The main objective of this work is to analyze, basically, the connections that are established among the techscientific experts, as a specialized scientific community, and the citizenship taken as the public, as a bearer agency of knowledge of utility and as a body that helps to the financing of the scientific investigation. We started the analysis by enhancing the principal characteristics of the relationship between science and society during the last part of the XX century and the beginnings of the XXI, focusing on the represented roles by the public and by the professional experts facing the construction of the scientific products and underlining some criteria that can define the current scientific community and their frontiers. Next, we analyzed the current conceptions which explain the way the scientific knowledge is constructed and finally we focused on the adaptation criteria when taking into account a new theoretical proposal: the deliberative – pluralist government that leads to the understanding of new relationships among experts, politicians and citizens, and that must be understood as an updated version of the scientific politics, conceiving this as one of the most appropriated tools to guide the scientific and technological investigation. The proposal of the deliberative – pluralist government acknowledges the relevance of the citizenship participation in the construction of the knowledge and it considers the inclusion of a fair and democratic judgment in the decisions making, guided by the idea of reaching a better social welfare. ; Este trabajo tiene por objetivo analizar, básicamente, las conexiones que se establecen entre los expertos científico-técnicos, como comunidad científica especializada, y la ciudadanía entendida ésta como público, como agencia portadora de conocimiento de utilidad y como ente que ayuda a la financiación de la investigación científica. Comenzamos el análisis destacando las principales características de las relaciones entre ciencia y sociedad durante la última parte del siglo XX y principios del XXI, enfatizando los roles representados por el público y por los expertos profesionales frente a la construcción de los productos científicos y subrayando algunos criterios que pueden definir a la comunidad científica actual y sus fronteras. A continuación analizamos las actuales concepciones que explican cómo se construye el conocimiento científico y finalmente nos centramos en los criterios de adaptación que ha de tomar en cuenta una nueva propuesta teórica: la gobernanza deliberativopluralista que permite comprender las nuevas relaciones entre expertos, políticos y ciudadanos, y que ha de ser entendida como una versión actualizada de la política científica, concibiendo ésta como uno de los instrumentos más apropiados para orientar la investigación científica y tecnológica. La propuesta de la gobernanza deliberativopluralista reconoce la importancia de la participación ciudadana en la construcción del conocimiento y considera su inclusión en la toma de decisiones un criterio justo y democrático, orientado por la idea de alcanzar un mayor bienestar social.

Així ho afirmen nombrosos analistes i especialistes que veuen que s'expandeixen aplicacions que, en lloc de ser executades a l'ordinador de sobretaula o al portàtil, són hostatjades en un servidor, i a les quals s'accedeix mitjançant un navegador qualsevol. Aquesta expansió és facilitada per la massiva adopció d'ordinadors ultraportàtils i telèfons mòbils intel·ligents, així com per la creixent realitat del teletreball i la col·laboració en xarxa entre administracions, empreses i ciutadans. Tenir les dades, els documents de text, els fulls de càlcul, les aplicacions de gestió de clients o d'estocs, i la coordinació de processos i projectes emmagatzemats en servidors de tercers; fer passar les comunicacions personals i professionals per un navegador, o obrir la nostra participació ciutadana a tothom són possibilitats que ens ofereixen noves oportunitats, però també nous reptes sobre com entenem la feina, les relacions professionals o l'exercici de la democràcia. These challenges and opportunities represented the focus for the sixth International IDP (Internet, Dret i Política - Internet, Law and Politics) Conference. Ramón Carrillo's professional career and relationships before he became the first Secretary of Public Health in Argentina (1946) have not been thoroughly studied. First, this article analyzes a series of readers' letters published in La Semana Médica in the early 1940s. These letters shed light on the internal disputes that took place in the University of Buenos Aires' School of Medical Science