National audience since the early 1980s, the emergence of radical right-wing populist parties in Europe has relaunched long-standing debates on the impact of electoral regimes. The development of a new pan-European far-right has contributed to renewed interest in analysing the effects of voting methods, their degree of openness and the opportunities they offer new entrants to integrate the politico-electoral arena. With, in essence, an implicit indictment of a proportional regime deemed far too 'favourable' to radical parties, while majority systems would, in contrast, act as a remedy against this new wave of extremism. ; National audience Depuis le début des années 1980, le surgissement sur la scène européenne de partis de droite radicale populiste a relancé des débats déjà anciens quant à l'impact des régimes électoraux. Le développement d'une nouvelle extrême-droite pan-européenne a contribué à renouveler l'intérêt notamment pour l'analyse des effets des modes de scrutin, leur degré d'ouverture et les opportunités qu'ils offrent aux nouveaux entrants d'intégrer l'arène politico-électorale. The article examines the first approbation of the Electoral Code on the material of the 2020 local elections in the Kharkiv region. The authors pay special attention to the effects of open lists systems and the degree of influence of preferential votes on the personal distribution of seats in local councils. The article calculates the percentage of voters who used the right of preferential votes in all 14 constituencies and main party lists. We argue that according to the indicators of the use of the preferential vote right and the percentage of invalid ballots, the voters of the Kharkiv region demonstrated a high degree of adaptive readiness for the new electoral system. The article analyzes the effects of blocking mechanisms incorporated in the electoral system, which reduced the influence of preferential votes of voters and retained the control of the party leadership over the personal distribution of mandates in the councils. The ratio between the seats from the district lists and the unified closed party lists was quantified (based on election results for the regional council and 17 city councils of the region). The article analyzes the intensity of changes in the ballot position of candidates in the district lists on regional council elections. We demonstrate that only 20% of seats were received by candidates placed by the party leadership in a "no-pass" ballot position. The article argues that the electoral formula introduced in the 2020 local elections did not work as a system with open lists proportional representation. According to the statistics of the personal allocation of seats in the newly elected councils, this model seems to be something in between the systems of flexible and closed lists. In this regard, the article develops new arguments in the debate on how the norms of electoral legislation reduce the role of preferential votes of voters and proposes recommendations for amending the Electoral Code. ; Досліджується перша апробація Виборчого Кодексу на матеріалі місцевих виборів 2020 року в Харківській області з фокусуванням уваги на проблематиці «відкритих списків» і мірі впливу преференційних голосів виборців на персональний розподіл мандатів у місцевих радах. Розраховано відсоток виборців, які скористалися правом преференційного голосу на виборах до обласної ради (у розрізі всіх 14-ти округів та основних партій). Обґрунтовується, що за показниками користування правом «преференційного голосу» та відсотком недійсних бюлетенів виборці Харківського регіону продемонстрували високий ступінь адаптивної готовності до нової електоральної системи. Аналізуються ефекти блокуючих механізмів, закладених в електоральну систему, які зменшили вплив преференційних голосів виборців та зберегли контроль партійного керівництва над персональним розподілом мандатів у радах. Кількісно оцінено співвідношення між мандатами, здобутими за окружними списками та єдиними закритими списками партій – відповідні розрахунки проведено для обласної ради та 17-ти міських рад регіону. На матеріалі виборів до обласної ради проаналізовано інтенсивність змін черговості кандидатів в окружних списках – обраховано, що лише у 20% випадків право на мандат отримали кандидати, які стартово розміщувалися партіями на «непрохідних» місцях. Обґрунтовано, що запроваджена на місцевих виборах-2020 електоральна формула не спрацювала як система з «відкритими списками» – за статисткою персонального розподілу мандатів у новообраних радах ця модель видається чимось середнім між системами «гнучких» та «закритих» списків. З огляду на це, актуалізовано необхідність дискусії щодо тих норм виборчого законодавства, які знизили роль преференційних голосів виборців, та запропоновано відповідні рекомендації щодо внесення змін до Виборчого Кодексу.

Experimental elections made in Montreal, Paris and Brussels compare the direct influence of the voting system on the voters' decision whether to vote or not, and vote for their preferred party or another party. In all, 16 groups of 21 voters take part in elections under different electoral systems, that is: simple plurality and proportional representation. Preferences are randomly assigned and known by all participants. Our results indicate that voting is globally not more sincere and that voter turnout is not higher when the number of seats liable to be obtained increases. This article analyses the effect of the electoral system on the election of women to the Swiss Federal Assembly (1995-2003). The respective literature has often emphasised how important proportional representation is for a better representation of women in parliament. Most contributions to this debate concentrated on the percentage of female deputies. We argue that all candidates and their careers must be considered in order to understand the election of women. We show that, in the Swiss National Council, the women- friendly effect of proportional representation operates not so much during the elections, but already in the process of candidate nomination.
