In Hydraulic City Nikhil Anand explores the politics of Mumbai's water infrastructure to demonstrate how citizenship emerges through the continuous efforts to control, maintain, and manage the city's water. Through extensive ethnographic fieldwork in Mumbai's settlements, Anand found that Mumbai's water flows, not through a static collection of pipes and valves, but through a dynamic infrastructure built on the relations between residents, plumbers, politicians, engineers, and the 3,000 miles of pipe that bind them. In addition to distributing water, the public water network often reinforces social identities and the exclusion of marginalized groups, as only those actively recognized by city agencies receive legitimate water services. This form of recognition—what Anand calls "hydraulic citizenship"—is incremental, intermittent, and reversible.

As a way to of enhancing construction project delivery and improving their construction supply chains, many countries are encouraging their construction industries to embrace partnering. Construction firms in most developing countries are too small to carry out large construction projects alone. Thus, besides partnering between a client and a contractor, there is an incentive for forming alliances between contractors so that the emerging entities can handle large and sophisticated projects that they cannot do individually. Project Alliance (PA) is an agreement where parties enter into an agreement to work cooperatively and to share risk and reward measured against the performance indicators. The objectives of this study are to provide a review on PA concept, analyze different aspects of PAs, describe the success and failure factors of PAs in general, investigate the application of those factors on PAs and provide a thorough recommendation on how to deal and set up PAs in Kuwait construction industry. This study incorporates the components of construction industry (residential, commercial, industrial, infrastructure) in order to provide information that can help implementing PAs in Kuwait. In this study the data was collected using a questionnaire survey to determine the driving factors and potential barriers of PAs implementation in Kuwait construction industry. Driving factors for PAs were found to be governmental support to help establish project alliances, trust between all parties, commitments between all parties, collaboration between all parties, and careful team selection. Top five barriers for PAs were the lack of trust on other parties, hard formation of a single entity, lack of commitment from other parties, lack of early commercial development, and risk challenges. The research will contribute significantly to the fields of partnering by linking various aspects of drivers and barriers and shed light on future work which will examine a better understanding of PAs for the realization of construction projects. Bu çalışmanın amacı PO üzerine bir incele sunmak, PO'nı farklı yönlerden analiz etmek, genel olarak PO başarı ve başarısızlık faktörlerini tanımlamak, bu faktörlerin PO uygulamasını araştırmak ve Kuveyt inşaat sektöründe PO oluşturmak ve yürütmek için ayrıntılı bir öneri getirmektir. Bu çalışma, Kuveyt'de PO uygulanmasına yardımcı olabilecek bilgileri sağlamak amacıyla inşaat sektörü (konut, ticari, sanayi, altyapı) bileşenlerini içermektedir. Bu çalışmadaki veriler, Kuveyt inşaat sektöründe PO uygulamasındaki itici güçler ve potansiyel engelleri belirlemek için bir anket kullanılarak toplanmıştır. PO itici güçleri olarak , proje ortaklığı kurmaya yadrımcı olmak için devlet desteği, tüm taraflar arasında güven, tüm taraflar arasında taahhütler, tüm taraflar arasında işbirliği ve dikkatli ekip seçimi olduğu tespit edilmiştir. PO engelleri olarak diğer taraflar ararsı güven eksiliği, diğer tarafların taahhüt eksikliği, tek bir varlığın oluşumun zor oluşu, risk zorlukları ve erken ticari gelişme eksikliği ön plana çıkmıştır. Building Information Modeling (BIM) is a revolutionary technology and process that has quickly become a way of understanding, designing, constructing and commissioning buildings. BIM is a rich set of smartly designed information that the right data can be extracted and analyzed according to the needs of users to be used to decide and improve the building information process. Building Information Modeling BIM is a simulated multi-dimensional model of building geometry, spatial