during the competitive examinations for the Neurosurgery chair. Second, Carrillo's transition from this prestigious academic position to Acting Dean for the School of Medical Science will be examined. It is the relationships built during these years that enabled him to reach a privileged political position in government. ; La trayectoria y los vínculos que entabló Ramón Carrillo con anterioridad a ejercer el cargo de primer secretario de Salud Pública en la Argentina (1946) no han sido objeto de estudio pormenorizado. Así pues en este artículo se analizarán en primer lugar, una serie de cartas de lectores publicadas en La Semana Médica en los primeros años de la década del '40 del siglo XX. Estas notas permiten comprender las disputas internas que se produjeron en la Facultad de Ciencias Médicas al producirse el concurso de Titular de Neurocirugía de la Universidad de Buenos Aires. Der Beitrag erörtert die komplexen Zusammenhänge zwischen Hochbegabung und schulischem wie auch beruflichem Erfolg, wobei Erklärungsversuche für außergewöhnliche Leistungen einen besonderen Stellenwert einnehmen. Dazu werden Annahmen der Hochbegabungs- und Expertiseforschung verknüpft. Anhand retrospektiver und historiometrischer Ansätze wird die Relevanz psychobiologischer und bildungsbezogener Erklärungsversuche für Eminenz kritisch analysiert. Die Problematik einheitlicher Erklärungsmodelle wird an Fallbeispielen aus dem Bereich der Musik illustriert. Obwohl für die Karriereverläufe in unterschiedlichen Disziplinen durchaus gemeinsame Vorhersagemerkmale identifiziert werden können, beeindruckt dennoch insgesamt das Ausmaß individueller Unterschiede auf dem Weg zur Eminenz. In particular, theoretical and empirical approaches trying to explain exceptional performance are considered, which include basic assumptions of research into giftedness and research focusing on the development of expertise. Retrospective, mainly historiometric approaches are used to analyse the relevance of psychobiological and educational explanatory attempts. Case studies taken from the field of music are described in some detail, mainly because they seem suited to illustrate the variety of individual trajectories and the difficulty to come up with uniform explanatory models. Although the importance of a set of predictor variables can be shown for a variety of disciplines, one of the major outcomes of our analysis is that there are large individual differences in the way eminence is accomplished. Given its social and affective implications, the fatherhood in the adolescence is an unlikely desired situation in the modern urban societies. In spite of the efforts made by the governmental and nongovernmental instances in Colombia, the rates of fecundity in early age have increased; situation that deserves attention to these mothers and fathers who assume the raising of the child. The present article provides a series of recommendations for the professional attention to the motherhood and to the fatherhood when it is assumed by adolescent men and women. The attention involves not only the couple (in joined or individual form) but their families, the scholastic estates and the society in general. The findings of the investigation titled «Couple relationships, motherhood and fatherhood in adolescents», and the constant revisions and theoretical-methodological considerations on the professional intervention with families in their diverse problems, one of them the precocious motherhood and fatherhood, are the two sources that nourish the construction of the present writing. ; Dadas sus implicaciones sociales y afectivas, la parentalidad en la adolescencia es una situación poco anhelada en las sociedades urbanas modernas. A pesar de los esfuerzos realizados por instancias gubernamentales y no gubernamentales en Colombia, las tasas de fecundidad a temprana edad han ido en aumento; situación que amerita atención a estas madres y padres que asumen la crianza del hijo. El presente artículo aporta una serie de recomendaciones para la atención profesional a la maternidad y a la paternidad cuando es asumida por hombres y mujeres adolescentes. La atención involucra no sólo a la pareja (en forma conjunta o individual) sino también a sus familias, los estamentos escolares y a la sociedad en general. Los hallazgos de la investigación titulada "Relaciones de pareja, maternidad y paternidad en adolescentes"; y las constantes revisiones y reflexiones teórico-metodológicas sobre la intervención profesional con familias en sus diversas problemáticas, una de ellas la maternidad y la paternidad precoz, son las dos fuentes que nutren la construcción del presente escrito.

