Este trabajo se centra en el análisis del contexto histórico en el cual se inserta el Proyecto Mesoamérica, poniendo en duda la versión oficial de que es una propuesta que pretende abatir los índices de rezago económico y social del sur-sureste de México y Centroamérica, cuando todo parece indicar que es uno más de los intentos por aprovechar la ubicación estratégica de la región y sus valiosos recursos naturales en beneficio de las grandes potencias mundiales, sobre todo Estados Unidos.

Este artículo tiene por finalidad hacer un análisis de la relación entre Colombia y el Proyecto Mesoamérica, haciendo una revisión de lo que inició como un acuerdo político y en lo que se ha reflejado en el fortalecimiento de la cooperación internacional de Colombia con los países centroamericanos. La metodología constituye una investigación aplicada de tipo descriptivo-analítico. El resultado de la investigación es que Colombia entre 2010 a 2017 ha estado fortaleciendo la cooperación sur-sur con los países centroamericanos a través del proyecto Mesoamérica. ; The purpose of this article is to analyze the relationship between Colombia and the Mesoamerica Project, reviewing what began as a political agreement and what has been reflected in the strengthening of Colombia's international cooperation with the Central American countries. The methodology constitutes an applied-descriptive-analytical investigation. The result of the research is that Colombia between 2010 and 2017 has been strengthening south-south cooperation with the Central American countries through the Mesoamerica project.

This doctoral thesis is focused on what nowadays is known as the Mesoamerica Project (MP). The Integration and Development Mesoamerica Project arises due to the need not only to the regional integration but also to the lack of solutions to the regional problems.It is important to considerar that at the beginning of this research the member states were only Mexico (MX) and Central America (CA); but Colombia and Dominican Republic (DR) became new members of it. So, we can say that if this research will start today, its title will be "The New Diplomatic and Trade Agenda of the Mesoamerica Project". Nevertheless this research is focused in MEX and CA with some comments related to these two new members but their diplomatic and trade relationships are not mentioned. The principal problem analyzed is that instead of having bilateral or regional free trade agreements and dispersed cooperation mechanisms between MX and CA, the ideal status would be that all the countries should work together under the same "umbrella"; in this case it already exists but in a framented way. This means, that the proposal is to unify everything in one single agreement to facilitate and not to obstruct the region's foreign trade. Besides this, it is relevant to insert Belize notwithstanding the cultural differences between this country and the rest. Therefore, the general objetive is to have one diplomatic-trading bloc between MX and CA so this can help to have a better political and commercial dialogue so this will contribute to an economic development, instead of having different bilateral or sub-regional forums, cooperation understandings, and trade agreements. With this previous information, seven specific objectives were established and became the "backbone" of the complete research. In chapter one, the theoretical framework -that gives support to the entire thesis- is presented. In chapter two, MX-CA's diplomatic and trade relationships background is provided. In chapter three, their current relationships are shown plus Colombia and DR. In chapter four, the MP is explained in a detailed way where all the agenda topics are shown and its current status related to the Development Millenium Goals (DMG) established by the United Nations (UN). In this last chapter, a new agenda -with diplomatic and trade matters- is proposed under the new 17 Sustainable Development Goals (SDG) that replace the DMG, which have been set up by the UN to work for the next 15 years. Along this research, two relevant issues are considered. The first one is to give answers to the central and adjacent hypothesis. The second one is that new possible research areas are mentioned. As final conclusions, every inquiry is answered in order to have as a final reflection that definitely a new agenda in both areas -diplomatic and trade- is required in order to respond to current needs. Being that regional problems, require regional solutions. ; La presente tesis doctoral se enfoca a lo que hoy en día es el Proyecto Mesoamérica. El Proyecto de Integración y Desarrollo de Mesoamérica (PM) surge ante la necesidad no sólo de integración regional, sino como una búsqueda de solución ante problemas regionales en común. Cabe aclarar que al inicio de esta investigación los países miembros de este proyecto eran sólo México y Centroamérica (CA); pero conforme avanzó el tiempo, se integraron Colombia (C) y República Dominicana (RO). Por lo que si el inicio de esta investigación fuera a partir de ahora, el título de ésta sería "La Nueva Agenda Diplomática y Comercial del Proyecto Mesoamérica". Sin embargo, esta tesis está enfocada a México y CA, con algunos comentarios respecto a C y RD, pero no se analizan las relaciones diplomáticas ni comerciales con estos paises ni con nuevos miembros que pudieran suscitarse. Como planteamiento del problerna, se analizó que en lugar de que continúen existiendo tratados comerciales bilaterales o regionales de México con CA por un lado, mecanismos de cooperación dispersos por el otros lado, y de que cada país vaya para caminos diferentes, lo ideal es que caminen juntos cobijados para un mismo proyecto. Es dercir, lo que debe de buscar es unificar un solo tratado para facilitar -y no entorpecer- el comercio de la región; además de insertar a Belice a pesar de las diferencias culturales que existen entre dicho pals y el resto. Dado lo anterior, es que se establece como "objetivo general" el de proponer la conformación de un gran bloque diplomático-comercial entre México y CA con el fin de que ello genere un mayor entendimiento político y comercial entre los países miembros y contribuya a su desarrollo económico. De aquí se derivan siete objetivos específicos, los cuales fueron el eje motor para realizar la investigación necesaria. En el primer capítulo se muestra el marco teórico que da sustento a toda la investigación. En el segundo capftulo se presentan los antecedentes de las relaciones comerciales y diplomáticas entre México y los países centroamericanos. En el tercer capítulo se muestra la actualidad de estas relaciones multilaterales donde se suman Colombia y República Dominicana. En el cuarto capitulo se aborda, de manera detallada, los antecedentes y la actualidad del PM; pasando por los ejes centrales, los temas actuales de su agenda y su status con respecto a los ocho Objetivos de Desarrollo del Milenio (ODM) establecidos por la Organización de las Naciones Unidas (ONU) hace 15 años. En este último capítulo se propone una nueva agenda -tanto diplomática como comercial- para que esté alineada a los 17 nuevos Objetivos de Desarrollo Sostenible (ODS) que vienen a suplir a los ODM, los cuales han sido establecidos por la ONIU para trabajar los próximos 15 años. A la largo de la tesis, se muestran dos aspectos relevantes. El primero es dar respuestas a !a hipótesis central y a las adyacentes planteadas al principio de esta investigación. El segundo es que se va mencionando posibles líneas de investigación. A manera de conclusiones, se responde a cada una de las interrogantes iniciales para dar como reflexión final que definitivamente se requiere una nueva agenda en ambos aspectos -diplomáticos y comercial- para que responda a las necesidades actuales de la región. En junio de 2008, durante la X Cumbre del Mecanismo de Diálogo y Concertación de Tuxtla, realizada en Villahermosa, Tabasco, los mandatarios de México, Colombia, América Central y República Dominicana crearon el Proyecto Mesoamérica, sumando el Plan Puebla Panamá y el Plan Colombia. Al mismo tiempo, en el Congreso estadounidense se votaba a favor de la Iniciativa Mérida. Al entrar en esta nueva fase el ahora llamado Proyecto Mesoamérica muestra más claramente que se trata de un plan estratégico diseñado por Estados Unidos para extender su control militar desde su frontera con México hasta Colombia. ; Abstract: In June 2008, during the 10th Summit of the Tuxtla Mechanism of Dialogue and Agreement held in Villahermosa, Tabasco, the presidents of Mexico, Colombia, Central America and the Dominican Republic created the Mesoamerica Project combining the Puebla-Panama Plan and Plan Colombia. At the same time, the U.S. Congress was voting in favor of the Merida Initiative. As it enters this new phase, Project Mesoamerica shows more clearly that this is a strategic plan designed by the United States extend its to military control from Mexico to Colombia.