relationships, geographic information, quantities and properties of all building components and their interconnectedness. The use of BIM in project planning and its early stages allows the project team to analyze relevant environments and understand the complexities of the environment and to understand relevant laws and regulations in an effective way. Reduced time and costs for the project are capable of effectively implementing value engineering for the project and can also reduce project overlaps and inconsistencies. In this regard, this study aims to examine the barriers and challenges ahead in implementing the Building Information Modeling (BIM) approach. Therefore, by identifying these barriers and distributing a questionnaire among the statistical population, which consisted of 200 employer managers, construction consultants and contractors in Tehran province and other cities, each of them was prioritized by using a hierarchical analysis method. Overall, several major categories of personal barriers, organizational barriers, technical barriers, financial barriers, and cultural barriers are the identified important factors of this study. In general, the results indicate that most construction industry stakeholder such as employers, contractors, and consultants are not familiar with the benefits of construction building information modeling and the top facilitator as results are: Government pressure, Support from top management, Rising the BIM understanding, Request by clients, the Training program for BIM. ; ÖZ: Bina Bilgi Modellemesi (BIM), binaları hızlı bir şekilde anlamanın, tasarlamanın, inşa etmenin ve işletmeye almanın bir yolu haline gelen devrim niteliğinde bir teknoloji ve süreçtir. Purpose Being necessarily proactive, spatial plans should consider national and global developments. In Turkey, after legislative amendments of the 2000s, legal obstacles for foreign investment in house-ownership were eradicated, raising a significant demand for second homes. If the current planning process does not turn this demand into an opportunity, it will probably be one of its main threatening factors. This study aims to uncover the criteria affecting the locational choices of construction companies for their project area in supplying second homes for those investors, and rank them according to their importance. Design/Methodology/Approach A three-stage AHP was utilized. First, the objectives, criteria and sub-criteria affecting the locational choices of construction companies were determined and a hierarchical structure was set. Secondly, pairwise comparisons were made with the company officials. Thirdly, the relative and general weights of the criteria and sub-criteria were calculated and locational preferences for the project area were uncovered. The city of Trabzon, where the second home supply for the citizens of the countries in Arabian Peninsula increased after 2012, was chosen as the case. Findings It is concluded that the development plan decisions are very effective in the locational selection of the project areas. The most important criteria in the selection process are found to be the nearby plan decisions, high unit/m2 sale price of flats, and plan decisions on the parcel, in turn. Moreover, the ones for the sub-criteria were found to be having nearby a CBD plan decision, development order, and having a nearby recreational area plan decision, in turn. Research Limitations/Implications Although there are many such construction companies, only two company officials volunteered to participate, yet the study still provides a basis for future work and an awareness for international dynamics of the city. Originality/Value The criteria affecting the locational choices of construction companies for their project area in supplying second homes for foreign investors were revealed and ranked. Pairwise comparisons in AHP were made simultaneously with the participants using a videoconference application, considering the risk of Covid-19. The study contributes to housing supply literature and guide spatial plans by introducing locational preferences of the firms. ; Amaç Günümüz kentleri ulusal ve küresel birçok gelişmeden etkilenen dinamik yerleşmelerdir. Mekânsal planlar bu gelişmeleri göz önünde bulunduran ve değerlendiren proaktif nitelikte olmalıdır. 