Las propuestas teóricas y metodológicas de las comunidades de aprendizaje representan un marco de referencia para entender y abordar la formación del profesorado y la mejora de la educación. En la primera parte, el artículo ofrece una caracterización general de las comunidades prácticas y se advierte de su presencia por doquier, su elasticidad y ambigüedad moral. Destaca, asimismo, sus relaciones con las teorías socioculturales que definen el aprendizaje humano como un fenómeno social y cultural, situado en contextos de actividad donde los sujetos aprenden a participar en comunidades de discurso y práctica adquiriendo sistemas de creencias y modos de hacer compartidos. Esa concepción del aprendizaje arroja luces sobre la formación del profesorado y la mejora de la educación, aunque no es suficiente por desatender los valores, los contenidos y los propósitos cuya justificación y presencia son inexcusables. En el segundo punto, el texto ofrece una visión panorámica del desarrollo de comunidades de aprendizaje en los centros escolares. Destacan sus dimensiones y procesos más representativos y señala, asimismo, algunos interrogantes controvertidos sobre su naturaleza, condiciones e implicaciones para la mejora de la educación y la formación del profesorado. En la tercera parte se propone un conjunto de valores y principios que es preciso tener en cuenta a la hora de crear y sostener comunidades para un determinado aprendizaje docente y una mejora democrática de la educación. Se aboga, entonces, por la necesidad de atender al carácter ético y democrático de las comunidades de aprendizaje al servicio del derecho de todos a la educación, a sus relaciones con la política y el poder, su contribución a un aprendizaje docente relevante y profundo, su naturaleza procesual y su inserción dentro de políticas sociales y educativas orientadas a fortalecer lo público y las garantías de una buena educación como derecho de toda la ciudadanía. ; The theoretical and methodological contributions of the communities of practice represent an important framework for understanding and dealing with some educational issues as teacher learning and school improvement. Firstly the article considers communities of practice general characterization and points out their conceptual elasticity and moral ambiguity. The text outlines the theoretical and practical relationships between communities of discourse and practice and the psychological theories that define knowledge and human learning as social and cultural realities situated in activity contexts where the individuals learn to participate, to internalise and to share with others particular beliefs systems, tools and their use in order to deal with everyday problems. The social and cultural conceptions of learning are relevant but no sufficient for teacher education because specific questions of values, contents and educational goals are disregarded. Secondly, the article introduces a general map of different recent approaches concerning the creation and development of professional learning communities in schools. Their most representatives dimensions, processes and conditions are sketched, and some controversial issues and theoretical debates are outlined. Finally, some advices are discussed and justified for creating and maintaining communities of discourse and practice committed to a specific teacher learning and a democratic school improvement. The ethical and democratic character of the professional learning communities in school is claimed, so as their political and power dimension and contributions to a relevant and deep professional learning, needed to be understood more as open and critical processes than as instrumental options for reaching predetermined goals. From a wider perspective, a professional learning community needs to be situated in the context and purposes of strengthening the public sphere for democratic undertaking of public goods.

El presente artículo plantea el problema de las políticas de formación docente poniendo el acento en los procesos de cambio curricular. Trabaja en primer lugar, los inicios y las características de dichos procesos, para avanzar luego hacia algunas cuestiones de la estructura curricular. Se desarrolla luego de manera especial el problema de la formación profesional con la mirada puesta en las relaciones entre la teoría y la práctica y a su atención en el diseño y desarrollo curricular. Se plantean también algunas cuestiones referidas a las competencias esperadas en los profesores y los modos de tratar de lograrlas. El artículo también plantea algunas cuestiones propias de las Políticas y acciones referidas al fomento de la investigación y de las innovaciones y a la actualización y perfeccionamiento docente. ; This article presents the problem of teacher training policies, putting emphasis on the processes of curriculum change. In the first place, the article deals with the beginning and the characteristics of such processes and then, with some curriculum structure issues. The problem with professional training is later developed, focusing on the relationships between theory and practice and theur importance for designing and developing the curriculum. Some issues regarding the abilities expected from the professors and the ways of trying to achieve them are also presented. The family, as the maximum social institution, has changed in its structure, functioning and vital cycle. It is considered as a prevalent subject of rights and a new social actor, nationally and internationally. In its ecosystemic, dynamic, flexible and adaptive relationships, it is influenced by the socioeconomic, cultural and political phenomena of the third millennium, which affect all the family structures; according to its socio-economic status and conditions. This article makes reference to some of the events, which must be taken into account in the college professional training, in the formulation of a public policy and in the modernization of the legislations which protect the family or its members. Such legislations include: the Modernization of the State and legislative reforms, Social Mobility, Family Remittance, Forced Migration, Economic Inequality in the human capital, Responsible Family Enterprises, Sustainable Development, Family-School Relationship, Homoparentalit y, Information and Communication Technology. ; La Familia como la máxima institución social, ha cambiado en su estructura, funcionamiento y ciclo vital.