Mesoamerica emerged in regional relations thanks to different cooperation strategies bet­ween Mexico, Central America, Colombia and the Dominican Republic that have resulted in what is known today as the Mesoamerica Inte­gration and Development Project. However, ten years after its creation, most of the studies in this regard are descriptive and use an ins­titutional approach that does not distinguish other relevant aspects such as the inclusion of nongovernmental actors and their partici­pation in this regional program. In order to make a first approach to these aspects within the Mesoamerica Project, this paper proposes the use of the International Political Economy theoretical approach of British origin, in the interest of identifying those analytical elements that will go beyond the traditional approach and deepen our knowledge of this program. ; El término Mesoamérica emergió en las rela­ciones regionales gracias a diferentes estrategias de cooperación entre México, Centroamérica, Colombia y República Dominicana que han derivado en lo que hoy se conoce como el Pro­yecto de Integración y Desarrollo de Mesoamé­rica. Sin embargo, a diez años de su creación, la mayor parte de los estudios al respecto son des­criptivos y emplean un enfoque institucional que no resalta otros aspectos relevantes, como la inclusión de actores no gubernamentales y su participación en este programa de desarrollo regional. Con el propósito de hacer un primer acercamiento a estos aspectos dentro del Pro­yecto Mesoamérica, en este trabajo se busca explorar el marco teórico de economía política internacional (EPI) de procedencia británica, con los fines de identificar aquellos elementos que permiten ir más allá de los análisis tradi­cionales y profundizar, a partir de ellos, en el conocimiento del mencionado programa.

During the last decades, the relationship between Mexico and Central America left aside political affairs in order to focus its interest both in signing conventions and free trade agreements as in the promotion of cooperation programs for regional development, such as the Puebla Panama Plan and the Mesoamerica Project. However, our hypothesis is that the results of the cooperation programs have not been entirely successful and that they seem to have set aside two of the main aspects of the border dynamics in the South of Mexico, as well as in the countries of the Central American region: migration and violence. Therefore, from a journey through the history of both phenomena in recent decades, this article aims to analyze the role of bilateral agreements and cooperation to Central America projects driven by Mexico, in order to assess to what extent have managed to have an impact on the solution of the economic and social problems of the region, or if their development has been determined by other interests. ; En las últimas décadas, la relación de México con Centroamérica dejó de lado los asuntos de índole política para centrar su interés en la firma de convenios y tratados de libre comercio, así como en el impulso de programas de cooperación para el desarrollo regional, como el Plan Puebla Panamá y el Proyecto Mesoamérica. Sin embargo, partimos de la hipótesis de que los resultados de los proyectos de cooperación no han sido del todo exitosos y parecen haber dejado de lado dos de los principales aspectos de la dinámica fronteriza en el sur de México, así como en los países de la región centroamericana: la migración y la violencia. Por ello, a partir de un recorrido por la historia de ambos fenómenos en las últimas décadas, este artículo tiene como objetivo analizar el papel de los acuerdos bilaterales y los proyectos de cooperación hacia Centroamérica impulsados por México, con el fin de evaluar en qué medida han logrado incidir en la solución de los problemas económicos y sociales de la región, o si su desarrollo ha estado determinado por otros intereses.