2000'li yıllardan sonra yapılan yasal değişiklikler ile Türkiye'de konut satın almak isteyen yabancı yatırımcıları kısıtlayan yasal engeller kaldırılmış ve ciddi bir ikincil konut talebi ortaya çıkmıştır. Bu talebi karşılamaya yönelik yatırımların tahmin edilmesi, yönlendirilmesi ve fırsata dönüştürülmesi bir planlama sorundur; çünkü yürürlükteki planlar bunu fırsata dönüştürmez ise yürürlükteki planı tehdit eden bir unsura dönüşme riski vardır. Bu çalışmanın amacı, yabancı yatırımcıya ikincil konut arzı yapan inşaat firmalarının proje alanı yer seçimini etkileyen kriterleri ortaya koymak ve önem derecesine göre sıralamaktır. Method Çalışmada, firmaların proje alanı yerseçimi tercih önceliklerini belirlemek için Çok Kriterli Karar Destek Sistemleri'nden (ÇKKDS) Analitik Hiyerarşi Süreci (AHS) kullanılmıştır. Çalışmada üç aşamalı bir süreç izlenmiştir. Birinci aşamada, yabancı yatırımcılara ikincil konut arz eden firmaların proje alanı yer seçim tercihlerini etkileyen hedefler, kriterler ve alt-kriterler belirlenmiş ve AHS tekniğine uygun hiyerarşik bir yapı oluşturulmuştur. İkinci aşamada, AHS'ye uygun olarak ikili karşılaştırmalar yapılmıştır. Bu ikili karşılaştırmalar, yabancılara yönelik ikincil konut inşa eden ve satan firma yetkilileri ile yapılmıştır. Üçüncü aşamada ise kriter ve alt-kriterlerin göreceli ve genel ağırlıkları hesaplanarak; proje alanı yer seçim tercihler ortaya konulmuştur. 2012 yılı sonrasında Arap Yarımadası ülkeleri vatandaşlarına yönelik ikincil konut arzının arttığı Trabzon kenti çalışma alanı olarak seçilmiştir. Bulgular Çalışma sonucunda, yabancı yatırımcıya ikincil konut arz eden inşaat firmalarının proje alanı yer seçimlerinde en önemli kriterlerin sırasıyla: yakın çevresindeki imar planı kararları, daire birim m2 satış fiyatının yüksek olması ve parsele dair uygulama imar planı kararları olduğu; en önemli alt-kriterler sırasıyla: yakın çevresinin merkezi iş alanı planlı olması, yapı nizamı ve yakın çevresinin rekreasyon alanı planlı olması tespit edilmiştir. Kısıtlılıklar/Etkiler Çalışmaya yalnızca iki firma yetkilisinin katılmaya gönüllü olması genelleme yapmayı güçleştirmektedir. Ancak yine de araştırma gelecek çalışmalar için bir altlık ve kentlerin uluslararası dinamikleri hakkında bir farkındalık sağlamaktadır. Özgünlük/Değer Yabancıların ikincil konut ediniminin arz ile ilişkisinin kurulması ve 2012 yılından sonra yabancıların Türkiye'de en fazla konut edindiği kentlerden birinde gerçekleşmesi çalışmanın özgün değerleridir. Firmaların yer seçim tercihlerini ortaya koyarak çalışmanın konut arzı yazınına katlı sağlaması ve mekânsal planlara rehberlik etmesi beklenmektedir.

In the last few decades construction sector in Iran has been developing rapidly compared with other industries in this country. Economically, Iran government has placed a significant emphasis on this industry as a consequent of the escalating social demand of commercial, industrial and residential constructions especially low-cost housing and affordable accommodation. However, this sector is still suffering from low productivity and it is still running on traditional way of doing business. Therefore, a well-organized transformation in order to reduce cost, time and waste in construction sector to cope with this situation seems to be necessary. It is argued that one of the well-thought techniques that possibly could be the solution to construction industry's conflicts and time and cost overruns is the Supply Chain Management (SCM), the concept that has emerged and developed in car manufacturing industry and has brought success to that industry as well. It is believed that supply chain management has the potential to enhance the overall productivity of the construction industry in many ways. Yet, this technique has not been practiced efficiently in many countries particularly in Iran. The main purpose of this study is to develop an adequate conceptual framework with the aim of implementing SCM in Iran construction industry on the base of an indepth literature review and analyzing the current performance of the industry throughout a questionnaire survey collected from industries' experts and stakeholders. The collected responds were statistically analyzed and not surprisingly, project quality improvement, site procurement enhancement, project cost and time reduction are the most significant benefits of the construction supply chain management (CSCM) implementation. Industrialization, BIM (specifically 4D & 5D designs) and advanced technologies (e.g. IT, ERP