้หลักการสร้างข้อสรุปแบบอุปนัย เก็บข้อมูลระหว่างเดือนมีนาคม-พฤษภาคม 2561 เมื่อวิเคราะห์โดยใช้หลักการบริหารจัดการแนวใหม่ (POLC) พบว่า สำนักงานสาธารณสุขจังหวัด (สสจ.) มีจุดเด่นในเรื่องการวางแผน (planning) โดยวิเคราะห์นำเสนอปัญหาที่มีความรุนแรง แต่มีโอกาสแก้ไขสำเร็จสูง ค้นหาแนวร่วมที่มีศักยภาพมาช่วยเหลือ จัดทำกลยุทธ์ที่เหมาะสม คณะกรรมการโรคติดต่อจังหวัด มีจุดเด่นเรื่องการจัดองค์การ (organizing) โดยเครือข่ายฝ่ายปกครองหยั่งรากลึกไปถึงอำเภอ ตำบล หมู่บ้าน ชุมชน ในอีกมิติที่แตกต่างกับหน่วยงานสาธารณสุข การนำ (leading) จุดเด่นคือ ผู้ว่าราชการจังหวัดและนายอำเภอ ที่มีภาวะผู้นำ ตามระเบียบบริหารราชการแผ่นดิน และพระราชบัญญัติลักษณะการปกครองท้องที่ การควบคุม (controlling) จุดเด่นคือ การควบคุมผ่านการประชุมกรมการจังหวัด นายอำเภอควบคุมด้วยการติดตามผลงานทุกสัปดาห์ และแก้ไขปัญหาร่วมกับเครือข่าย โดยใช้แนวทางการแก้ไขปัญหาที่มีความซับซ้อน (complex problem solving) ในประเด็นการปฏิเสธวัคซีนในพื้นที่ เช่น ความกังวลเรื่องเด็กป่วยหลังได้รับวัคซีน เรื่องวัคซีนไม่ถูกหลักศาสนา การไม่เห็นความสำคัญของวัคซีน การควบคุมกำกับตลอดระยะเวลารณรงค์ตั้งแต่เดือนพฤษภาคม-กันยายน 2560 นำเสนอผลการดำเนินงานทุกเดือน ในที่ประชุมกรรมการจังหวัด สร้างแรงจูงใจด้วยการมอบโล่รางวัลให้นายอำเภอดีเด่น คปสอ. และ รพ.สต. ดีเด่น ปัจจัยความสำเร็จสำคัญคือ การวางแผนงานที่ดีของ สสจ. ทำให้ผู้บริหารเห็นความสำคัญและภาพความสำเร็จนำไปสู่การกำหนดเป็นนโยบาย ส่งผลให้ความครอบคลุมการได้รับวัคซีนหัดในเด็กอายุครบ 1 ปี (MMR1) เพิ่มจากร้อยละ 58.97 เป็น 91.10 ผลการดำเนินงานวัคซีนหัดในเด็กอายุครบ 3 ปี (MMR1) เพิ่มจากร้อยละ 60.17 เป็น 86.44 อัตราป่วยโรคหัดลดลง ข้อเสนอแนะ ควรนำรูปแบบการบริหารจัดการในการขับเคลื่อนแผนปฏิบัติการโรคติดต่อ ไปใช้ในพื้นที่ที่มีปัญหาคล้ายคลึงกัน

การวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) ชีวประวัติ ผลงานแม่ขวัญจิต ศรีประจันต์ 2) วิเคราะห์กลวิธีการร้องเพลงอีแซวของแม่ขวัญจิต ศรีประจันต์ ใช้ระเบียบวิธีวิจัยเชิงคุณภาพประชากรได้แก่ ผู้ทรงคุณวุฒิด้านการร้องเพลงอีแซวในรูปแบบของแม่ขวัญจิต ศรีประจันต์ จำนวน 7 คน เครื่องมือที่ใช้ในการวิจัยคือ แบบสัมภาษณ์ วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา ผลการศึกษาพบว่า 1) แม่ขวัญจิต ศรีประจันต์ เป็นศิลปินเพลงพื้นบ้านผู้มีความรอบรู้ เชี่ยวชาญ และชำนาญการในกระบวนการร้องการแสดงเพลงพื้นบ้านภาคกลางหลากหลายชนิด โดยการเรียนรู้เบื้องต้นจากวิธีการครูพักลักจำจนกระทั่งได้รับการฝึกหัดถ่ายทอดจากครูไสว วงษ์งาม และครูบัวผัน จันทร์ศรี ตลอดจนครูเพลงพื้นบ้านที่ได้แสดงร่วมกันหลายท่าน ผลงานด้านเพลงพื้นบ้านมีปรากฏต่อสาธารณชนทั้งในรูปแบบของการแสดงในโอกาสต่างๆทั้งงานราชการและงานของประชาชนทั่วไป และการถ่ายทอดให้แก่เยาวชน นักเรียน นักศึกษาทั้งในสถาบันการศึกษา และนอกสถาบัน นอกจากนี้ยังเป็นวิทยากรในการบรรยาย สาธิตการแสดงเพลงพื้นบ้านให้กับองค์กรต่างๆ เป็นคลังความรู้ที่สำคัญของข้อมูลเพลงพื้นบ้าน จึงได้รับยกย่องให้เป็นศิลปินแห่งชาติ สาขาศิลปะการแสดงเพลงพื้นบ้าน (อีแซว) ประจำปีพุทธศักราช 2539 2) กลวิธีการร้องเพลงอีแซวของแม่ขวัญจิต ศรีประจันต์ มีเอกลักษณ์โดดเด่นเฉพาะตัวอันประกอบด้วยกระแสเสียงที่ดังกังวาน ออกเสียงอักขระชัดเจน มีสำเนียงเหน่อแบบชาวสุพรรณ มีการเอื้อนที่มีหลักการใช้เสียงซึ่งสอดคล้องกับหลักการขับร้องเพลงไทย แต่แฝงไว้ด้วยสำเนียงเพลงพื้นบ้าน อย่างผสมผสานกลมกลืน บทกลอนมีการคัดเลือกคำที่มีความหมาย โดยมากมักเป็นคำไทยแท้ ฟังง่ายเข้าใจง่าย สื่อสารกับผู้ฟังได้ดี มีสัมผัสไพเราะ เหมาะสมกับยุคสมัยมีศิลปะในการเล่นมุขตลกไม่หยาบคาย มีหลักการร้อง 3 ประการ ประกอบด้วย การขึ้นเพลง การร้องเนื้อเพลง และการลงเพลง ซึ่งการร้องเนื้อเพลงนั้นแบ่งออกเป็น ๕ รูปแบบ ตามลักษณะเนื้อหาของบทร้อง คือ บทไหว้ครู บทเกริ่น บทประ บทอวยพร และบทลา ลักษณะพิเศษอีกอย่างหนึ่งคือ การด้นเพลงได้อย่างไพเราะคมคาย ช่วยสร้างอรรถรสให้ผู้ชมผู้ฟัง โดยมีหลักการ ดังนี้ คือ ฝึกสังเกต ตั้งวัตถุประสงค์ ใช้คำง่ายมีสัมผัสและมีความหมาย กำหนดโครงเรื่องและคำลง การเดินกลอนสละสลวย ร้องจากใจ ด้นสิ่งที่พบ มีจุดเด่นและจุดดีในแต่ละบท สอดแทรกอารมณ์ขัน สร้างสรรค์จากเพลงเก่า ; The purposes of this thesis was to study 1) on the biography and success of Mae Kwanjit Sriprajan 2) analysis on strategy to sing E-Saew song of Mae Kwanjit Sriprajan,Research using qualitative population research, The 7 honor qualification people in E-Saew singing as Mae Kwanjit Sriprajan's pattern by gathering information from relevant documents and interviews. analyzing information by using content analysis. The results were as follows: 1) Mae Kwanjit Sriprajan is a folk artist who has specialized knowledge and expertise in the process of singing the folk songs of central region with diverse songs. She was learning the basic by recognized from teacher while they sing or teaching other, until she has been trained by Sawai Wongngam and Buapan Chansri, as well as folk music teacher who has performed with her. The E-Saew folk music has appeared publicly in the form of performances on various occasions, both government and the general public It's alsoconvey to the young students in the institution and outside the institution. She wasalso a lecturer and shows her folk songs to various organizations. Her knowledge on E-Saew folk song is the important source of information of the folk song. She has been honored as a National Artist in folk arts performances (E-Saew) for the year 1996. 2) The E-Saew singing strategies of Mae Kwanjit Sriprajan are unique identity, consisting of a resonant intonation with clearly pronouncing voiced. She hasa folksy accent with a rural accent as people from Supanburi province. She also has utteredwith principles use of sound, in accordance with the principles singing Thailand folk song but also conceal witha rural accented harmoniously in her folk songs. The poems or lyrics are selected word with meaning; usually use the real Thai words, sounds simple, easy to understand, well communication with the audience and appropriate to the era. She always has art to sing E-Saew song with joke by using polite word. The singing principles are 3 factors including; the beginner factor, singing lyric factor and finishing factor. The singing lyric factor divided into five patterns according to the content of the lyrics including teacher respective chapter, introductory chapter, confront chapter, finishing chapter and a greeting chapter. She also can improvisation song with melodic poetically and helped to create and fill poetic flavor to the audience, with the principles are the observation training and to set objectives. Using a simple touch word and meaningful and set a beautiful storyline and finishing down.She sings from her heart and extemporaneous from what her seeing with prominent point, joke and humorous depictions that created from the old song.
