What is emphasised in this analysis is that the awareness of Gestalt by school principals and teachers can be utilisedfor implementing knowledge management strategies. Since one of the challenges to implement knowledgemanagement is lack of transparency and how to transform synergy into innovation as well, it is assumed thatGestalt-oriented approach will help this lack of transparency diminish, and that synergy can turn into innovation.This work also tries to get an organized representation of how teachers and managers can consciously apply Gestaltqualities at schools in conjunction with knowledge management. First, a broad definition of Gestalt theory in thefields of psychology (in accordance with Christian Von Ehrenfelsin and Weithermar) will be given. Then a very briefphilosophical depiction of Gestalt (by Heidegger) will be considered. After depicting the qualities of Gestalt, itssupposed values and conceptions will be brought into a couple of frameworks (represented in figures 1 & 2) amongteachers, managers, family and society. Finally, at the end of this analysis, it is suggested that knowledge can begained by Gestalt qualities and there can possibly no difference between knowledge creation and emergence ofGestalt at schools.

In recent decades, the political process in Kazakhstan has gone through several stages of its development. Each of them was associated with the specifics development of the Kazakh state, reflecting, among other things, the level of economic and social development.After gaining independence, the political process in Kazakhstan was held in the conditions of growing economic problems, reorientation of trade and economic relations. The country's leadership faced the need to address urgent socio-economic tasks and, at the same time, to prevent political chaos and anarchy.Formation and subsequent development of the institution of the presidency, the formation of the party system, the development of parliamentarism required the alterations, and subsequently the adoption of a new version of the Basic Law of Kazakhstan. Its adoption made it possible to achieve the functioning of a strong presidential power in the country, combined with the presence of ideological pluralism, the development of the party system.The problems of Kazakhstan's political development were constantly in the field of view of the country's leadership. After 2007, the president of the country initiated a course for a gradual redistribution of powers between the executive and legislative branches of power. The task was set to expand the powers of the legislature, while maintaining a strong presidential branch of power. Such changes were dictated by the tasks of Kazakhstan's political development, its economy, active participation in integration projects, as well as greater involvement of the country in world political processes.In the past few years, the political process in Kazakhstan has been marked by large-scale changes that reflect the incompleteness of political reform. A key element of the transformation is the creation of a system of power in which strengthening the presidential-parliamentary form of government will reflect the need to strengthen the role of parties. At the same time, in 2017– early 2018 various initiatives aimed at enhancing the stability of the existing political system are discussed in the country, which should give greater stability and predictability to the political process in Kazakhstan, creating the basis for its stable social and economic development. ; в последние десятилетия политический процесс в Казахстане прошел несколько этапов своего развития. Каждый из них был связан с особенностями развития казахстанского государства, отражая, в том числе, уровень экономического и социального развития. После обретения независимости политический процесс в Казахстане проходил в условиях нарастания экономических проблем, переориентации торгово-экономических отношений. Руководство страны стояло перед необходимостью решения неотложных социальноэкономических задач и, одновременно должно было предотвратить политический хаос и анархию. Становление и последующее развитие института президентства, формирование партийной системы, развитие парламентаризма потребовало внесение изменений, а в последствии и принятия новой редакции Основного закона Казахстана. Его принятие позволило добиться функционирования в стране сильной президентской власти в сочетании с наличием идеологического плюрализма, развитием партийной системы.Проблемы политического развития Казахстана постоянно находились в поле зрения руководства страны. После 2007 года президент страны инициировал курс на поэтапное перераспределение полномочий между исполнительной и законодательной ветвями власти. Была поставлена задача по расширению полномочий законодательного органа, при одновременном сохранении сильной президентской ветви власти. Подобные изменения были продиктованы задачами политического развития Казахстана, его экономики, активным участием в интеграционных проектах, а также большей вовлеченностью страны в мировые политические процессы.В последние несколько лет политический процесс в Казахстане отличается масштабными изменениями, которые отражают незавершенность политической реформы. Ключевым элементом преобразований является создание системы власти, при которой укрепление президентско-парламентской формы правления будет отражать потребность в усилении роли партий. В тоже время, в 2017 году — начале 2018 года в стране обсуждаются различные инициативы, направленные на повышение стабильности действующей политической системы, что должно придать большую стабильность и предсказуемость политическому процессу в Казахстане, создавая основу для его стабильного социально-экономического развития.

Automation is considered as the basis for the introduction of the fourth industrial revolution in ports and for the implementation of a number of innovations. Often the actual results of container terminal automation do not match the expectations of terminal operators. Through the application of scientific methods of investigation – monitoring, comparative analysis, analysis and synthesis of existing publications on the subject – some problematic issues have been established, such as the lack of common standards, pressure by trade unions, processing of exceptions, etc., calling into question the implementation of any good automated terminal project. The synergistic approach in the modeling, construction and exploitation of automated container terminals leads to the conclusion that, on one hand, a solution to the above issues should be sought in the cooperation between all port stakeholders (automation system manufacturers, software developers, terminal and logistics operators, carriers). On the other hand, the competitiveness of automated container terminals depends on the skills of the port specialists. They must be prepared for the monitoring, analysis and management of automated systems, they must be adequately qualified for the integration of systems and for the processing of exceptions, they must be able to foresee the consequences of each of their actions for the whole system.

The study evaluated the availability of the financial transactions and procurement reports in the government portal of all the 11 Local Government Units (LGUs) under the Province of Davao del Norte which specifically determined the extent of its implementation of e-Governance particularly in implementing the Full Disclosure Policy (FDP) as a practice of transparency. In particular, the assessment was done to verify if the following reports were uploaded in the portal: (a) Budget Reports; (b) Procurement Reports; (c) Special Purpose Fund Reports. Fourteen (14) relevant reports were queried at the portal as accessed at http://fdps.blgs.gov.ph/ from year 2012 to 2013. Results were initially obtained through an assessment done by the researchers in checking into the availability of the inquired reports at the portal. Preliminary findings were triangulated as a group of MPA students verified the initial results. Quantitative tools such as frequency counts, means and percentages were employed to know the available reports. Findings showed that there was an increase of compliance percentage for the LGUs of Asuncion, New Corella, San Isidro and Sto. Tomas while there was a noticeably slight decrease of compliance for the rest of the LGUs. Moreover, Budget Reports were the most complied while Procurement Reports were the least complied. The study concludes that while all LGUs have utilized the portal through submission of the reports, other factors affecting prompt and complete compliance and distance and income classification should be looked into. It is suggested in the study that each LGU should maximize the adoption and utilization of the government portal as a medium in promoting transparency and accountability as a practice of good governance.