etc.) are selected as most important variables for implementing CSCM and on the other hand lack of trust, poor subcontractor identification and priced based selection are counted as main barriers in implementing SCM. Subsequently, by implementing this framework it is believed that potential benefits like project cost and time reduction, quality improvement and site procurement management improvement can be achieved. İran hükümeti, ekonomik olarak, özellikle, ticari, endüstriyel ve düşük maliyetli konut inşaatları ve uygun fiyatlı konaklama yerlerine olan artan toplumsal talebin sonucu olarak bu sektöre önem vermiştir. Ancak sektör, düşük üretkenlikte ve geleneksel iş yapma usulleriyle çalışmaktadır. Bu nedenle, bu durumla başa çıkmak için inşaat sektöründe maliyet, zaman ve israfı azaltmak amacıyla iyi bir organizasyonel dönüşüm gerekli gibi görünmektedir. İnşaat sektöründeki çatışmalar, zaman ve maliyet aşımlarına muhtemelen çözüm olabilecek iyi düşünülmüş tekniklerinden biri araç imalat sanayinde ortaya çıkmış bir kavram olan ve geliştirilerek sektörde başarılı olan Tedarik Zinciri Yönetimi (TZY)'nin olduğu ileri sürülmektedir. Tedarik zinciri yönetiminin birçok yönden inşaat sektörünün genel verimliliği artırma potansiyeline sahip olduğuna inanılmaktadır. Oysa, bu teknik, birçok ülkede ve özellikle İran'da etkin bir biçimde ele alınmamıştır. Bu çalışmanın temel amacı, derinlemesine bir literatür taraması ve bir anket çalışması ile endüstrideki uzman kişi ve paydaşlardan elde edilen sektörün mevcut performans analizine dayanarak inşaat sektöründe Tedarik Zinciri Yönetiminin uygulanması için yeterli bir kavramsal çerçeve geliştirmektir. Toplanan veriler istatistiksel olarak analiz edildi ve şaşırtıcı olmayan bir şekilde, proje kalite geliştirme, saha tedarik geliştirme, proje maliyet ve zaman azaltma inşaat tedarik zinciri yönetimi (İTZY) uygulamasının en önemli faydalarıdır. Endüstrileşme, Yapı Bilgi Modellemesi (YBM) (özellikle 4B ve 5B tasarımlar), ve ileri teknolojiler (Bilişim teknolojileri ve Kurum Kaynak Planlaması) en önemli değişkenler olarak seçilmiş ve diğer taraftan güven, zayıf taşeron tanımlaması ve fyiyat bazlı seçim TZY uygulamasında başlıca engeller olarak sayılmıştır. Yapı Bilgi Modellemesi (BIM), bir binanın planlama, tasarım, inşaat ve işletme sürecini 3B ve ötesine entegre etmek için yenilikçi bir yaklaşımdır. Bu yenilikçi yaklaşım ülkemizde henüz istenilen düzeye gelmemiştir. Gelişmiş ülkeler ise, inşaat sektörünü işci odaklı sektörden bilgiye dayalı bir sektöre dönüştürmek için bir takım stratejik politikalar izlemektedir. Son yıllarda, inşaat sektörü Türkiye'de ülke ekonomisinin öncü sektörlerinden birisi haline gelmiştir. Ancak, bu sektörde uygulanan geleneksel inşaat yöntemleri ve uygulamaları, verimliliği ve sürdürülebilirliği olumsuz yönde etkilemektedir. Dünya geneline baktığımızda yaygın olarak kullanılan BIM tabanlı proje tasarımı ve yönetimi Türkiye'de henüz istenilen düzeye ulaşamamıştır. Ayrıca, BIM tabanlı tasarım ve yapım yaklaşımının, Türkiye'deki endüstriyel üreticiler tarafından ortak bir kullanımı da yoktur. Bu neden ile dijital dönüşümün önündeki engellerin üstesinden gelmek ve endüstrinin BIM tabanlı uygulamaya geçişini hızlandırmak için uygulanabilir bir stratejik yol haritası hazırlanması gerekmektedir. Bu çalışma; dijital dönüşümün sosyal ve teknik yönleri, iş modeli, eğitim ve inşaat piyasasına entegrasyonu ve sürdürülebilirlik gibi temel unsurları incelemeyi amaçlarken, aynı zamanda, Türk inşaat sektöründe BIM kullanımının farkındalığının arttırılması, geçiş sürecinin doğru yönetilmesi ve engelleri sistematik bir şekilde ortadan kaldırmayı hedeflemektedir. Yaptığımız bu çalışmada, niteliksel ve niceliksel araştırma yöntemleri bir arada kullanılmıştır. Nitel veriler doküman incelemelerinden, gözlemlerden ve görüşmelerden elde edilirken, nicel veriler ise vaka çalışması analizlerinden ve ankete dayalı verilerden oluşmuştur. Araştırmada şimdiye kadar toplanan verilerin analizi, Türkiye'de BIM uygulama planının gelişmesinde büyük bir rol oynayacaktır. Son olarak bu çalışma içeriği ile etkinliklerle kapasite oluşturma, BIM standartları ve protokolleri geliştirme, üniversite eğitim sistemleri ile ilgili düzenlemeler, profesyoneller arasında bilgi paylaşımı süreçlerini gerçekleştirilmesini kapsar. Bu kapsam doğrultusunda, uygulama planını sistematik bir şekilde hayata geçirilmesi için BIM merkezine ihtiyaç vardır.

Cities are developing strategies to deal with the complex challenges of global change and sustainability. These initiatives have involved the implementation of Information and Communication Technologies (ICTs) as a good driver for achieving sustainability because digital transformation can boost sustainable development strategies, providing opportunities to accelerate transformation. Smart City (SC) models built on empowering people in making public decisions favor access to sustainable development solutions based on knowledge and innovation. Nonetheless, SC experiences around the world denote divergent conceptions of SCs which could lead to different SCs construction. It deserves a more thorough understanding of the nature of collaboration in different settings. Therefore, this paper contributes to the debate on the different uses of ICTs in SCs construction in developing vs. developed countries, by examining the use of ICTs for creating collaborative environments in a sample of SCs in different countries, depending on their economic level, and seeking to identify differences in the objectives pursued by city governments with the use of these technologies. To achieve this aim, e-participation platforms, apps or social media platforms (European and Central Asia SCs) are examined for identifying SCs construction differences between developed vs. developing countries. The findings of this paper put an emphasis on the need for taking into account the differences among SCs in developed vs. developing countries when raking or when performance measurement is designed, because the assessment should be tailored to the cities' particular visions and priorities for achieving their objectives. ; Centre of Andalusian Studies (Research proj. The level of information that could be assigned to building objects in BIM technologies could provide vast amounts of benefits to construction projects throughout projects' life-cycle. Implementation of BIM, however, requires strategic planning to enable achieving these potential benefits. Industry-wide and organizational implementation guidelines and standards have been published around the world either to encourage organizations to adopt BIM or to present the minimum requirements to be followed where BIM implementation is a statutory obligation. In contrast, BIM implementation and/or deliverables has not been mandated by government or organizations yet in Turkey, therefore organizations which plan to adopt BIM processes have to develop their own implementation plans. The purpose of this study is to provide guidance in BIM implementation for construction companies particularly during the construction phase of the building projects. BIM standards and guidelines, and studies related to BIM implementation have been reviewed and important aspects of implementation have been identified. A case study of BIM implementation at a large construction company in Turkey to conduct quantity takeoff and cost estimation are presented and unique challenges of BIM implementation in Turkish AEC industry are discussed. ; Yapı Bilgi Modelleme (YBM) yapı sektöründe geleneksel olarak kullanılan iki boyutlu proje sunum yöntemlerinin ve buna bağlı yönetim süreçlerinin yerini almakta olan ve yapı projelerinde verim artışı sağlayabilen bir teknolojidir. Yapı bileşenlerine atanabilen kapsamlı yapı bilgisi projelerin yaşam döngüsü süresince pek çok farklı kullanım alanında fayda sağlamaktadır. İçerdikleri yüksek detayda veri nedeniyle YBM uygulamalarından bu faydaların sağlanabilmesi için stratejik planlama gerekir. Dünyada endüstri çapında ve firma bazında YBM uygulamalarına yönelik pek çok kılavuz ve standart metin, YBM kullanımının arttırılması ya da YBM kullanımının yasal zorunluluk olduğu durumlarda asgari uygulama gereksinimlerinin tanımlanması için yayınlanmıştır. Türkiye'de ise YBM kullanımı henüz herhangi bir kurum veya kuruluş tarafından zorunlu kılınmamıştır, ilgili kılavuz ve standart metinler yayınlanmamıştır. Bu nedenle YBM teknolojisinden faydalanmak isteyen firmalar kendi standartlarını geliştirmek zorundadır. Bu çalışmanın amacı bina projelerinin inşaat aşamasında YBM uygulaması yapmayı planlayan inşaat firmalarına yardımcı olmaktır. Bunu sağlamak için yayınlanmış YBM kılavuz ve standart metinleri ile YBM konusunda yapılmış akademik çalışmalar incelenmiştir. Türkiye'de faaliyet gösteren büyük bir inşaat firmasında metraj ve maliyet tahmini alanında kullanılan YBM uygulamaları vaka çalışması olarak sunulmuş ve Türk yapı sektöründe YBM uygulamalarına ilişkin zorluklar tartışılmıştır.

Improving productivity is a central challenge in most industries and so also in construction. In many countries, such as Great Britain and US (Egan, 1998; Huang et al., 2009; Teichholz, 2001), governmental reports and research publications have highlighted the slow growth of productivity in the construction industry. In Sweden the urgency of improving productivity and client satisfaction in the construction industry have initiated a number of government investigations (SOU, 2002; SOU, 2009; SOU, 2012).A recent investigation of government clients' actions to improve productivity and innovation in infrastructure projects have recommended better planning regarding the procurements of projects, increased amount of turnkey contracts and that the sector must become more industrialized. As a response, the Swedish Transportation Administration has launched a research and innovation program where an increased industrial mindset and standardization of products is on the agenda. With the exception of the process-based housing sector, increased industrialization has however been difficult to achieve in the project-based construction industry.The aim of the research is to find the most important parts and processes that can be industrialized to make bridge construction projects more efficient. Empirical data has been collected through questionnaire surveys, workshop and case studies. The data has resulted in four appended papers with focus on mapping the concept of industrialization. Each paper contributes to the aim, but focuses on different aspects of the concept.An interesting aspect of the empirical results from the research is the multi-facetted view practitioners and industry experts have on industrialization, a concept involving elements like prefabrication, standardization and processes. Many of the identified core elements of industrialization focus on processes (long-term) rather than projects (short-term). Some major barriers for industrialization are identified involving: lack of repetition possibilities, strict norms and rules, Design-bid-build contracts, government regulations, and the existing conservatism in the infrastructure sector. Interesting is that out of the five largest barriers, three could be traced back to the client role. As such, the clients (i.e. STA in Sweden) must address these barriers in order to enhance increased industrialization. Launch of the long-term research and innovation program by STA, where increased industrialization throughout the value chain and standardization of products are on the agenda, is a first step toward breaking down barriers, hence possibilities for increased productivity. Standardization of parts and products is shown to be a possible way of decreasing complexity related to on-site construction. Case studies have shown that massive saving in terms of time can be achieved utilizing prefabrication instead of traditional on-site construction. But standardization and prefabrication will not be more common as long as identified barriers like aesthetics issues and assumptions that quality is decreasing are available among practitioners. Building Information Modelling (BIM) is an integrated system which includes everything related to a construction project and places it in one template. It's considered a central database to provide the project documents to all project parties. Moreover, it contains the entire project documents whether they are plans or specifications, bill of quantities or even the project schedule. In this study questionnaire survey technique is used to determine what the actual barriers that hamper its implementation and what are the driving factors that could enhance its pace of implementation in the Libyan construction industry. Additionally, Cronbach Coefficient, Relative Importance Index (RII), Pearson Correlation, and Hypotheses testing were used to analyse the data obtained and to identify the most significant barriers and driving factors. Results of this study showed that the main barriers for implementing BIM are: lack of BIM education, lack of publicity and awareness, and lack of understanding of BIM and its benefits. Moreover, the primarily driving factors are: provide BIM education at university level, top management support and enhancement, and desire for innovation with competitive advantages and differentiation in the market. In order to achieve successful widespread application of BIM in Libya, encourage and support from the government alone is not sufficient. All construction industry players should increase their roles in promoting BIM and use it in their construction projects. Dolayısıyla proje belgelerini bütün taraflara sağlayan bir merkezi veritabanı olarak kabul edilmektedir. Ayrıca YBM, plan, şartname, birim fiyat listesi ve hatta iş programı gibi tüm proje belgelerini içerir. Bu makalede sunulan çalışma, Libya inşaat endüstrisinde YBM'nin yürürlüğe konulmasını önleyen gerçek engelleri ve uygulama hızını arttırabilecek itici faktörleri belirlemek amaçlı anket çalışmasını kullananmaktadır. Dahası, elde edilen verileri analiz etmek, ve en belirgin engelleri ve itici fakörleri tanımlamak için Cronbach Katsayısı, Göreceli Önem Endeksi (GÖE), Pearson Korelasyonu ve Hipotez testi kullanılnmıştır. Böylece bu çalışmanın sonuçları YBM'nin uygulanmasının önündeki ana engeller olarak aşağıdaki nedenleri ortaya çıkarmıştır: 1) Yetersiz YBM eğitimi, 2) Yetersiz tanıtım ve farkındalık, ve 3) YBM ve yararlarının yeterince anlaşılmaması. Sonuçlara göre, belirgin itici faktörler ise: 1) YBM eğitiminin Üniversite düzeyinde sağlanması, 2) Yüksek yönetim'in desteği, ve 3) Şirketlerin piyasaya göre rekabetçi avantajlar ve farklılaşım kazanmaya yönelik yenilikler için olan motivasyonu. Sonuç olarak, YBM'nin Libya'da başarıyla yaygın bir şekilde uygulanması için hükümetin teşviği tek başına yeterli olmaktan uzaktır. Bütün inşaat endüstrisi aktörleri YBM'nin desteklenmesinde üzerlerine düşen rolleri arttırmalı ve projelerinde kullanmalıdır.
